After years of debate, $130 million contract awarded to experiencedcompany ‘Contactless’ payment pilot system in place by 2013 for ridersSEPTA’s board of directorsawarded a $129 millioncontract to a Maryland-based firm to provideequipment for and installits new fare system onThursday.
SEPTA officials claim theantiquated system of to-kens and paper transferswill be replaced by cutting-edge contactless technolo-gy such as debit cards,identification cards andsmartphones that cus-tomers can continue toadd value. For customerswho prefer using cash,they can buy prepaid SEP-TA cards that they canwave by a card reader.
ACS Transportation So-lutions Inc., a subsidiary ofXerox, offered the lowestprice of the three compa-
nies who submitted bidsand also got the highestratings from SEPTA on itstechnology and experi-ence. The company piloteda similar open paymentsystem on New York City’sMTA in 2006 and expanded
that pilot to PATCO and NJTransit last year.
“We think we have thebest solution in true openpayment systems,” saidSteve Frazzini, ACS vicepresident for fare paymentsolutions.
The project will be di-vided into three phasesand take three years tocomplete. It will be rolledout first on buses and trol-leys, followed by the Mar-ket-Frankford Line andBroad Street Subway, andthen the Regional Rail sys-tem, officials said.
SEPTA cashiers will be re-deployed and largely usedfor customer service, ac-cording to General ManagerJoe Casey, who added thatthe new system will lead tocost-saving efficiencies suchas ending agreements withthird-party ticket agents.
“Under the current sce-nario we don’t expect theneed for that,” Casey said.

Occupy Philly protesterstook over a City Councilmeeting Thursday afternoon.
A group interruptedCouncil’s agenda by shout-ing out against the strictercurfew bill, which passedthree weeks ago. Somelawmakers left or scram-bled to safer positions inthe room and though CivilAffairs officers closed in onthe protesters, they did nottake action against them.
When Council tried tocall the session back to or-der, the Occupiers called a“People’s City Council” withits own agenda.
They loudly voted to re-peal the curfew, pass theproposed measure banningemployers to take a portion
of credit card fees from em-ployees’ tips and let the Oc-cupy Philly camp stay at Dil-worth Plaza — and thenmarched out.
“We came through theproper channels to speak to
the legislators and they ig-nored us,” protester AdanDiaz said, adding thatBrown offered to meet withdissenters, but her office ig-nored the group’s efforts toschedule the meeting.
“In particular, today, Ifound it strange that theyfocused on the curfewwhen we passed many ag-gressive issues this week, in-cluding tax reform, whichthey didn’t address,” Coun-cilman Wilson Goode Jr.said. “They haven’t eventaken on the issue of Dil-worth Plaza itself. Did theyask for jobs for Philadelphiaworkers?”

LEARNINGFROM PENN STATE
BLONDELLREYNOLDSBROWN COUNCILWOMAN AT LARGE
“All that is required for the triumph of evil is for good men to do nothing.” This simple 18th century quote by Edmund Burke strikes to the core of something that isso very now — the tragedy that is unfoldingat my alma mater and former employer,Penn State University.
As a parent of a 15-year-old, I amstricken by the media coverage andits focus. In my eyes, this is not afootball story; it is a story of adultswho had a duty to protect children
and did not. Period. The haze of football hasclouded the minds and judgment of so many— be it those at Penn State who flunkedtheir obligation to the most vulnerableamongst us or those who watch from homeand offer a few too many excuses.
One has to wonder what this tragedywould look like if it were not Penn Statefootball. What if it were the Penn Statetennis or lacrosse programs? What if thishappened to young girls in an award-winning dance academy? Would there bepublic debate over the firing of a danceteacher who knew of child rape for nineyears and never called the police?
Without the overwhelming devotion thatmillions share for Penn State football, thenarrative of this story would be what itshould have been the entire time: ashocking, despicable child sex-abuse storyresulting in a massive cover-up thanks to theadults that turned a blind eye.
Make no mistake, I share theincredible pride in my Penn Stateeducation and experience that somany alumnae have. It was therethat I earned a bachelor’s degree
and master’s degree before working as arecruiter for five years. There is, however, a
marked difference between school spirit andblind allegiance to a singular athleticdepartment that enabled criminal behavioragainst children.
Iam encouraged by the efforts of staterepresentatives Kevin Boyle and LouiseWilliams Bishop, who have introducedlegislation that strengthens reporting laws that allowed some at the
college to technically obey the law whileavoiding their moral and human obligation.This week, I introduced legislation thatwould ensure any city employee who isconvicted of committing sexual offensesagainst minors will be disqualified fromreceiving their retirement and pensionbenefits.
Although we operate with presumption ofinnocence, I join a growing chorus ofPennsylvanians that are outraged by theprospect of Coach Sandusky continuing tocollect a $58,000 annual taxpayer-fundedpension even if convicted.
In the end, I hope we all use this tragedyto look within and prioritize what is mostimportant in this life: the health and safetyof our children.

