Foreword
Macao’s higher education is governed by the Secretary for Social Affairs and Culture
with its relevant matters follow-up by Tertiary Education Services Office (hereinafter
referred to as GAES). Currently, there are 10 higher education institutions in Macao, four of
which are public institutions and the others are private. Among these institutions are
universities that combine comprehensive teaching and research and there are also
multidisciplinary and specialized higher education institutions that place emphasis on
practicality. For Academic Year 2012/2013, these 10 institutions have more than 27,000
students registered with more than 1,900 teaching staff.
Macao SAR Government has always attached great importance to education. Adhering
to the policy direction of “education will bring prosperity to Macao”, the Government
devotes major efforts to developing higher education. Talent is the key to the sustainable
development of Macao’s social and industrial diversity and higher education bears a major
responsibility for the community to nurture all kinds of talent. Macao SAR government
continues to devote more resources to improve the education system and through various
measures, support the institutions to optimize their operating conditions, foment
high-quality teaching staff, improve the level of teaching and scientific research so as to
foster students’ cultural and scientific qualities as well as creativity and sense of
responsibility of the public, as well as provide the society with more talents to develop and
govern Macao.
GAES conforms to the policy direction of Macao SAR Government by implementing the
various related works in a practical manner. This yearbook not only summarizes the various
works GAES has undertaken, but also serves as a compilation of the relevant information
and data for public reference and through the dissemination of these statistics, allow the
public to understand the basic status of higher education in Macao.

A Letter from the Tertiary Education Services Office
2012 was the year that Macao’s higher education stepped into a new stage. As Tertiary
Education Services Office (hereinafter referred to as GAES) actively followed up on the
legislation of the “Higher Education System” law and continued to improve the higher
education system, carrying out a number of substantive works and made some progress
which included granting the Learning Material Subsidy Scheme for Students of higher
education for the first time, supporting and encouraging students to enroll in programmes,
organizing diversified activities to enrich students’ learning experience, caring for learning
and personal growth of students of higher education, carrying out work to create a higher
education talent database, developing an index system for higher education and also
optimizing the release of higher education information in an orderly manner.
To give the public a clearer and more comprehensive understanding of the basic
overview of the higher education in Macao, GAES took special care when compiling the data
on the major works of the past year and with a wealth of higher education information and
data, drew up the “2012 Tertiary Education Services Office Yearbook” to serve as a reference
for all sectors of the population who are concerned with the higher education in Macao.
GAES hopes by providing a yearbook with a concise and easily understood content and
comprehensive information will help increase the transparency of the works carried out by
GAES. The concern, support and supervision of the community and all relevant entities /
organizations working together with the higher education sector, will help GAES to steer
higher education in Macao towards a healthy and steady development.

Chapter 1. An Overview of GAES
Established in 1992, Tertiary Education Services Office (hereinafter referred to as GAES)
is a department which operates under the supervision of the Secretary for Social Affairs and
Culture of the Government of the Macao Special Administrative Region in charge of
coordinating, following up and developing higher education affairs in Macao. Its main
responsibilities are:
� Initiate and formulate policies for the development of higher education as well as
recommend, assist, follow-up and promote higher education of Macao;
� Help to evaluate the performance of local higher education institutions;
� Handle applications for launching higher education programmes in Macao by non-local
higher education institutions and follow up their operations;
� Collect, organize and publish higher education data;
� Promote exchange and cooperation between local and non-local higher education;
� Promote cultural activities concerning higher education;
� Organize inter-institutional activities for higher education students;
� Provide information and counseling services for further studies;
� Handle applications and examinations of joint admission of undergraduate and
postgraduate programmes in Mainland China universities; and
� Deal with applications of postgraduate scholarship and coordinate with the higher
education institutions to enroll students in Mainland China.

Chapter 2. Helping Students Attend Classes
Through various counseling services for further studies and relevant activities, GAES provides
students with information of higher education in different places, provides learning material subsidies
and postgraduate scholarships in a timely manner, encourages and supports students to attend school
and assists them to choose suitable direction for higher education so as to plan for life as soon as
possible.
Learning Material Subsidy Scheme for Students of Higher Education
To express concern the importance upon the development on students of higher
education and support them in the purchase of books, as well as reference and learning
material, Macao SAR Government launched the Learning Material Subsidy Scheme for
Students of higher education in the 2011/2012 academic year with 35,008 students having
already registered. After review and analysis, although 33,121 students were eligible, 39
students could not receive the subsidy as they provided incorrect bank account information.
In the end, 33,082 students received benefits for a total of sixty six million dollars in
subsidies.
Soon after, GAES began preparation work of subsidy distribution for the following year
which included optimizing the registration process and setting up the subsidy distribution
process, formulating work process for distributing subsidies together with relevant
government departments and banks,
following up on external registration and the
establishment of an internal management
website, launching promotional videos,
preparing for radio promotions, and the
implementation of interactive telephone
surveys. In addition, GAES followed the
requests and instructions of the Commission
of Audit of the Macao SAR and conducted a
series of audit work on Learning Materials
Subsidy Scheme for Students of higher
education for the 2011/2012 academic year.
Distribution of Postgraduate Scholarships
GAES has supported the Postgraduate Studies Technical Advisory Committee (CTABE) in
handling the application and distribution of the Postgraduate Scholarships for Macao
residents since 2004. In 2012, the application period was conducted in September with 448
applicants and among them, 368 were scholarship applications of master’s degrees, 72 of
doctorate degrees and 8 were integrated Masters and PhD. Compared to 2011, both the
distribution quota and the annual amount for scholarships were increased. The quota of
Masters scholarships had been increased from 60 to 80 and the annual scholarship amount
had also been raised from MOP45,000 to MOP54,000. The quota of PhD scholarships

