As a fully-developed first-ring suburb, the City of North Saint Paul has a rich history and small town atmosphere, reflected in the spirit of its residents and the livelihood of community events like the weekly car show during the summer. In recent decades, however, the city has faced challenges including a declining tax base, aging housing and infrastructure, on-go-ing competition for commercial and retail development, and lack of accessibility due to the recently completed Highway 36 freeway project. Yet, these challenges present opportuni-ties for the community to re-energize its citizens and forge ahead a more sustainable and resilient community that both honors its past and anticipates its future.

The most recent comprehensive plan, adopted in 2008, iden-tifies several development goals related to sustainability, among them image, housing, economics, transportation,

downtown revitalization, environment, and active living. Since then, the City has taken several concrete steps toward imple-menting these goals. For instance, in 2011, the City adopted the “Living Streets Plan.” This document highlights current road-way, bicycle, and pedestrian infrastructure needs and offers suggestions for design and project phasing to make the streets more livable and to reduce long-term costs, such as stormwater management, street width, plantings, and public art. Our city is also unique in that we offer our own electric utility service.

The electric and public works departments are constantly seeking new opportunities for alternative energy development, including a municipal wind turbine installed in 2009. Recognizing the importance of wireless technology for the future, the City has also invested in a comprehensive fiber optice cable network.

More recently, the City received a Livable Communities grant from the Metropolitan Council to help fund a Redevelopment Master Plan for the diversified zoning district, its major commercial and industrial district. This plan brought together con-sultants in planning, landscape architecture, real estate, and public finance to identify the realistic potential of this district, as well as strategies and tools for development in the short, mid, and long-term.

In addition, our community is working toward certification as a Minnesota Green Step city. This effort enjoys widespread support from the Council and Mayor, and the city achieved the first step in this process last summer. Finally, we have been working on a 20-year capital improvement plan to outline a budget and timeline for priority projects. Efforts such as these are crucial in order to ensure the community has a sustainable financial future, especially in light of recent cuts in local-government aid.

North Saint Paul residents and business owners are eager for an opportunity to re-engage themselves in the community’s future. The Resilient Communities partnership would provide North Saint Paul with the necessary resources to move several projects forward, an effort that would otherwise take years of staff time and thousands of dollars in grants or other sources of funding. In turn, our community would provide University of Minnesota students with an opportunity that is both excit-ing and challenging. We are grateful for your consideration and sincerely hope to be selected as the Resilient Communities partner for the 2013-2014 academic year.

Live/Work Housing

Description/GoalsA Redevelopment Master Plan for North Saint Paul identified Live/Work housing as a unique strategy for residential development on the edge of downtown. This type of hous-ing would include both living units and work-space for artisans/craftsmen to pursue their small business or entrepreneurial endeavors. It would help fit the city’s potential niche as a working class community that supports small business enterprises. The goal of this project is to determine the potential of this unique housing option in North Saint Paul and to identify steps for making it happen.

Living Streets and Capital Improvements

Description/Goals

The City has been working on a 20-year Capital Improvement Plan which is nearing adoption. A key component of this plan is to allocate funds for ma-jor infrastructure improvements. A finance study has already been com-pleted for the first five years. In addi-tion, the City adopted a Living Streets Plan in 2011. This plan presented an argument for making North Saint Paul streets more livable as the city ad-vances through street reconstruction. The plan included design recommen-dations for pavement street width, stormwater treatment, underground utilities, bicycle and pedestrian infrastructure, and plantings. It also identi-fied specific street routes that should be targeted for improvements, connecting major recreational assets in the community. The goal of this project is to use these two plans to implement Living Streets.

Action Items1. Conduct a study on long-term savings as a result of Living Streets compared to typical reconstruction2. Assist city in creating a neighborhood input process during the planning phase leading to construction

Green Energy Initiative

Description/GoalsNorth Saint Paul is unique in that it offers its own electric utility service in cooperation with Minnesota Municipal Power Agency. The community is also currently partnering with the Clean Energy Resource Team on an energy education workshop for residents, and could seek further partnership opportu-nities. In addition, the City is also working on B3 Benchmarking to gauge the carbon foot-print of city-owned buildings. This project would determine strategies for how to dedi-cate electric utility revenue toward green initiatives, focusing on alternative energy re-sources like wind, solar, and geothermal.

Action Items1. Research strategies to dedicate revenue toward alternative energy resources and develop unique financ- ing mechanisms2. Crime Watch and Neighborhood Identities

Description/GoalsStrong communities consist of strong neighborhoods. North Saint Paul’s neighborhoods would greatly benefit from developing their own individual identities. This project would utilize the neighborhood crime watch organizations to engage and empower neighborhood residents in keep-ing their neighborhoods safe and livable, while developing a clearer sense of who they are as a neighborhood. These organizations are already active, holding events throughout the year such as National Night Out in August and the an-nual Silver Lake Splash. This project would improve place at-tachment and strengthen social ties within the community.

