A 43-year-old Surrey manis facing 12 charges in con-nection with a string ofsexual assaults againstfour Downtown Eastsidesex-trade workers datingback to 1994.
Shalendra Kumar Shar-ma was charged with fourcounts of sexual assault,four counts of confine-ment, one count of kid-napping, two counts ofassault, and one count of
uttering threats.Sharma, who was ar-
rested Feb. 17, is due incourt on March 2.
Burnaby RCMP beganthe investigation whentwo women came forwardlast December after beingpicked up from the DTESand transported to SouthBurnaby, where they wereallegedly assaulted. Thetwo alleged attacks hap-pened Dec. 4 and 18.
RCMP Chief Supt. DaveCritchley said a VPD sex-crimes analyst helped linkSharma, a labourer at a
manufacturing plant, totwo similar alleged as-saults in 1994 and 1997.
Sharma was not knownto police and they don’tbelieve he’s linked to themissing women from theDTES.
“What we have learnedfrom the past is that it’scritical and crucial that weshare information,”Critchley said, stressingthe co-operation betweenthe more than 50 investi-gators from the RCMP andVPD.

st. Lindsey Houghton saidthe department’s sex-tradeliaison gave out 55 emer-gency cellphones andnotebooks to sex-tradeworkers in the DTES, ask-ing them to report any-thing suspicious.

The Rio Theatre is takingmatters into its own handswith a series of publicprotests against what theycall unreasonable and un-fair provincial liquor li-cences that may force thetheatre to shut its doors.
“I can’t take this any-more and I have no choicebut to fight,” said CorinneLea, owner of the Rio The-atre. “I don’t think they re-alize how much thistheatre means to us.”
In January, B.C.’s LiquorControl and LicensingBranch told the 74-year-oldtheatre on Broadway atCommercial Drive thatliquor laws prohibited itfrom operating as both alive venue and movie the-atre.
“Unrealistic” liquor laws,including one that requiresthe theatre to pay $110 tonot serve alcohol duringmovies, have forced the Rioto cancel some of its moviescreenings, hindering thetheatre’s business, Lea said.
“I’m stuck between thechoice to cancel our sched-
uled programming and goout of business or face$3,000 to $10,000 in finesthat could inevitably putme out of business,” shesaid.
According to Lea, the so-lution is simple: Allow ven-ues to lock up alcohol whenthey have events withoutbar service.
“We should be trusted tolock up our own alcohol aslaw-abiding citizens,” sheadded.
Lea estimates that 60 percent of events at the Rio arelive and 40 per cent arenon-live or all-ages events.

That’s the finding fromresearchers at the Universi-ty of California and the Uni-versity of Toronto,published today in the Pro-ceedings of the NationalAcademy of Sciences.
In two tests, researchersfound that upper-class driv-ers were more likely to cutoff other cars and pedestri-ans at crosswalks.
The researchers usedage, vehicle make and ap-pearance to assess drivers’social class.
In another series of testsinvolving undergraduatestudents and adults, re-
searchers found that thosewho consider themselves“upper class” were morelikely to take valued itemsfrom others, lie during ne-gotiations and cheat to in-crease their chances ofwinning a prize.

A teenager opened fire inthe cafeteria at his subur-ban high school Monday,killing one student andwounding four others be-fore he was chased fromthe building by a teacherand captured a short dis-tance away, authoritiessaid.
A student who saw theattack up close said it ap-peared that the gunmantargeted a group of stu-dents sitting together andthat the one who was killedwas gunned down whiletrying to duck under thecafeteria table.

LOOKING FORLOVE IN FRONTOF THE CAMERA
We all have our vices. Somepeople smoke, some drink,some binge on Oreos. My sinof choice is a not-so-healthyinterest in (ahem, obsessionwith) bad reality television,
particularly The Bachelor. I remember watching the first episode
of the now-infamous dating show in highschool. Ten years and 16 seasons later, Istill love watching doe-eyed dental hygien-ists compete for the affections of rose-wielding Prince Charmings.
Knowing the success rate of these made-for-TVromances, you have to wonder who on Earth would eversign up for this show?
When the national casting call for The Bachelor Canadacame to town, I knew I had to stop by. I needed to find outhow so many smart, successful, attractive women end uplooking for love in the most public and potentially humili-ating way possible.
When I arrived at the auditions, I was surprised and abit disappointed to enter a room full of normal-looking
ladies. No crazy models oremotional basket cases, justaverage women dressed intheir best first-date outfits.Where were the vapid famewhores, the mentally unsta-ble divorcees, the hopelesslyromantic cheerleaders, andwhy weren’t any of them inevening gowns?
None of the women I sawwere past their primes —many of them were barelyof legal drinking age — sowhy were they resorting toreality television in order tofind The One?
Rachel, a 29-year-oldbanker, told me that it justhappens to be the right tim-ing for her. “I’m prettyadventurous,” she said, “sowhy not give it a try?”
Personally, I can think of a million reasons why, but I hadto admire her confidence.
But how do these hopeful contestants plan on dealingwith the pressure and the inevitable infighting that comesalong with this not-so-monogamous dating situation?Twenty-eight-year-old Barbra told me that she might notget along with everyone on the show, but she plans ontreating it like a job. “You don’t necessarily like your co-workers,” she said. “But you make an effort to toleratethem in order to get the job done.” Maybe that’s true, butyour co-workers aren’t hooking up with your boyfriend inan adjacent hot tub.
Ultimately, most of the hopeful bachelorettes werepretty sincere and genuinely hoping to fall in love. I guessif you haven’t met anyone through your friends andyou’ve failed at online dating, going in front of the camerato look for Mr. Right is just the next logical option for to-day’s single ladies.