remained at 15 and the annual scholarship amount had been increased from MOP63,000 to
MOP75,000. The quota of integrated Masters and PhD remained at 1 with the annual
scholarship amount increased from MOP54,000 to MOP66,000.
Each year the postgraduate scholarships are distributed in 3 installments. In 2012, there
were a total of 206 new and renewed scholarships distributed with a total amount of
MOP6.8 million.
In accordance with the “Distribution of Postgraduate Scholarships Cooperative
Agreement” signed by the Postgraduate Studies Technical Advisory Committee (CTABE) and
Department of International Cooperation and Exchanges (Office for Hong Kong, Macao and
Taiwan Affairs), GAES mutually distributes scholarships to Macao students attending
programmes in Mainland China and the Chinese students studying in Macao with the
Department of International Cooperation and Exchanges (Office for Hong Kong, Macao and
Taiwan Affairs). In 2012, nine scholarships of Mainland postgraduate students and 26 new
and renewed scholarships (including tuition fee, living allowances and accommodation)
totaling more than MOP1.5 million were distributed.
Assist in Promoting Overseas Scholarships
GAES also assists with the publication of information of overseas scholarships including
the Australian Endeavour Awards, the US Vincennes University Scholarship, the
undergraduate programmes at New York University in Abu Dhabi, the scholarship of the
Chemistry-Biology combined major programme at Osaka University, Japan, and the bachelor
degree of the Hong Kong Institute of Education etc. The relevant information has been
uploaded onto the GAES website and the “Student Blog”. It has also been sent to various
high schools and higher education institutions in Macao.
Counseling Services for Further Studies
Some statistics figures from GAES’s Counseling Center for Further Studies are as
follows:
� Internet counseling: 102 email enquiries received
� Individual counseling: 53 students of individual consulting sessions
� Telephone counseling: 123 enquiries received
2012 Mainland China Higher Education Exhibition
A delegation of 50 people from The Ministry of Education of the People’s Republic of
China and some Mainland China higher education institutions visited Macao from January
12th to 17th and took part in the “2012 Mainland China Higher Education Exhibition” held at
the auditorium of Kao Yip Middle School from January 13th to 15th. A total of 43 Mainland
China higher education institutions participated in the exhibition with more than 1,800
people visited.

Macao Education Fair 2012
From February 24th to 26th, GAES jointly co-organized the “Macao Education Fair 2012”
with the Venetian Macao. More than 100 higher education institutions, government
educational bodies from Macao, Mainland
China, Hong Kong, Taiwan and other
countries were invited to participate. In the
exhibition, various exhibitors arranged more
than 60 seminar sessions providing relevant
comprehensive information of further studies.
The three-day exhibition attracted more than
9,600 visitors from local and the Pan-Pearl
River Delta Region with satisfactory results.
Informative Seminars on Further Education and Public Examinations in Different Countries
GAES held the “Informative Seminars on Further Education and Public Examinations in
Different Countries” at its multi-functional meeting room between April and July with the
themes of higher education studies in Australia, USA, Canada and England, the TOEFL Test
and the IELTS Test, where they introduced information such as further education,
educational system, tuition and application procedure in different countries. The six
seminars attracted a total of 336 participants of students and parents.

Career Exploration Seminar
The “Career Exploration Seminar”, was
organized by GAES and held by Sheng Kung
Hui Macao Social Service Centre (SKHMSSC)
at Kao Yip Middle School on November 3rd
and 4th. The seminar invited 18 veterans of
different professional fields to introduce the
nature of their industry, job content,
promotion opportunities and remuneration,
etc. The areas of expertise involved Art &
Design, Language, Linguistics & Translation,
Business Administration, Social Work,
Accounting, Tourism & Convention
Management, Education, Law, Human

Resources Management, Public Administration, Heritage Management, Journalism &
Communication, Engineering, Nursing, Nutrition, Occupational Therapy, Psychology and
Medicine. More than 800 people participated in the three seminars and there was a Q & A
session to answer their enquries.
Doctor’s ‘Road’── Doctor Professional Certificate Briefing Session
On June 15th, GAES held the “Doctor’s ‘Road’── Doctor Professional Certificate Briefing
Session” at Lecture Hall 1 of Wui Chi Building
in Macao Polytechnic Institute. It invited Dr.
Chao Chihong, Chairman of the Internship
Training Committee of the Health Bureau, to
introduce the procedure of registered
medical practitioners, doctor training and the
promotion situation of the Health Bureau.
This event had attracted 145 students to
participate.
Understanding the Status of Higher Education Institutions in Mainland China
GAES organized a 35-member delegation,
consisting of Macao high school class
teachers and career guidance staff, visited
higher education institutions in Mainland
China from October 14th to 19th. The
delegation included representatives from 25
local high schools and staff from the Liaison
Office of the Central People's Government in
the Macao SAR and GAES.
The delegation went to Shanghai,
Tianjin and Nanjing. They visited Tongji
University, East China University of
Technology, Nanjing University, Nanjing
Normal University, Nankai University and
Tianjin University. They have seen some
campus facilities such as the dormitories,
canteens and libraries, etc. During this time,
the delegation also communicated with the
Hong Kong and Macao Affairs Office, the
Admissions Office, student counselors and
Macao students in the above six universities.
They received a brief overview of the
relevant universities. In addition, the
delegation also interacted with about 100

Macao Senior Secondary Career Guidance Seminar
The “Macao Senior Secondary Career Guidance Seminar”, organized by GAES and held
by Sheng Kung Hui Macao Social Service Centre (SKHMSSC), toured various secondary
schools in Macao between December 2012 and March 2013. This seminar not only explained
information on further education to students preparing for higher education, these
information was also placed onto panels for display at different schools allowing students to
be equipped with programme selection techniques and the latest updates. From this, the
students understood more the importance of planning of further studies. A total of 31
secondary schools with approximately 5,675 Form 5 & Form 6 students participated in the
50 seminars.
Students by Recommendation Pre-Examination Counseling Seminar
The “Students by Recommendation Pre-Examination Counseling Seminar”, organized by
GAES and undertaken by the Macao New Chinese Youth Association, was held at the

multi-functional meeting room in GAES on December 29th and 30th. The examination procedures,
skills, attire and precautions of interview were given to the student candidates of the “2013 Joint
Entrance Examination for Undergraduate Programmes of Higher education institutions in
Mainland China by Recommendation”. From this, they might enhance the chance of admission.
The turnout was overwhelming with a total of 339 students participated in the 3 seminars.

Macao College Students Counseling Service Exploration and Research
In order to understand the general situation of the counseling services of the higher
education institutions in Macao, as well as the demand of Macao college students for related
services to develop a forward-looking and long-term planning of college counseling services,
GAES has commissioned Sheng Kung Hui Macao Social Service Centre (SKHMSSC) to carry
out the related research at the end of 2011; with the first phase of the study completed in
July and an interim report submitted. For a more comprehensive understanding of the
psychological status and needs of college students at different levels, GAES will soon launch
the second phase of quantitative research by disseminating relevant questionnaire to the
college students.
Research on Demand and Development of
Macao Career Guidance–cum-Career Planning Service
In order to gain a deeper understanding of the current general situation of Macao
career guidance-cum-career planning services and explore the future direction of
development, GAES has commissioned ERS Solutions (Macao) Ltd.-cum-ERS e-Research Lab.
to carry out three stages of research. The first phase, which began on November 2011, used
a computer-based telephone interview method that had successfully interviewed 1,517
Macao residents between ages 15 to 64. The research analysised the circumstances of
cognition, behavior, demand, satisfaction level and expectations of different groups towards
these services. The second phase used a focal point interview method to improve the
dimension of the research and it was completed in July. The third and final phase carried out
using the world café method and is expected to be completed in the first quarter of 2013.

