3/1a Petition – Chinamans Creek and Whittle Road Re: W02/03/11 Petition – Chinamans Creek & Whittle Road From: 18 Residents of the Region File: 4-8-7-7 Doc # 1475473 Date: 18 January 2011 Reference: G03/01/11 - That the Petition be received and referred to a

future Works & Services Committee Meeting for consideration. “We the undersigned Residents wish to bring to Council’s attention the deplorable condition of the road surface of the above Roads. They are in need of immediate full and careful maintenance as also are the entrances to the properties. The Creek crossing over Whittle Road needs a permanent solution in the form of concreting as the road washes out every time the creek comes up.

Where Chinamans Creek Road passes over pipe culverts the surface is eroded which is narrowing the road making it very dangerous. Each time the Council workers review the road they move the white edge marker stakes. We’re wondering how far they intend to move them. In time they will meet in the middle of the road. These culverts are concrete pipes but they need concrete collars to prevent erosion and damage to the road edge. When entering Chinamans Creek Road in an Easterly direction from Kenilworth Skyring Creek Road the first dip needs to be raised at least a metre by way of culvert and concrete top to allow us, in a time of heavy rain, to be able to get out of the valley. We require this work to be done. Council’s attention is also drawn to the noxious weed (Lantana) on the road side which is proliferating and contaminating adjoining properties. A solution to this problem is also required.”

3/1b Chinaman’s Creek and Whittle Road Re: W02/03/11 Petition – Chinamans Creek & Whittle Road From: Resident of Chinamans Creek Road, Tuchekoi File: 4-8-7-7 Doc # 1476116 Date: 20 January 2011 Reference: G03/01/11 “This is to be read in line with earlier petition and emphasis the fact that the road is extremely dangerous and all residents are worried that there is going to be a serious accident. It demands immediate attention and in the meantime we require barricades and lights warning traffic of hazard. We’re attaching photos showing the erosion of the roadway. All signatories of the petition are in agreement with this letter. We expect a reply in writing.”

Report: (Acting Director of Engineering Services – R.Chapman) Overview: Letter is requesting repairs to problems that arose due to

recent rainfall and flooding as well as upgrading of the road.

3) Lantana is not considered to be a noxious weed. Discussion: All essential emergent works have been undertaken. Other restoration works will be programmed as time and approval funding allows. It is unlikely that any major upgrading of Chinamans Creek Road will be possible in the foreseeable future due to higher priorities. Clearing of roadsides is taking place on a priority basis.

3/2 4WD Vandals at Widgee Crossing Re: W03/03/11 4WD Vandals at Widgee Crossing From: Resident of Widgee Crossing Road File: 4-8-7-7 Doc # 1474326 Date: 3 January 2011 First Letter from complainant – Doc Id: 1475296 Dated: 13 December 2010 “I wish to draw to your recall my many previous complaints and requests to Council including directly to Mayor Dyne and Cr. Friske to take action to stop this outlandish activity that continues to occur at Widgee Crossing. I refer also to Council's Officer Greg Ingham's attendance at a site meeting with the undersigned, my neighbour Ian Wenzell and Department of Environment and Resource Management officers Wade Rogers and Debbie Cross on 25 June 2010 where it was requested that Council erect signage to prohibit 4WD vandalism. No action whatsoever resulting from that meeting has been evident from either Council or DERM. The 4WD vandals have continued to vandalise the Road Reserve alongside my neighbour's fence, the very reason why the abovementioned site meeting was called in an endeavor to stop this occurring, and now they have commenced to vandalise the Road Reserve on the opposite side of the roadway along our fence line. Today after confrontation we have been threatened by these young people that they will come through the fence onto the cultivated area of our property with their 4WD vehicles. With foul language flowing it was made clear they had no intention of abiding by the law and would continue to vandalise this public property, an attitude made even more abhorrent in that one of their number of physical threatening attitude wore a Gympie Regional Council work shirt.

As pointed out to Council on previous occasions, Council's inaction in the matter has not only allowed massive degradation of the Road Reserve and the Widgee Crossing Picnic Area to take place but these young people abandon all thoughts of decency when they come out here. The younger P-platers — and there are a great number of those — see the older vandals doing their damage and follow suit, taking their attitude onto the streets of Gympie. I have continued to report these occurrences to the Gympie Police. They have informed me that their hands are tied, that they know what the area is like but they can do nothing about it until the Council makes a complaint and erects signage to say the vandalism is prohibited — and have told me to inform you that until the Council takes action in their opinion there is a very high risk of someone being killed. During this past week there have been two instances of young people sitting on the bonnet of vehicles travelling on the road. On a previous occasion I witnessed two young people standing on the tray of a 4WD that was driving erratically as they went down to the Crossing . Later that same day at another site the vehicle rolled resulting in one of the young lads in the back losing his life.. Only days ago, six young people went down to the Crossing on the back of a 4WD utility that did not even have sides on its tray. I draw your attention to the fact that Council is negligent by its inaction in the matter. Council is viewed to promote unabated lawlessness by youth in this region not only putting young lives at risk but Council is also negligent in taking care of public property, both in the Road Reserve and also the adjoining Reserve 163. Road and Road Reserve – Council has control over the road reserve The vandalism of the road and road reserve by 4wd vehicles is misuse of public land in Council’s care Council represents the Community Recreation Reserve 163 - Lower part – Community picnic area is state owned Council is Trustee The vandalism by 4wd vehicles is misuse of Public Land in Council’s care Council as Trustee has a duty of care

The Local Government Act and DNR Policy provide that Council can restrict the "type of access to the road reserve" ie 4WD vandals and also as Trustee Council can restrict the "type of access to the recreation reserve" ie 4WD vandals. As the closest resident to this problem, I formally make a complaint about the stress and disruption this noisy, dangerous activity causes. It is hugely stressful to witness the wanton vandalism occurring alongside our property knowing also that it is such a dangerous activity for those young people to be engaged in. I request that Council take action to stop it. A copy of this letter is being forwarded to all Councillors, DERM and the Gympie Police.”

