    Agriculture Development

    Program

    Funding provided by the NYSDAM will be used for a project or projects designed and intended

    for the purpose of establishing, maintaining, or expanding agricultural operations, or forproviding facilities and/or markets for the production, manufacturing, processing, warehousing,or distribution or sale of New York crops, livestock and livestock products. The goal of thisprogram is to promote agricultural economic development through funding a project orprojects that will increase New York farm viability through expansion, value added production,diversication, or long term reduction of operating costs.

    Arts Grant Program Funds are available under Article 3 of the Arts and Cultural Affairs Law for the study of andpresentation of the performing and ne arts; surveys to encourage participation in the arts;to encourage public interest in the cultural heritage of the state, and to promote tourism bysupporting arts and cultural projects.

    Canalway MatchingGrant Program

    The Canalway Grants Program is a competitive grants program available to eligiblemunicipalities and 501(c)(3) non-prot organizations along the New York State Canal System.Projects are intended to meet the objectives of the Regional Economic Development Councils

    and the NYS Canal Recreationway Plan.

    Department of Environmental Facilities (DEC)

    Clean Water StateRevolving Fund (CWSRF)

    The New York State Environmental Facilities Corporation (EFC), in conjunction with the NewYork State Department of Environmental Conservation (DEC), will offer grants to municipalitiesto help pay for the init ial planning of eligible Clean Water State Revolving Fund (CWSRF)water quality projects. The CWSRF Engineering Planning Grant will assist municipalitiesfacing economic hardship with the engineering and planning costs of CWSRF-eligible waterquality projects. Grants of up to $30,000 (with a 20% required local match) will be provided forengineering and planning services for the production of an engineering report.

    Excelsior Jobs Program(EJP)

    Refundable tax credits are available for strategic businesses such as high tech, bio-tech,clean-tech and manufacturing that create or retain jobs or make signicant capital investments.Businesses meeting the eligibility criteria may apply for assistance at locations throughoutNYS.

    ESD Grant Funds ESD has several grant programs that together make available $174 million of capital grantfunding for the States Regional Economic Development Council Initiative. The programs thatare included under this category are: Regional Council Capital Fund (Up to $150 million),Empire State Economic Development Fund (Up to $20 million); and Urban and CommunityDevelopment Program (Up to $4 million). Capital grant funding will be allocated among the tenregions, each represented by a Regional Council, based on the implementation of the StrategicPlan and will be allocated to priority projects identied by the Regional Councils as signicant,regionally supported and capable of stimulating economic investment.

    Regional TourismMarketing Initiative (RTMI)

    Regional Tourism Marketing Grant projects promote regionally themed marketingprojects and promote tourism destinations, attractions, events and other tourism-relatedactivities that work to support the Regional Council long term strategic plans for economicgrowth in their regions, as well as to attract visitors to New York State.

    Environmental InvestmentProgram (EIP)

    The Environmental Investment Program (EIP) helps businesses capture the economic benetsassociated with pollution prevention, waste reduction, re-use and recycling. The programprovides capital, technical assistance, and research and development grants that expandthe ability to recycle solid and industrial waste into higher value products, or reduce pollution

    and waste at the point of generation. The program is funded through appropriations from theEnvironmental Protection Fund.

    Industrial Development Bond Cap (IDB CAP)

    Industrial DevelopmentBond Cap (IDB Cap)

    Up to $350 million from the Federal IDB Cap allocation will be available for State and localgovernment issuers to sell tax exempt bonds for private projects that demonstrate a publicpurpose.

    Urban Initiatives Program(UI)

    The purpose of the Urban Initiatives program is to provide nancial/technical resources toNew York communities for the restoration and improvement of housing, commercial areas andpublic/community facilities in urban neighborhoods. This program will provide grants to notfor-prot community based organizations and charitable organizations that have a direct interestin improving the health, safety and economic viability of a distressed urban neighborhood orother aspects of the area environment that are related to community preservation or renewalactivities. The UI program provides applicants exibility in determining the exact nature of theirrevitalization efforts and program priorities.

    Rural Area RevitalizationProjects (RARP)

    The purpose of the Rural Area Revitalization Program (RARP) is to provide nancial/technical resources to New York communities for the restoration and improvement of housing,commercial areas and public/community facilities in rural areas of the state. This program willprovide grants to not for-prot community based organizations and charitable organizationsthat have a direct interest in improving the health, safety and economic viability of a ruralarea or other aspects of the area environment that are related to community preservation orrenewal activities.     Block Grant Program(CDBG)

    The Community Development Block Grant (CDBG) Program provides funding to smallcommunities and counties in New York State with a great opportunity to undertake activitiesthat focus on community development needs such as creating or expanding job opportunities,providing safe affordable housing, and/or addressing local public infrastructure and publicfacilities issues. The primary statutory objective of the CDBG program is to develop viablecommunities by providing decent housing and a suitable living environment by expandingeconomic opportunities, principally for persons of low and moderate income.

    New York Main StreetProgram (NYMS) The New York Main Street Program (NYMS) provides resources for the purpose of assistingNew Yorks communities with their Main Street and downtown revitalization efforts. NYMSendeavors to stimulate reinvestment in properties located within the mixed-use commercialdistricts and adjacent neighborhoods by providing resources with the goal of establishingsustainable downtown and neighborhood revitalization and investing in projects that provideeconomic and housing opportunities.

    Ofce of Parks, Recreation and Historic Preservation (Parks)

    EPF Municipal Grants For the development of parks and recreational facilities to preserve, rehabilitate or restorelands, waters or structures for park, recreation or conservation purposes and for structuralassessments or planning for such projects. For the acquisition of a permanent easement orfee title to lands, waters or structures for park, recreation, conservation or historic preservationpurposes and for projects identied in a local heritage area management plan. For theimprovement, protection, preservation, rehabilitation or restoration of properties listed on theState or National Registers of Historic Places and for structural assessments or planning forsuch projects. For projects to preserve, rehabilitate or restore lands, waters or structures,identied in the approved management plans for Heritage Areas.

    Department of Labor (DOL)

    Worker Skills Upgrading Grant funding to private sector for-prot and not-for-prot businesses for skills upgrading oftheir workforce. Includes providing training to: new hires who are long-term unemployedindividuals to perform their required job duties; long term unemployed individuals in acustomized classroom setting with a commitment to hire individuals who succesfully completethe training; and existing employees who without the training are at risk of being laid off.

The New Construction Programand Existing Facilities Program help building owners make informed decisions to design and

    renovate sustainable buildings. The FlexTech program can offer energy saving opportunitiesthrough consultation and cost-sharing studies. Industrial and Process Efciency Program canhelp organizations increase product output and data processing efciency.

    Reduction Program(REDGHG)

    The Regional Economic Development and Greenhouse Gas Reduction Program (REDGHG)will award cost-share funding for energy efciency, renewable energy, and/or carbonabatement projects that address the regional priorities of the Regional Economic DevelopmentCouncils (REDCs), result in strategic investments, and build the capacity within the region toparticipate in the States clean energy economy.

    The City of Tonawanda will update its Local Waterfront

    Revitalization Program to reflect changes over the past 25

    years. This will involve an examination of issues and

    conditions, a new inventory and analysis, review of policies,

    revised zoning requirements, and consulting with federal,

    state and local agencies on new polices and projects. The

    City will also construct a handicapped-accessible fishing pier

    with a concrete walkway along the mouth of Ellicott Creek and

    the Erie Canal.
