(AECOM) for the 2013 Capital Improvement Project (CIP) Contract 13-10 (Miscellaneous Projects) within the City of Oshkosh, Winnebago County, Wisconsin, as outlined in our Project Authorization (“Work Order”) #2, authorized on January 16, 2013 and per our proposal number OPP-185299, dated December 3, 2012 and executed on December 6, 2012. The review was conducted to determine if there is a potential to encounter contaminated soil, sediment, and/or groundwater during the future construction activities. In addition, AECOM provided recommendations for sampling locations and laboratory analysis to be incorporated into the drilling program for this CIP based upon the results of the review. The areas proposed for construction activities under this contract are presented on Figure 1. Site-specific information available from online databases was reviewed to further determine the potential for contaminated soil, sediment, and/or groundwater to be encountered during construction activities. Dear Mr. Sargent,

This letter summarizes the results of the preliminary environmental database/records review completed by AECOM Technical Services, Inc. (AECOM) for the 2013 Capital Improvement Project (CIP) Contract 13-10 (Miscellaneous Projects) within the City of Oshkosh, Winnebago County, Wisconsin, as outlined in our Project Authorization (“Work Order”) #2, authorized on January 16, 2013 and per our proposal number OPP-185299, dated December 3, 2012 and executed on December 6, 2012. The review was conducted to determine if there is a potential to encounter contaminated soil, sediment, and/or groundwater during the future construction activities. In addition, AECOM provided recommendations for sampling locations and laboratory analysis to be incorporated into the drilling program for this CIP based upon the results of the review. The areas proposed for construction activities under this contract are presented on Figure 1.

Procedures

On January 25, 2013, AECOM conducted a site reconnaissance from the street right-of-ways (ROWs) for each section of road proposed for improvements in 2013 for the contract listed above. The purpose of these site visits was to identify additional areas of potential concern based on visual observations. AECOM also reviewed the Wisconsin Department of Natural Resources (WDNR) Bureau of Remediation and Redevelopment Tracking System (BRRTS) database along with Remediation and Redevelopment (R & R) Sites Map database, Wisconsin Department of Safety and Professional Services (WDSPS, formerly Department of Commerce) Storage Tank database, Sanborn® Maps (that AECOM had available on file), and A History of The City of Oshkosh Sanitation Department, Chapter 7 – Dumps and Landfills (Steve R. Langkau, 1990) for sites within or adjacent to the construction limits. Site-specific information available from online databases was reviewed to further determine the potential for contaminated soil, sediment, and/or groundwater to be encountered during construction activities. summarizing the results of the environmental review is attached to this letter report. The results of the review are described in the results section below.

Results

Adams Avenue Outfall Replacement The Adams Avenue outfall replacement is on the Fox River (Figure 2) and the majority of properties along Adams Avenue consist of residential properties or undeveloped lots. A manufacturing/industrial property was observed during the site reconnaissance across the river from the project site. Axel Tech International is located at 1005 High Avenue. Evidence to suggest the release of petroleum products or solvents was not observed from the road right-of-way during the site reconnaissance.

The 1890 Sanborn® Maps indicated that the project area had not yet been developed. The 1903 Sanborn® Maps indicated that Adams Avenue was called 3rd Avenue. The Badger Canning Company was located between 3rd Avenue and 2nd Avenue (today Adams Avenue and Pierce Avenue), and to the east of Bauman Street. Between the Badger Canning Company and the Fox River was a marsh, approximately 200 feet in width. The Sanborn® map did not indicate any tanks on the Badger Canning Company property.

According to the resource A History of the City of Oshkosh Sanitation Department, a historic known dump/landfill site used in 1950 was located in an area along the Fox River on both sides of Adams Avenue. The proposed construction activities in this area, which include the replacement of a storm sewer outfall, have the potential to encounter the historic fill material.

Two closed leaking underground storage tank (LUST) sites are located at 902 Taft Avenue (Lakeside Marina). According to the WDNR BRRTS and RR databases, residual soil and groundwater contamination related to one or more petroleum releases is present on the property, resulting in a groundwater use restriction on the property. The residual contamination is located near the northwest corner of the property adjacent to Pierce Avenue. The cases were closed on March 9, 1993 and April 27, 2005. In addition, according to the WDSPS storage tank database, three underground storage tanks (USTs; 2,000-gallon unleaded gasoline, 2,000-gallon leaded gasoline, and 4,000-gallon unleaded gasoline) have been closed and removed from the property, which are likely related to the petroleum release sites.