Response from Director of Engineering – Mr. Bob Fredman. Dated: 22nd December 2010 “I make reference to your letter dated 13 December 2010 regarding the above matter. “Council is very concerned about the unsafe and irresponsible vehicle usage that occurs in the Widgee Crossing area. The Local Government Act describes Council’s powers in this regard, however operating a vehicle is not included in this Act. Use of a vehicle as you describe is a Police matter under the Traffic Act. Council also has limited ability to prohibit irresponsibly driven vehicles from using road reserve, and certainly could not implement any signage that would be effective in this situation. Council’s duty of care on reserves is limited to managing hazards it creates, or rectifying unforeseeable hazards. The irresponsible use of vehicles does not fall within these parameters. Vandalism in any location is a Police matter again. Your letter will be forwarded to the Police as a matter of urgency.”

Reply from Complainant - Dated 3. January 2011 “Thank you for your letter dated 22 December. Concerns outlined in my letter addressed to you of 13 December have not however been satisfactorily responded to. Council is responsible for what is happening at Widgee Crossing – Council doe shave the power to stop it. Council has allowed “hazards” to occur on both the road reserve and the Reserve 163 and have done nothing about “managing” or “rectifying” them. Council appears to ignore the fact that public property in Council’s care has been vandalised and is continuing to be vandalised. Council has allowed vandalism to continue to occur to the road reserve and the Reserve 163 by its inaction in the matter even though Council has been told many times that it is occurring and many pleads for you to put a stop to it. Council has not, to my knowledge made a complaint to the Police Department. It is not good enough for you to just say that vandalism is a matter for the police – you have to report it! A simple sign erected in the right location that “4WD vandalism is prohibited” surely is not too big of an ask of Council and at least would indicate that you have made some effort – one for Widgee Crossing Road on each side of the river, for all I know that you are well aware the same problem exists on the south side of the river as well. A copy of your letter of 22 December together with a copy of this letter has been forwarded to all Councillors, DERM, and the Gympie Police. Thanking you in anticipation of a better response from Council.”

Response from Director of Engineering – Mr Bob Fredman. Dated: 20 January 2011 “I refer to your letter of 3 January 2011 regarding the above matter. Unfortunately Council does not have the resources to actively control uses on this and any other land which it has not developed. Further, vandalism is the type of activity that will occur regardless of signage, when staff or Police are not present. Your previous reports of vandalism have been passed on to Police. Again, Council is very concerned but does not have the means to prevent the activities which are occurring.” Report: (Director of Engineering Services – R.A. Fredman) Overview: The complainant has asked that the complaints be put to a

Council meeting. Corporate Plan: 2.1 (iv) Operational Plan: 2.1 (i) Budget: Road Construction and maintenance Consultation: Queensland Police Service

Issues: 1) Resident has concerns people could be hurt during high risk activities including 4WD vandalism on vacant Council land and road reserve.

2) Requiring Council to take action to prevent these actions by erecting some sort of signage.

3) Claiming that Council is responsible for what is happening due to inaction and allowing hazards to develop on the road reserve.

Risks Analysis: 1) Queensland Police Service is the responsible authority for acts of dangerous driving and illegal use of motor vehicles.

2) Signage in remote locations cannot be effectively policed and for it to be policed it must be an authorised sign approved for use by Department of Transport and Main Roads.

3) Maintaining the road reserve in this area is practically impossible due to flooding, scouring and water holes developing on a continuing basis.

Discussion:

The activities at this site have been discussed at previous Traffic Advisory Committee meetings with no effective solutions forthcoming. The road reserve is unmaintained road where the activities take place. Should it be Councils intention that no traffic whatsoever should travel beyond the end of the maintained section the use of a road closed sign G9.20 in association with a permanent barrier would be required. However at this location that may be difficult to achieve.

3/3 Bruce Highway Upgrade – Cooroy to Curra Re: W04/03/11 Bruce Highway Upgrade – Cooroy to Curra From: Department of Transport and Main Roads File: 4-8-21-1-1 Doc # 1479359 Date: 11 February 2011

“The Department of Transport and Main Roads would like to advise you that work on the third contract for Section B (Sankeys Road to Traveston Road of the Bruce Highway upgrade between Cooroy and Curra will commence in early February 2011. The department has announced that the successful contractor for this work is Synergy JV, a joint venture between Civil Mining Corporation (CMC), Downer EDI Works Pty and Probuild Civil (QLD). Consultants GHD will continue to administer the delivery of Section B. Work will involve:

Laying approximately 9km of dual lane asphalt pavements. Constructing bridges over Coles Creek (near Maguires Lane, Cooran) Realigning a 1.5km section of Coles Creek Road. This is required to carry

it over a new overpass above the new highway (near Cochrane Court, Cooran).

Constructing the overpass over the new highway maintaining access to the existing Bruce Highway for Coles Creek residents.

For your information, construction hours near residential areas will generally be between 7.00am and 10.00pm, Monday to Saturday, with some night works necessary from time to time. The project team will contact local residents who may be affected by night work prior to undertaking these activities. Work on Contract 3 is expected to be completed in early 2012, weather permitting. The department will advise you of details for the fourth contract once the contract has been awarded. It is anticipated that this fourth contract will be awarded in May 2011. The entire Section B project is expected to be completed during 2012, weather permitting.

COUNCIL IN COMMITTEE

The Chairman advised the meeting that Council was going “Into Committee” to discuss the refurbishment of Old Lands Office.

W05/03/11 Moved:Cr R.A. Gâté Seconded: Cr J.A. Walker That pursuant to the provisions of Section 72 of the Local Government

(Operations) Regulation 2010, Council resolves to close the meeting to the public and move “into committee” to consider the refurbishment of the old lands office.

