Texas is the deadliest state in the country when it comes to alcohol-related crashes. Many cities and counties have come under scrutiny for how they investigate and prosecute – or do not prosecute – DWI cases. As it is difficult for prosecutors to prove guilt without a blood or breath sample, many Texas law enforcement agencies have begun “no-refusal” weekends where a suspect who refuses to give a breath sample will have blood drawn under a search warrant. This one-day course, a pre-conference to the Municipal Traffic Safety Initiatives Conference, will help cities organize and implement blood draws and no-refusal weekends.
Attendance at this pre-conference session counts for 4 hours of credit towards the clerk certification program, and attorneys are eligible to receive up to 3.5 hours of CLE credit. No TCLEOSE credit will be given.
The first part of this four-hour program will present municipal judges, court personnel, and juvenile case managers with two programs available to reach youthful drivers that can be presented in their courts and communities, including the DISTRACTED DRIVING FOR TEENS program, a presentation by the Texas Municipal Police Association, and TEENS & TRUCKS: SHARING THE ROAD, a curriculum developed by the Arizona Trucking Association, the Commercial Vehicle Safety Alliance, the Federal Motor Carrier Safety Administration, and the Arizona Department of Public Safety.
The last part of this pre-conference session will discuss setting up a MOCK-TRIAL in your court or community, from where to start to tips on executing a successful—and fun—learning experience.
