NATIONAL CAREER ASSESSMENT EXAMINATIONPART II: THE 2012 PEPTc. PHILIPPINE EDUCATIONAL PLACEMENT TEST 3. NAT and NCAE: Remindersbefore Testing Day1. The SDS and DTC should strictly enforce that the test materials are distributed a daybefore the examination date to far schools and early in the morning in nearbyschools.2. Assignment of Testing Staff shall be done by the SDS.a. Teachers coming from private schools will be assigned in public schools asroom examiners; while those from public schools will be assigned in theprivate schools.b. In case the private school teachers are not enough to be assigned in publicschools, public school teachers may be assigned but coming from otherdistricts.c. An exemption rules out when a lone school is found in the hinterlands inwhich case teachers from nearby elementary school will serve as theexaminers.d. Room Supervisors are teachers coming from another school other than thoseschools where room examiners will be assigned.e. School Testing Coordinators will stay in their respective schoolsf. The Principal or the School Head of the School will serve as the ChiefExaminer.g. Teachers from two or more small size private high schools are examiners in abig high school. Contrastingly, the teachers from a big high school can beassigned in the said small size high schools.h. In merging of small size private schools, assign a Master Teacher from publicschools as the Chief Examiner. 3 4. NCAE and NAT: Remindersbefore Testing Day3. Information Dissemination1) Inform the examinees to bring pencils (lead #2) on exam day.2) Inform the fourth year students taking the NAT and third yearstudents taking the NCAE to bring snacks/lunch on exam day.Testing is more than 5 hours. Nobody is allowed to leave the testingroom/center on exam day.3) Inform all schools that list of examinees must be alphabeticallyarranged in the whole school. Males first then the females.4) Private schools without permit to operate are excluded from TestAdministration.5) The following are exempted from taking the NAT: Grade VII, classesof Behavioral Programs , the Hearing Impaired and MentalRetardates, the Home Study Programs, newly-enrolled foreignstudents, irregular students with back subjects, American StandardCurriculum and students in night classes.4 5. NCAE and NAT: Remindersbefore Testing Day6) Visually-impaired students are exempted to take the NCAE due to non-availability of Braille Form.7) In case there are five or less examinees in excess, they can be integratedin the last five rooms, each accommodating an examinee.8) Examinees from small-size private schools can be merged and tested inone testing center in a city or in a municipality.9) Examiners Handbook shall be packed inside the ETRE. Use the softcopy of the Examiners Handbook in the orientation.10) Notes on the orientation at the Division Level:- This is primarily aimed to orient all the testing staff in the NATadministration.- But due to budgetary constraints only one per school is authorized toattend; authorizing either the School Head or the School TestingCoordinator (STC).- Hence, a mechanism should be devised so that all testing staff areproperly oriented.- One of which is orienting all the teaching force by the School Head/STCto be ready once assigned in a particular testing center.5 6. Responsibilities of the TestingStaff as subsumed in the WorkFlow*8A. Chief Examiner/School Testing Coordinator1. Maintains the security and confidentiality of test materials received from the DTC;2. He/She is accountable and responsible for all test materials received. This ends whenmaterials shall have been returned to the DTC;3. Assigns a room where all Room Examiners can be met before and after theadministration of the test in their respective testing rooms;4. Counts all packs of test booklets and/or answer sheets before releasing them to eachRoom Examiner;5. Records pertinent data about the test materials released to and received from theRoom Examiners in the Accounting Form (Form 3); and Forms 4, 5, 6 and in the SchoolHeader.6. Distributes the test booklets to each Room Examiner and reminds him/her to countthese without opening the pack and before leaving the room; and7. Follows the instruction for Accounting and Packing of Test Materials found at the latterpart of the Handbook.8. Being aware of the details of the testing program to be administered.9. Orients every teacher in his/her respective school on the guidelines and the ExaminersHandbook relative to NAT administration.