Most of us have a friend, colleague, family member or acquaintance who currently works on the Rock Island Arsenal in some capacity or has worked there at one point.

Our cities and towns are filled with the families of soldiers who are fighting, or did fight, for our freedom overseas; of veterans transitioning financially, emotionally and physically to civilian life; of young men and women seeking information about how they, too, can give back to their country.

The Chamber has now developed a portal that serves as a conduit to connect veterans, military families and soldiers to the resources available in our community, as well as help civilians who want to support the military community find ways to do so.

HOW LONG HAS THE QUAD CITIES BEEN YOUR HOME?On and off since 1981.

WHAT’S YOUR CURRENT JOB?I came back to the Rock Island Arsenal in November 2011. I do small arms repair and assembly.

TELL US A LITTLE BIT ABOUT YOUR MILITARY CAREER.I first started when I joined the Marines right out of high school in 1988. I spent 8 ½ years in the Marines. I served in the Gulf War from August of 1990 to April of 1991. I left the Marines in 1999, and went to work in the private sector for 10 years, and then returned to the government. I’ve had a couple of deployments to Afghanistan since then.

WHERE ARE SOME OF THE BASES YOU HAVE LIVED ON?California, Saudi Arabia, Kuwait, Korea, Panama, Iraq and Afghanistan.

WHICH ONE WAS YOUR FAVORITE, AND WHY?I really liked Camp Pendelton, but Hawaii was probably my favorite. How could you not like Hawaii?

ANY KIDS?I have three girls.

HOW HAS MILITARY LIFE IMPACTED YOUR FAMILY? DO YOU HAVE ANY ADVICE FOR OTHERS SERVING WITH FAMILY AT HOME?It’s been very difficult. I’ve been married and divorced twice, so it’s definitely been rocky. It’s a really tough balance. It’s something that people just absolutely have to be committed to and be willing to work on. Both sides have to really work on things in so many ways. But it can be

done. I’ve seen many who have been deployed more times than I have, who have kept their family intact. You have to have a real strong sense of moral values and commitment to each other and families.

WHAT IS THE VALUE OF VOLUNTEERISM?To me, I think volunteerism is important just for the simple fact that it’s humbling to give your time and your effort to something that you don’t get paid for. I think it’s good for the soul. I think more people should be able to experience the satisfaction that comes from doing volunteer work at some level.

HOW CAN THE QUAD CITIES CIVILIAN COMMUNITY BETTER SUPPORT OUR MILITARY?To be really honest, I think that the Quad Cities does a great job supporting the Rock Island Arsenal, the local military and their local veterans. This is the heart of America, and our community provides a great deal of support.

HOW CAN THE QUAD CITIES BUSINESS COMMUNITY BETTER SUPPORT OUR MILITARY?If employers took a deeper look at the experience that veterans and active military have, it would maybe outweigh the lack of higher education that we may or may not have. We spend our lives educating ourselves, and that doesn’t mean that we aren’t as qualified as others with a degree. From a business standpoint, I’d like to see the entire country give us a little more consideration, so that our time and service was weighed a little more heavily when competing for higher paid positions.

As an instructor for the Department of Defense in Afghanistan, Tom Schoustra provided leadership

and guidance to fellow soldiers. Since returning to the Quad Cities, Schoustra now works for the Rock

Island Arsenal and serves as a board member for Jason’s Box.

WHAT IS ONE OF YOUR FAVORITE MOMENTS AS A MEMBER OF THE MILITARY?

I think probably one of the best memories I have was coming back from the Gulf War. The reception that we received when we finally got back was just unbelievable.

That’s something I’ll never forget. Because you never really think

anyone’s thinking about you when you’re gone, and you get back and realize people are supporting you.

It was pretty awesome.

A NATIONAL VIEW

Balancing the national budget has been a long-time concern of our top leaders, and the enactment of the Budget Control Act of 2011 was intended to resolve the deadlock and include spending cuts. Unless Congress can agree to at least $1.2 trillion in budget cuts, a mandate of across-the-board cuts, or sequestration, will go into effect in January 2013.

