under the Chairmanship of distinguished Scientist Prof. C.N.R. Rao, FRS., Chairman,

fun€tioning under the aegis of Department of Information Technology, Biotechnology

and Science and Technology (Dept. IT, BT and S&T), Government of Karnataka (GoK).

The main objective of VGST is to promote Science Education and Research activities

among student s, teachers and researchers of Karnataka State.

Technology Related Innovative Projects (TRIP) is one of the flagship programmes of

VGST. The main objective of TRIP programme is to explore the innovative abilities of.

engineering students to develop prototype models and also encourage student projects

related to Energy. Environmental Sciences and Biotechnology.

2. The act ivities in the scheme should be limited to the extents of fund available with the grantee

!nstitution at any given time. The grantee Institution would bear responsibility for any expenditure

incurred over and above available grants and the sanct ioning authority or MHRD would not be liable to

reimburse the same, on a routine basis, except as per ru les.

3. A statement of expenditure and utilization certi ficate of the fund released signed by the appropriate

financial authority should be sent within 30 days after completion of the course. The GI/\N

implemen tation Committee will be liberty to blacklist those Insti tutions, which do not submit the

utilization certificate within the prescribed time from any future participat ion in the GIAN initiative and

recommend to MHRD for stringent action.

percentage may be even higher. It is estimated that in Bangalore alone there are more than

2000 slums. Urban slums are complex, diverse and dynamic, and vary in a range of

characteristics. They all share an elevated vulnerability with regard to the health of their

communities. They also share very limited availability and accessibility of health services.

tion (FOSEE) is a project initiated by MHRD and steered by liT Bombay to promote the use of open source software in education. FOSSEE works on enriching Open Source software and enables their wide spread utility in technical education through creation of educational content around open source software. Further, FOSSE also encourages introduction of courses on open source software in the syllabi of universities. Prof. Kannan Moudgalya, liT Bombay is the Chief Investigator of the FOSSEE project which is also part of the National Mission on Education through ICT. Here they will focus on adaptation and deployment of open source simulation packages equivalent to proprietary software and are funded by the Ministry of Human Resource Development

The sanction of the President is also accorded to the release of Rs. 13,07,000/- (Rupees thirteen lakh seven thousand on ly) to the "Principal, BMS College of Engineering, Bull Temple Road, Basavanagudi, Bengaluru, Karnataka- 560019" being the first installment of the grant under 'Grants-in-aid General' for implementation of above mentioned project.

3. This sanction .is subject to the condition that the grantee organisation will furnish to the Department of Science & Technology, financial year wise Utilization Certificate (UC) in the proforma prescribed as per GFR 20 I 7 and audited statement of expenditure (SE) along with up to date progress report at the end of each financial year duly reflecting the interest earned/accrued on the grants received under the project. This is also subject to the condition of submission of the final statement of expenditure, utilization certificate and project completion report within one year from the scheduled date of completion of the project.

4. The grantee orga,nisation will have to enter & upload the Utilization Certificate in the PFMS portaL besides sending it in physical form to this Division. The subsequent/final instalmenrwill be released only after confirmation of the acceptance of the UC by the Division and entry of previous Utilization Certificate in the PFMS.

5. The grant-in-aid being released is subject to the condition that a) A transparent procurement procedure in line with the provis ions of General financial Rules
