•FHWA and NCHRP evaluate problem statements

•SCOR and RAC rate the candidates in a mail ballot to set priorities for the SCOR meeting in March

•NCHRP sends a summary report to the SCOR

•FHWA approves of conformance with Federal-aid requirements