The impact of these across-the-board cuts to the Department of Defense (DoD) would be a $492 billion cut over the next 10 years, in addition to the $487 billion already being implemented this year. In response to such potential sequestration, the Chamber has joined other local partners to advocate for a better solution.

“Implementing these cuts would result in the United States having the smallest Army since 1940, the smallest Navy since 1916 and the smallest Air Force in U.S. history,” said MG (ret.) Yves Fontaine.

Roughly 200,000 active duty service members would be forced out of the military. One-in-four defense civilian positions would be terminated, and our nation’s manufacturing base would sustain massive lay-offs that would lead to a lost generation of skilled workers. Research and development spending would also be impacted, which would directly and negatively affect our military edge.

QUAD CITIES DEFENSE INDUSTRY: FOCUS ON SUSTAINABILITY

Recent changes in federal law by our congressional delegation have paved the way for more growth through public-private partnerships at the Rock Island Arsenal. Such partnerships lead to greater financial independence and stability for the arsenal.

“Since the changes went into effect in December 2011, the arsenal has already signed into one additional partnership with private business Mack Defense,” said Paul Rumler, executive vice president, Quad Cities Chamber.

Mack Defense, which produces combat-capable vehicles and vehicles used for military transport, wants to begin gradually manufacturing some of its products on the island.

Rumler continues, “The Quad Cities has the assets major defense companies are looking for as they seek to expand their operations. As everyone – government and private companies alike – is looking for more efficient ways to do business, the Quad Cities Chamber is strategically approaching defense contractors to establish or enhance offices in the Quad Cities. While our region is most well-known for its manufacturing capabilities, the defense industry in the Quad Cities expands to logistics, engineering, infrastructure and water resource management, opening up a lot of opportunities to grow our defense industry. And ultimately, all of this activity will further support the sustainability of the Arsenal, our regional economy and our nation.”

Over 500 Quad Cities businesses fulfill DoD contracts, and 70 DoD organizations are located on the Rock Island Arsenal.

The Rock Island Arsenal employs approximately 8,000 workers, and business conducted on the island supports an additional 14,000 jobs. Overall, the Arsenal has a $1 billion economic impact on our region.

With pending budget cuts at the national level, the Chamber has implemented a multi-tier plan to strategically support the work of the Arsenal.

A few of the tactics we’re carrying out to support the region’s largest employer include:

Hooah! Quad Cities: During the Chamber’s 2011 trip to Washington, D.C., it became clear that the Quad Cities community needed to amplify efforts to visibly support the military. Hooah! Quad Cities is a military appreciation and awareness campaign.

Industry Marketing: We are marketing the strength of the region’s defense industry across the nation by attending trade shows and through visits to defense company and command headquarters.

Quad Cities Community Military Covenant: Through a signed covenant, the Quad Cities community pledges to care for military, veterans and their families; work cooperatively with the Rock Island Arsenal; and support partnerships that enhance the strength of our Armed Forces.

National Manufacturing Innovation Center Framework: We are connecting with local partners to build on the Quad Cities’ powerful industry strengths in manufacturing, in order to make the region a recognized global hub for the metal and multi-materials (M3) sector.

Military Affairs Council: The Council is a coalition of public and private partners dedicated to supporting the Rock Island Arsenal and the Quad Cities military community. This group maintains an active business community presence on the island and promotes relationship-building to foster growth opportunities.

New Partnerships Facilitation: We are identifying local companies with capabilities to support major defense contracting opportunities, and linking them together.

At the recent Small Business Government Contracting

Symposium at the iwireless center, over 50 businesses expressed interest in starting new or expanding their presence in the Quad Cities. More than 100 exhibitors displayed their business information and 600 people attended to make new connections.This year’s symposium was different than years past.

