The American Conservative Union is taking our highly touted Congressional Ratings program to State Legislatures for the first time ever, grading members on their votes on key conservative issues. In the first year of this new initiative, we are grading State Legislators in the critical battleground states of Florida, Nevada, North Carolina, Ohio and Virginia.
ACU first began rating members of Congress in 1971. Since then, our ratings system has become the most important conservative measuring stick in American politics – the gold standard for voters seeking more information on their representatives’ records.
This inaugural expansion of our Conservative Ratings program is part of Chairman Al Cardenas’ vision for building on successful ACU initiatives and taking the fight for conservative principles to the state and local levels. In coming years, the ACU will increase the number of State Legislatures graded, adding to these initial five target states.

On behalf of our entire Board of Directors, I am pleased to present The American Conservative Union’s 2011 State Legislative Ratings for members of the Ohio General Assembly.
We’ve become the gold standard in Congressional ratings, which we’ve done since 1971, and we’re pleased this year for the first time ever to expand this trailblazing commitment to the state level. Just as we hold every member of Congress accountable for his or her voting record on the most important issues facing our nation, the American Conservative Union is ensuring voters in bellwether states like Ohio have access to the latest information on their state legislators’ conservative credentials.
There could not be a more critical time for conservatives to unite. Now approaching three years under the management of Barack Obama, there is no question America has withstood change – from crushing debt and unconstrained federal spending to a discomforting loss of international standing in a world more complicated and perilous than ever. Thankfully, this extraordinarily liberal Administration has reignited the national conservative movement in states across the country and driven millions of Americans across the country to activism and engagement in ways we have not witnessed in decades.
With State Legislatures playing host to many of the most significant and controversial policy debates facing Americans – from fighting ObamaCare to cutting spending to preserving traditional values – the ACU is committed to playing a defining role in these conversations. In states across the nation, there are count-less examples of courageous leaders shunning big-government solutions in favor of ambitious conservative reforms that advance prosperity and individual freedom. How We Selected the VotesAs the nation’s largest grassroots conservative organization, the American Conservative Union serves as an umbrella organization for conservatives in America.
The ACU tracks a wide range of issues before Congress and State Legislatures to determine which issues and votes serve as a clear litmus test separating those legislators who defend liberty and liberal members who have turned their backs on our founding principles – constitutionally limited government, individual liberty, free markets, a strong national defense and traditional values.
The votes selected for our inaugural State Legislative Ratings in each of our targeted states – Florida, Nevada, North Carolina, Ohio and the Commonwealth of Virginia – are not always considered the “most important” votes as defined by others. Instead, the votes selected are chosen to create a clear ideological distinction among those casting them.
Throughout the history of our Conservative Ratings program, the ACU has become the go-to source for determin-ing whether an elected official’s philosophical rhetoric matches his or her record. ACU’s mission in the expansion of this program is informing grassroots conservatives and the public – in an unbiased, transparent manner – on where individual members of their State Legislature fall on the ideological spectrum.

General Assembly Vote Descriptions1. S.B. 5. Government Reform. This legislation made various changes to laws concerning public employees,
including collective bargaining, salary schedules and compensation, layoff procedures, and leave. The measure passed the Ohio House by a 53-44 margin on 3/30/11 and a 17-16 margin in the Ohio Senate on 3/30/11.
2. S.B. 17. Second Amendment Rights. This legislation would permit a concealed carry licensee to possess a firearm in a liquor permit premises, or an open air arena, for which a D permit has been issued if the licensee is not consuming beer or intoxicating liquor or under the influence of alcohol or a drug of abuse and other re-forms to gun laws. ACU supports strengthening Second Amendment rights. The legislation passed by a 25-7 margin in the Ohio Senate on 6/15/11 and a 56-39 margin in the Ohio House on 6/15/11.
3. S.J.R. 1. Health Care Choice. Resolution proposed enacting Section 21 of Article I of the Constitution of the State of Ohio to preserve the freedom of Ohioans to choose their health care and health care coverage. ACU supports efforts to prevent government control of our health care system. Resolution passed by a 24-9 margin in the Ohio Senate on 6/15/11 and a 59-39 margin in the Ohio House on 6/22/11.
4. H.B. 1. Private Sector Development. This legislation authorized the Governor to form a nonprofit corpora-tion that would perform state economic development functions as directed by law and pursuant to a contract with the Department of Development. ACU supports the formation of this new entity which brings private sector expertise to government programs. The measured passed by a 60-35 margin in the Ohio House on 2/16/11 and a 31-2 vote in the Ohio Senate on 2/16/11.
5. H.B. 21. Education Reform. This legislation qualified Teach for America participants for a resident educa-tor license in the State of Ohio. ACU encourages increasing the number of qualified people with practical subject-matter experience to teach in classrooms, reducing bureaucratic barriers to education reform. The legislation passed by a 65-32 margin in the Ohio House on 3/22/11 and a 26-6 margin in the Ohio Senate on 4/13/11.
6. H.B. 63. Parental Consent. This legislation revised the procedures governing a hearing by which a court may permit a pregnant minor to consent to an abortion or by which a court may give judicial consent for a pregnant minor to have an abortion and to require a court to make its findings with respect to such a hearing by clear and convincing evidence. ACU supports efforts to strengthen parental consent laws. The legislation passed by a 64-33 margin in the Ohio House on 3/15/11 and a 23-8 margin in the Ohio Senate on 9/27/11.
7. H.B. 78. Rights of the Unborn. This legislation prohibits purposely performing, inducing or attempting to perform or induce an abortion on a pregnant woman carrying a viable unborn child. ACU supports this ef-fort. The legislation passed by a 65-33 margin in the Ohio House on 6/28/11 and a 22-7 margin in the Ohio Senate on 7/13/11.