Assisting Local and Other Region Students to study in
Mainland China Higher Education Institutions
To facilitate citizens who wish to further their undergraduate studies in Mainland China,
GAES has been commissioned by the Ministry of Education to carry out the registration and
examination procedures for students from Hong Kong, Macao and Taiwan and local students
by recommendation every year since 2004. This year, GAES not only optimized the registration
process of the relevant examinations but also used online registration for the first time which
greatly improved work efficiency.
The 2012 Joint Entrance Examination for Undergraduate Programmes of Higher
education institutions in Mainland China for Macao Students by Recommendation took place
at the Kao Yip Middle School on January 12th. 41 higher education institutions from Mainland
China provided a total of 500 places (quotas) with 419 students receiving recommendations
from their high schools to participate in this examination. 344 students were admitted
altogether.
The online pre-registration and registration confirmation for the 2012 Joint Entrance
Examination for Undergraduate Programmes of Higher education institutions in Mainland
China for Overseas Chinese, Hong Kong, Macao and Taiwan (Examination in Macao) were
carried out in March. A total of 18 local high schools took part in the collective registration.
Together with those who individually applied at GAES, there were a total of 783 confirmed
registrations in 2012 (including recommended students).
443 students took the examination at Pui Ching Middle School on May 26th and 27th.
The 2012 Admission Examination for Postgraduate Programmes of Higher education
institutions in Mainland China (Examination in Macao) was completed in the middle of
December 2011 with a total of 370 applicants (33 Masters and 337 PhDs) applied for 34
higher education institutions. After verification by these institutions, 368 applicants were
permitted to take the examination at Pui Ching Middle School on April 14th and 15th with the
total of 213 students admitted into the programmes (18 Masters and 195 PhDs). The
registration for the 2013 examination also took place between November 20th and
December 19th with a total of 304 applicants (32 Masters and 272 PhDs) applied for 35
higher education institutions.

Chapter 3. Care for Student’s Development
Through different activities and the internet network, GAES strengthens the communication
and exchange of local and overseas students of higher education, provides necessary information in a
timely manner, cares for student’s overall development, enriches student’s learning experiences,
assists in professional growth of students of higher education and fosters outstanding talents.
Continuous Optimization of the “Student Blog”
GAES not only continues to optimize the various functions of the “Student Blog” which
includes writing mobile applications, optimizing layout design and making improvements on
membership system as well as forum
functions etc. but also takes the initiative to
provide valuable information such as the
latest news, further education, employment
and activity information etc. to students of
higher education through the blog in a timely
manner, thereby bringing closer between
students of different regions as well as
students and the Macao SAR Government. It
breaks the geographical restrictions and
maintains good communication and
exchanges. It also strengthens the
Government’s care for students and
enhances their sense of belonging to Macao.
Online Chat Room with Macao Government Officials
In order to strengthen Macao college students’ understanding of the Macao SAR
Government policies and work involved in the different government departments, GAES
held the “Online Chat Room with Macao Government Officials” through the “Student Blog”
last year. The first activity this year took place
on January 20th and invited Mr. José Chu,
Director of Public Administration and Civil
Service Bureau (SAFP) to explore the issue of
“How to Apply for a Civil Servant Job”. It
introduced the newly implemented central
recruitment system, the selection and rating
methods so as to assist students to prepare
earlier. A total of 79 students from Macao,
Mainland China, Taiwan, USA, England,
Germany and Singapore participated in this
event, which obtained good results as 19
students has asked 40 questions.

On May 14th, GAES organized the second activity by inviting Mr. Lei Chin Ion, Director of
the Health Bureau, to discuss the development prospects of the health care profession and
share the latest information through the online chat room of “Student Blog”. A total of 60
students from Macao, Mainland China, Taiwan, Hong Kong, USA, England and Australia
participated in this event and 42 students have asked 114 questions. The response was more
enthusiastic than the previous activity.
On November 28th, GAES organized the third activity by inviting Mr. Cheong Weng Chon,
Director of the Legal Affairs Bureau, to discuss the development prospects of the legal
profession with Macao higher education students and share the latest information through
the Online Chat Room. A total of 51 students with this major from Mainland China, Taiwan,
Hong Kong, Portugal, Australia, Japan and Macao participated with satisfactory result as 26
students asked 62 questions.
International Student Card Plan for Students of Higher Education Institutions in Macao
In showing concern for the overall development of Macao higher education students,
encouraging them to go abroad for exchange studies and developing an international
perspective, GAES introduced the International Student Card so that they can enjoy the
services and various welfare benefits around the world. Since it was implemented in Macao
for the first time, therefore, it is only open to Macao students. The registration fee is MOP20
for students holding Macao ID cards and MOP60 for students not holding Macao ID cards.
There were altogether 2,723 students applied in 2012.

students to organize activities so as to

large-scale college student activities. GAES also subsidized 6 activities in which 5 students
travelled to Beijing, Mainland China, Germany, Austria, Singapore and USA etc. to participate
in seminars and internships. The amount subsidized totaled MOP2,352,100.00.

Colloquium with the Secretary for Social Affairs and Culture and
Chinese New Year Celebration Luncheon
GAES organized the “Local and Non-local Higher Education Institutions Students’
Association Colloquium and Chinese New Year Celebration Luncheon” on February 7th in the
Ballroom on the 3rd floor of the Macao Tower. GAES not only celebrated the Chinese New
Year with the relevant students’ associations but also invited Mr. Cheung U, Secretary for
Social Affairs and Culture to hold a colloquium with 104 representatives of the students’
associations of various higher education institutions. During the colloquium, the students
expressed many opinions to the Secretary thereby allowing Macao SAR Government to
better understand the needs of the students and their issues of concern which are used as
reference for the development of youth and student policies in the future. In addition, the
celebration not only enhanced the communication and exchange between GAES and the
local students, as well as the overseas students. The activity expressed the Government’s
concern for the students during the festive season with positive result.
Macao InnoICT Business Plan Competition 2012
Since 2010, GAES has jointly organized
the “Macao InnoICT Business Plan
Competition” with Macao New Technologies
Incubator Centre (Manetic) in which some
winning teams had successfully put their
business plan into practice thereby
effectively inspired the entrepreneurial spirit
of higher education students of Macao and
helped them to achieve entrepreneurial
vision. The 2012 activity not only allowed Macao students studying overseas to participate
along with local higher education students, but also allowed overseas students from Macao
to form teams with local students in hope of introducing overseas innovative concepts in the
field of information technology to Macao, further strengthening mutual exchanges between
local and overseas students and pushing the activity concept to a higher level so as to
enhance overall effectiveness. Enrollment of the activity began in May and the activity was
completed with award presentation ceremony held on August 18th. The winners and