Care,” had leaked online aweek before its release, hetook to Twitter and in a verypractical tone wrote to his 4million followers, “Listen,enjoy it, buy it if you likeit...and take care until nexttime.”
This pragmatic responseis telling of Drake’s ap-proach. On “Take Care,” hefrequently raps about whathe observes with a sense ofboth realism and optimism.This is present most insongs like “We’ll Be Fine”and “HYFR,” where he says,“I learned working with thenegatives could make for abetter picture.”
Is it just a given that an albumwill leak before it comes out,or do you actually try to figureout where the leak came from?Nah. You know, my last al-bum leaked like 28 daysbefore it came out andthat was kind of devastat-ing. I don’t necessarily
know how it happened butI feel that if leaks are some-what contained — like ifyour album leaks six orseven days before it’s sup-posed to come out — Inever see it as detrimen-tal or that damaging. These songs have manyphilosophical lines, like“jealousy is just love andhate combined.” Are thesethe type of things that youstow away for a while, justwaiting to find a placewhere they’ll fit?Yeah, there are littlepieces that I collect overthe months, whether it bein passing conversation orfrom reading or movies. Ipull from all kinds of refer-
ences but I make them myown. I try to never directlytake a quote verbatim. I tryto make it apply to my lifeor make it work for me. Alot of it is just stuff wethink about and talkabout amongst each oth-er — like me, 40[Drake’s collaboratorNoah “40” Shebib]and whoever else isin the studio. It justcomes from hoursof thinking and re-flecting on life. Ithink one of mybiggest things is tobe quoted. I grewup reading quotes,studying what in-telligent peoplehad to say, whatwise people had tosay, so I think oneof my biggestgoals in life is justto be a quoted in-dividual, and to besomebody whosewords matter.So you would like tosee engraved in

On this album,you do swingwildly betweenfun andphilosophical.I think that’s just partof my character andmy personality andmy music. I alwaysfind a balance.There’s elements foreveryone in there. It’smuch like myself, as aperson. It’s neutraland relatable to dif-ferent groups of peo-ple. It’s not necessari-ly geared to one de-mographic. It’s morelike the balance of,you get your ‘hoods—, you get yourignorant s—, you getsexy music, you getpassionate moments,you get life momentsand you get vulnera-ble moments. How did you do it?His reluctance to this kindof thing over the years hasnot been based so much onhis fear that somebodywould do something out-side of his control. I thinkhis problem with it has al-ways been his self-deprecat-ing streak, where he justdoesn’t understand howanyone would be interestedin doing a documentary onhim or why anyone would
be interested in watching it.He and I actually had a
$10 bet, which I need to col-lect on. When he met me, Icould never get [this film] fi-nanced. And then once Idid, his thing was, “Noone’s going to put this onthe air.” Of course, “Ameri-can Masters” jumped at it.Now his thing is, “Well, noone’s going to watch it.”His romantic relationshipswith Diane Keaton and MiaFarrow are epic in the publicconsciousness. mal interest to me. or feel like other moviesfor kids. Director George“Mad Max” Miller is amaximalist director whoopens up the usual kid-flick palette withswooping cameras, wide-open vistas and beautifullyeffective 3-D. Featuring acast of thousands —animated penguins as faras the eye can see and
“krillions” of krill — “Hap-py Feet Two” is made on ascale that would make Ce-cil B. DeMille proud.
It’s also a step abovemost kids movies. Joyfuland beautiful to look at, ithas more to say about life,love and the pursuit ofhappiness than mostmovies aimed at adults.