“You don’t want to rushsomething as important asyour retirement savingsand financial future,” saysJoel Neynens, a certified fi-nancial planner and thevice-president of Gordon
Stirrett Wealth Manage-ment in Halifax.
Neynens offers the fol-lowing last-minute invest-ing tips:
Allocate your RRSP to a“cash position.” When youhand over your RRSP fundsto your banker or financialadviser, you don’t have tochoose on the spot howyou want them to be in-vested.
“Don’t feel like youhave to decide what typeof asset class you have toinvest in right away,” saysNeynens. This way, the
money will sit in the “cashposition” portion of the ac-count until you are readyto make an investingmove. “There’s no timelimit to doing so,” saysNeynens. “And you’ll stillget an RRSP tax receipt.”
The major downside tothis approach is that if you
keep the funds in the cashposition for an extendedperiod, you won’t get thepotential rate of returnyou would if you have in-vested them.
Get professional advice ifyou need it. If time is ofthe essence and you are
not comfortable handlingyour own finances, it’s im-portant to seek profession-al advice — especially ifyou are just starting tosave for the future.
“New investors are of-ten trying to get a handleon what RRSPs and whatinvestments are eligible,”says Neynens. “It can bequite confusing.”
Don’t get down to thewire. Even though theRRSP deadline is mid-night, “unless you’re in-vesting online, you reallyonly have until whatever
time the bank or your fi-nancial adviser’s officecloses on deadline day,”says Neynens.

With just a few days untilthe deadline for the RRSPcontribution, many fami-lies are looking at theirsavings and wondering ifthey should use the mon-ey for their RRSP or open aregistered education sav-ings plan (RESP) for theirchildren?
It’s not always an easydecision.
“You really have to look
at it not just from a retire-ment savings, mortgage oreducation plan point-of-view, but from the entirecontext,” says AnthonyWilliams, vice-president ofacademic affairs, Canadi-an Institute of FinancialPlanning.
If education savings is agoal, he suggests makingan RRSP contribution and,with the tax deduction,use the money to con-tribute towards your chil-dren’s education.
An RESP is a dedicatedsavings plan for yourchild’s education and youget a government grant,says Williams. It’s also tax-deferred saving so thereare no tax implications onany of the growth whileit’s in the plan.
“We have RESPs forboth of our kids,” says JillBriggs, a Toronto momwith two boys, Henri, 8,and Elliot, 6.
“We believe that thecost of post-secondary edu-cation will be very high bythe time our kids are at
that stage, and we wantedto ensure that we can af-ford to send them withoutcrippling ourselves finan-cially. But we also want tobe able to help them withthe cost so that they don’tgraduate with huge debtas well.”
While there aren’t im-mediate tax benefits, saysJason Round, head of fi-nancial planning supportfor RBC Financial Plan-ning, when you make acontribution, the govern-
ment will contribute up to$500 under the Canada Ed-ucation Savings Grant Pro-gram into the plan — andthat’s free money.
The negative is the RE-SP can only be used for ed-ucation. If your childdoesn’t use it for post-sec-ondary education, eventhough you can take outthe amount you have con-tributed, you have to re-pay any grants youreceived and there mightbe penalties as well.

The big question aroundthis time of year is ...should you contribute toyour RRSP or use the mon-ey to reduce debt?
Here are some things tothink about.
RRSP
An RRSP investment, saysJason Round, head of fi-nancial planning supportfor RBC Financial Plan-ning, provides some sensethat you will achieve a cer-tain rate of return basedon the level of risk you arewilling to take on.
There is also an immedi-ate tax deduction.
Also, if you are a higherincome earner and you ex-pect that during retire-ment you are going to earnless, then that would besignificant motivation,too, says Round.
Peter Drake, vice-presi-dent, retirement and eco-nomic research, FidelityInvestments Canada, saysif you start early, even ifyou only make a small con-tribution, that money isworking for you over alonger period of time. Andyou need to save less. You
also get into the importanthabit of saving for retire-ment.
DEBT
When debt is non-con-structive (you are using itto buy a car, house, go on avacation, etc., and you payinterest charges everymonth), clearing debtshould be your first plan ofattack, according to Antho-ny Williams, vice-presi-dent of academic affairs,Canadian Institute of Fi-nancial Planning.
For example, if you owe$1,000 on a credit cardthat has an interest rate of20 per cent, you wouldsave 20 per cent in after-tax dollars. “That’s com-
pelling when GICs are pay-ing next to nothing, thestock market is up anddown, mutual funds upand down. Where are yougoing to get a 20 per centreturn after tax and, forsome people, 35 per centrate of return before tax?”
But remember — if youjust pay off debt you mayat some point have to goback into debt to make upfor the fact you didn’t save.
WHAT TO DO?
One common strategy,says Williams, is to makean RRSP contribution(which addresses retire-ment savings) and thenuse the tax refund to paydown debt.