A Bright Future─Macao College Students 2012 Christmas Holiday Internship Program
To help Macao college students understand the practical working conditions in different
specialization and allow them to apply what they have learned, excel in their strengths,
accumulate social experience and expand interpersonal network so as to be prepared to
enter the community in the future, GAES launched “A Bright Future ─ Macao College
Students 2012 Christmas Holiday Internship Program” in December by organizing Macao
college students to carry out internship at different organizations connected to fields such as
engineering, information technology, human resources, conference and exhibition,

advertising, hotel, banking and gaming enterprises etc.
A total of 85 students from Macao, Mainland China, Hong Kong, Taiwan, Australia and
the United States applied to this event that was undertaken by the Junior Chamber
International Macao, China. GAES chose 30 students with better overall performances to
participate in the 3-week internship from December 10th to 28th.
GAES held a wrap-up session on December 28th inviting the participating students and
the undertaker to join to review the effectiveness of lessons learned in relationship to the
internship program. This program was praised by all participants. This year, GAES will absorb
relevant experiences to refine and expand the relevant program. It includes increasing the
number of internships, expanding the
internship industries, negotiating for
internship opportunities outside of Macao
and carrying out internships at different
festive holidays, etc. so as to provide more
placement opportunities for college students
in different areas, thereby allowing their
international perspectives to be broadened.
Macao Higher Education Institution Students Belgium and Portugal Exchange Delegation
To broaden the international perspectives of outstanding Macao higher education
students and strengthen exchanges between Macao and the European Union (EU), GAES
initially organized an exchange delegation in 2011 consisted of 8 students with outstanding
academic grades from University of Macao, Macao Polytechnic Institute and Institute for
Tourism Studies to travel to Belgium to visit EU Institutions. With the assistances of Macao
Economic and Trade Representative Office to the UE and Macao Economic and Trade
Representative Office in Lisbon, GAES continued this event and organized a student
delegation in 2012. They departed on June 30th to go for a 9-day exchange visit to Belgium
and Portugal. The number of students was increased to 20 including Macao students
studying overseas. The itinerary of this event included travelling to EU Headquarters located
in Brussels, Belgium. In addition, They also visited Portugal in hope of deepening the
students’ understanding of the relationships between Macao and Portugal, Portugal’s role in
the EU as well as its history, culture and education aspects etc.
291 students applied for the event, but only 20 students with better performances
were selected. Before their departure, GAES invited the Institute of European Studies of
Macao and Macao Productivity and Technology Transfer Center to conduct training so as to

strengthen their team spirit and provide them with a general understanding of the EU and
assist them in their preparations. After the event, GAES held a wrap-up session on July 9th to
share their feedback and review on event arrangements. The participants were in general
satisfied with the arrangements. They also expressed that this trip greatly increased their
knowledge of the EU and gained fruitful experience.

Party” at Restaurante Tjoi Long
Seng on January 16th. A total of
110 mainland students took part
in the event that was filled with
warm atmosphere.
The 8th Macao Inter-Universities Writing Competition
The “8th Macao Inter-Universities Writing Competition” was organized by GAES and
undertaken by the Macao Association of Literary and Artistic Critics. The competition, which
was opened for the first time to Macao students studying abroad, accepted applications
starting from late January to April 9th and the award ceremony took place in the
multifunctional room at GAES on May 18th. The response was overwhelming as 109 entries
were received from 24 higher education institutions from Macao, Mainland China, Hong
Kong and Taiwan, setting a new record. The winners are as follows:

Macao Higher Institution Basketball Championship
The Macao Higher Institution Basketball Championship, organized by GAES,
co-organized by the Macao Sport Development Board and Macao Universitarian Sports
Association, and undertaken by the Macao-China Basketball Association had been
successfully held in March and April. For Men’s Basketball, 7 higher institution teams which
included University of Macao, Macao Polytechnic Institute, Institute for Tourism Studies,
Academy of Public Security Forces, City University of Macao, University of Saint Joseph and
Macao University of Science and Technology participated whereas 3 higher institution teams
which included University of Macao, Macao Polytechnic Institute and Macao University of
Science and Technology participated in Women’s Basketball. The finals and award ceremony
attracted a large number of students and the public. The tournament was held at Stadium A
of the Workers Stadium on April 15th. The winners are as follows:

Portuguese Learning Activity – Lisboa Summer Camp
To cultivate the Portuguese-speaking ability of Macao’s college students, improve their
knowledge of Portuguese history and culture, and appreciate more deeply the characteristic
blend of eastern and western culture in Macao, GAES held the “Portuguese Learning
Activity – Lisboa Summer Camp” at University of Lisbon, Portugal from August 2nd to 29th.
The activity is comprised of two stages namely “Portuguese Language Basic Training Class”
and “Lisboa Summer Camp” with the first stage divided into two sections. The target group
were the local higher education institution students and also the Macao students studying
overseas. Although the quota for both classes were 50, 811 local and 236 overseas students
have registered for the activity respectively. After they have completed the programme with
a passing grade, they could receive the certificate from Instituto Português do Oriente (IPOR)
which was the undertaker of the event. Afterwards, GAES selected 14 participants from each
section and travelled to the University of Lisbon to participate in the “Lisboa Summer Camp”
which took place between July 31st to August 31st. Those who completed the activity could
receive the certificate from the Faculty of Arts, University of Lisbon. Those students who
received certificates for both stages were considered to have achieved Level 1 Portuguese
Language by IPOR and could register to study Level 2 there.
GAES held a wrap-up session on September 3rd which invited the students who
participated in the Camp to share their thoughts. The students appreciated the activity very
much as the arrangement of the camp was very compact and fruitful. It not only improved
their Portuguese speaking ability, but also sparked their interest in learning the language,
and the understanding of the Portuguese customs, history and culture. They had benefited a
lot from it. Moreover, in response to the suggestions of the participants, GAES planned to
increase the quota in 2013 to an appropriate amount so that more students could be
benefited.

