One Hope United focuses its efforts to provide children with the opportunity to grow up to be healthy and productive adult contributors in their community. Every day we strive to help families address their challenges and constantly bring fresh approaches in service delivery. Our team is expert in developing and managing high performance child welfare, mental health and child development programs. Our entrepreneurial approach to system reform and our talented and dedicated team of staff help communities do the best possible job of protecting children and strengthening families.

All human service organizations today are facing tremendous challenges as a result of complex in-fluences impacting families, including reduced funding at the federal, state and local level. Increases in the number of children and families living under the stress of poverty and violence put more children at risk of abuse, neglect and educational failure. The risks are unquestionably higher among children who do not have access to quality pre-school or adequate education in their communities. Children from families where chronic unemployment or underemployment or who lack access to healthcare, a healthy diet and family lifestyle face tremendous barriers to becoming successful adults.

It is critical for human service organizations in today’s environment to be innovative and collab-orative while providing hope in order to achieve the results which are demanded by the systems in which they operate and which the families deserve. This years’ annual report will focus on the critical role that leadership plays in achieving our goals. Leadership in human services is truly everyone’s business from the caseworker working

with a family to our supervisors and program directors who help oversee our collective efforts to our quality improvement and support team which enables our caregivers to have great data and systems to support decision making in conjunction with our human efforts.

One Hope United is also in the process of making transformational organizational changes as we look to the future. These efforts will be supported and led by a new President and CEO, Scott Filer, who took over the reins in November 2013 and by a streamlined governance structure which will better support critical decision making in this ever changing environment.

In Fiscal year 2013, One Hope United operated programs from 40 sites in Illinois, Wisconsin, Missouri and Florida. We provided direct services to over 10,000 children and families while touching the lives of thousands more through a full time staff of more than 700.

We could not have the impact we do without the commitment and support of board members, volunteers, donors and corporate, foundation and community partners. Together we are making a difference in the lives of children and their families. Thank you so much for your investment in humanity!

Who We AreWHAT WE DO

In 1895, retired Baptist missionaries Rev. and Mrs. Scofield founded One Hope United Northern Region as Chicago Baptist Orphanage in Downers Grove, Ill. In 1948, it moved to an idyllic campus in Lake Villa, Ill., which to this day houses One Hope United administrative offices and a residential treatment facility. The region’s locations and scope of services have evolved through the years to include foster care, therapeutic services and early childhood development throughout northern Illinois. One Hope United Hudelson Region was founded in 1903 as Hudelson Baptist Children’s Home in Ewing, Ill., by Mr. and Mrs. J.R. Gibbs and their daughter, Alice. Hudelson’s locations and services have also changed through the years, expanding to include foster care, youth services and clinical services in central and southern Illinois and Missouri. In 2001, One Hope United expanded into Florida during the state’s transition to child welfare privatization. Our programs and services impact thousands of children and families throughout central Florida each year. We value innovation and best practices and are strategic in our focus of services to at-risk families in Florida communities.

In January 2010, as a federation, we changed our name to One Hope United. As One Hope United, we are uniquely positioned to advance our mission throughout our service areas by providing a diverse array of prevention, intervention and community-based support programs to vulnerable, high-risk populations, as well as education and advocacy on the local, state and national levels. We promise our clients leadership, innovation, collaboration, results and most of all, hope!

One Hope United is committed to quality programs and measurable results. We back up this commitment with a Continuous Quality Improvement & Research (CQIR) team that focuses a spotlight on each program and department, helping staff at all levels set clear goals and report measurable outcomes. This level of transparency and internal honesty keeps our focus on ensuring the safety, permanency and well-being of children in our care.

PREVENTION:

• We helped more than 1,300 families at risk for child abuse and neglect improve their ability to meet their children’s needs in a positive, healthy and nurturing way.

• 98 percent of families experienced no substantiated reports of abuse or neglect last year.

CHILD DEVELOPMENT:

• Our 11 state-licensed child development centers provide accessible, affordable, high-quality child care and early education services. All of our eligible programs earned NAEYC (National Association for the Education of Young Children) accreditation — a prestigious mark of quality for early education programs.

• We enrolled more than 2,100 children in the Chicago area and its suburbs and all centers surpassed outcome goal targets for social/emotional, physical, cognitive and language development.

COUNSELING:

• More than 1,200 families received counseling services and emotional support to strengthen family function.