Further, that in relation to the provisions of Section 171 of the Local Government

Act 2009, Council resolves that following the closing of the meeting to the public and the moving ‘into committee’ that all matters and all documents (whether in hard copy, electronic, optical, visual or magnetic form) discussed, raised, tabled

Risk Analysis: It would appear there has not been consultation with the Access Advisory Committee and there could be adverse reaction from this sector of the community. Discussion: A review was required via Council Minute of all on-street disabled parking signage in the regulated parking area in the CBD of Gympie. This review incorporates changes brought into force by the Australian Disability Parking Scheme (ADPS) and new Australian Disability Parking permits. This review also incorporates Council’s Minute CS11/11/10 (1). In the regulated parking area in the CBD there are seventeen (17) on-street disabled car parks across eleven (11) sites. Signage at these disabled car parks are required to be upgraded to meet the requirements of ADPS and the above mentioned Council Minute. Seventeen (17) signs will be required to be upgraded at a cost of $100 each therefore totalling $1,700.

The department is currently considering a proposal to formally name two unnamed creeks as Deacons Creek and Kelihers Creek located within the Fraser Coast Regional Council and the Gympie Regional Council. The proposed Deacons Creek is signposted at the point it crosses the Bruce Highway approximately two kilometres north of Glenwood. The creek rises to the south of Theebine Mountain and flows north-east for approximately seven kilometres until its confluence with Gutchy Creek. The proposed name Deacons Creek is a long-standing locally known name throughout the district and originates from Henry and Ephraim Deacon, who acquired Portions 10 and 1575, Parish of Gutchy as Agricultural Farms in 1898 and held these properties until about 1931. The proposed Kelihers Creek is signposted at the point it crosses the Bruce Highway approximately three kilometres north of the Glenwood. The v=creek rises to the south of Mount Kanigan and flows north-east for approximately seven kilometres until its confluence with Gutchy Creek. The proposed name Kelihers Creek is a log-standing locally known name throughout the district and originates from Jeremiah Keliher, who acquired Portions 60v and 963, Parish of Gutchy as Agricultural Farms in 1892 and these properties were held in the Keliher family until about 1972. Research of department historical resources and the Queensland Place Names Gazetteer reveal that the features have not been recognised under the provisions of the Act. It is proposed to formally name the creeks in honour of the early pioneering Deacon and Keliher families who once owned and farmed most of the properties through which the creeks flow during 1890’s. Enclosed is a copy of plan QPN 1177 which shows the location of the proposed Deacons Creek and Kelihers Creek. The department would like to offer you the opportunity to comment on the proposal before a decision is made on the naming of the proposed features. Your views should be writing and should be lodged with me no later then 25 March 2011.”

Management has written to Council seeking comment on the proposed naming of two creeks that cross the Bruce Highway to the north of Glenwood - (refer attached plan QPN1177).

result in some form of disagreement in the community. Risk Analysis: Names have been put forward by DERM based on sound

historical records thereby greatly reducing risk associated with the above.

Discussion: The two (2) proposed creek names are Kelihers Creek and Deacons Creek. (refer attached plan QPN1177). Kelihers Creek is not within the shire and will therefore not be discussed further in this report as it is outside of our jurisdiction. Deacons Creek rises to the south of Theebine Mountain and flows north-east until its confluence with Gutchy Creek. Although this creek is not formally named, it is signposted as “Deacons Creek” as it crosses the Bruce Highway to the north of Glenwood. Risk Analysis: 1 and 2 Loss of life and or assets due to lack of clarity in addressing could

result if road left unnamed. Discussion: The unnamed road reserve heading north off Laurel Road approximately 500 metres from North Deep Creek Road needs to be named as residents are using the street address of Laurel Road which is incorrect. Further, a one (1) lot subdivision was recently finalised on this unformed/unmaintained road reserve and Council conditioned that the lots be numbered, which is not possible without a Council approved name. Note there are six (6) properties and Forestry (Veteran Logging Area) that currently have access to this unformed / unnamed road. Some historical landholders names from old Survey Plans on this road are:- Tatnell Sandercock

Other historical names and landholders from older Survey Plans further along the road:- Coronation Gully; Enright; Mapstone; Meagher; Brasch; Hollis.

Note none of the above names are currently approved road names within the region.

COUNCIL RESPONSE DATED 29 MARCH READS AS FOLLOWS: “With reference to your letter dated 19 February 2010 regarding the above matter, I advise that Council objects to the permanent road closure as shown on Drawing 09/311. The objection is due to the full width of the current 20m road reserve being required for the possible future upgrading of the road, which would require a turnaround area in this vicinity. Otto) Overview: Council objected to permanent road closure of approx 250m2

adjoining Lot 5 SP 112474 as the full 20 metre road reserve is required for any future road upgrading. Department of Environment & Resource Management have been advised by client that Council may now have no objection to road closure and request written advice confirming same.

although of an island shape. 3. 20 metre road reserve width is insufficient width to have a cul-de-sac constructed

whereby 29 metres is needed. Risk Analysis: It is possible that Liam Lane could be made into a maintained road which would require a cul-de-sac. It is more likely a cul-de-sac would be made at the end of the road rather than at any other location. Discussion: The following Council departments were consulted in relation to this request, Works, Parks, Corporate Services and Planning & Development. Note the refuse collection truck currently services residences via this road reserve. Department of Environment & Resource Management has recently made verbal contact with Council staff stating the client had a meeting with Council representatives in November. Department is now requesting written advice from Council asking if the removal of its objection as per letter dated 29 March 2010 is appropriate.

“Due to Councils drain being unable to adequately deal with the amount of water that comes to this corner, our property was flooded on Sunday 12 December, and we were so concerned that the water was going to enter our house that we had to call the SES. Our back yard was totally under water because the drains were not working properly and our driveway was also under. Fortunately the water didn’t enter the house in this occasion. Further to my previous letters to council and a phone conversation on 23 November with Ross Chapman, I am writing today to find out what progress has been made in regard to the inadequate sized pipe under the road on the corner of Nautilus and Achilles Drive, Cooloola Cove. As already discussed, an alternative pipe under Retreat Court would rectify this problem. I have received two letters saying it has been added to the capital works list as a “possible” project, however “possible” is not good enough. This needs urgent rectification. Now that the sewerage and transfer stations have been sorted out, Council should make it a priority to fix inadequate piping such as this one, even if it means borrowing money. It is Council’s responsibility to ensure adequate street drainage. I look forward to hearing from you soon.” Report: (General Manager Design Services – R. 1. The 2006 strategy uses a rating system to prioritize projects. 2. The 2006 strategy is continually updated as new projects come to light.