Organizers combined three major contracting events into one conference: the contracting symposium, the Rock Island Arsenal Joint Manufacturing & Technology Center Industry Days and the Army Sustainment Command’s Advance Planning Briefing to Industry. The Quad Cities Chamber co-sponsored a welcome reception and a private luncheon with major defense contractors, all in an effort to elevate the defense industry in the Quad Cities. In

addition, the Chamber and Quad Cities First jointly had two booths at the show, one promoting the Quad Cities’ defense

industry, and the other the new Hooah! Quad Cities campaign. For many companies, the most valuable part of the symposium was the matchmaking meetings, through which small businesses met one-on-one with large defense contractors.“The purpose of the matchmaking sessions was to provide the

opportunity for small businesses to get in front of an established government contractor to market their business and really showcase what differentiates them, and how they can truly help that more established business,” said Beth White, government contracting specialist with Iowa State University Extension and Outreach, CIRAS. “It is a chance for face-to-face interaction with key officers and decision makers within the companies that many times is difficult if not impossible to secure,” White continued.Large defense contractors present included John Deere, Booz Allen Hamilton, Lockheed Martin, Motorola, Rockwell Collins and many others. Overall, 395 appointments took place between small businesses and prime contractors.

Quad Cities Midwest Small Business Government Contracting Symposium

SPOTLIGHT: PROJECT HEALING WATERSSgt. Robert Bartlett (Ret.), one of the keynote speakers at the symposium, shared his story of being severely injured by an improvised explosive device (IED) in Iraq, and the profound affect the non-profit organization Project Healing Waters had on his recovery.

Project Healing Waters uses fly fishing as therapy, teaching the sport to help injured soldiers overcome the difficulties they now face. Most importantly, the teachers are volunteer retired servicemen who are able to relate to and mentor their clients.

One of the original founders of Project Healing Waters, Paul Ricciuti, is from the Quad Cities. Watch this video to hear from Sgt. Robert Bartlett (Ret.) and learn more about Project Healing Waters.

A QC Visit From America’s Away TeamU.S. Navy Admiral Visits Area Manufacturers

C obham Davenport recently hosted a very important guest: Rear Admiral Tilghman Payne, who saw firsthand how leading-edge technologies produced here at the Quad Cities facility impact the Navy.

The Navy, known as “America’s Away Team,” protects our coasts and aids in securing our nation’s economic prosperity. Cobham Davenport manufactures equipment for the Navy that increases survivability in the extreme conditions commonly faced by service men and women. The company employs over 500 people locally, supporting the defense industry with innovations in aviation oxygen and aircraft survivability systems, air-to-air refueling equipment, military diving rebreathers and more. Cobham executives showcased their manufacturing center where fuel tanks and pods, used to refuel jets in-air during critical missions, are built. They also showed off their military diving rebreathers, and explained that when this equipment is sold to the Navy, a former Navy diver on their staff will travel and spend weeks with the end-users training with the equipment. “What you do here matters. It makes me feel good to see the passion and the care you take in creating the systems that keep us safe at sea and in the air,” Rear Adm. Payne said.During his visit, Rear Adm. Payne also stopped at the Rock Island Arsenal, Deere & Company, Western Illinois University and the Moline Rotary. “Any state with such a mighty river on its doorstep qualifies as a maritime state and has interests in – and a relationship with – the world’s oceans. Although the miles of land to the east and the west separate you from the Atlantic and Pacific, the Mississippi connects you and because of that, you have a stake in freedom of the seas, in maritime commerce, and a stake in the U.S. Navy,” said Rear Adm. Tilghman D. Payne at the Moline Rotary Club luncheon. “A strong navy is necessary to preserve the American way of life,” he continued.

Rear Admiral Tilghman PaynePayne is the commander, Navy Region Midwest. He received his commission from the U.S. Naval Academy. His personal awards include the Defense Superior Service Medal, Legion of Merit (two awards), Meritorious Service Medal (two awards), Navy Commendation

Medal (six awards) and the Navy Achievement Medal (two awards).