• 91 percent of families in our counseling programs remained safely together at time of case closure.

FAMILY PRESERVATION:

• We provided intensive support to 1,600 families with histories of abuse or neglect, monitored their well-being and addressed factors that put them at risk of out-of-home placement.

• 98 percent of families remained safely together at time of case closure.

YOUTH SERVICES:

• More than 1,000 troubled and delinquent adolescents and their families received outreach and guidance through our youth service programs.

• We work to prevent youth from entering the juvenile justice system and help those who have already been through the system to successfully reintegrate into society and return to school. Nearly 84 percent of youth served were deflected from further involvement with the juvenile justice system at time of case closure.

PLACEMENT:

• When the risk to a child from abuse and neglect was so great and the family unit was deteriorated, we utilized placement services such as foster care, residential treatment and adoption. More than 3,000 children were served through placement services last year and 109 children were placed in loving adoptive homes.

• 88 percent of children in the Foster Care Program remained stable within their foster home placement.

• 385 children were reunified with their parents.

A BOLD FUTURE... ...bolstered by our enduring legacy

In 2013, One Hope United modified its

organization structure to consolidate governance

and strategic decision-making responsibilities

to a newly constituted single governance board

of directors. The Agency has advisory boards

in each region, and the focus of those boards

will be community engagement, advocacy

and local fundraising. In November, Scott Filer

joined the agency as CEO and President and

is guiding the agency in developing a new

strategic plan. In addition, 2013 saw upgrades

to its technology and data systems. One Hope

United is in a great position to focus its resources

on direct services to children and families and

to efficiently measure and report the impact of

its work.

Northern RegionLEADERSHIP

Patrick Firman served on One Hope United’s Northern Region board for eight years. He first began working with One Hope United after he and his wife, Margarette, decided to become Emergency Care Foster Parents. Their first foster placement was a teen girl whom they fostered and then mentored all the way through high school and eventually college. Once she left for college, the Firmans continued fostering and providing respite care to foster children but also knew they were ready to adopt. Soon, they finalized their first adoption of a baby girl. “We just fell in love with her,” Patrick said. After the adoption with their daughter was finalized, the Firmans fostered another little girl for two and a half years. She was eventually reunited with her family, so the adoption did not go through. This was a hard loss for the family, but it did not stop their giving and service to other children in need. A year after their foster daughter returned to her biological family, the Firmans took in Trey, who was just two years old at the time. The Firmans were his fourth foster family and after a short time with Trey, they knew they wanted to become his parents, should he be available for adoption. Trey’s court case was a very unusual one. The original ruling was overturned which meant the case had to go back to appeals. Several other factors cause the case go on for quite some time, but the Firmans never gave up. Finally, after 10 years, Trey became a Firman in September 2013. The Firmans’ tenacity in making Trey a part of their special family demonstrates their roles as leaders in their community and for foster and adoptive families everywhere.

There is no more powerful way to illustrate the impact of protecting children and strengthening families than to hear from the voice of a client. In May, Nicholas Sodt graduated from Romeoville High School where he was enrolled in honors and advanced placement classes, ranked in the top 10 of his graduating class, and scored a 32 on the ACT. Nicholas received the Student of the Year Award and the Star Student of Romeoville Valley View District Acknowledgment Award. This fall Nicholas began his freshman year at University of Illinois at Chicago and plans to major in pre-med. He was also awarded a DCFS scholarship, which is given to only a handful of deserving foster children each year. In November, Nicholas spoke at the Celebration of Hope event in Chicago and shared his thoughts about how his life has taken a different path because of some critical intervention from One Hope United: “Your support is astounding to me because I didn’t grow up in an environment where people were kind, and hope was a thing. The idea that there are people who were supportive of me...it means a lot.”

OVERCOMING ODDS (CLIENT)

A PASSIONATE ADVOCATE (COMMITTEE MEMBER AND VOLUNTEER)

