Let me welcome on behalf of the Moscow government theathletes, coaches and guests of the World championshipsin Greco-Roman, freestyle and women's wrestling. These

competitions will be held at the unique indoor stadium of Ol-

impiysky which was the venue for many World and European

championships. The upcoming competitions will be one of

the most representatives throughout their history.

Russian wrestlers have been all-time trend setters in this

sports discipline. And we very much hope they will do well

at home.

The organizers of the World championships have done

their utmost to make sure these competitions will become a

memorable event for their contestants and oer the specta-

tors many bright bouts. I wish you all good health and good

luck! Welcome to Moscow!

Dear Friends!

We Russian Wrestling Federation suggest the motto of2010 Championships Fight and win!. Sport is not onlya competition; it is a culture. At that it is a universal culture thatunites people and brings then together regardless of their faith,

national peculiarities, skin color and form of eyes. Sport means

common ideals of physical and moral perfection, endurance,

honor, valour, generosity. Sport means personalities, natures in

their understanding common to all mankind. And we, organiz-

ers of World championships in Moscow are sure: no matter who

wins the competition these very ideals and values will raise to

pedestal. We are convinced that sport is able to unite not only

people but countries governments, elites as well. And we

hope that championship in Moscow will become a big event not

only in sports but also public life. We hope that humanitarian

power of wrestling as sport will attract the attention of public

organizations representatives, business circles and governmen-

tal institutions. Russian Wrestling Federation will apply all forces

to reach this goal.

To conclude I would like to note again. Sport is a universal

culture with universal values. These values are able and should

serve as basis for mutual understanding both between people

and governments.

Dear friends and colleagues, This September Moscow andRussia rst in their history will host

the World Championship in freestyle,

Greco-Roman and female wrestling.

The freestyle World Cup has recently

favorably nished in Moscow. One cansay that the world wrestling is again

coming to the capital of our Mother-

land.

The freestyle and Greco-Roman

wrestling is justly popular in Russia

and they always provoke a strong and

positive agiotage. The best proof of it is

the overcrowded tribunes of the World

Cup in Moscow, during matches be-

tween Russia and the USA, at Interna-

tional tournaments in Khasavjurt and

Grozny, Nefteugansk and Novosibirsk,

at super tournament in Krasnoyarsk. Ittesties that as before the wrestling is

on demand and plays an important so-

cial part in many Russian regions.

In anticipation of the Olympic Games

in London the Wrestling Federation of

Russia, its athletes and coaches have been made strongly respon-

sible for maintaining the prestige of Russian sports as it was in Bei-

jing where the wrestlers provided generally a worth result for the

Russian team won in an uncompromised wrestling 6 gold, 3 silver

and 2 bronze medals.

Realizing the program of wrestling development Fight and

Win! the Tutorial Council of the Wrestling Federation of Russiabesides the winning medals of highest value at the International

starts has dened the main objective as popularization and spread-

ing the geography of our sport. Today one can say with condence

that updated Wrestling Federation of Russia and its 64 region sec-

tions from island Sakhalin to Kaliningrad city are an illustrative ex-

ample of special programming and developing the traditional and

socially signicant sport.

Its pleasant to note that the eorts of the Tutorial Council and

the Wrestling Federation of Russia have given the results, provoked

a vivid and constructive response in dierent regions, raised up

prestige of wrestling, coaches and athletes and as a hole of the or-

ganization on a new quantitative level.

The 2010 World Championship organization in Moscow in free-

style, Greco-Roman and female wrestling which will dene the

candidates and the world allocation in advance of pre-Olympic

qualications will be a decisive step in strengthening the Russian

positions in the world wrestling.

The organization of 2010 WorldChampionship in Greco-Roman,freestyle and female wrestling in Mos-

cow is a character event for all ama-

teurs of this remarkable sport in our

country. The entire world knows howthoroughly the Russian capital deals

with the organization of rst-rate In-

ternational competitions that is why I

do not doubt that all participants and

guests will enjoy the excellent condi-

tions and cordial reception that will

enable the athletes to achieve their

best results.