According to the WDNR BRRTS and RR database, eighteen Recognized Environmental Concerns (RECs) were identified on the property across the Fox River from the project area (1005 High Avenue), with 6 closed BRRTS cases and 12 cases requiring no action. Historic fill soils with arsenic, lead, cadmium, and PAHs, a heat treat tunnel, quench tanks, exterior tank area, Horizontal Machining Centers (HMCs), and oil USTs have resulted in soil contamination above the RCL and groundwater contamination above the ES. Contamination from arsenic, chromium metals, and petroleum was identified adjacent to the Fox River. Groundwater generally flows west towards the Fox River. In addition, according to the WDSPS storage tank database, one UST has been closed and filled with an inert material, eight USTs and nine aboveground storage tanks (ASTs) have been closed and removed from the site, and 2 ASTs (4,000-gallon new oil and 1,500-gallon new oil) are in use. Sediment or soil along the Fox River within the project area may be impacted due to this site.

Burnwood Drive Residential properties were observed within the project area during the site reconnaissance along Burnwood Drive (Figure 3). The Wittman Regional Airport was observed to the north of the project area. There were no BRRTS cases registered near the project area. There are several BRRTS cases associated with the Wittman Regional Airport property. The BRRTS cases are near the northeast corner of the property and due to the large area it encompasses, impacts are not expected near the project area. Evidence to suggest the release of petroleum products or solvents was not observed from the road right-of-way during the site reconnaissance.

The project area was not shown on the Sanborn® Maps (1980 and 1903). According to the resource A History of the City of Oshkosh Sanitation Department, there were no historic known dump sites or landfills located near the project area. The WDSPS storage tank database listed two USTs (300-gallon leaded gasoline and 300-gallon diesel) in use near the project area at 7475 Knapp Street Road (owned by Melvin Matulle).

Pickett Avenue / County Road A / Butler Avenue Residential properties were generally observed during the site reconnaissance along Pickett Avenue, County Road A, and Butler Avenue (Figure 4). The commercial property Fish Tales Bait, Tackle, Coffee, located on the northeast corner of County Road A and Pickett Avenue (4050 County Road A), sells propane tanks and rents U-Haul trailers. The United States Post Office Winnebago, Wisconsin, located at 4060 County Road A, had two 50-gallon drums (contents unknown) observed on the property. Railroad tracks are adjacent to County Road A, along the west side. A tank (approximately 500 gallons, likely propane) was observed at the residential property located at 805 Butler Avenue. The Winnebago Health Institute is located between Butler Avenue and Pickett Avenue along the east side of Sherman Street. Evidence to suggest the release of petroleum products or solvents was not observed from the road right-of-way during the site reconnaissance.

The project area was not shown on the Sanborn® Maps (1980 and 1903); however, the Wisconsin Central Rail Road and Chicago & Northwestern Rail Road were likely present near the project site. According to the resource A History of the City of Oshkosh Sanitation Department, there were no historic known dump sites or landfills located near the project area.

Two closed LUST sites are located at 725 Butler Avenue (Park View Health Care Center). According to the WDNR BRRTS and RR databases, groundwater and soil contamination was present on the property and a groundwater use restriction is in place. The cases were closed on September 17, 1992 and January 29, 1996. In addition, according to the WDSPS storage tank database, four USTs (two 550-gallon unleaded gasoline and two 500-gallon leaded gasoline) have been closed and removed from the property and one AST (1500-gallon diesel) is in use (all owned by the Winnebago County Highway Department).

A closed LUST site is located at the Winnebago Mental Health Institute on Butler Avenue. According to the WDNR BRRTS and RR database, soil contamination was encountered during a tank closure environmental site assessment. The case was closed on January 14, 1999 under NR 708 and NR 708.09 closure from Commerce Data Interchange. In addition, two closed spill sites and one historic spill site were listed for the property. Two spill incidents occurred from an elevator, one was due to a hoist break and the other from a leaking hydraulic hose. Both spills released mineral oil. An absorbent was used as a cleanup method for both spills, and excavation of impacted soil occurred with the second spill. The cases were closed on April 20, 1999 and November 23, 1999, respectively. A historic spill incident occurred from an automobile that

impacted surface water with diesel fuel from a leaky fuel tank, but no action was taken. The case was closed on April 3, 1990. According to the WDNR BRRTS database, no action or site investigation was required during the closure of a 4,000-gallon fuel oil UST.