Discussion: This is a new project that is to be added to the list for although staff had been aware of some build up of water on this lot from run off from other lots, until a house was built on the lot it was a low priority. The writers have been advised previously that this project will be added to the list of projects and prioritized accordingly to the strategy. The flat nature of this lot plus runoff from upstream lots will always leave the site subject to some sheet water in wet times.

Avenue and Dreadnought Avenue From: Resident of Golden Hind Avenue, Cooloola Cove Qld 4580 File: 4-8-07-0007-09 Doc ID: 1480040 Date: 21 December 2010 “We fully understand the problems of drainage in our area and we know some remedial measures have been put in place quite recently, but there are still some properties without tanks and if only a shed is on the property there is no proper provision for the flow of storm water off the roof of that shed. These are all things that can be tackled at the outset of permission given when applications are presented to Council. However, on Sunday 19 December 2010 after 3 hours of steady rain and two big deluges amounting to 35mm in ONE hour; we would like to draw your attention to the following facts:

1. The new drains did not cope with the amount of water. Photos no 1 & 2. 2. Drains at the front of two houses 114 and 116 reached full capacity. Photo 1 3. The design is to make the water travel up hill, as there is no provision for a

drain into the Storm Drain Creek in the natural direction of the water flow. Photo 3. Trying to make water run up hill is totally ridiculous and even though another 600mm pipe has been put in the water just will not comply.

4. Houses on both sides of the road are affected and No 116 showed us how the property behind his (on Dreadnought Avenue) now allows their storm water from their shed to flow directly into his backyard.

5. The owner of No 116 has already put in THREE drains that flow to the road as per building regulations, and still has to deal with even more water during these troublesome times. The property at his back has no water storage tank and no drain carrying the water into Dreadnought Avenue. This would help enormously and should have been a requirement when he applied to build the shed.

6. There is one more important matter to introduce. Where the drain itself ends there is at least a 1.2m drop, which is the actual level of the creek at that point. On this occasion the whole drain was immersed and anyone could have fallen into this deep section. Photos 4 & 5. Perhaps some barrier or

fencing should be considered. Like other regulations such as swimming pools etc.

7. The other photos illustrate the conditions we are living in at the backs of our properties which in the last Planning document was euphemistically called “GRASSY PARKLAND”! Photos 6,7,8,9,10

Obviously, no Councillor has tried using this area in a recreational way except when the weather is totally dry and one is no longer paddling. Please can something be done to assist us in providing satisfactory drainage to this area. It only needs one trench dug across the road from the newly repaired drain, so that the majority of the water flows downhill and directly into the storm drain and to the creek. In addition, we need the creek cleared so that it can behave like a storm drain and not be totally clogged up with plants and bushes, some we know are weeds. We love the natural flora and fauna of this area but if this small creek behind us is to be our storm drain then it should be made deep enough to copy with this amount of water.

About 4 ½ years ago, we complained about the state of the so called spoon drain outside our property at the above address. It was partially broken up concrete, and too steep for us to mow. Along came a Council employee, and dug a ditch, which made matters far worse, and despite our protests was left abandoned. We had the usual promises from aspiring Councillors, but when Mr Engeman was elected, he did make a personal appearance, and apart from the word Tut Tutting, gave us assurances that something would be done, (Sometime). After Mr Engemans visit, a young man turned up to take various levels of the terrain from a satellite system, and was pretty vague on what he was doing and why. He was then followed by, I presume a Council Engineer who was equally at a loss to explain any solutions, and appeared to have no knowledge of how a MONSOON DRAIN was constructed. End of that story.

Since then, about three years, the pipe under our driveway has scoured out a hole in the ditch, (which even Council employees can’t cut) and is now a permanent pool in the wet season. It’s has at least three breedings of cane toads, which have increased dramatically for the past two years, and I assume that the mossies will love it. They did last year. You are quite welcome to come out and see the mess yourself, but please do something to eliminate this Council problem, which detracts property values, (ours especially) but does not seem to get us any rates decreases

Discussion: Four (4) new houses have been built in this short cul-de-sac in recent years and along with additional vehicular traffic the existing roughly made concrete spoon drain was damaged and removed. Any scour resulting from the driveway pipe is the responsibility of the owner to repair. There is scope to improve drainage generally in this area with Design Staff having commenced investigation through a survey of the site initially. It should be noted however that the problems raised by the writer are of a much lower priority then those not raised and occur downstream of this property.

In the meantime Health and Environmental services could use the facility at either the proposed Bayside Road Transfer Station or the Bonnick Road landfill site to comply with legislative requirements. To bring the weighbridge up to date some software will be required to directly input weight of loads into Council’s financial records. In the interim Works have a set of scales on the Monkland based loader which can be upgraded to provide telemetric link into the records system. Some funding is available within the current budget to facilitate this.