8. H.B. 79. Implementing Obamacare. This legislation’s purpose is to affirmatively opt out of a provision of the federal healthcare reform law that would allow a qualified health plan covering non-therapeutic abor-tions to participate in Ohio’s health benefit exchange. This legislation passed by a 62-36 margin in the Ohio House on 6/28/11.
9. H.B. 133. Domestic Energy Production. This legislation created the Oil and Gas Leasing Commission and established a procedure for leasing land owned or under the control of state agencies for oil and gas produc-tion in order to provide funding for capital costs for the agencies, while excluding nature preserves from drill-ing . ACU supports the expansion of domestic energy production The measure passed by a 57-39 margin in the Ohio House on 6/21/11 and a 22-10 margin in the Ohio Senate on 6/15/11.
10. H.B. 153. Balanced Budget. This was the FY 2012-2013 state operating budget. Legislation closed an $8 billion budget deficit without raising taxes and repealed the Ohio Death Tax. ACU applauds this pro-taxpay-er budget. The measure passed by a 59-40 margin in the Ohio House on 6/29/11 and a 22-11 margin in the Ohio Senate on 6/28/11.
11. H.B. 159. Voting Integrity. This legislation requires electors who appear at a polling place to vote or who cast absent voters’ ballots in person to provide photo identification, to establish a process for electors to receive free photo identification, to establish a process to permit electors with a religious objection to being photographed to vote, and to revise the information that must accompany a provisional ballot for that ballot to be eligible to be counted. ACU supports these efforts to protect against voter fraud. The legislation passed by a 57-38 margin in the Ohio House on 3/23/11.
12. H.B. 194. Election Law Reform. This legislation made modifications to many provisions in Ohio elec-tion law. It shortened the number of early-voting days to assist election officials, ended the period known as “Golden Week” in which voters could register and vote on the same day, promoted the sharing of informa-tion across state agencies to clean-up voter registration lists, and made provisions to lower the number of provisional ballots cast in an election. The measure passed by a 54-40 margin in the Ohio House on 6/29/11 and a 23-10 margin in the Ohio Senate on 6/23/11.

The American Conservative Union
The American Conservative Union (ACU) is America’s
oldest and largest grassroots conservative organization.
Founded in 1964, ACU represents the views of Americans
who are concerned with economic growth through lower
taxes and reduced government spending and the issues
of liberty, personal responsibility, traditional values and
national security.
As America’s conservative voice, ACU is the leading entity
in providing conservative positions on issues to Congress,
White House Administration Officials, State Governments,
the media, political candidates and the public.
The ACU’s marquee initiatives include the annual
Conservative Political Action Conference (CPAC) and
the annual Ratings of Congress guide.
Under the leadership of new ACU Chairman Al Cardenas,
the organization remains the standard bearer of
conservatism in America. Chairman Cardenas is dedicated
to growing the national conservative movement through
the expansion of ACU programs, unprecedented outreach
and advocacy – especially to young, emerging activists –
and an extended reach into local and state issues. Among
these inaugural efforts are the expansion of conservative rat-
ings to State Legislatures and a first-ever series of regional
CPACs in states across the country, building on the legacy
of the annual national CPAC event in our Nation’s Capital.