Australian English and Culture Tour
The 3-week Australian English and Culture Tour organized by GAES from July 7th to 28th
attracted applications from 433 college students. Among these applicants, GAES selected 18
outstanding students in which 9 of them are
studying in Macao and the others studying in
Mainland China, Hong Kong and Taiwan.
In addition to learning English, the event
also included a variety of interest groups and
sports activities such as visiting the historical
and cultural attractions in Brisbane and a
short-term exchange learning program etc. so
that the students could experience the local
culture. GAES held a wrap-up session on
August 1st where the participants were
generally satisfied with the event.
Rich and Diversified Summer Series of Activities for Macao College Students
To allow students to take full advantage of the summer holidays to broaden their
horizons and be insightful, GAES held a series of diversified activities in July and August
covering cultural experience, language learning and national education that provided a
variety of learning opportunities for students to understand the national and regional
conditions, enrich their life experience, train and improve own abilities and increase
competitiveness so as to be prepared to join the community in the future. This series of
activities include the following:
� Hug ‘Pu’ Beijing ─ Language and Culture Programme
Supported by the Overseas Chinese Affairs Office of
the State Council, organized by GAES and undertaken
by Beijing Chinese Language and Culture College, the
“Hug ‘Pu’ Beijing ─ Language and Culture
Programme” was held from July 8th to 28th. Its main
purpose was to cultivate and raise students’ Putonghua
language level as well as enhance their ability to

communicate in
Putonghua so as to
lay a strong
foundation for the
bilingual society in
the future. A total
of 133 students
registered for the
event and 26 were
selected to go to
Beijing on a 19-day
study tour. With a
rich and diversified curriculum, the students first took part in a 2-week cultural
programme that included cultural, state of the Nation, characteristics of Putonghua
and recital art and appreciation seminars, Putonghua pronunciation training and
Putonghua assessment test etc. Upon completion of this 2-week programme, the
students communicated with the students and teachers of Tsing Hua University and
visited many famous historical and cultural attractions there and experienced more
Chinese culture on the spot.
� The 2012 Cultural Tour of Youth from Canton, Hong Kong & Macao
Jointly organized by GAES, Department of Culture Guangdong Province and Home
Affairs Bureau of the Government of the Hong Kong SAR, the event was held from July
16th to 25th. 139 Macao students registered and 28 were selected to join the students
and teachers of Guangdong and Hong Kong and
made up a team of 128 people who came to Macao
to hold the launching ceremony. They had visited
some World Heritage attractions and museums in
Macao, watched the inspirational movie and felt the
cultural atmosphere of the East meeting the West in
Macao. After that, the tour switched to Hong Kong,
Shantou, Meizhou and Guangzhou in Guangdong
province as well as Xiamen and Zhangzhou in Fujian
province for exchange by visiting the Arts Centre and
many other famous historical and cultural attractions,
museums and university campus etc. They also
enjoyed the Chaoshan cultural speech and
experienced the Guangzhou city lives. Through this
event, the students from Guangdong, Hong Kong and
Macao not only experience in person but gained
deeper understanding of cultural features and
content of various places. It all deepened their
awareness of national identity and culture as well as
promoted more understanding, communication and
contact bet- ween the students. It also further
promoted the integration of Guangdong, Hong Kong

and Macao cultures and provided a platform for cultural exchange of these three
places.
� Explore Our Motherland – Beijing: National Education Activity
Supported by the Ministry of Education, organized by GAES and undertaken by Beijing
Institute of Technology, the “Explore Our Motherland – Beijing: National Education
Activity” was held from July 15th to 21st. The main purposes of this activity were to
strengthen Macao college students’ understanding of the National political system,
economy, legal system, education as well as history and culture, enhance their sense
of national identity as well as promote exchanges between Macao and Beijing students.
A total of 66 students applied and 27 were selected
to travel to Beijing to participate in a series of
exchange activities that included attending seminars
on different topics, having fun at an exchange gala
with students from Beijing Institute of Technology,
participating in the “Penetrate Deep into the
Community – Practice Beijing Spirit”, and the
“Experience Beijing Life” activity, visiting and
observing Chinese Academy of Sciences, Beijing
Institute of Technology laboratory, Beijing Planning
Exhibition Hall and other historical and cultural
attractions, as well as participating in the flag rising
ceremony at
Tiananmen Square
etc., thereby
gaining in-depth
knowledge and
understanding of
various aspects of
the current state of
the Nation from
multiple angles.
� Fujian – National Education Activity
The “Fujian-
National Education
Activity”, organized
by GAES and
undertaken by the
Huaqiao University
was held from
August 18th to 27th.
The main focus of
this activity was to
strengthen Macao

college students’ understanding of the Nation’s political system, economy, legal
system, education as well as history and culture, enhance their sense of national
identity, and promote exchanges between Macao and Fujian students. A total of 203
students applied and 24 were selected to participate in the activity in which their
understanding of national conditions, culture and business operations were further
deepened through different methods such as seminars, business visits and learning
exchanges.
� Hengqin Opportunity Exploration Trip
To strengthen Macao college students’ understanding of Hengqin new area latest
development, and the importance of Hengqin development towards Macao moderate
diversified economic development in the future as
well as the resulting development opportunities and
challenges it will create, GAES conducted a two-day
“Hengqin Opportunity Exploration Trip” from July
19th to 20th in which 59 local higher education
students and Macao students studying overseas paid
a visit to the Hengqin Planning Exhibition Hall. It
increased their knowledge and also provided better
understanding of the prospects for future
development so as to get well-prepared through
learning and improving competitiveness.

2012 Guangdong-HK-Macao Universities Putonghua Debating Contest
In order to strengthen academic exchanges between higher education institutions of
Macao, Hong Kong and Mainland China, and to enhance the level of debate between higher
education institution students, plus to build a platform to cultivate the thinking and debating
abilities of students, GAES has joined forces
with Teledifusão de Macao S.A. (TDM), the
News Channel of Radio Guangdong and RTHK
Putonghua Radio since 2007 to organize the
“Guangdong-HK-Macao Universities Putonghua
Debating Contest” rotating between
Guangdong, Hong Kong and Macao .
The 2012 competition, undertaken by
RTHK Putonghua Radio, was held on August
26th at the Rayson Huang Theatre, University
of Hong Kong. GAES sent the Debating Team
who won the Mandarin Section of “The 9th
Macao Inter-tertiary Debating Competition”
in 2011, Macao Polytechnic Institute, to
participate in the competition competing
against South China Normal University and
University of Hong Kong. In the end,
University of Hong Kong won the champion
whereas Macao Polytechnic Institute was
second and South China Normal University
came in third.
The 10th Macao Inter-tertiary Debating Competition
Organized by GAES and undertaken by
the Macao University of Science and
Technology and Macao English Debating
Association, the 10th Macao Inter-tertiary
Debating Competition was held between
October and November. The main purpose
not only to develop the students’ logical
thinking, language skills and adaptability but
also strengthen academic exchanges
between the local institutions. Six higher
education institutions which included Macao