Report: (General Manager Works - Eastern Division – GC Ingham)

Inspections of Council’s road and drainage network are nearing completion. These inspections have revealed extensive damage across the region. Emergent works continue in earnest with Council staff endeavouring to deliver a significant emergent works program in the allotted 60 days. This task has been structured regionally with eastern and western staff working alongside contractors to achieve the common goal of reinstating the road network to its pre-existing condition and ensuring roads are as safe as practical. At the time of writing adverse weather conditions and saturated ground conditions have been hampering Council’s attempts to repair the damaged network. Council staff are working extended hours to expedite emergent works. The works program of emergent issues brought forward by school bus operators at the school bus operators meeting on the 21/01/11 has been 100% completed. Once Council staff have completed the emergent works, they will begin the restorative process of inspection, programming/estimating and applying for approval to commence restorative works. Once approval of the submitted claim is forthcoming Council has approx 2 years to undertake these works. On Saturday 19 February a Works crew undertaking flood works in the Pie Creek area noticed subsidence in the approach to Thomas Whitmore Bridge on Mooloo Road. An approach to the Bridge (Gympie end) had failed due to the loss of material behind the timber backing boards at the abutment. Mooloo Road was immediately closed to allow repair work to be carried out. The work is claimable under NDRRA guidelines and will be included in a submission for funding assistance. Residents were notified by a door knock and there was alternative access for road users. A crew worked through the weekend to complete repairs and ensure the road was open with minimal disruptions. At the time of writing the road was expected to be opened on 23 February 2011. The Imbil Town Bridge over Yabba Creek was severely damaged during the December/January flood. Both bridge approaches were washed out and Imbil-Kandanga Road was closed at the bridge to allow repair works to be carried out. Stakeholders in the Imbil area were kept informed as to the progress. Design Department assessed the damage and came up with the construction solution. Concrete relieving slabs at both abutments were difficult to work around and a decision was made to remove and repour the slab at the Gympie end. Works crews started work on Tuesday 1 February and the bridge was opened to traffic on Friday 11 February. Programmed Maintenance Grading Programmed maintenance grading has ceased temporarily. Emergent access grading has been the priority over the last month, with Council deploying some seven fully equipped grading crews into the neediest areas regionally. The adverse weather conditions have been a challenge with a number of days being written off with wet weather. Drainage Repairs

Silt and debris removal has been Council staff’s priority since the start of the emergent works. Many crossings and bridges as well as low lying areas were obstructed from the collection of silt and debris. Timber Bridges Inspections of Council’s timber bridges were undertaken as soon as water receded and staff were able to gain access to the structures. Many approaches and batters were severely affected and rated highly on Council’s repair lists. Silt and debris in the form of large trees also impacted these structures. All structures have been assessed as safe for vehicular traffic. Vegetation Control Corridor clearing has been undertaken on Dagun Road. Tractor slashing was carried out in the following areas: Gunalda area Sandy Creek area Eel Creek Road area Mary Valley area Glastonbury area The one activity that hasn’t changed as a result of recent weather is the rate that roadside vegetation is continuing to grow. There are a number of roadsides in urgent need of slashing and to this end maximum resources have been allocated to vegetation control. Slasher operations have undertaken one slasher width on some roads, not normal 2 widths, and this is to achieve maximum roadside slashing lengths to address the backlog. Sealed Road Pavement Repairs Sealed roads have experienced severe saturation and inundation. Works resources have been dedicated to the emergent repair of the resultant failures. Much of the saturated pavement road damage can be claimed as flood damage. It should be noted however that subsidised flood works cannot address the backlog of preventative maintenance and proactive rehabilitation works required on the Gympie Regional Council road network.

7/3 Job Construction Report

Due to commitments on the regional NDRRA works construction jobs have slowed due to crews working on emergent works. Council has a limited time period to complete these works (60 days) and this will remain the priority until the 7 March 2011. Recent advices given by LGAQ on 21 February 2011 resulting from RRG inquiries now nominate 18 April as the completion date for emergent works.

Gympie Woolooga Road – Reconstruction and Bitumen Seal The works are located on Gympie Woolooga Road between Pearsons Road and Tones Road (Chainage 31110-34400). The project involves clearing and grubbing, excavation & embankment, installation of pipes and culverts, subsoil drains, placing unbound pavement layers, bitumen surfacing, installing road furniture and linemarking.

Replacement of culverts and pipes has commenced, but this project has been severely hampered by inclement weather. With resources diverted to NDRRA works and wet subgrade conditions it will be some time before works proceed. Main Roads Department have extended the construction period accordingly. Saint Patrick’s Primary School Set Down Area – Bligh Street The works include reconstructing kerb & channel as well as reconstructing concrete driveway into school property. The works also include constructing new concrete footpaths, ramps and stairs, including handrails pedestrian crossing and associated pavement markings. Job is still in progress with the use of concrete contractors undertaking kerb & channel and pathways. Saint Patrick’s Primary School Set Down Area – Church Street The works include constructing new concrete footpath, reconstructing driveways and access stairs to private properties, correcting road profile at parking bays using AC. The works also include constructing kerb extensions, reinstating signs and linemarking, constructing handrails, gate and installing seating in skillion shelter. Skillion shelter has been constructed by others. Job has commenced. Rainbow Beach Centre Block Community Centre Parking – Spectrum Street

Job has commenced with excavating natural materials for Community Centre and car park.

Kenman Road Hill – Bitumen Seal The works involve upgrading existing gravel roadway to a 7m formation full width bitumen seal. The works include clear and grubbing, bulk earthworks, placing gravel pavement, bituminous seal, reinstating property access and signage.

NDRRA works and ongoing wet weather have delayed the bitumen sealing of this project. The completed works stood up well to the wet weather. Cross Street and Wickham Street Asphalt Overlay This job involved replacing kerb and channel, new sub soil drainage, excavating and replacing pavement in Wickham St, stabilising various locations in Cross Street and asphalt overlay.

Job complete. Rehabilitation Works – Groundwater Road (Cox Road to Sorensen Road) This job involves placing subsoil drainage, stabilising existing pavement, bitumen seal and line marking.

Stablising works have been completed in various areas on Groundwater Road and Sorensen Road.

Second or top coat sealing yet to be completed at time of writing.

Hoopers Road – Intersection and Widening Works The works involve widening the existing roadway to a 7m formation and upgrading intersection. The works include clear and grubbing, earthworks, placing gravel pavement, bituminous seal, installing kerb, reinstating property access, erecting signage and line-marking.