Action Items1. Conduct neighborhood meetings to engage the public2. Determine neighborhood boundaries and hone in each neighborhood’s collective identity that fits within the larger identity of North Saint Paul3. Identify strategies for residents to market their neighorhood identities4. Determine how to better tie neighborhooods to their parks, schools, churches, and other facilities

Fiber Optic Network Development and Marketing

Description/GoalsNorth Saint Paul has an extensive fiber optic cable network with unrealized potential, including our own backbone of fiber to which numerous build-ings are connected. The City realizes that with the in-creasing importance of technology, internet access and speed will be crucial in attracting and retaining both businesses and residents. The City would like to identify cost-effective strategies to deploy fiber to residents and businesses, and to determine how to best market this asset.

Action Items1. Develop a cost-effective strategy for deploying existing fiber2. Provide suggestions for how to expand the fiber network3. Develop strategies for marketing this unique asset to attract residents and businesses

Community Branding

Description/GoalsNorth Saint Paul has a proud history and iden-tify as a working class community with a small town feel, a collective identity which helps retain strong social ties between citizens. However, the City is in need of a fresh brand that will embrace the richness of the community’s past but also an-ticipate its future direction. This project will mod-ernize the community brand and standardize it across all of the city’s signs and marketing mate-rials. This project will help to engage the public and create a visual identity that generates pride and excitement.

Action Items1. Hold community meetings to determine the desired design and brand and to achieve public buy-in2. Create three different design alternatives3. Use this new brand to design a new signage and wayfinding program for the downtown area, as well as new monument welcome signs at key points of entry

Downtown Revitalization Strategies

Description/GoalsA Redevelopment Master Plan for the diversi-fied district (anticipated adoption in Spring 2013) identified strategies for revitalization of the downtown. Some strategies include com-pression of the downtown retail core, devel-oping a niche for economic development, and developing a public square. Recent redevelop-ment activities include a potential mixed-use building in the commercial core developed by the EDA, an expansion to Reflex Medical’s man-ufacturing building, a planned new assisted living complex, and a facade improvement pro-gram to improve the visual appeal of the busi-ness district. This project would apply thesestrategies to continue making progress on revi-talization.

Action Items1. Develop ordinance reviews, zoning changes, and/or development strategies for condensing the down- town business district core2. Identify three niche alternatives to guide future development3. Select two sites for a public square/central park and determine the feasibility of this use at each site

Conservation/Economic Development Initiative

Description/GoalsNorth Saint Paul’s Electric Department is required to spend 1.5% of its gross operating revenue on conser-vation improvement projects (CIP). This project would set aside an allotted amount of money to loan to both existing and new businesses to spend on conservation improvment projects. This program will serve as an in-centive for attracting businesses to North Saint Paul and strengthening the city’s relationship with current businesses.

Action Items1. Identify potential businesses that would be interested in the program2. Develop marketing techniques to advertise the program3. Develop an appropriate loan program

Civic Engagement and Communication

Description/GoalsImproved communication was one of the key goals outlined by the City Council for 2013. An aging comunity, North Saint Paul needs to ex-plore appropriate strategies for communication and to engage residents of all ages and demo-graphic characteristics. Currently, the City com-municates via a monthly newsletter sent with the electric utility bill. The City has also recently en-tered the Social Media scene, with a presence on both Facebook and Twitter. This project’s goal is to identify specific modes of communication best suited for the City and its residents, and to create an overarching communication plan.

Action Items1. Conduct a survey of residents to determine the most useful and effective communication strategies2. Identify new communication and civic engagement strategies, such as mobile apps3. Develop an overarching communication plan, including suggestions for how to phase in new modes of communication while continuing with ones that are already successful

Environmental Education Initiative

Description/GoalsIncreasingly, urban environments are detached from their natural environment. Nature and the City are seen as a complete dichotomy. North Saint Paul, however, has unique natural features including several nature reserves and wetlands. These resources offer opportunities to engage citizens by educating them on the community’s lo-cal ecosystem and natural resources.

Action Items1. Engage the residents by holding an event to learn about the importance of wetlands for stormwater treatment and preserving biodiversity2. Plan and design kiosks and interpretive signage for each of the nature reserves and determine the feasi- bility of putting nature trails around the wetlands

Redevelopment-Ready Community

Description/GoalsIn addition to making specific redevelopment sites “shovel-ready,” the community as a whole seeks to prepare itself for redevelopment in any way possible. In cooperation with the Ur-ban Land Institute of Minnesota, the City would work toward earning ULI Certifcation as a “Re-development-Ready Community,” as well as seek opportunities to market this status and make it a statewide program.

Action Items1. Work with ULI- MN to develop a “Redevelopment-Ready” checklist for Minnesota communities2. Create an action plan for North Saint Paul3. Identify strategies to market this status

DD Overlay Zoning District

Description/GoalsAs an effort to encourage redevelopment and streamline the process, the City would like to conduct a review of its DD (Diversified District) zoning district and create specific overlay districts for fast-track redevelopment. With the Master Redevelopment Plan recently completed and some development momentum occuring within and around the diversified district, the timing is right for this project.