Marco Foster was born on the south side of Chicago and raised as a foster child. Founder of the elite fashion networking group Chicago Models, Marco has created a popular Facebook page now used by thousands as a resource in the modeling industry. Putting his following in the fashion community to good use, he began producing charity events in 2011 benefiting One Hope United and various brain injury and cancer organizations. Marco has hosted his birthday party—the White Party—as a fundraiser for OHU for the past three years. It has quickly become one of most exciting and highly-anticipated dates on the city’s philanthropic calendar. Increasing in atten-dance and money raised each year, the White Party provides a platform for Marco to increase the visibility of OHU in the city of Chicago and to share his own experience as a foster child. His leadership provides an excellent opportunity to educate the public about the importance of foster care programs and the wonderful work that One Hope United is doing in the community. For the past three years, Marco has served on the Eras of Hope Executive Committee. The Eras of Hope event benefits One Hope United’s annual “Go Blue” campaign in April, which is a month full of events and promotions designed to raise awareness of and funding for the agency’s child abuse prevention work. Marco’s leadership continues to play a pivotal role in helping the organization implement a citywide strategy increasing support for One Hope United throughout April as we “Go Blue.” Marco has also used his influence and public standing to increase awareness of One Hope United’s work in the community, appearing alongside OHU staff on the Weekends with Whitney show in 2012, and highlighting the agency’s mission and programs in news articles and in multiple social media formats.

One Hope United is thrilled to have such a dynamic and committed individual helping us fulfill our mission of protecting children and strengthening families. Marco has emerged as a true leader within the One Hope family—providing hope to those we serve.

The death of Willow Long, a 7-year-old girl from Watson, Illinois, is a tragic and heartbreaking story. On Saturday, September 7, 2013, Willow went missing while in the care of her 22-year-old uncle, Justin DeRyke. On September 8 a search party was formed and on the night of September 9, her body was discovered in a rural area south of Watson. DeRyke was arrested on September 10 and has been charged with three counts of first-degree murder.

After hearing Willow was missing, staff from Hudelson Region jumped into action. They provided water, Gatorade and food for the volunteers in the search party. On Monday, September 9, when Willow’s body was recovered, Ann Pearcy, Associate Executive Director of Hudelson Region, contacted the staff at the Effingham office. She requested that they contact Willow’s school, South Side Elementary in Effingham, and offer crisis counseling for the children, staff and families.

Crisis counseling is immediate support without ongoing treatment. Pearcy explained that the most important thing is to listen to the clients’ stories and let them know that whatever they are feeling is okay. “Most of them just needed to tell their story and let people know how they were feeling,” Pearcy said. “Staff from all over the region made their way to Effingham to help. It wasn’t just the staff from Effingham, but from Centralia, Mt. Vernon, Springfield and Charleston, too.”

In addition to counselors providing their services outside of working hours, administrative employees helped a great deal as well. After spending some time in the school, the counselors realized that the teachers were put-ting every ounce of energy they had into making sure the children were okay, and were not focused on their own healing. So administrative staff put together 55 care packages for teachers, which included prayer cards about dealing with grief, information about caring for yourself in times of crisis, tea, cocoa and travel mugs.

“Teachers and staff at the school kept saying how surprised they were to see such an outpouring of help and support from us,” Pearcy said. “But we just told them we’re doing this because it is the right thing to do. Hudelson is a region with heart.”

A REGION WITH HEART (STAFF)

Gregory Sprehe, Board Member, has demonstrated his commitment to leadership at One Hope United for several years. He is President/Owner of Com-Pac International, Inc. His late father, Forrest Sprehe, believed people can make a difference, and through Greg’s involvement with One Hope United, he is continuing his father’s legacy.

Greg’s wife Victoria is a graduate of Le Cordon Bleu College of Culinary Arts in St. Louis and was interested in volunteering on the residential campus so she planned six cooking lessons for the children. Victoria explained that in her home the kitchen is the heart of family gatherings and that something as simple as baking cookies with someone can open up a conversation that may not have happened otherwise.

Many of the children in residential treatment come from environments where they may have been hungry and food was not readily available. Part of their treatment is to learn healthy

approaches to food, such as proper serving sizes and nutritious snack options. In addition to food prepa-ration, Victoria’s lessons include teaching youth about etiquette, sanitation, personal hygiene, shopping on a budget and nutrition facts and guidelines.

Through their leadership Greg and Victoria Sprehe have empowered these children served by One Hope United. In a letter Victoria wrote, she states, “in the end I feel that time spent in the kitchen with these children is an opportunity. An opportunity to not only teach them something about cooking but to build on what One Hope United already does so well…to develop their self-confidence, social skills and to help them prepare for life on their own.”