Due to NDRA works and wet weather bitumen seal has been delayed and this will be sprayed at a later date. Gympie Airport – Access Road and Cable Gate Installations

Despite delays to the construction projects this year the program is expected to be completed at financial year end, barring further inclement weather. Contractors will be used for certain restorative flood work that will free up Council resources.

currently provided at the reserve in front of the tree line. Once vans and vendors set up it tends to darken the park even more.

Is it the intention of Council to upgrade the lighting at Nelson Reserve this year?

If so, would it be possible to provide 3 phase power outlets closer to the parking bays. At the festival after parade party in 2011, GoldRush is hoping to provide more food choice for the community and have a mini eat-your-way around the world food markets. The 40 or so parking bays directly behind the sound shell adjacent to Monkland Street and opposite the coach/bus pick-up point in Jaycee Way would be an ideal location for that. Placing the food stalls in this area has many advantages:

1. Provides a solid base for vendors and customers in unseasonable weather that nature sometimes provides;

2. Opens up the park around the playground equipment, so that parents can watch their children on the night without the vans blocking the view and darkening the line of site; and

3. Allows the fireworks providers to set up at the back corner from the train track, rather than Albert Park, where the large trees in Nelson Reserve obscure the view to a certain extent.

We request that lighting and power upgrading takes place and also, that Gold Rush is consulted beforehand. As the objective of the Gold Rush Festival is attracting locals, visitors and tourists to enhance economical; benefit to our town I am hoping that our request will be looked at favourably.”

Report: (Parks Manager – Ed French) Overview: The Gold Rush Festival is requesting Council to consider the

provision of additional 3-phase power outlets, additional lighting, allocation of parking spaces off Jaycee Way for festival use, and consideration of the location of fireworks within Nelson Reserve.

identified by staff for improvement. The provision of further power outlets needs to be considered against what is the maximum number of vendors, power supply to the park , uses of the park, limitation of events and types of events to this park and when such events would then be approved for location at other parks other than Nelson Reserve.

Risk Analysis: Further development of Nelson Reserve needs to be planned to ensure appropriate use of funds and future use of this park. Two of the requests appear to conflict with State legislation and planned capital works.

Any further development and provision of services within the park needs to be considered with the intended uses of the park and the restrictions that space within the park allows. Whilst the park is an excellent venue for Gold rush festivities, any expansion of the Festival, or other events will need to work within the existing footprint or be located elsewhere.

The request for additional power outlets located next to the parking bays opposite

the bus stop in Jaycee Way conflicts with future works planned to construct a bus interchange on this site, likely to be within the following 24 – 36 months. The costs of installing such power points for a relatively short term may not be considered warranted.

Council staff have noted improvements to the lighting within the park would be

advantageous and will be including such improvements in Capital Works Programmes for budget deliberations for the coming financial year.

The placement of the food vans can be reviewed with an on-site meeting with the

Festival organisers and Council staff to ensure best use of existing services and space and minimise further works.

The supervision of children utilising a playground, particularly at night, may be

more advisable within a closer proximity than from the performance stage viewing area.

Investigation and past events indicate that the location for the set up of the

fireworks can not be within the confines of the park due to requirements of the relative approving authority. Main Roads may also have conditions that apply that would not permit the fireworks to be set up as close to the highway as the Festival suggests.

Engineering staff are presently investigating the provision of a hardstand and

associated services for the Qld Dental Health and Red Cross Blood Bank vans within the park and other possible improvements maybe looked at as part of these proposed works. Works to improve drainage within the park, particularly in front of the public toilets and the performance stage will be investigated within the coming weeks.

It is proposed that representatives of the Committee address the meeting and that

the Parks Manager meet further with delegates from the GoldRush Festival to discuss and investigate the best use of existing facilities and space, and if additional services or facilities that may be required to be located to enable multi-use for any events to be held in the park.

9/2 Parks Monthly Report

Parks maintenance works The majority of Parks staff has been engaged on normal parks and verges maintenance duties with continued assistance from contractors to maintain required standards. As conditions permit, the use of contractors will be reduced. However, should soil moisture levels remain suitable for continued plant growth past March, service standards will need be adjusted due to budgetary pressures. Flood related works Parks staff will be assisting sporting groups that utilise Albert Park and One Mile Recreation Reserve in applying for State funding to repair flood damage on both sites. Repairs and replanting to affected garden beds in Memorial Park, Nelson Reserve and Lake Alford Recreation Area will be undertaken according to funding available. South Burnett CTC has been successful in gaining funding for a 10 person training programme including Flood Recovery works. This crew have assisted on a number of other Parks related projects and will continue on the flood repairs as resources permit. Major works to the playground and adjacent areas at Marc Dower Park have started. The drainage and water diversion systems around the playground failed under the heavy rain events experienced prior to and during the flood events. Significant works will be required to return the park to required standards. Normanby Park also suffered significant damage and crews are now working on this park. The car park at Nelson Reserve will require substantial repairs caused by flood damage. Playgrounds at Imbil and Kandanga have been re-opened with some works still required at Mary Fereday Park at Carters Ridge. Whilst NDRA funding may cover some of the flood related works, much of the works will need to be undertaken utilising Parks maintenance funds. This will obviously place further pressures on budgets that have been heavily impacted by a long vegetation growing season. Parks Capital Works

Memorial Rotunda Gympie The project is now completed, with some minor flood related paint repairs to be undertaken. Improvements to One Mile Ovals The Project scope design has been completed and quotes will be called when resources permit.

Removal of old Nelson Reserve Toilets As previously reported, the shelter has been ordered and will be installed and associated works completed when resources permit, now likely to be in March or April.

Lake Alford Parking Improvements

As reported in the previous monthly report, the final layer of asphalt is still to be laid when resources permit, likely to be further delayed due to flood damage repair works. Lake Alford All Abilities Playground project All play ground equipment has been installed with painting of the Flying Fox frames to be completed in March or April. Swing and flying fox seats will be installed for the certification inspection of the playground and again just prior to the playground opening. This will discourage persons from entering the area as it is still a construction site. It is anticipated that works will be completed by the end of April.

