Dear Friends, As we approach AVANCE’s 40th Anniversary, this annual report focuses on our mutual achievements and our new exciting national partnerships.

This year AVANCE experienced landmark growth and expansion. Our chapters in Texas and our Regional Office in New Mexico continued serving more families and children. AVANCE continued its’ “Unlocking America’s Potential” research project with the W.K. Kellogg Foundation which has extended to 10 states and the District of Columbia. The preliminary findings of this project conducted by The National Institute of Early Education Research (NIEER) at Rutgers University suggested that the Parent-Child Education Program (PCEP) can be easily and effectively enacted across various cultural backgrounds. The PCEP was recognized as a national leader in dual-generation models during NBC’s nationally televised Education Nation Summit. AVANCE played a key role as an invitee to the Aspen Institute, the Clinton Global Initiative and the White House Initiative for Hispanic Educational Excellence. AVANCE was also awarded the 2012 Simmons Luminary Awards by the Annette Caldwell Simmons School of Education and Human Development, Southern Methodist University for pioneering new ways of improving children’s education.

Our new partnerships with New Profit, Inc., the Bezos Foundation, the Social Impact Exchange and WGBH, will greatly expand AVANCE’s reach and impact while serving more families. AVANCE has partnered with the Intercultural Research and Development Association (IDRA) and Texas State University to conduct a longitudinal study of AVANCE graduates over a 15-year period. This year-long study will evaluate the changes that AVANCE has made in their lives.

This next year is equally promising as we refine our program model, expand to serve more families, and work toward achieving our AVANCE vision. Stay tuned for our exciting announcements leading to AVANCE’s 40th Anniversary. Thank you again for your continued support.

Licensees First 5 Santa Barbara County (4 sites), First 5 Sonoma County (4 sites), and Centro La Familia in Fresno (2 sites) continued to offer the PCEP for the second year in California. The mayor of Rohnert Park, CA personally handed out certificates to each graduate at the Community Action Partnership, First 5 Santa Barbara County graduation. Dr. Frank Chong, Superintendent and President, Sonoma County Junior College, also issued a “Ticket to College” to AVANCE child graduates in Sonoma County. The ticket to college guarantees the children will be automatically accepted into Santa Rosa Junior College upon graduating from high school and meeting all admission requirements. The Early Learning Neighborhood Collaborative (ELNC) in Grand Rapids, MI also became an AVANCE licensee. ELNC was established to create and provide targeted neighborhood partnerships with technical, developmental, and educational support in order to increase the accessibility of early educational resources for vulnerable families.

AVANCE fosters parenting knowledge and skills that directly impact children’s development, while also empowering parents to achieve their own educational and professional goals. Specifically dedicated to serving vulnerable communities, AVANCE empowers families to break the cycle of poverty through a proven dual-generation approach combining early childhood development and parenting education.

Recognized by the White House, three First Ladies, and numerous media sources as an effective model to be replicated nationally, AVANCE has assisted over one million people across the country since 1973. The National Office provides administrative support, education and training; acts as the research arm for chapters and licensees; and oversees the expansion of the AVANCE Parent-Child Education program. In the 2011-2012 program year AVANCE reached over 20,000 families and for the fifth consecutive year AVANCE ranked 10th in Hispanic Business Magazine’s Top 25 Hispanic Nonprofit Organizations in the country.

Unlocking America’s Potential Project (UAPP)Research Partner sites Excellence Baby Academy in New York, Fond du Lac Band of Lake Superior Chippewa in Minnesota and La Casa de Don Pedro in New Jersey, implemented the PCEP successfully. The National Institute of Early Education Research (NIEER) released their preliminary findings indicating the AVANCE PCEP is adaptable in African-American, American Indian and Hispanic of non-Mexican descent communities. The second year of the UAPP also brought three new partners into the AVANCE family: Amistades in Tucson, AZ; ASPIRA of Florida in Miami; and The Family Place in Washington, D.C.

AVANCE-AustinFor the 14th consecutive year, AVANCE-Austin continued to provide Parent-Child Education programming to some of Austin’s neediest communities. Their PCEP program operated at four sites: Palm Elementary (South Austin), Allan Elementary (East Austin), Grace Community Resource Center (North East Austin), and Wooldridge Elementary (North Austin), while exceeding enrollment goals by serving 99 families. AVANCE-Austin was the recipient of much public recognition for the strength of their dual generation model in response to demographic changes and growing educational disparities. Austin Mayor Lee Leffingwell highlighted AVANCE-Austin during his State of City address and the agency won two highly competitive grant competitions, FuturoFund and Impact Austin, both providing earmarked funding to expand services to underserved communities struggling with high levels of child poverty.

AVANCE-Corpus ChristiAVANCE-Corpus Christi continued to help families in the Costal Bend Area through the AVANCE PCEP and Cadena de Madres (prenatal education program). They served over 1600 families through Cadena de Madres baby showers aimed at informing parents how to best care for and know more about their infant and child development. Cadena de Madres is a free value added service offered to enrollees in Driscoll Children’s Health Plan (DCHP).