Hudelson RegionLEADERSHIP

Shock City Studios is the largest recording facility in the St. Louis area. The space is beautiful and offers a friendly, laid back atmosphere. Producers and engineers have worked with hundreds of artists, including Chingy, Pit Bull, Gravity Kills and Yo Gotti. They have also worked with labels such as RCA/Jive and Universal/Motown Records and corporations like Monsanto and HP. Joining their list of clients and colleagues is One Hope United.

Tony Esterly was the first producer to work with One Hope United youth. A natural leader, Tony learned as much about our program as he could so that he could be an effective mentor. He often asked the youth he worked with what level they were on (what does that mean? –eh), whether they had struggled recently or how they were doing in school. He was accessible to youth by phone and encouraged positive behavior as part of their spoken “contract” for studio time.

Tony left Shock City Studios and moved to Nashville in August, but had another producer lined up to take over his mentoring responsibilities. Luke Arens graciously stepped into the role and did not miss a beat. He holds youth to the same expectations as Tony, and he demonstrates a true compassion for helping youth.

One boy in particular has developed a love for songwriting and he takes great pride in getting to visit the studio. During each visit, he records a song in the booth and then works with Luke until he thinks it sounds just right. Luke then puts the song on a CD for him. Throughout the year, One Hope United youth have recorded eight songs but the gift that Tony and Luke have given goes far beyond an evening at the studio. They have taught our youth confidence and that their treatment at One Hope United is important for their future. They have also demonstrated that they care, and that message has meant the world to these youth.

Florida RegionLEADERSHIP

The Diversion Program in Florida provides families in the community with resources and partnerships to allow children to remain safely in their homes while receiving services. The program emphasizes mental health counseling, outpatient treatment for substance misuse, domestic violence, parenting classes and behavior modification services for ungovernable teens. The families must agree to participate by attending classes, individual or family therapy sessions or counseling. In many cases these in-home services prevent children from leaving their families and entering state funded care. In fiscal year 2013, about 1900 children were diverted from potentially entering the judicial system or case management services.

Sharmaine Brann-James, a Diversion Case Manager in Orlando, is responsible for linking children and families who can appropriately benefit from in-home services with the help they need. Except for cases where the best course of action is removal for child safety reasons, Sharmaine facilitates the process by completing home visits in an attempt to engage and encourage those families who are apprehensive about working with the Florida Department of Children and Families or with community service providers. Sharmaine also connects families with programs that offer mentoring and tutoring services, after-school and childcare services.

In part, the diversion program is designed to address the problem of overburdening case management agencies with cases requiring less oversight. However, the main focus is providing opportunities for the families to remain intact and work together to heal while protecting children and strengthening families.In the few cases where children placed in relative care fails, Sharmaine personally meets with the families to evaluate the underlying issue and determine whether a child should return to foster care or if the placement can be stabilized if the family receives additional services. This concept of diversion is based on the idea that re-entry into the foster system may do more harm than good.

Melvin Guzman, a Licensing Supervisor at One Hope United’s Florida Region, was able to celebrate Thanksgiving with his son, Juan, 13, after Juan’s adoption was finalized on November 27, 2013. Juan, along with his siblings and cousins, entered Youth and Fam-ily Services, a child welfare agency, after he was removed from his family’s care three years ago. At that time, Melvin was working with Youth and Family Services and met Juan shortly after he entered the program. Juan was somewhat of a problematic child and had got-ten in trouble in school for being disruptive. Initially, Melvin thought of himself as a mentor for Juan and gave him advice about how to handle difficult situations. After working together and building their relationship, Melvin knew he wanted to adopt Juan and become a family. “I knew he needed the help, the assistance and the nurturing,” Melvin said. “Once Juan knew I was interested in adopt-ing him I told him what the rules and expectations were and he heard that. His disruptions at school and his misbehaving completely stopped.”

FROM MENTOR TO FATHER (STAFF)

Brianna was born on July 13, 2003 in Orlando. Soon after she was diagnosed with short bowel syndrome (SBS), a rare disease that is classified as “a malabsorption disorder caused by surgical removal of the small intestine, or due to the complete dysfunction of a large segment of bowel.”

As a result, Brianna as an infant was diagnosed with severe necrotizing enterocolitis, which basically meant that sections of her intestines were dying. SBS also often requires multi-organ transplants, which meant that Brianna remained in the hospital from her birth until January 2005, during which time she received six organ trans-plants: intestines, pancreas, spleen, liver, small and Iarge bowel. Upon receiving the transplants, Brianna was hospitalized at Miami Transplant Center for one year. When Brianna left the transplant center, she was moved to The Pavilion, a division of Children First Healthcare Service. Brianna remained at The Pavilion until August 2012, when she was released to a Children Medical Services licensed foster home owing to her medical needs. She has visits with her biological mother and her siblings who reside at home.