Lake Alford Upgrade of potable water, electricity and irrigation water supply.

This project should be completed in March.

11/5 Road Maintenance Report – Western Division Re: W31/03/11 Road Maintenance Report – Western Division From: General Manager Works – Western Division – G.G. Curry File: Date: 22 February 2011 Report: (General Manager Works – Western Division – G.G. Curry) Significant rain fell in the area on 7 & 11 January resulting in Natural Disaster Relief and Recovery Assistance measures being activated from the 7 January. Staff continue emergent work to restore access. At the time of writing there were still a number of roads closed. Many culverts and floodways have been seriously damaged or lost. Sealed roads are saturated and not coping with traffic volumes resulting in large areas of failed pavement. Many unsealed roads have lost large amounts of pavements. Emergent works continues right across the region with significant works being undertaken on some of the following roads. This list is not exhaustive, merely an example of some of the undertakings that Council has had to undertake. Weather has played no small part in hampering the undertakings of these works. Many staff have worked and continue to work extended hours alongside many contractors to achieve Council’s common goal to restore access. Goomeri West Road: A large box culvert was damaged as a result of the event with a portion washed away. Emergent works have seen Council being able to open this road back to traffic. Restorative works to restore the box culvert back to its pre-existing standard will need to be designed, with alternatives considered also. McKewen Road: A large floodway was severely damaged as a result of the event. Council has undertaken emergent works and been successfully able to open this road back to traffic. Restorative works to restore the floodway back to its pre-existing standard will need to be designed. Oakey Creek Road: An approach and part of a large floodway was washed away as a result of the event. Council has undertaken emergent works and been able to restore access. Restorative works to rebuild this structure will need to be designed, with alternatives to be considered also. Manumbar Road and Johnstown Road: These roads have also lost a number of causeways/floodways. Emergent works to remove debris and reinstate access have been successfully completed. Restoration works to restore these roads back to their pre-existing standard will need to be programmed. Abel Road: This road is an example of a sealed road that has failed through inundation and saturation. Council has carried out major pavement repairs to

13/1 Land Protection Monthly Report

Report: (Lands Protection Manager - B. Curley) General Myrtle Rust (a serious fungal disease) has been identified along coastal areas in South East Queensland. Myrtle Rust infects myrtaceous plants including Australian natives such as eucalypts, bottle-brush and tea-tree species. Biosecurity Queensland is continuing to survey areas to determine the distribution of the rust. At this stage no myrtle rust has been identified within the GRC area but they are requesting that people look out for the rust and report it. Declared Pest Plant Management Recent weather has proved to provide ideal growing condition for weeds. Weather permitting, spray crews have been targeting Class 2 pest weeds on roadsides including Giant Rat’s Tail Grass and Mother of Millions throughout the region. Lands Protection staff are continuing to work on ‘Element 5’ (declared weeds on Main Roads) work. This work will continue over coming months. Priorities will be on controlling Class 2 weeds and some environmental weeds, depending on Main Roads funding. Lands Protection staff have continued inspecting properties for Giant Rat’s Tail grass, Groundsel, Parthenium and other declared pests within the region. Advice letters have been forwarded to stakeholders with identified declared pests encouraging voluntary compliance, with Lands Protection Staff following up on re-inspections as part of the process. Numerous properties along Wide Bay Creek have been surveyed. Parthenium has been located in numerous locations along the creek. Lands Protection Officers will continue to survey and work with land holders in an effort to control the Parthenium within the region.

Declared Pest Animal Management Lands Protection Staff will continue to facilitate 1080 baiting programs with the syndicate coordinators and individual land holders throughout the region. Due to the availability of feed for rabbits, there has been difficulty for land holders capturing rabbits in recent weeks. Lands Protection staff will continue to work with land holders to continue to infect rabbit populations with ‘Calicivirus’. Community Engagement Lands Protection Manager has continued liaising with Department of Infrastructure and Planning (DIP) representatives in relation to declared Class 2 weeds management on DIP lands in the Mary Valley area. Lands Protection Manager has been advised by representatives that DIP is in the process of engaging a contractor to control declared weeds on some priority DIP lands and will continue to work with GRC to manage declared Class 2 weeds on their lands.

“At a recent meeting of this Branch of the LNP, the eradication of Giant Rats Tail was discussed and progress for its eradication. The members asked that the Gympie Regional Council consider an eradication program similar to that recently introduced by the Bundaberg Regional Council where landholders are assisted with a subsidy for the purchase of a certain amount of chemical ( Taskforce) providing they have a management plan. The meeting suggested that Council consider the formation of a small GRT eradication committee to help establish such a program.

Risk Analysis: The above issues would need to be fully explored prior to the discussion to commence of such a scheme. Discussion: Bundaberg Regional Council (BRC) has, in recent months, launched a ‘Chemical subsidy scheme’ enabling land holders to buy quantities of effective herbicide, ‘Flupropanate’, in an effort to control GRT. BRC is able to provide cost savings due to purchasing product in bulk. For land holders wanting to take advantage of the BRC scheme, they must lodge a three-year property pest management plan (completed to the satisfaction of BRC Lands Protection Officers) to purchase a maximum of two containers of herbicide. Supplies of chemical are allocated to land holders depending on the size of their property. Generally:

Up to 1ha = 2 x 1 litre containers; 5 ha = 10 litres; 10 ha = 20 litres; and 20 ha = 40 litres.

The larger land holders may be eligible for more chemical, depending upon availability of chemical.

Generally BRC is aiming for ‘eradication’ on smaller and less infested land and control on other infestations.

BRC also have chemical application equipment available for hire such as wick wipers (currently have 5 available) and spray units, etc. BRC envisage that this scheme will continue in the future on an annual review basis.

Overview: Council have planned and budget for construction of a

sewerage scheme to service parts of Southside currently serviced by on-site systems. The Johnstone Road and Timothy Court areas have been identified as areas with the greatest need for a sewerage system.

The lowest priced tenders are in line with budget expectations.

