2012 CURBSIDE COLLECTION SCHEDULE

The City of New Westminster is proud to introduce the new Truer Bluer Single-Stream Recycling Cart coming to a curb near you. Carts will be delivered to households who are currently receiving automated garbage and Cleaner, Greener collection.

The Truer Bluer Collection System will compliment the City’s current automated collection by providing a more efficient method of collecting recyclables and allowing residents to place all recyclable materials into one convenient cart. It will replace the existing blue box and bags program.

Please begin using your Truer Bluer Recycling Cart January 2012 (refer to the 2012 Collection Schedule for dates).

Collection Schedule ChangesAs of January 2012, new collection zones and revised collection programs will be in effect. Changes include:

1. NEW ZONE BOUNDARIES The number of zones on the zone map in the 2012 Collection Schedule will be reduced from 5 to 4. This means that from week to week, whenever possible, your collection day will remain the same, making it easier to remember.

2. ALTERNATING WEEKLY COLLECTION Collection will alternate weekly, between (G) garbage and Cleaner, Greener, and (R) recycling and Cleaner, Greener. Essentially, the Cleaner, Greener cart will be collected weekly year round, with garbage and recycling alternating. Please refer to the 2012 collection schedule for more details.

3. CHANGE IN COLLECTION HOURSOur collection crews will be working longer shifts and may be collecting in your area earlier or later in the day. Please be sure to place your items at the curb or lane by 7:30 am on collection day, and leave out until collected or until 7:30 pm. Any missed collection can be reported to Engineering Operations the following day by calling 604 526-4691.

How have we done so far?Thanks to your efforts, the City of New Westminster has reduced gar bage volumes by an average of 70 tonnes per month since the inclusion of yard and food scraps collection. Residents are closer to reaching Metro Vancouver’s 70% regional diversion target for 2015 by now diverting upwards of 60% of their waste. With the addition of the new Truer Bluer Single-Stream Recycling Cart, we hope to achieve even greater levels of waste diversion.

Recycling Depot

The Recycling Depot is located at Sixth Ave. & McBride Blvd., adjacent to the Canada Games Pool, and is available for use by all New Westminster residents.

Watch your waste! Garbage collection every two weeks may seem like a challenge at first. Remember that a wide variety of items can go into your Truer Bluer Single-Stream Recycling and Cleaner, Greener Yard and Food Scraps carts. Recycling made easier than ever before!

Cleaner, Greener CollectionIt is recommended that you layer food scraps with yard trimmings whenever possible. The Cleaner, Greener yard and food scraps cart expands the range of items for composting, resulting in even less waste going to the landfill!

Acceptable items:

• oil, fats, butter • food containers (except food-soiled pizza boxes or paper plates)

• pet waste or pet hair • styrofoam, foil, waxed or parchment paper

• plastic bags (including biodegradable plastic)• facial tissue

• rocks, dirt, soil, or sod

Cleaner, Greener Collection

• Food scraps (cooked and uncooked food, meat, dairy, bones, egg shells, coffee grounds & filters etc.)

• Yard trimmings and branches not exceeding 12” in diameter. If larger than 12” in diameter, please take to the Recycling Depot.

• Food-soiled paper/napkins, paper plates, and pizza boxes. Clean paper products are to be recycled in your truer bluer recycling cart.

Lining your cart with kraft paper bags or newspaper is optional.

Please do not include:

Freezing Temperatures Kitchen catchers or plastic containers with lids are handy for temporarily storing food scraps before emptying into the Cleaner, Greener cart. As such, you may wish to line the bottom of your cart with newspaper and layer yard trimmings with food scraps or newspapers.

Tip:Kitchen catchers or a plastic container with a lid are handy to temporarily store your food scraps in before emptying into the Cleaner, Greener cart. Lining with newspaper or brown paper bags may help make cleaning up easier. Brown bags in kitchen catcher sizes are now available for purchase at local retailers!

FAQWhat is Single-Stream Recycling? Single-Stream Recycling allows residents to conveniently place all their recyclable materials into one cart rather than having to separate metal, plastic and glass from newspaper and mixed paper.

Why are we moving to a biweekly program for garbage and recycling?In an effort to reach our regional mandate of 70% waste diversion from landfills by 2015, the City has adopted several strategies in compliance with Metro Vancouver’s Integrated Solid Waste and Resource Management Plan (ISWRP). Some of these include:

• Yard & Food Scraps Collection – Introducing a new weekly, year round collection program for yard and food scraps to eliminate organic material from the waste stream with minimal cost increases; and providing sufficient volume for users to encourage ‘unlimited’ collection of organics.

• Bans – Expanding the number of banned items and decreasing tolerances for the amounts of banned materials accepted in the garbage to increase diversion of recyclable items; as well to trigger both consumers and producers to change their behaviours.

• Education and Outreach – Increasing social marketing initiatives to increase awareness and success in waste diversion efforts.

• User Pay Style Programs – Container sizes, collection frequencies, and user pay style programs to provide incentives to increase diversion of waste from the garbage stream.