AVANCE-DallasCelebrating their 16th anniversary, AVANCE-Dallas expanded from 25 to 33 site cohorts located throughout the four quadrants of Dallas County. As a result of this expansion and several new volunteer initiatives, AVANCE-Dallas served a record number of families with a total of 3,615 children and parents. Once again, AVANCE-Dallas graduates attending DISD scored higher in the Texas Assessment of Knowledge and Skills (TAKS) tests than other students. The agency also welcomed Anne Thomas on board as the new Executive Director.

AVANCE-Rio Grande Valley

AVANCE-El Paso has served the El Paso region for 14 years, and this past year alone, they helped over 556 families, 587 parents and 648 children. AVANCE-El Paso proudly received $796,493 grant from AmeriCorps and the Onestar Foundation, $45,000 grant from Blue Cross Blue Shield of Texas, a $15,000 grant from Dollar General and The Hunt Family Foundation donated $12,500 as well as numerous computers to be used in their GED classrooms. The El Paso Chapter also partnered with local school districts and Region XIX to obtain classroom space and track AVANCE graduates.

The Houston chapter served approximately 6,000 families in the 2011-2012 Program Year by expanding their program offerings to 23 sites. For the first time in many years, AVANCE-Houston offered the PCEP in English-only and targeted pre-dominantly African American Communities in the Acres Homes neighborhood. Through the creation of GED on the Move and the Community Empowerment Program (CEP), AVANCE-Houston recruited C-PALS (Corporate Partners for Adult Literacy Success) mentors who guided their GED students throughout their entire journey in the program. AVANCE-Houston also received a four-year grant award of $3.2 million to operate the CEP program focusing on Healthy Marriage/Healthy Relationships and coupling the relationship curriculum with employment, job preparation, training and placement services. With support from the AVANCE-National Office, AVANCE-Houston also provided home-based Early Head Start (EHS) programing to 100 Hispanic pregnant women and children in two of the poorest Texas counties bordering Mexico, Hidalgo and Val Verde. AVANCE-Houston has been ranked among the top 20 non-profits in Houston and received multiple donated vehicles for AVANCE parents through the Recycled Rides Program.

AVANCE-New Mexico served a total of 100 participants through their PCEP at ten sites in southern New Mexico, with 63 participants graduating at the commencement of the program in their 5th year of operation. The New Mexico Commission of Community Volunteerism gave AVANCE-New Mexico commendation for its AmeriCorps program and approved 16 AmeriCorps Members for the 2011-12 program year. AVANCE-NM also received grant awards from United Way of Southern New Mexico and Doña Ana County. The GRADS Program at Hatch High School invited AVANCE-NM to provide the PCEP to teen parents at their school. Telemundo Affiliate, KTDO Channel 48, also featured the work of AVANCE-NM during a news segment and on the show “Que No Ves, Somos Tres.” As a testament to the success of AVANCE-New Mexico, their PCEP was recognized by Senators Tom Udall and Jeff Bingaman and US Representative Steven Pearce who praised AVANCE as being experts in child development and caring mentors.

AVANCE-Rio Grande Valley serves approximately 1,500 families and over 3,000 children throughout four counties in South Texas along the Mexican border. Many of the families they serve reside in Colonias, unincorporated settlements or makeshift subdivisions typically lacking the most basic services, such as water and sewer, paved roads and electrical utility service. With support from Driscoll Health Plan, they began offering the Cadena de Madres (Chain of Mothers) service, to provide culturally appropriate information and a supportive environment for pregnant women through a series of baby showers at various sites

every week. The Cadena de Madres program recently expanded to serve both Webb and Zapata Counties. In addition, they continued to support families through ChildFund International Services, YES (Youth Education Service) Clubs and EL Civics (English Literacy classes).

AVANCE-San Antonio AVANCE-WacoOperating for 39 years, AVANCE-San Antonio is the oldest site to date and continues to perform strongly every year. In 2012, a total of 219 parents and 259 children successfully completed their Parent-Child Education Program (PCEP). AVANCE-San Antonio proudly received the H-E-B Excellence in Education Award and was awarded a grant of $25,000. In addition, the San Antonio Chapter was also the proud recipient of the Genevieve and Ward Orsinger Foundation grant, which awarded the chapter $10,000 for PCEP operations. On May 7th, 2012 AVANCE-San Antonio was one of several entities notified that it had been selected as the Head Start/Early Head Start Replacement Grantee for what is commonly referred to as, the Wintergarden Head Start Service Area, to provide direct family support and educational school readiness services to 612 Head Start and 68 Early Head Start eligible children and their families in a center and home-based option setting in Uvalde, Zavala, Edwards, Kinney and Real counties.

AVANCE-Waco celebrated their tenth year anniversary and was noted by the Baylor University School of Social Work to be one of three key agencies making a difference in Waco. AVANCE-Waco graduated almost 95% of their enrolled mothers and their children from the PCEP. Through a partnership with McLennan Community College, AVANCE-Waco offers English as a Second Language (ESL) and General Educational Development (GED) to parent graduates and current participants of their PCEP. AVANCE-Waco hosted several successful fundraisers with support from AVANCE National, including a Radio-a-thon with local radio station, La Ley 104.1. AVANCE-Waco also launched new Community Coffees, inviting people from the community to come and have the opportunity to see the program in action. In lieu of drastic budget cuts at the state level, AVANCE-Waco’s sustainability efforts enabled them to continue offering services to the Waco community.