*The Workflow is found in the Examiners Handbook 9. Responsibilities of the TestingStaff as subsumed in the WorkFlow*9B. Room Examiner1. Counts the test booklets and answer sheets withoutopening the plastic bags containing them beforeproceeding to his/her assigned testing room. Anydiscrepancy should be acted upon immediately and thisshould be reported in the Chief Examiners Report;2. Signs the Test Materials Accounting Form as he/shereceives the test materials from the ChiefExaminer/School Testing Coordinator while still in thedistribution room.3. Checks if the examinees have lead pencils to use and asheet of blank paper for computation purposes;4. Facilitates the recording of the Examinee Number andTest Booklet Number of the Examinees in the NETRCForm 2, Seat Plan; 10. Responsibilities of the Testing Staffas subsumed in the Work Flow*105. Follows strictly the Examiners Handbook during testadministration;6. Keeps custody of all the used and unused Test bookletsbut are not allowed to read the contents of testbooklets; otherwise, he/she will be given correspondingsanctions based on DECS Order No. 85, s. 1999;7. Checks the contents of the ETRE before he/she seals itwhile still in the examination room; and8. (For Grade 3 only) Assists the examinees inaccomplishing the name grid and other pertinentpersonal information about herself/himself and otherschool-related information. Fills in the data in Forms 1and 2.9. Accomplishes Form 7. 11. Responsibilities of the PrivateSchool Supervisor111. Disseminates information regarding the NAT/NCAE and DepEDslatest issuances on it to private schools in the division.2. Coordinates with private school principals regarding the conduct ofthe exam to its target clientele.3. Checks closely if private schools operating without permit wereincluded vis--vis the official list from the region. Likewise, makesure the schools are not closed yet.4. Prepares and provides the DTC with the enrolment data on privateschools to be tested, which will be used in the budget preparationand submitted to NETRC for the preparation of TMs.5. Assists the DTC in the echo-orientation in the Division Level forprivate schools.6. Takes charge of the delivery and retrieval of TMs on testing dayand assists the DTC in the accounting of TMs.7. Oversees the conduct of the test in private schools. 12. Responsibilities of the RoomSupervisor121. Monitors the conduct of the test administration in a testingcenter with 5 or more testing rooms (Grade 6,Year 4 and NCAE )and 10 or more testing rooms (Grade 3).2. Checks if the room examiners adhere to instructions in theExaminers Handbook.3. NETRC staff-monitors will be assigned to any testingcenter(s) nationwide, unannounced in the field.2. External-volunteer monitors from civil society (e.g. SK,church members, NGOs, et.al.) to report incidents ofcheating. The process should be duly documentedwith photos and narrative reports.3. The expenses incurred by external-volunteers are notchargeable to NETRC funds. 15. Each examinee is provided with a Scannable Answer Sheet.5. The test booklet is reusable with acolor-coded cover by Mother Tongue.6. The boxed information/statements in the Examiners Handbook for the MTB-MLE-NAT wastranslated into Mother Tonguesto be read verbatim to the examinees. 67. MTB MLE Guidelines677. There are specific variables indicated in the Scannable AS for MTB-MLE-NAT. These are: Examinee Number on the NAT Regular Mother Tongue Used8. To facilitate the data processing both scannable AS ( NAT Regular and MTB-MLE) will bemarked with MTB-MLE for easy matching of ETRE prior to data processing. In this regardproper shading of the Examinee No. in the MTB-MLE should be closely supervised.9. During the NAT-Regular administration, the Chief Examiner should properly label the ETRESof those who will also take the MTB-MLE and place them on their respective boxes. A sampleETRE marked with MTB-MLE AS for the regular NAT is provided.10. The generic forms of the NAT (Forms 1,2,3,4, and 7) shall likewise be used in theadministration of the MTB-MLE-NAT.11. The filled out Form 2 in NAT Regular shall be in duplicate copies during the testadministration. The original copy shall be packed with the test materials for the NAT-Regular while the second copy shall be utilized in the MTB-MLE NAT administration asreference of each examinee and should be placed inside the ETRE for the MTB-MLE.12. For the NETRC staff assigned for these dual tasks, he/she should be fully aware of thecrucial responsibility in identifying, sorting and packing ofanswer sheets of the MTB-MLE inthe ETRES. It is suggested that a notewith MTB-MLE Answer Sheets shall be written in bold(pentel pen) on the upper right hand corner of ETRE for ease in locating and pairing the twoscannable answer sheets; NAT Regular and MTB-MLE-NAT. Take note of the sampleETRE marked with MTB-MLE AS for the Regular NAT. 68. MTB MLEAdditional Guidelines1. During the exam day for the MTB-MLE the School Head willprovide the duplicate copy of the filled out Form 2 (Seat Plan) ofthe NAT-Regular.This will be given to the RE of the MTB-MLE-NAT. Both test resultswill be matched for correlational study.2. The MTB-MLE-NAT examiners will take the test simultaneously onMarch 5 after the NAT Regular administration.3. An NETRC Representative will be assigned to deliver and retrievethe MTB-MLE Test Materials with the Division Office as theDistribution Center.4.