Action Items1. Identify and target key parcels for redevelopment in the diversified district2. Research best practices in zoning overlay redevelopment districts of this kind3. Draft and implement an amendment to the Zoning Code for this purpose

Silver Lake Trail Connection

Description/GoalsSilver Lake Park is the largest recreational asset in the community, offering fishing, swimming, boating, and many other park amenities. The City previously put together a plan to build a trail around the lake, which would provide crucial non-motorized transportation connections to other state and local trails in the area. City staff met with the State Finance Committee in 2010 to garner state bonding dollars, but the project is currently at a standstill. The project would foster active living, strengthen this recreational asset, and enhance connectivity.

Action Items1. Research current state of project and determine the best method for acquiring funds to move forward2. Update the plan3. Conduct a feasibility study and determine strategies to market the project and engage the community

Community Garden Planning

Description/GoalsIn recent years, there has been some interest among residents in the community to develop community gardens. The City recognizes urban agriculture as a growing trend and a tool to improve sense of community, encourage healthy eating, and improve access to locally-produced food. However, there is no formal policy or process in place for developing community gardens. This project would update the current Zoning Code to allow commu-nity gardens in certain zoning districts.

Action Items1. Research policies and zoning codes of other communities2. Incorporate public engagement strategies to determine the specific desires of community residents3. Draft an amendment to the Zoning Code for community gardens

Housing Conservation and Aging in Place

Description/GoalsNorth Saint Paul’s housing stock is aging, and so are its people. In 2010, 13.13% of North Saint Paul residents were 65 or older, and this number is expected to grow over the next 10-20 years. The City has worked in the past with the locally-headquartered non-profit Metropolitan Area Agency on Aging. This project will develop programs to make housing stock more sustainable and to provide unique housing options allowing seniors to age in place.

Action Items1. Draft ordinances, such as a point-of-sale ordinance, to encourage landlords to conform to code and pro vide better upkeep of their rental properties2. Develop an apartment revitalization program, including incentives for redesign in accord with principles of Defensible Space (Crime Prevention through Environmental Design)3. Develop a program or plan for life-cycle housing to accomodate and encourage aging in place4. Create more housing options that accomodate both seniors and first-time homeowners

Staff Development Plan

Description/GoalsThe City of North Saint Paul recognizes the importance of staff sustainability in helping the community to move in a consistent and forward direction. In order to ensure that this happens, one of the City’s long-term goals is to encourage staff retention.

Action Items1. Research incentives and education opportunities to encourage staff retention and to attract young pro- fessionals to work for the community2. Create a staff development plan3. Public Art Plan

Description/PlanNorth Saint Paul is looking to engage residents of all ages and demographics by better incorporating public art into the community, instilling a greater sense of community pride. The community once had an Arts Council that has gone dormant in the last few years, and is hoping to re-engage the community and revitalize the downtown and neighborhood districts through public art.

Action Plan1. Re-engage the formal Arts Council members2. Develop an overarching public art plan that encourages public art to be incorporated into things such as park improvements, infrastructure improvements and reconstruction, new building exteriors, etc. 3. Include recommended tools for community engagement through public art in the plan

Development Strategy for Underutilized Parcels

Description/GoalsAlthough North Saint Paul is a built-out community, there are several underutilized land parcels that are not reaching their maximum potential and tax capacity. This project would identify underutilized parcels and outline strategies for redevelopment. As a part of this process, the City would like formal environmental reviews con-ducted to determine whether each parcel would qualify as a brownfield

Action Items1. Research and develop a list of underutilized parcels in the city2. Determine strategies for redevelopment and/or re-purposing of these parcels3. Include suggestions regarding timeline and feasibility of redevelopment for each parcel4. Develop Financing options

Emerald Ash Borer Management Plan

Description/GoalsWith the recent discovery of the Emerald Ash Borer (EAB) in the Twin Cities metropolitan area, the damage from the borer is an issue every community in the region will soon need to address. Roughly one-third of the trees in North St. Paul are ash, including 80% of the trees in parks and 80% of the trees on the north side of town. The City has no plan in place to respond to the invasion of the EAB, to remove dead or dying trees before they become a public hazard, or to replace trees so the community maintains its tree canopy.

Action Items1. Create a public engagement and education campaign to alert residents to the potential impacts of EAB2. Conduct a cost-bene!t analysis of various management alternatives for the City given limited resource and other local constraints3. Provide recommendations for a EAB Management Plan, including best practices for treatment, removal, and replacement, as well as the City’s role with respect to trees on private property.

Bulk Pickup and Solid Waste Program

Description/GoalsTo determine the most feasible and cost-effective way to reduce waste within the community and provide a bulk pickup service that is sustainable.

Action Items1. Evaluate the costs and benefits of the existing bulk pickup program, both to residents on their monthly bill, and to the city in terms of staff hours and tipping fees 2. Compare the value of the existing bulk pickup program with a private sector contract to perform the same service.