To promote the exchange of higher education institution students between the
Pan-Pearl River Delta Region and cultivate their leadership abilities and teamwork spirit,
GAES held the “4th Pan-Pearl River Delta Higher Education Institutions Athletics Competition”
on November 11th. The event attracted more than 130 students from 11 higher education
institutions (University of Macao, Macao Polytechnic Institute, Institute for Tourism Studies,
Academy of Public Security Forces, City University of Macao, University of Saint Joseph,
Kiang Wu Nursing College, Macao University
of Science and Technology, Southern Medical
University, University of Hong Kong and
Xiamen University, etc.) to participate. After
five rounds of jolly and exciting competitions,
the Academy of Public Security Forces
became the champion in the end, and
Xiamen University was second and Macao

Polytechnic Institute came in third. At the same time, the Academy of Public Security Forces
won the best friendship award as voted by the participating institutions and Macao
Polytechnic Institute also won the best cheerleading award.
Christmas and New Year E-Card Design Competition for Higher Education Students
With the main theme of “Christmas, New Year and Spring of 2013”, the “Christmas and
New Year E-Card Design Competition for Higher Education Students” was held between
mid-September to November 18th. This event attracted students from more than 10 higher
education institutions from Macao, Mainland China, Hong Kong, Taiwan and the United
States to participate. It totally received 56 pieces of work . The winners had been uploaded
onto the “Student Blog” for usage with the winners were as follows:

To celebrate the 13th
Anniversary of the establish-
ment of the Macao Special
Administrative Region and enrich
the festival activity of the higher education students, GAES invited students to attend the
“Monsieur Lazhar” film appreciation activity. 276 students registered and after balloting, a
total of 141 students received the movie vouchers.
“Diplomats’ Eyes - World in the Eyes of Chinese Diplomats”
Higher Education Institution Photo Exhibition Tour
The “Diplomats’ Eyes - World in the Eyes of Chinese Diplomats”, jointly organized by
The Office of the Commissioner of the Ministry of Foreign Affairs of the People's Republic of
China in Macao SAR and the Department of Foreign Affairs Photographic Society, was held at
the Grand Plaza Chinese Restaurant from the end of September to early October. After that,
the Office of the Commissioner of the Ministry of Foreign Affairs invited GAES in arranging
the works to be exhibited in various higher education institutions in Macao. The relevant
works were exhibited on a nine-week programme from October 21st to December 26th in

nine institutions allowing more students from Macao could understand the world through
the unique view of the diplomats and thereby broaden their horizons.
Visit to Higher Education Institutions in Macao
GAES staff responsible for student affairs paid a visit to some of Macao higher
education institutions between June and August to understand the work status and relevant
development of respective student affairs.GAES also explained the relevant work plan so as
to promote the mutual interaction between them and the student affairs departments.
Reception of Student Associations and Community Organizations
In 2012, GAES had respectively received 11 local higher education student associations
and student organizations of Macao students studying abroad namely Macao Student
Association, Australia, University of Saint Joseph Students Association, General Association
of Chinese Students – Macao, Association of Macao College Student in Taiwan, University of
Macao Student Union, Macao Polytechnic Institute Student Union, Association of Higher
Education Students from Mainland China in Macao, Beijing (College) Macao Student
Association, Association of Macao College Student in Guangdong, University of Macao
Postgraduate Association and Student Union of Macao University of Science and Technology
etc. as well as 4 community organizations who carry out college student services in which
both parties mutually exchanged views on college student affairs and information.

Chapter 4. Promoting Development of Higher Education
GAES actively co-ordinates the development of higher education institutions and provides
corresponding assistance by establishing a communication platform for the leaders of Macao higher
education institutions, promoting Macao higher education externally and strengthening regional
exchange of higher education, thereby creating conditions for further development of Macao higher
education in the future and allowing these institutions to play an important role within the social
construction.
Organization of Meetings with Macao Higher Education Institution Leaders
In June, GAES organized a meeting with Macao higher education institutions leaders
with regard to matters concerning the local higher education through interaction and
exchange of views so as to strengthen communications between GAES and the institutions.
The meeting assisted in enhancing cooperation in the future and promoted the development
of Macao higher education together. It covered about the local higher education statistics
for Academic Year 2011/2012, the progress of Macao universities joint entrance examination,
the role of Macao as a bridge between Mainland China and the Portuguese-speaking
countries in the field of higher education, the cooperation with Guangdong medical colleges
and Chinese medical organizations, and the promotion of Macao Basic Law etc. In addition,
the coordinator of GAES also invited Macao higher education institutions to be the
co-organizers for the Macao Higher Education Evaluation Seminar. After the meeting, GAES
also issued a questionnaire to the institutions seeking to understand the cooperation status
with the higher education institutions of Portuguese-speaking countries, Guangdong medical
colleges and Chinese medical organizations so as to explore the directions of strengthening
relevant cooperation in the future.

Optimizing Learning Environment of Institutions
To support sustainable development of Macao higher education institutions, GAES
provides resources for the optimization of campus facilities and teaching equipment which
include the construction of language laboratories, purchase of integrated learning platform
system, laboratory equipment, "Student Resources Online Integrated Management
Platform", teaching equipment, as well as funding for improvement of classrooms, libraries
and campus public space facilities etc. so as to help the institutions to improve and provide a
better learning and teaching environment for the teaching staff (instructors) and students.

