Ceremonial Welcome: Green Works

Welcome Address: Buddy Dyer, Mayor of Orlando, Florida

GREEN WORKS AND SUSTAINABILITY Most of what we do today impacts our children’s leg-acy. The goal of the Sustainable Initiatives programs is to meet the needs of the present population with-out compromising the ability of future populations to meet its needs. Growing techniques, such as Low Impact Development (LID) and other design factors, are more cost effective and lower in maintenance than conventional stormwater controls. It is crucial that we address how to preserve and protect the environmentally sensitive and economic functions of water long term.

1. LID and Nonpoint Source Factors: Dov Weitman, Chief, Nonpoint Source Control Branch, Office of Wetlands, Oceans, and Watersheds, US Environmental Protection Agency 2. Greenworks on the Ground: David Moore, Executive Director, SW Florida Water Management District 3. 7:00-8:15 Early Bird Discussions Sessions Coffee and danish are available in the Exhibits Hall, please help yourself before you step into the session.

Non-levee Embankments – Grand D What are they??? There are many cases where a road or railroad or other embankment has been “credited” with attenuation of the 1% annual chance flood hy-drograph AND provides significant storage. They aren’t really dams, they are not levees, but when does their failure pose a heightened flood risk? What are other similar cases? Is there a threshhold for consideration of a worst case senario? How to model dam break or worst case with and without? What kind of “accrediation” should be required? Moderator: Sally McConkey, PE, CFM, ASFPM Mapping & Engineering Standards Committee

Certification Maintenance101 Grand E Did you know that the CFM Certification Program is evaluated annually and compared to 23 different certification programs? Come and learn how we stack up. Your CFM is valuable, however you must maintain your certification. Attend this session and share your experiences, frustrations, and recommendations on how to improve the system. The moderators will wear body armor and will be ready to take your best shot! Moderators: Diane Calhoun, CFM, President, Certification Board of Regents, John Ivey, PE, CFM, Professional Development Committee Co-Chair

8:30-10:00 Plenary Session 2 Grand ABC MANAGING FLOOD RISK TODAY AND TOMORROW Think what could be achieved if everyone resolved to undertake just one idea this year to protect the environment. Properly and effectively commu-nicating today’s flood risk is a critical element in managing floodplains and watersheds in the fu-ture. What does residual risk really mean? What is its importance to the nation? What tools can help you reduce individual, community, and corporate risk in the floodplains? 1. Defining and Managing Risk: Steven L. Stockton, Director of Civil Works, U.S. Army Corps of Engineers 2. Mapping and Managing Residual Risk: Craig Fugate, Administrator, FEMA-DHS (Invited) 3. Addressing Coastal Risk: Margaret Davidson, JD, Director, Coastal Services Center, NOAA Moderator: Larry A. Larson, PE, CFM, ASFPM Executive Director

10:30-noon Plenary Session 3 Grand ABC CUTTING EDGE FLOOD MANAGEMENT ISSUES There have been many predictions regarding the uncertainties of 2009, but there is one certainty - that we should all be prepared for change. The actions and roles of today’s floodplain man-ager will be markedly different in the near future. Tomorrow’s floodplain manager will be expectd to do and know much more. These speakers will dis-cuss how codes, concepts, data management, tools, and training will help floodplain managers prepare for the future based on these changing factors. 1. Building Right with Codes and Mitigation: Leslie Chapman-Henderson, President and CEO,