Consultation: Engineering Services / Consultation with owners Issues: Many of the onsite sewage system in the Johnstone Road

and Timothy Court area have failed or are not working effectively. This causes community and Council concern with respect to odour, health and the environment.

Risks Analysis: Local Contractor: The use of contractors which are not local reduces job and business opportunities within the Gympie Regional Council. Application of a local preference in the analysis of tenders mitigates against the use of outside contractors.

Excavation of Rock: The amount of rock excavation will have a significant influence on the total project cost and the comparison of tenders. Re-evaluation of the amount of rock by trial excavations mitigates agents the possibly of a high amount of rock excavation.

Contractual Risk: Normal Contractual Risks are mitigated

by use of Council’s systems for contract administration.

Discussion: Calling of Tenders Tenders have been called for construction of sewers for the Johnstone Road/Timothy Court Sewerage Scheme (Southside). Tenders closed on 8 February 2011. The work included in the tenders including the construction of sewers, manholes, house branches etc. It does not include connection of the properties to sewerage.

The lowest tender of Bellrise Investments had an error in the extension of rates. When corrected the tender amounted to $1,674,743.00. This tender need not be considered further. The two next lowest tenders namely Cooloola Civil Contractors and Suncoast Pipelines were from contractors who have carried out work for Council in the past and are considered capable of satisfactorily completing the work. The remaining tenders are considerably higher and offer no advantages over the lower priced tenders and need not be considered further. Cooloola Civil Constructions is a local contractor from Gympie, Suncoast Pipelines are based on the Sunshine Coast. Suncoast Pipelines are more familiar with the type of work involved in this project. A 5% local preference would amount to approximately $40,000.00. The difference between the tenders of Cooloola Civil Constructions and Suncoast Pipelines Pty Ltd is $1,060.30. A review of tenders indicates that the tender of Suncoast Pipelines have lower rates for construction of sewers and considerably higher rates for rock excavation. Suncoast Pipelines have allowed $208,754.00 for rock excavation and Cooloola Civil Construction $52,395.00. The amount of rock is a provisional quantity. Consequently the amount paid for rock will be based on the amount of rock encountered multiplied by the rate for rock excavation. A re-assessment was made of the amount of rock that could be encountered on the project. From this reassessment it is considered that the scheduled amount of rock (1497m3) would be on the higher side of expectations. The reassessment also indicated that the amount of rock could be substantially less and may be as low as 400m 3. If only 400m3 of rock was encountered the tenders of Suncoast Pipelines and Cooloola Civil Construction would reduce by $135,954.00 and $38,395.00 respectfully,

15/3 Connection of Property to Sewerage-Southside

Re: W39/03/11 Connection of Property to Sewerage - Southside From: General Manager – Water & Sewerage – Mr Ian Schiefelbein File: Date 23 February 2011 Report: (General Manager Water & Sewerage– I Schiefelbein) A property owner in Southside has requested that Council build a sewer extension to service his property so that he can eliminate an onsite sewerage system. The owners system is having problem due to use of antibiotic use, a relatively small area available for disposal, and poor ground conditions for disposal of effluent. Council have extended sewers to allow connection of properties with unacceptable systems on the basis of a contribution equal to the cost of a new onsite system and disposal area, ie about $15,000.00 contribution. Infrastructure charges were also not applied and the owner was responsible for internal works to connect the house drain to the sewer. In this particular case there is an existing onsite treatment plant so there are no potential savings to the owner. To service the property a 60 metre sewer extension would need to be provided. The cost of this work is estimated to be $13,500.00. It would pass through two (2) properties and allow the connection to sewerage to one of the properties (one is currently sewered). The sewer would facilitate the provision of sewerage to two (2) other properties and would be located in a position where Council would locate the sewer if a sewerage scheme were provided to that area. If the sewer was provided to the property as requested the owner would be responsible for any internal drainage works. The property owner has offered to make a contribution for the sewer. The level of contribution has not been indicated.

Report: (General Manager Water & Sewerage – I Schiefelbein) SEWERAGE 1. Gympie Sewage Treatment Plant Construction of the treatment plant by the contractor QCGC is in process. Investigation work for an effluent irrigation scheme has commenced. Design of the power supply upgrade has been completed. 2. Old Imbil Road Pump Station and G12 Rising Main Design work by Council on the sewage pump station upgrade in Old Imbil Road is well advanced. At this stage construction of the pump station and rising main have been delayed because of other work commitments. Extension of the sewer pressure main along Hilton Road will be completed prior to the resurfacing of the road. 3. Heather Street/Timothy Court Sewerage Tenders have closed for construction of the sewer reticulation. (See separate report). 4. Tin Can Bay Pump Station Upgrade

Work on the upgrading of three (3) sewage pump stations in Tin Can Bay is well advanced. The work includes increasing the size of pump wells, providing duplicated pumps and upgrading of system control/alarms. The three (3) pump wells are complete. Work has now recommenced after the Christmas close down and wet weather. 5. Groundwater Road Sewage Pump Station (Sigma, Aspect

Development)

Work on construction of a sewage pump station to service the Sigma Development has commenced.

WATER 6. Jones Hill Water Treatment Plant Upgrade Upgrade of the filtration system at Jones Hill Treatment Plant is complete and fully operational. Construction of the chemical storage bunding has been completed. Roadworks for access purposes is planned to commence in March. Design is proceeding for the chemical system/sludge upgrading works. Tender have been called for the chemical equipment.

7. Fluoridation Plants Work on the construction of the fluoridation systems for Cooloola Cove/Tin Can Bay and Gympie Water Treatment Plants is substantially complete. Installation of fluoridation equipment is complete and the system is fully operational. Some site works are yet to be completed. 8. Bore Investigation (Gympie) A bore is planned to be constructed and pump tested. The work has been delayed by the Contractor due to a high work load and floods. 9. Water Meter Replacement Program Water meters have been purchased for commencement of the water meter replacement program for Gympie and the Cooloola Coast. Tenders for replacement of the water meters are planned to be called in March.