According to the WDSPS storage tank database, two USTs (550-gallon unleaded gasoline and 550 diesel) have been closed and removed and two ASTs (1,000-gallon diesel and 300-gallon unleaded gasoline) are in use at 600 Butler Avenue (owned by Winnebago County Highway Department). According to the WDNR BRRTS database, no action was required for the two tank closures because contamination was not detected or there was insignificant contamination encountered during the environmental site assessment.

Wiowash Trail Residential properties were observed within the project area, and the Oshkosh City Riverside Cemetery (1901 Algoma Boulevard) was observed to the north of the project area during the site reconnaissance for the Wiowash Trail (Figure 5). Evidence to suggest the release of petroleum products or solvents was not observed from the road right-of-way during the site reconnaissance.

There was limited information available for the project area from the Sanborn® Maps (1890, 1903, and 1903 with 1942 copyright corrections); however, information was available for the property to the south. The 1980 Sanborn® Map indicated a railroad running adjacent to the east side of the Fox River. Paine Lumber Company was located south of the project area, west of Algoma Blvd and near Bent Avenue (formerly Grant Street). The 1903 Sanborn® Maps indicated the Riverside Cemetery to the north of the project area. The Chicago & Northwestern railroad tracks were shown adjacent to the east side of the Fox River either to the west of or directly through the project area. Paine Lumber Company, Ltd. and the Sash, Door and Blind Factory were located to the south of the project area. Paine Lumber Company had lumber yards near the project area with lumber piled over ground composed of mill waste. The Sanborn® Map indicated three frame dwellings were located approximately 100 feet north of the lumber yard with a cemetery beyond the dwellings. The 1903 with 1947 corrections Sanborn® Maps included a planing mill, dressed lumber sheds, odd work shop, and power plant at the Paine Lumber Company property. The proposed construction activities in this area have the potential to encounter the historic mill waste material.

According to the resource A History of the City of Oshkosh Sanitation Department, no known historic dump or landfill sites were located at or near the project area.

A closed LUST site is located at 1901 Algoma Blvd (Oshkosh City Riverside Cemetery). According to the WDNR BRRTS and RR databases, groundwater and soil contamination was present on the property. The case was closed on January 5, 1996. In addition, according to the WDSPS storage tank database, three USTs (500-gallon leaded gasoline, 400-gallon diesel, and 550-gallon unleaded gasoline) have been closed and removed from the property, which were likely associated with the LUST case.

In addition to the above mentioned BRRTS case, several BRRTS cases to the east of the project area have groundwater use restrictions. Although these sites are not adjacent to the project area, groundwater impacts may be present during construction because groundwater generally flows west towards the Fox River and the project area.

A closed LUST site is located at 1813 Algoma Boulevard (Oshkosh Fire Department). According to the WDNR BRRTS and RR databases, soil contamination was present on the property. The case

was closed on October 13, 1999. According to the WDSPS storage tank database, no USTs or ASTs have been registered for this property.

A closed LUST site is located at 1812 and 1814 Algoma Blvd (Brass Rail ROW – WI DOT). According to the WDNR BRRTS and RR databases, soil contamination from unleaded and leaded gasoline was present on the property and in the ROW. A groundwater use restriction is in place for the property, and groundwater generally flows west across the site. The case was closed on July 14, 2003. In addition, according to WDSPS storage tank database, two USTs (two 500-gallon leaded gasoline) owned by Mary Mc Aloon and one UST (500-gallon leaded gasoline) owned by the City of Oshkosh have been closed and removed from the property.

A closed LUST site is located at 1902 West Murdock (Jacobson Auto Sales). According to the WDNR BRRTS and RR databases, groundwater contamination above the Wisconsin Administrative Code (WAC) Chapter NR 140 Enforcement Standard (ES) and petroleum soil contamination from a former UST and pump island was present on the property. Residual contamination is present on the property and in the ROW resulting in a groundwater use restriction. The case was closed on September 7, 2004. According to the WDSPS storage tank database, four USTs (three 5,500-gallon leaded gasoline and 5,500-gallon unleaded gasoline) owned by John Stadtmueller and one UST (500-gallon waste / used motor oil) owned by Jacobson Auto Sales / James D Jacobson have been closed and removed from the property.