Promoting Macao Higher Education
In March, GAES organized six higher education institutions namely University of Macao,
Macao Polytechnic Institute, Institute for Tourism Studies, Macao University of Science and
Technology, City University of Macao and Kiang Wu Nursing College to participate in the
“17th China International Education Exhibition Tour”. The Mainland students could obtain an
overview information of Macao higher education. Admission leaflets and advisory service
were also provided to the students in grasping the admission information of these
institutions.
In October, GAES organized seven higher education institutions namely of University of
Macao, Macao Polytechnic Institute, Institute for Tourism Studies, Macao University of
Science and Technology, University of Saint Joseph, City University of Macao and Kiang Wu
Nursing College to participate in the “Thailand International Education Expo” organized by
the Ministry of National Education. The event was held in Thailand in which the current
status of Macao higher education was presented. Admission leaflets were dispatched, and
face-to-face interview with local students and parents was also provided allowing them to

grasp more admission information of these institutions.
Macao higher education institutions participating in Macao higher education institutions booth “17th China International Education Exhibition Tour” at the Thailand International Education Expo
Coordinate Macao Higher Education Institutions to Recruit Students in Mainland China
Approved by the Macao SAR Government and consented from the Ministry of
Education, six higher education institutions namely University of Macao, Macao Polytechnic
Institute, Institute for Tourism Studies, Macao University of Science and Technology, City
University of Macao and Kiang Wu Nursing College have begun to enroll students from
Mainland China since 2001. In 2012, GAES continued to coordinate these six institutions to
publicize in the Mainland by sending relevant promotional materials to the admission unit of
31 provinces in Mainland China. It also place advertisements on the QQ.com website. In
addition, between March and April, GAES organized a delegation of these six higher
education institutions and traveled to Hohhot, Lanzhou, Shanghai, Hangzhou, Xiamen to
hold the introduction seminars. The delegation explained the general situation of Macao
higher education, the programme characteristics, application procedures, admission
conditions, fee, scholarships and prospects after graduation, etc. of various institutions. The
delegation also answered questions from students and parents.
The delegation, made up of the staff from the Immigration Service of Public Security
Police Force and leaders of Mainland China Bureau of Exit and Entry Administration of the
Ministry of Public Security, arrived Macao to conduct an expedition on April 24th. This
delegation held an informal discussion with the representative of the six local higher
education institutions at GAES to discuss management system and related matters
concerning Mainland students coming to Macao to study.
GAES held two wrap-up sessions on enrollment activities of Macao higher education
institutions in Mainland China for 2012 on May 3rd and October 4th respectively. Together
with six higher education institutions to review the enrollment activities of the current year

Mr. Zhao Lingshan, Deputy Director of the Ministry of Education of the People’s Republic
of China Department of International Cooperation and Exchanges (Office for Hong Kong,
Macao and Taiwan Affairs) led a delegation of admission representatives from 27 provinces
in Mainland China to participate in a wrap-up session on enrollment activities and work for
Macao higher education institutions in Mainland China from November 5th to 8th . They had
visited many local higher education institutions during the period. The wrap-up session, with
a group of 50 people, included the Ministry of Education, Central People's Government
Liaison Office of the Macao Special Administrative Region, province representatives, GAES
and Macao higher education representatives who gathered together to investigate the
enrollment situation of Macao higher education institutions in Mainland China and
summarize all the results. They also discussed the problems encountered and the solution
methods in the admission process as well as the enrollment plan for 2013 etc. The
delegation also visited University of Macao, Macao Polytechnic Institute, Institute for
Tourism Studies and Macao University of Science and Technology during the period.

Forum for Sino-Portuguese Higher Education Institution Leaders
In order to make Macao to play a further role of regional cooperation platform for
China and Portuguese speaking countries, GAES held the “Forum for Sino-Portuguese Higher
Education Institution Leaders – Exchange and Collaboration of Higher Education between
Mainland China and Portugal” on December 18th that attracted more than 50 higher
education institution leaders from Mainland China, Macao and Portugal to attend. By means
of this forum, the education
leaders and experts gathered
together to conduct an in-depth
discussion on future direction of
colloration between the higher
education institutions of both
places so as to enhance
communication and exchanges
and promote common
development.
Macao Higher Education Institution Young Backbone Teachers China Affairs Study Tour
Invited by the Ministry of Culture and Education of the Liaison Office of the Central
People's Government in the Macao Special Administrative Region, GAES had organized a
delegation of 32 young backbone teachers of
Macao higher education institutions to travel
to China Executive Leadership Academy
Pudong to participate in the “Macao Higher
Education Institution Young Backbone
Teachers China Affairs Study Tour” from June
24th to 29th. The curriculum included China
political economy and cultural education.
With the seminars, workshops, site
experience and interactive discussions, the
participants were able to feel China’s
historical and cultural features as well as
programme of modernization. The activity
not only allowed the participants to
understand China development situation, but
also strengthened the linkage of staff
between different institutions thereby
promoting exchange between the
participants.

Training Workshop
To implement the 2012 Policy Objectives concerning “Invitation of overseas
professional organizations, experts and scholars to Macao to organize seminars, workshops
as well as related training activities for relevant personnel of Macao institutions”, GAES held
two workshops about higher education quality assurance seminar with the themes of
“Prospect of application-oriented talents cultivation model” and “Construction of education
quality assurance framework based on the students' development” respectively. GAES also
invited Mr. Huang Gang, Deputy Secretary of Shanghai Normal University and Mr. Shao-jie
Zhang, Vice-Principal of Northeast Normal University to be the keynote speakers who shared
relevant experiences with Macao higher education institution staff.

Chapter 5. Maintain Quality of Higher Education
Since the quality of higher education is an issue of high concern both in the community and
internationally, GAES also pays attention to the situation of quality development of higher education
in Macao. Through various measures and exchanges with other regions, GAES draws on relevant
experiences to strengthen the construction work of higher education quality assurance allowing the
institutions and all sectors of the community to have a deeper understanding of quality assurance so
as to be well prepared for future evaluation work and provide tangible support for the training of
highly qualified personnel.
Joining International Quality Assurance Organizations
In 2012, GAES successfully joined two international
quality assurance organizations including the International
Network for Quality Assurance Agencies in Higher Education
( INQAAHE)which is currently the largest international
quality assurance organization and the Asia-Pacific Quality
Network(APQN)which is a quality assurance organization in
Asia-Pacific region. As both organizations are committed to
building a platform for quality assurance in higher education,
GAES can strengthen ties of relevant institutions between
Macao and other places, and promote Macao higher education internationally and benefit
Macao in carrying out relevant quality assurance works to get well prepared for the
implementation of evaluation system in the future.
Organize Exchange Visits for Macao Higher Education Institution Leaders
GAES organized a delegation of 28 Macao higher education leaders to travel to
Australia and Singapore from May 19th to 29th. The main purpose of exchange visits was to
gain an understanding of the status and relevant policies of the higher education of these
two places. It also set as the model for future enhancement of the management level of
Macao higher education institutions. The
itinerary included visits to higher education
institutions and the education departments
of Australia and Singapore. This allowed the
delegation to understand the higher
education industry, international strategy,
quality assurance mechanisms, government
subsidies and appropriations in Australia as
well as the university researches and college
development strategies in Singapore etc. The
leaders learnt from experience and horizons
which assisted them to provide reference for
the planning of future direction of Griffith University

development. At the same time, this event also provided an exchange platform for various
higher education institutions and the
government entities which was beneficial to
the cooperation and interaction between
both parties. In addition, the delegation
conducted two exchange meetings with the
Macao students studying in Australia to
express the Macao SAR Government’s
concern for them.

