Message from Mayor Fisher

The Town of Devon is proud to release our first quarterly report, featuring Council’s top five priorities for 2012. These were selected at last year’s annual retreat to reflect the priorities of Council

for the community. Devon residents have asked for growth, downtown vitalization and facility development. You’ve asked for clear communications and an engaged, healthy community. Council has commit-ted to taking action, providing direction and moving ahead on issues that are important to our community.

In 2012, the Town will be increasing elec-tronic communications. The website and social media links allow us to get impor-tant messages out quickly. All councillors received laptops last year, allowing us to build agenda packages more efficiently and post the full agenda package online. The Devon Chamber of Commerce has been a valuable partner in fanning out news releases, newsletters and other regional events.

For residents, we are offering e-utility bills. If you are interested in this service please contact the town office with your name, address, account number and the email address that your bill will be sent to. Our new quarterly reports that have replaced the Community Insider newsletter will also be posted online and a link sent out with

GrowthInter-Municipal Development PlanServicing costs and design are currently being reviewed by the engineering depart-ments of both Leduc County and Devon for the IDP lands. Once finalized, the de-velopers will be able to start their designs of the water, sewer and roadways.

The joint IDP committee continues to meet with the land owners. An Area Structure Plan is expected to be brought forward early summer.

Qualico is working towards developing their lands south of the Ravines near Highway 19. Some utility pipe work will be oversized to accommodate the infrastruc-ture in the IDP lands.

Highway 19Approval has been received for the realignment and twinning of Highway 19. The Town is working with Alberta Transportation officials to design and engineer local connection points that will support development.

Water PlantGood clean water is the cornerstone of any community. The Devon water plant expansion will allow us to produce water and grow to service a population of 13,500. The new membrane filtration technology is one of the most effective methods of filtering out microscopic organisms and is recognized by Alberta Environment as a higher standard of water treatment. That means better drinking water for all residents.

Dale Fisher ArenaChanges at the Dale Fisher Arena have gone a long way to improving – every-thing! User numbers and satisfaction ratings are on the rise. We’ve given an older building a new face with a new lobby, new dressing rooms, showers and exterior renovations. The arena is draw-ing more events such as the Family Day celebrations and the 2012 Investors Group Hockey Alberta Provincials - Bantam B, March 22-25.

Port Alberta MembershipThe Town of Devon has become a member of Port Alberta and Council appointed Mayor Fisher to the Board of Directors. By sitting at the table with key industry lead-ers that are working together to promote the region, Council hopes to promote business development, employment opportunities and increase overall growth within Devon and the region.

Port Alberta MissionAn industry-led association fostering transportation and logistics linkages to simplify the supply chain and to promote economic diversity and value added for Alberta.

Downtown Vitalization2011 Improvements

Community HeroesHuron Street is symbolically known as Veteran’s Way to honor our community heroes. Banners were hung to remind us of all who serve to protect our freedom. A new mural that brightens the fire hall side wall was painted to honour our emergency services personnel.

Lighting Up DowntownTrees in the downtown boulevard were wrapped with high efficiency LED lighting. Half of the trees are lit with white for use at evening events throughout the year. Every other tree is lit with coloured lights for the Christmas season.

Recycling CentreThe recycling centre was spruced up with higher, slatted fencing and decorative ad boards. The laneway leading to the centre was paved, with cost shared between Devon IGA and the Town. The recycling centre offered free seminars, including backyard composting and bicycle repair.

Downtown Parking LotThe parking lot was resurfaced with recycled asphalt millings, new lighting was installed and a concrete drainage swale built. The pathway was paved, linking the downtown park to the trail system.

CommunicationsOrganizational ExcellenceThe Town of Devon recently reorganized to provide a higher service level and create a streamline, efficient organization. The new Community and Economic Development department (CED) facilitates economic development, tourism, events, recreation, culture, programming and Family and Community Support Services (FCSS). Planning and Infrastructure (formally Public Works) facilitates roadways, trails, parks, utilities, the water plant and the arena.

Retirement Randy Bertrand, Manager of Economic Development, retired after 32 years of service with the Town. The Town has nominated him for the Economic Developers Association’s “Economic Developer of the Year” that is awarded each April at the annual EDA conference and awards gala. Best wishes, Randy!

Community Engagement

• There was an excellent turnout for the Family Day event on February 20. Over 400 people enjoyed free skating, a petting zoo, cupcake decorating and “Unplugging.”

• Devon came second in the Unplugged competition held by Family and Community Support Services (FCSS).

• The Town has partnered with the John Maland High School’s band parents to begin exploring and planning the 2013 International Music Extravaganza. Bands from Germany, Japan, Brazil, Serbia and France have been formally invited.

• The Brand Leadership Team has recon-vened for 2012 and will continue to build and promote Bike Town Alberta. The team has sub-divided into three com-mittees: Business Development, Product Development (trails, mountain bike skills park, circuits) and Marketing and Communications.

Website Watch for the new Devon website. Our website will remain at www.devon.ca but will have a new, cleaner look. Key features include an upgrade to the business direc-tory and a new calendar section. We are inviting community groups to post their happenings on the Town events calendar by emailing our communications depart-ment or recreation coordinator.

Facility Development

Facility Development PlanThe purpose of the updated Facility Development Plan (FDP) is to determine Devon’s current and future facility needs and to provide a strategy to respond to those needs. IBI Group has contacted stakeholders to determine the current level of satisfaction, if the community’s needs are being met, if there is a need for expansion and the ability of current facilities to accommodate growth. There was an excellent response to the FDP open house held on February 29, and community members provided valuable feedback. The results will be summarized in a report to council this spring.

• The Town partnered with the Pistons Hockey team in January to host the 6th annual Alldritt Ironman Outdoor Hockey Tournament.

• The Community and Economic Development (CED) department supported the Devon Nordic Ski Club and the BEARS ski team with their annual Grand Prix race event.

• The inaugural Emergency Services Gala, held on February 25, 2012, was sold out. The Gala paid tribute to all emergency services personnel including RCMP, peace officers, fire department and emergency medical services.

• Mayor Fisher’s State of the Town Address will be held on April 17, 2012. Tickets are available through the Devon Chamber of Commerce.

• The Town is developing new trail maps, wayfinding signage, trail heads and enhancing the historic program.

• Devon teamed up with Alberta Winter Games to host the cross country skiing events that were moved to Devon on short notice.

“Thanks to the Town of Devon for providing facilities and support for the Alberta Winter Games cross country ski events. I was so impressed with the way your town opened its arms to help out a neighbour. I will spread the word what a great community you have!”

Fire Hall ExpansionRenovations at the fire hall are 99% complete. A much needed training room, complete with a Smart Board, was added and will be used for fire fighter and Town of Devon staff training. The interior of the hall, the kitchen and the offices have been modernized. New lighting and more storage areas make the bays spacious and brighter.

Mountain Bike Skills ParkThe Town along with the Devon Bicycle Association are seeking continued sponsorship and funding to complete the Park this summer.