A closed LUST site is located at 1724 Algoma Boulevard (Hildebrant, former Lynn’s Service). According to the WDNR BRRTS and RR databases, soil contamination from unleaded and leaded gasoline was present on the property and in the ROWs for Murdock Avenue and Algoma Blvd. The site had former gasoline USTs, fuel oil and waste oil USTs and a dispensing island. A groundwater use restriction is present on the property, and groundwater generally flows northwest across the site. The case was closed on March 3, 2003. In addition, according to the WDSPS storage tank database, seven USTs (1,000-gallon waste / used motor oil, 1,000-gallon fuel oil, 8,000-gallon leaded gasoline, 4,000-gallon leaded gasoline, and three 3,000-gallon leaded gasoline) owned by George Hildebrant have been closed and removed from the property, which were likely associated with the LUST case.

According to the WDSPS storage tank database, one UST (1,000-gallon fuel oil) owned by Gertrude Phair has been closed and removed from the property located at 1710 Algoma Boulevard.

Recommendations

Based upon AECOM’s review, it is recommended that the soil samples collected from the geotechnical borings that will be installed within the project limits be split for field screening with a photoionization detector (PID) and geotechnical analysis. In addition, it is recommended that sediment samples be collected at the location of the storm sewer outfall replacement on Adams Avenue. If PID readings of greater than 20 instrument units are observed, then soil collected from the related sampling intervals will need to be composited and submitted for laboratory analyses for landfill acceptance waste profiling. In addition, it is recommended that a soil, sediment, and/or groundwater management plan be developed to be included with the contractor specifications for the construction activities. Specific analyses, if needed and recommendations for boring locations for environmental sampling are discussed per each proposed construction location below. The number and location of borings for geotechnical analysis have not been included.

Adams Avenue The proposed boring location should not need to be relocated. There is the potential for impacted soil and/or groundwater within the construction limits from the closed LUST sites located to the south of the project area, historic dump and landfill site on either sides of Adams Avenue, and historic canning company. In addition to the proposed boring, AECOM recommends sampling the sediment that will be excavated during replacement of the outfall in this area. If impacts are encountered in the soil sample from the street boring, recommended analysis includes RCRA metals, gasoline range organics (GRO, volatile organic compounds (VOCs), and semivolatile organic compounds (SVOCs) for landfill acceptance. The sediment sample collected should be analyzed for RCRA Metals by toxicity characteristic leaching procedure (TCLP), TCLP VOCs, TCLP SVOCs, polychlorinated biphenyls (PCBs), and pH for waste profile landfill acceptance.

Burnwood Drive The proposed boring locations should not need to be relocated and additional boring locations should not be required. Soil and groundwater impacts are not anticipated within the Burnwood Drive construction limits. However, if impacts are encountered at boring locations, recommended analysis for samples collected from the street borings includes RCRA metals, VOCs, and polynuclear aromatic hydrocarbons (PAHs) for landfill acceptance.

Pickett Avenue / County Road A / Butler Avenue The proposed boring locations should not need to be relocated and additional boring locations should not be required, with the exception to the borings on County Road A. It is recommended that these borings are located on the west side of the road, as possible, close to the railroad tracks. There is the potential for impacts within the construction limits from the railroad adjacent to the project area. Soil and groundwater contamination is not anticipated along Butler Avenue or Pickett Avenue. If impacts are encountered at boring locations, recommended analysis for samples collected from the street borings includes RCRA metals, VOCs, and PAHs.

Wiowash Trail The proposed boring locations should not need to be relocated and additional boring locations are not recommended. There is the potential for impacts within the construction limits from the historical railroad that was located near or through the project area, the historic lumber yard and mill waste material that may be present, and impacts from the various LUST sites located near the project area. If impacts are encountered at the boring locations, recommended analysis for samples collected from the borings includes RCRA metals, GRO, VOCs, and PAHs.

AECOM has completed this preliminary environmental database review for the above referenced 2013 CIP in accordance with our proposal, dated December 3, 2012, and the executed City of Oshkosh Purchase Order (PO) Number 119667. AECOM will coordinate the soil sample collection with the City of Oshkosh Public Works Department and their selected geotechnical drilling contractor.