Participate in Quality-Assurance Related International Conferences
Many overseas regions have launched higher education evaluation for many years with
plenty of experiences. In 2012, GAES sent staff to Cambodia and Taipei to take part in
relevant international conferences in order to strengthen the link between GAES and
relevant organizations. It was also a valuable opportunity to exchange with experts and
scholars from various places so as to gain international experience.
The 2012 APQN Conference and the Annual General Meeting (AGM) under the theme
of “External Quality Assurance in the Asia-Pacific: What has changed over a decade?” was
held in Cambodia in February. Discussions focused primarily upon reflecting on expectations
and achievements of quality assurance in higher education, highlighting the current
challenges and issues in higher
education, sharing good
practices, promoting regional
cooperation and common vision
of higher education quality etc. In
addition, other topics were also
discussed such as building
quality culture in institutions,
the role of external quality
assurance agencies, and quality
assurance of distance education

conference included representatives from Mainland China, Hong Kong, Taiwan, Cambodia,
Canada, USA, Australia, New Zealand, India, Pakistan, Japan, Singapore, Malaysia, the
Philippines, Thailand, Fiji and East Timor, etc. During the meeting, the delegates shared
experiences on development of higher education quality assurance which helped GAES staff
to understand some conditions that might occur throughout the programme. That provided
as a good reference for the implementation of Macao evaluation system in the future.
In April, the Higher Education Evaluation & Accreditation Council of Taiwan (HEEACT)
organized the 6th International Ranking Expert Group (IREG) Conference which focused on
issues of rankings of higher education institutions and developments. The attendants
included representatives from Mainland China, Taiwan, Japan, South Korea, Russia,
Kazakhstan, Slovenia, Ukraine, Pakistan, Saudi Arabia, Hungary, Italy, Germany, Britain,
Slovakia, Canada, USA and Brazil. At the conference, some representatives gave speeches
and presented research reports based on university rankings and construction of world-class
universities. IREG is an international expert organization on university rankings, an
establishment founded in 2004 by the UNESCO European Centre for Higher Education
(UNESCO-CEPES) in Bucharest
and the Institute for Higher
Education Policy in Washington,
DC. The main focus of the
organization is, through correct
understanding and interpretation
of rankings, to assist the various
countries and regions to deter-
mine the quality of its higher
education institutions which acts
as a complement to the quality
evaluation.
Organize Conference on Quality Assurance in Higher Education
From December 16th to 17th, GAES organized a conference on “Quality Assurance in
Higher Education” inviting experts from different places to Macao to share relevant
experiences with the staff of Macao higher education institutions. The conference
programme included keynote speeches and 5 themed seminars:
1. How to enhance the quality of teaching and learning through higher education
accreditation;
2. International trend of accreditation of higher education;
3. Implementation of higher education accreditation in Macao: Opportunities and
challenges;
4. Academic quality assurance and assessment in higher education and;
5. Comparison on accreditation systems of higher education in Greater China Region.
Close to 300 people (more than 80 leaders of higher education institutions, academics
and scholars from Mainland China, Hong Kong, Taiwan and Portugal) as well as local higher
education institution leaders and relevant organization representatives etc. attended the

opening ceremony. In addition, more than 850 people attended the keynote speeches and
the seminars. The conference promoted the
development of higher education in Macao
as a core task to the society, it also allowed
the higher education sector to share
experiences and ideas with the expert of
higher education evaluation entities from
different countries and regions so as to
prepare a solid ground for implementing
quality assurance accreditation in Macao in
the near future.
Formulate the Scope and Content List of Evaluation Items
On commissioning Hong Kong Council for Accreditation of Academic and Vocational
Qualifications (HKCAAVQ) to develop the evaluation scope and content list of institution
evaluation, institution quality certification and new programme accreditation, GAES has
received approval from the Secretary for Social Affairs and Culture in written instructions and
has signed a contract with relevant agency to follow up on the work. GAES will conduct focus
group interviews with the higher education sector, hold briefings and report findings. Upon
the completion of the plan, three accreditation and certification guidelines will be
formulated for higher education institutions and a booklet guideline will be published for the
quality assurance agencies.

Promote Professional Development of Instructors and Staff of
Higher Education Institutions
To promote the professional development of instructors and staff of higher education
institutions and create conditions to improve the quality of teaching and research, GAES
provides subsidies in support of relevant staff to conduct academic research and exchange
activities. These subsidies include the financing of the publication of organized symposium
proceedings, the participation of international symposium and paper presentation, and the
financing of Macao higher education instructors to carry out learning exchanges, etc. so as to
stimulate the enthusiasm of relevant staff engaged in research and strengthen their
professional development.
Inspection of Local and Non-local Higher Education Programmes in Macao
From March to April and October to November, GAES respectively sent staff to conduct
the inspection work of the various local and non-local programmes in Macao which were
under the 2nd Semester of Academic Year 2011/2012 and the 1st Semester of Academic Year
2012/2013. A total of 171 programmes and 237 classes were inspected so as to understand
the relevant circumstances of the programmes, ensure normal operations and coordination
and communication work between the higher education institutions and organizations. The

Analysis of Annual Report of Higher Education Institutions in Macao
In accordance to the provisions of Decree Law No. 11/91/M, local higher education
institutions have to submit annual reports to GAES giving a detailed description of its
activities. Throughout the year GAES can further understand the operation and development
of various higher education institutions through analysis and reports that provide relevant
reference information for the development of Government policies. In 2012, GAES has
analyzed the Annual Report submitted by the 10 higher education institutions for the
Academic Year of 2010/2011 and prepared independent analysis submissions to the
Secretary for Social Affairs and Culture for review. Thereafter, GAES also conducted work
conferences with representatives of the higher education institutions so as to strengthen
communication and follow-up work on opinions and suggestions.

Chapter 6. Construct Information Platform
To provide better quality and systematic services and promote higher education information
flow, GAES gradually improves the information database system relevant to higher education by data
collection optimization statistics and management aspects of the information, formulates higher
education indicator system, collect human resources data in an orderly manner and carry out related
research, and integrates the distribution platform of the various types of higher education
information.
Talent Database
In order to understand the distribution of various types of professional talents and on
planning the construction of a database framework based on current status, demand and
supply of Macao talents, GAES is studying information on the professional departments that
Macao college students are studying through the data from "Learning Material Subsidy
Scheme for Students of Higher Education" and “Macao Fresh Graduates Further Education
