This document was developed in response to the Transport Agencys SH20 Waterview Connection
project. Its aim is to start a conversation with local groups, organisations and institutions around what
mitigation and remediation is required for the communities, neighbourhoods and environment that the
SH20 project will disrupt. This is a living, changing document: concepts shown here have been
developed through engagement with the following community groups, local organisations, and
politicians:

The overall Community Consultation Plan (Section 2) shows broad principles of built form, landscape,
open space, and pedestrian, cycle and other connections required by the community and local
organisations to be built, strengthened or maintained. The three Detail Plans following focus on
North, Central and South parts of the route. They are all in broad accordance with Auckland City
Council vision plans such as the Future Planning Framework documents Its My Backyard and
neighbourhood Precinct Plans.

3.0 UNIVERSITY OF AUCKLAND INTENSIVE DESIGN WEEKEND PROJECTS
The student work translates the concepts developed through consultation into actual
designs. These are not comprehensive solutions but they focus on developing key
features. There are three important themes:
Better connections high quality and safe bridges that will link us to other parks, open
spaces and facilities.
Better ideas - for new parks, open spaces and facilities to replace what we are losing.
The need for mitigation up front we will be living with construction dust, noise, fumes
and trafc hold-ups for 5 years. We need new bridges and parks now.
Key features of the student designs from the north end to the south:
Area 1: Waterview - Pt Chevalier
Pedestrian and cycle bridge connects Waterview to beach at Eric Armishaw
park and allows access to Walker Park sports elds.
Also connects Point Chevalier to North Western cycleway and Oakley Creek.
Forms a western gateway to the isthmus.
Area 2: Waterview Expand Saxon Park to replace lost Waterview Park and fenced off
school grounds. Enlarge playground and grassy play space for younger kids.
Noisy activities for older kids and adults (basketball court / skate boards /
mountain bike humps) located near interchange.
Transform empty shops into community facilities.
Involve Housing NZ and Council in local development.
Area 3: Waterview - Unitec
Pedestrian and cycle bridge connects Waterview to Unitec and allows access
to open spaces and quicker safer route to Point Chevalier shops. Allows
Unitec patronage of Waterview shops and access to Great North Road
bus stops and side street parking.
Tunnel Control Building buried next to BP: ue hidden in trees, vehicle
access shared with BP.
Two storey mixed use zoning established along Great North Road: shops and
ofces below, student ats above.
Area 4: Owairaka New Windsor
Tunnel mouth adjusted to provide stronger connections through land bridge
between Methuen Road (New Windsor) and Murray Halberg Park / Owairaka
School.
Football elds moved away from busy New North Road, closer to existing
elds and facilities at Halberg Park and Owairaka School.
Stormwater ponds located on low ground at Goldstar site. High ground
more suitable for open space and full size elds.

Passive Open Space
A balance of passive open space
will be
required to provide quiet green
space in the
neighbourhoods. These spaces
will need to be provided away
from the motorway so that during
the construction period and the
operation of the motorway there
are
places where residents can enjoygreen open space away from the
trafc noise.
In particular Alan Wood reserve
residents will move from having
a quiet reserve to a
motorway adjacent. Exploration
of existing or new parks away
from the immediate motorway
site must be considered as
part of the mitigation package.
Due to the signicant loss of open
space these spaces must work
hard providing high quality
landscape design, well planned,
with good lighting and CPTEDdesign, as well as
providing a strong identity for the
space, which will increase the civic
wealth of the neighbourhood.

Residential development
controlled with Design Controls to
ensure high quality plans, good
social planning of houses and
open space, and quality materials.
Medium density residential will be
required to maintain the school
roll numbers. Partnership between
HNZ and MoE could be
advantageous to providingsolutions.
Residential development
must consider the larger scale
of neighbourhood. Talbot Park
is a good example of diversity of
design to ensure medium density
can be obtained without sacricing
identity. Talbot park is achieves a
mixture of housing typologies and
sizes to suit diversity of users.
This is an opportunity for HNZ to
reinvest in Waterview with a
mixture of state owned and
privately owned housing. This
will start to remedy the currently
undesirable environment of North
Waterview.
Shared space provides play areas
for children
Shared space with no kerbs (car,
ped, cyclist) for access to housing,
with landscaping.
Apartments with balconies to take
advatage of views to Waitakeres
and over Marine reserve.
Built Form: Neighbourhood Centre
Waterview will require investment
in creating a strong identity other
than being associated forever with
the Waterview Connection.
There is a good opportunity for a
mixed use centre (shops,
commerical and residential) with
the consolidation of Unitec
campus to the south of the site,
and a
pedestrian and cycle bridge con-necting Unitec bus patrons with
Waterview.
Great North Road Waterview
straight would be articulated
with the creation of a 2-3 storey
mini retail centre, with landmark
buildings to mark the corners of
Alford and GNR. Design Controls
required to ensure high quality
design and materials.
