course, 10·14 lectures) and Rs. 2 lakhs for (2 weeks course, 20-28 lectures) can be spent for items (b),

2. The act ivities in the scheme should be limited to the extents of fund available with the grantee
!nstitution at any given time. The grantee Institution would bear responsibility for any expenditure
incurred over and above available grants and the sanct ioning authority or MHRD would not be liable to
reimburse the same, on a routine basis, except as per ru les.
3. A statement of expenditure and utilization certi ficate of the fund released signed by the appropriate
financial authority should be sent within 30 days after completion of the course. The GI/\N
implemen tation Committee will be liberty to blacklist those Insti tutions, which do not submit the
utilization certificate within the prescribed time from any future participat ion in the GIAN initiative and
recommend to MHRD for stringent action.

2000 slums. Urban slums are complex, diverse and dynamic, and vary in a range of

FOSSEE works on enriching Open Source software and enables their wide spread utility in technical education through creation of educational content around open source software. Further, FOSSE also encourages introduction of courses on open source software in the syllabi of universities. Prof. Kannan Moudgalya, liT Bombay is the Chief Investigator of the FOSSEE project which is also part of the National Mission on Education through ICT. The sanction of the President is also accorded to the release of Rs. 13,07,000/- (Rupees thirteen lakh seven thousand on ly) to the "Principal, BMS College of Engineering, Bull Temple Road, Basavanagudi, Bengaluru, Karnataka- 560019" being the first installment of the grant under 'Grants-in-aid General' for implementation of above mentioned project.

This sanction .is subject to the condition that the grantee organisation will furnish to the Department of Science & Technology, financial year wise Utilization Certificate (UC) in the proforma prescribed as per GFR 20 I 7 and audited statement of expenditure (SE) along with up to date progress report at the end of each financial year duly reflecting the interest earned/accrued on the grants received under the project. This is also subject to the condition of submission of the final statement of expenditure, utilization certificate and project completion report within one year from the scheduled date of completion of the project.
4. The grantee orga,nisation will have to enter & upload the Utilization Certificate in the PFMS portaL besides sending it in physical form to this Division. The subsequent/final instalmenrwill be released only after confirmation of the acceptance of the UC by the Division and entry of previous Utilization Certificate in the PFMS.

As per ''Ruk .::36 ( 1) of GFR 20 17''. the Account of all Grantcl.! fnstitution or Organisations shall bt: ~l pcn lo insp~ction by th~ sam:tioning authority and audit. both b) the Comptroller and Auditor Gcn~ral of .India under rhe provision or CAG( DPC') .-\ci 1971 and internal audit by the Principal Al.!coums OtJil.!e of the Ministry or Department. whenever the institute or Orgm1isation is calkd upon to du so.
5. '!'-lon-rccurring. grant shall he utili-ted within I X months of their release.
6. 'rhc institutc'agem::~ v. ill keep the v. hole of the grant in a bank account ~at11ing interest. and the intet·cst so earned should be reported to DRT in the utili7ation certificate and statement or expenditun:•. fhe imcrcsr so earned will be treated as a cred it to the institute agency and shall be adjusted tov.ards further inst•lllment t)f rh~ grant and/or at the time of final settlemcm of accounts.