The director of “Sideways”and “Election” is not one forthe predictable story arc.While his films don’t exact-ly ramble, there’s never anyclue as to where the story isgoing. Some people lovethat. But the lifelike natureof that approach can takeall the fun out of watchingit. Payne relies on the rich-ness of the story to keepyour interest. That doesn’t
always work.In “The Descendants,”
George Clooney plays aHawaiian land baron copingwith a wife on life supportand two young girls he’snever really had to helpraise. As he tries to keep thefamily functioning, he findsout some harsh truthsabout the secret life his wifehad been living. Also, he’sin the midst of a heatedfamily debate about sellingvirgin property to a rich ho-tel developer.
It’s great to see Clooneyin a schlubby dad role and,
as usual, he brings on thecharm. But the supportingyoung actresses who playhis daughters, ShaileneWoodley and Amara Miller,sometimes outshine him incomedic moments, which isgreat to see.
Funny and touching, butoccasionally plodding andaimless, this film’s treas-ures often outweigh itstroubles. Just don’t expectto be on the edge of yourseat.

Is there really any point toreading a review of a “Twi-light” movie? Fans will seeit no matter what. Every-one else could care less.Much like other book adap-tations like, say, the “HarryPotter” or “The Lord of the
Rings” franchises, it’s notthe second or third install-ment that gets you hooked.The first is the clincher.
And so it’s fitting that“Breaking Dawn - Part 1” isfully loaded with as manycheap special effects andunintentionally hilariousmelodramatic moments asthe very first film and theother two that followed it.It’s like director Bill Con-don wants to guarantee uscrappy quality, just to keepit consistent.
And for that, the fanswill be grateful. There’s awhole spectrum of Twi-hards — from those whorelish the camp factor toothers who are sincerelydying for that headboard-breaking scene (forbiddenvampire sex!). There’s noreason to believe theywon’t all embrace this onefor its awe-inspiring
strangeness.Bella Swan (Kristen
Stewart) is again in perilwhen after her wedding tovampire Edward Cullen(Robert Pattinson), she
finds herself almost in-stantly pregnant. Since thisbaby is a special vampire-human hybrid, it’s destroy-ing her from the inside sothat eventually, she begins
to resemble the CryptKeeper. Then there’s wolf-shifter Jacob Black (TaylorLautner) who must fend offthe rest of his pack, whobelieve the hybrid baby is athreat to them. Same stuff,different multimillion dol-lar-earning movie.
There are elements tothis story which are tooridiculous to comprehend.There’s a teen-baby loveconnection, there’s wolvesfighting each other in theirbrains, there’s the fact thatthese crazy kids have to getmarried at 18 to beginwith. Bella moves out ofher dad’s house so that shecan move in with her newhusband in his family’shouse? At least StephenieMeyer was well ahead of“recession-chic” there.

According to recent opinionpolls, most Americansagree that financial crimi-nals on Wall Street andcorrupt politicians in
Washington have conspired toenrich an already wealthy minorityat the expense of the working class-es. But as the Occupy movement hitsits second month, many still viewprotesters in negative terms, usingwords like “lazy,” “ignorant” and“smelly.” As the Daily News reports:“Polling shows the public supportsthe message of the Occupy WallStreet movement even if peoplehave reservations about the encamp-ments themselves.” What gives?
Sadly, a lot of good people seeprotesters as unwashed hippie remnants of the ’60s counter-culture revolution. Perception is
everything: It hardly matters thatsomeone willing to wake up beforesunrise and march for 12 hours inthe name of economic justice
couldn’t reasonably be consideredlazy. People form narratives in theirminds and then fit the world intothose preconceived boxes.
For the Occupy movement tosucceed in effecting realchange in this country —and it’s in the best interestsof the 99 percent for this to
happen, regardless of their politicalaffiliation — supporters must bridgethis gap. We all have a stake in solv-ing the money-in-politics problemwhether or not we appreciate theappearance — or smell — of our eco-nomic allies. Revolution makes forstrange bedfellows; let’s get togetherbefore we’re all screwed.

But, after missing prac-tice Wednesday andThursday, it’s looking likethat unenviable task willfall on the broad shoul-ders of Vince Young.While Andy Reid hasn’tanointed Young as Sun-day’s starter, he has beentaking the bulk of thefirst-team reps in practice.
“It’s not about me. Iwant to go out there andlead the guys to a victory,”Young said.