• Increased Disposal Costs – Disposal (Tipping) fees were $67/MT in 2008, and are anticipated to increase by 230%, escalating to $154/MT by 2015. Our goal is to divert as much material as possible from our waste stream through organics and recycling programs in order to maintain relatively low annual user fee increases.

• Collection Efficiency – Automated cart collection standardizes the fleet and reduces the number of trucks on the road, labour costs, as well as work related injuries.

What is the new recycling program going to cost me? There are no upfront fees for your new Truer Bluer cart. The costs of the new program have been built into the utility rates. The City has purchased one new automated collection truck to replace our 4 existing manual recycling trucks that have reached the end of their lifespan.

There are higher costs involved in processing Single-Stream Recyclables vs. Source Separated Recycling; however, these costs are less than the overall savings achieved through operational efficiencies with fewer trucks on the road and less labour costs. In addition, the more we recycle and divert from the landfill, the less we pay in disposal costs.

Why can’t I use biodegradable plastic or compostable bags in my Yard & Food Scraps cart?The City must comply with the requirements of our processor. Kraft paper yard bags and newspaper may be used to contain food waste in your Cleaner, Greener cart.

What if one of my carts isn’t full?You may place your carts out on their respective collection week, regardless if full.

What if I have too much for my cart? Garbage For occasional extra garbage, please use the Tag-a-Bag program and place the additional bags 1 metre away from carts. Please ensure each bag of garbage possesses a city issued tag and does not exceed 50 lbs. Tags are available for purchase at City Hall and local community centres. Please do not overfill your carts.

If you’re finding you have extra garbage regularly, and you have utilized every opportunity to recycle all your recyclable materials, you may wish to consider upsizing your cart. Please contact Engineering Operations at 604-526-4691. Additional charges apply.

Yard & Food Scraps For extra greens, please use kraft paper bags (no tags required) and place 1 metre away from the carts. Please ensure that each kraft paper bag does not exceed 50 lbs.

During the fall season, should you have a large quantity of leaves and are able to bag them in kraft paper yard trimmings bags, please contact Engineering Operations at 604-526-4691 to arrange to have a special truck come to pick them up. Please do not dump leaves on boulevards or roadways. Our crews work hard to keep these areas beautiful and clean.

Single-Stream Recycling For occasional additional recycling, the City urges residents to utilize the Recycling Depot located at 65 East Sixth Ave (open Wed – Sun 10:00 am to 6:00 pm). Please note that the Recycling Depot does not accept Single-Stream recycling and items must be sorted.

If your household contains a secondary suite and one Single-Stream recycling container is not enough for your needs, please contact Engineering Operations at 604-526-4691 to obtain an extra cart at no additional charge.

What if my carts weren’t collected? Collection hours are now 7:30 am – 7:30 pm, Mon-Fri. If your items have not been picked up by 7:30 pm on your respective collection day, please contact Engineering Operations the following day at 604-526-4691.

How should I keep my carts clean?Here are some ways to prevent odours or conflicts with wildlife:

• Keep the lid closed at all times.

• Sprinkle baking soda in your cart.

• Keep the cart in a shady area out of direct sunlight.

• Wash your cart out regularly with a mild non-toxic detergent.

What if I need Special Pick-up Service?For larger items requiring disposal, the City may be able to offer a special pick-up where the item(s) can be collected from the curb for a fee.

Snow & Ice Removal Property owners and occupants are reminded that the City’s Street and Traffic Bylaw requires snow and ice to be removed from sidewalks abutting their property by no later than 10:00 am of the day following a snowfall event. Please clear the sidewalks of snow and ice to the full length and width and down to bare concrete. Please do not shovel snow onto the road. Seniors who are unable to clear their sidewalks may wish

to contact the Seniors Services Society at 604-520-6621 for assistance. For more information on snow and ice removal and the City’s priority response routes, please visit www.newwestcity.ca.

Collection Services During Snow EventsServices may be disrupted or even temporarily suspended in the event of snow and/or extreme icing conditions. The City will make every effort to keep service disruptions to a minimum. We appreciate your patience and understanding during these times.

Lawn Sprinkling RegulationsLawn sprinkling regulations are in effect annually from June 1 through to September 30. Residential sprinkling hours are permitted during the hours of 4:00 am – 9:00 am on the following days:

• Even-numbered addresses: Mondays, Wednesdays & Saturdays

• Odd-numbered addresses: Tuesdays, Thursdays & Sundays

Drainage GratesYour assistance in helping to keep drainage grates clear of leaves and debris surrounding your property is greatly appreciated. Please do not rake leaves onto the road. Leaves that are collected and placed in your Cleaner, Greener cart or kraft paper yard bags, will be collected weekly all year round. Please refer to the collection schedule for your collection day.

To report a plugged drain, please contact Engineering Operations at 604-526-4691.

Water Main FlushingPlease be reminded that our annual water main flushing runs March through May. This procedure can cause pressure fluctuations, as well as some discolouration and sediment in the water. If your water appears discoloured, run water until clear. These conditions should be short in duration and will not pose a health hazard.