If you don’t make thisyear’s RRSP contributiondeadline of midnight Feb.29 and you are hopingthere is a grace periodpost-deadline, you will beout of luck. But arrivinglate to the investment par-ty can be an opportunityin disguise.
“Trying to scramble toinvest in an RRSP at taxtime is challenging,” saysJoel Neynens, a certified fi-nancial planner and thevice-president of GordonStirrett Wealth Manage-ment in Halifax.
Instead, Neynens advis-es paying yourself firstthroughout the year. “Ifyou have a consistentmonthly income, monthlycontributions are ideal,”he says.
If you don’t have fixedmonthly earnings becauseyou are self-employed, youcould set up a separatebank account and sockRRSP funds into it whenev-er you have a windfall.Then you will have to sum-mon the self-discipline toresist the temptation of us-ing those funds for non-RRSP-related reasons.
Assessing your whole fi-nancial picture, either on
your own or with a finan-cial adviser, is a good ideaat least once a year. Thatway, if you suddenly be-come widowed or di-vorced, or you inherit orwin a large sum of money,
you will be sure that someof it will be directed toyour RRSP before you startshopping. Whether youhave a partner or childrenwill also affect your finan-cial snapshot.
If you are lucky enoughto get an income tax re-fund this year, you couldroll it into next year’sRRSP.
“The key is to not use itfor discretionary spend-

ing,” says Neynens. “Gen-erally, if the money is infront of you, you’ll want tospend it. So hide it in thatseparate bank account andforget about it.”
That doesn’t mean youshouldn’t take a well-de-served vacation for work-ing so hard, but maybe itwill mean the differencebetween a family trip toDisneyland and a campingtrip close to home.
When next year’s dead-line is looming, try not towait until deadline day tohand over your cash. Thesooner before the final mo-ment you can do so, thebetter prepared you willbe. And being organizedand committed to saving iskey.
“It’s a case of payingyourself first ahead of oth-er things and prioritizingyour wants versus yourneeds,” says Neynens.
“It’s all about choices.You have to ask yourselfwhether HDTV is more im-portant to you than savingfor retirement. Then getready to sharpen your pen-cil and ask yourself, ‘Do Ireally need this?’”

The registered retire-
ment income fund (RRIF)can play a big role in thisexercise. The RRIF is a tax-deferred plan that gener-ates income from thesavings you have accumu-lated in your RRSP.
The government re-quires that RRSPs be con-verted to RRIFs by Dec. 31of the year the plan ownerturns 71, if not earlier.Then you have to startmaking withdrawals in theyear following conversion,says Pound, and there is alegislated minimum based
on your age. The biggest reason to
convert RRSPs to RRIFs ear-ly is you need income.
But what’s important toknow is that if you convertto a RRIF and start takingminimum payments, youwon’t have withholding
taxes taken off by your fi-nancial institution, saysRound.
For the average retiree— and 62 is the average re-tirement age now in Cana-da — converting RRSPs toRRIFs when they retire andlong before the age 71
deadline means “you willreduce the amount you’llhave to balance later onwhen you’re entitled to oldage security.”
The funds withdrawnfrom RRIFs turn into tax-able income and may im-pact how much old agesecurity you can get.
Annuity or RRIF?When you convert yourRRSPs, you can put theminto a RRIF or an annuity.
An annuity provides acertain sum of money regu-
larly, explains Peter Drake,vice-president, retirementand economic research, Fi-delity Investments Canada.It also provides a high de-gree of certainty.
“The downside of an an-nuity,” says Drake, “is youno longer have access tothat capital.”
A RIFF, on the otherhand, lets you maintaincontrol over how the mon-ey is invested. There is aminimum withdrawal thatyou have to take each yearand it is taxed.

Hodgson ranks amongleague leaders in rookiescoring with 16 goals and17 assists. The transactionhighlighted an otherwisemoderate day of trading.

force” who has the poten-tial to become a “specialplayer” like Hodgson.
“He skates well, he hasgood hands and he’s arough, nasty guy,” saidGillis.
