Rights

• All students have the right to learn in an atmosphere free of harassment; discrimination by race, color, origin, age, sex, or sexual orientation is prohibited.

• All students between the ages of 5-21 who have not received their high school diploma have the right to receive that di-ploma at any free public school this includes children who are undocumented as well as children with disabilities.

• Students who are immigrants do not have to show status of citizenship. It is prohibited to ask a child’s parents if they are residents or legal.

• Children do not need their social security number to attend school.

• You have the right to know who is teaching your child. You can do so by calling and asking for a conference with your child’s teacher.

• You have the right to review your child’s file and qualification status. • Your child also has the right to transportation, you can obtain

this information regarding which bus appropriately correlates with your residence from the school district.

• If your child does not speak English s/he has the right to re-ceive services from an ESL (English as a second language) program which will help your child learn English.

CRC chapter 23.31 The Columbus Civil Rights Code Chapter 23.31 makes it illegal to discriminate against individuals in employment, housing and public accommodation because of race, color, religion, national origin, ancestry, sex or sexual orientation or to interfere with their civil rights.

Title VI To assist Federal agencies in carrying out these responsibilities, the U.S. Department of Justice has issued a Policy Guidance Document, "Enforcement of Title VI of the Civil Rights Act of 1964 - National Origin Discrimination Against Persons With Limited English Proficiency" (LEP Guidance). This LEP Guid-ance sets forth the compliance standards that recipients of Fed-eral financial assistance must follow to ensure that their pro-grams and activities normally provided in English are accessible to LEP persons and thus do not discriminate on the basis of na-tional origin in violation of Title VI's prohibition against national origin discrimination. Pyler vs. Doe 1982 The Supreme Court rules 457 U.S. 202, that public schools were prohibited from denying immigrant students access to a public education. That Court stated that undocumented children have the same right to free public education as U.S. citizens and permanent residents. Undocumented immigrant students are obligated, as are all other students, to attend school until they reach the age mandated by state law.

Students must be five years of age by September 30 of the year they enter Kindergarten. Students must complete an accredited Kindergarten program before entering first grade. Parents and legal guardians may enroll a student at their child's assigned school. School assignments are based on the child's home address. If your within the Columbus City School district , call (614) 221-FACT (221-3228) to find out what school your child is assigned to. To enroll a child during the summer months when many schools are closed, parents/guardians may contact the Office of Pupil Services at (614) 365-5763 for a list of enrollment locations. Foreign born students or U.S. students born of foreign parents must call the ESL department at 365-5281 for an appointment. To enroll a student, parents/guardians must present: • Proof of address • Withdrawal papers from previous school • Proof of custody/guardianship (when necessary) • Birth certificate (for students new to district) • Social security number (for students new to district) • Immunization records (for students new to district) and • Name and address of last school attended (for students new

or returning to district).

Proof of address: Parents/guardians may present any of the following as proof of address:

• Recent utility bill in their name • Current lease with parent’s name and name and telephone

number of landlord • Recent employment check with parent’s name and address • Verification of address from Department of Human Services, Social Security, or Personnel office of parent’s employment • Statement from landlord, on letterhead, indicating knowl-

edge of parent living with person on the lease.

After School program Latino students between 7 and 12 years old participate in learning enrichment opportunities from 4 p.m. to 7 p.m. every weekday and 10 a.m. to 3 p.m. during the summer. The program focuses on sup-porting and reinforcing academic skills introduced in school and in-cludes reading, math, science, arts and crafts, various indoor and outdoor activities, computer workshops, nutrition, folk dancing, drawing, and drama.

Can my child go to school if he has a physical or mental disability? -Individuals with Disabilities Education Act ensures services for children with disabilities through out the nation. District Schools are traditional public schools that are operated by a local school district and local board of education. Typi-cally, children are assigned to a district school based on their home address. Open enrollment between districts and within districts is some-times available for parents who prefer a different district school than the school their child is assigned to attend. All public schools are free to attend. Magnet/Lottery Schools are public district schools that offer specialized curricula. In some districts, magnet schools have ad-mission criteria for students and, in other districts, students that apply are selected for admission by random lottery. These schools are free to attend. Charter schools are public schools that operate on different state guidelines. They can be operated by private entities or pub-lic school districts. In exchange for significantly lower per-pupil funding, charter schools have more operational freedoms. Char-ter schools sometimes focus on particular teaching philosophies or specific subject areas, but are not based on any religious faith. Charter schools are free to attend and are open to any student. Private Schools are largely independent from the government-supported public school system. Private schools may require stu-dents to take entry or placement tests in order to enroll. Parents whose children attend private schools must pay tuition. Scholarships: Students that live in Cleveland, students with au-tism, and students that attend low-rated schools are eligible for state-funded tuition assistance to attend private school. Home school is when parents educate their children on their own. Home school families can select and purchase their own curriculum or use a virtual charter school curriculum for free. There are many cooperative home school groups throughout the state that provide social, extracurricular, and academic support for home school students.

Escuelas Públicas Asignadas son escuelas públicas tradicionales operadas por la junta de educación local. Por lo regular, a los estudiantes se les asigna la escuela de acuerdo a su dirección local. Matrícula Abierta es la habilidad de los padres de escoger entre diferentes escuelas públicas para sus hijos. Los padres pueden escoger una escuela pública que es parte del distrito escolar pero no es la asignada. También los padres pueden escoger una escuela pública que no es parte del distrito escolar sino que es parte del distrito escolar más cercano. Escuelas Magneto son escuelas públicas que ofrecen un currículo especializado – por ejemplo, con un enfoque en matemáticas, ciencia y tecnología – a un grupo selecto de estudiantes. Estos programas típicamente tienen un proceso de admisión. Escuelas Charter son escuelas públicas, manejadas por el estado que operan bajo el nombre de “charter,” y que contienen una misión, metas y metodologías. Las escuelas charter están sujetas a menos regulaciones que las escuelas tradicionales públicas, pero eso no significa que no se les haga estrictamente responsables del rendimiento de los estudiantes, el cual asegura su financiamiento y certificación.