I pin my particular hopes on the

Russian girls as soon as I am leader re-

sponsible for the female wrestling. We

have done a lot of work to lead them

on higher and qualitative level. In theframework of schedule on promoting

and seconding the female wrestling in

Russia we have purchased about forty

mats and distributed them over re-

gions. A complex scientic group has

been set up that to keep the state of

each girl athlete under observation. A medico-rehabilitation

center supplied with all necessary equipment has been put

into operation. The joint training camps participated by foreign

teams are being organized. The system to encourage the girls

athletes nancially started functioning this year.

I hope that all our eorts will be a serious stimulus to ath-lete girls to win for the highest places and that at last they will

win the highest step of podium at the World Championship at

home.

On June 4, 2010 the Hall of Fame of Russian wrestling will

be opened in the FILA main office. This event a sign of rec-

ognition of achievements of Russian wrestling on the world

arena. We want to celebrate it with all wrestling family that is

why on September 4, 2010 on the eve of World Championship

the gala-party in honor of opening the Hall of Fame of Russian

wrestling will take place at the banquet hall of Trade Center

Europeyski.

On behalf of the Organizers from the bottom of my heart I in-

vite all friends of wrestling to pay tribute and gratitude to the leg-

ends of Russian school of freestyle and Greco-Roman wrestling.

January 18, 2010 no 44-RPConcerning the preparation and organizationof the 2010 World Championship in freestyle,Greko-Roman and female wrestling

According to the Moscow Government Edict dated February 9, 2006 no 160-RP Concerning the procedure of nancing the sports events and with the aimof further developing and advocacy of physical culture and sports in the City ofMoscow:

1. Organize together with the Ministry of sports, tourism and youth policy ofthe Russian Federation and the All-Russian Public Organization Wrestling Fed-eration of Russia the 2010 World Championship in freestyle, Greko-Roman andfemale wrestling to be held from 3 to 13 September, 2010 (hereinafter referred toas World Championship) on the venues of Sports complex Olympiysky.

2. Approve the composition of the Organizing Committee upon the prepara-tion and organization of the 2010 World Championship in freestyle, Greko-Roman

and female wrestling (attachment).

The year of 2010 has already switched on countdown before the main start of four year period2012 Olympic Games in London. The current

year for the world wrestling is coming under the to-

ken of Russia that will play host to about 20 Interna-

tional tournaments beginning from junior ones andnishing with the Moscow World Championship.

That is why the FILA Bureau decision to open on

June 4, 2010 an exposition of the history of Russian

wrestling in its main oce situated in an ancient

castle of Corsier-sur-Vevey has been quite justied.

The inauguration of the Hall of Fame of Russian

wrestling to be held in Moscow Europeyski trade

and entertainment centre on September 4 will give

start to the Program of Moscow World Champion-

ship in freestyle, Greco-Roman and female wrestling.

Moscow is worth of rich experience in organizing major Inter-

national tournaments. The 2002 European Championship was or-

ganized in the Central Sports Club of Army, then the 2002 WorldChampionship in Greco-Roman wrestling and the 2006 European

Championship in three wrestling styles took place. The tournaments

have aroused a big interest of public and provoked a wide response

in mass media. It should think so because there were a lot of out-

standing champions who has signicantly performed on the Mos-

cow wrestling mats. Among them there were Alexandre Karelin and

Buvaysar Saytiev. Eight best freestyle National wrestling teams ar-

rived in Moscow last March to compete for the World Cup. The young

Russian team headed by Tedeev Dzombulat under the conditions of

erce competition has got back the title of the best World Cup team.

Owing to the long term eorts of FILA and organizers of National

Federations the spectacular and organizational level of rst-ratetournaments is growing up from year to year. There cannot be any

small points in this activity and the TV image, sport hall execution,

information for referees, conditions for audience, press and sponsors

are the same important as the conditions for athletes and coaches.

Russia has gained enough experience in the organization of major

International tournaments. The World Cup organization in Moscow

has been a perfect rehearsal to forthcoming World Championship in

freestyle, Greco-Roman and female wrestling. We shall try to make

the tournament be more spectacular and interesting for spectators,

attractive for sponsors and comfortable place (including virtual) for

the vast audience of friends in freestyle and Greco-Roman wrestling.

We hope of course that hundreds and thousands of boys and girls

all over the world found themselves intrigued by the magic of wrestling

at the Moscow World Championship will come to the wrestling halls.