Despite her many medical issues, Brianna is a child like any other and enjoys playing with her iPad. She adores Princess Ariel from the Little Mermaid. One of Brianna’s best qualities is her loving nature. She is quick to offer a hug and kiss to everyone she encounters. Even though her health was stabilizing and she was in a healthy and happy home, eight-year-old Brianna had never celebrated her birthday outside of a medical facility.

Her case manager, Miggy Jorge, made it her mission to make this dream possible for Brianna’s ninth birthday. After contacting various organizations, including The Foundation for Foster Children, Miggy, along with the help of her supervisor Jennifer Carmin and co-workers, was able to throw Brianna her first real birthday party at the new One Hope United Orlando Regional Offices. When Brianna walked into the room with all the birthday decorations and cake her eyes got huge, and she opened her mouth and put her hands over her face. She couldn’t believe what she saw! Everyone had tears of joy in their eyes as they watched Brianna open her gifts and radiate with joy. Executive Director Barbara Moss, made the comment, “It was the most amazing thing to see. She was so happy and so very grateful.” Here’s to many more happy birthdays to Brianna!

One Hope United’s overall financial condition showed continued improvement in FY13. On the operating front, we had an excess of income over expenses of $720,067 versus an FY11 excess of $1,125,473. This reduced margin results from continued tightening of our governmental funding combined with increasing cost pressures. On the non-operating front, notice of a significant bequest (which will be deposited in our investment pool when received) combined with significant increases in the value of our investments and farmland to generate $3.658 million in non-operating revenue.

These continued strong financial operations improve our ability to carry out our mission and vision. These results have increased our net assets by $7.2 million over the past two years; these wise investments permit us to operate on an otherwise thin operating margin while increasing our capacity for growth and program enhancement.

Operating revenue remains flat. We continue to expect governmental revenue to be constrained, and look to innovations and new, innovative programs, partnerships and collaborations to further protect children and strengthen families in the future.

Named for Rev. and Mrs. Ezra Scofield, who were instrumental in the formation of Chicago Baptist Orphanage, and Mr. and Mrs. J.R. Gibbs and their daughter Alice, who established the Hudelson Baptist Children’s Home, the Scofield-Gibbs Society was established to recognize the important contributions of these selfless families and provide continued support of their vision and mission.

When Chrys Zastrow opened the front door of her home in January 2012, she first saw three young foster children waiting with a One Hope United caseworker. The three were sisters and arrived with no possessions except for a comfort kit for each which had been assembled and donated by One Hope United volunteers. Their first few weeks together were a blur because of the complexity of helping the children adapt to their new surroundings and dealing with both their emotional and physical needs. However, Chrys said the comfort kits were extremely helpful with the girls’ adjustment to a new home so she decided to start a fundraiser to make more comfort kits for foster children and parents. Chrys reached out to her friends, co-workers and neighbors to see if they would be interested in helping with this project. At the preschool where Chrys teaches, the children managed to raise $280 over the summer to help create the kits. Chrys’ daughters go to the school and as soon as the children knew that their efforts were going to help foster children like them they couldn’t wait to get involved. Jo-Ann Fabrics gave the kit makers a discount on fabrics, Garvey’s Office Products sold the duffle bags at cost, and the girls’ dentist donated toothpaste and toothbrushes. Another teacher and her parents provided 40 beanie babies for the kits.

Chrys started advocating the kits at school and to parents. She explained a $20 donation could provide one comfort kit and a $10 donation could provide the tie-blanket. Chrys also asked for anyone interested in assembling the kits meet at the school to help. About 60 people attended and made 42 tie-blankets and assembled comfort kits in just an hour and a half. The duffle bag was used to hold a water bottle, blanket, beanie baby, book or poster, toothbrush, toothpaste, shampoo, conditioner and other products. The experience of moving from foster parents to adoptive parents has been emotional, enriching and life changing for all. The three girls have not yet been officially adopted—the November date was postponed. They are still waiting for a court date, but will be adopted soon and since the first round of comfort kits, even more community members have voiced their desire to help assemble more. Chrys plans to continue making comfort kits in order to help future foster children and parents.
