Recognizing that drug trafficking organizations have extensive resources to finance their illicit activities, the Agency adopts the UNODC concept of intensifying financial investigations of drug cases to cripple arrested high-value drug personalities and drug groups through freezing, if not forfeiting, their assets.

In close partnership of PDEA’s Anti-Money Laundering Desk (AMLD) with the Anti-Money Laundering Council (AMLC), for 2013, PDEA referred 26 cases involving 43 drug personalities to AMLC for financial investigation. These led to the uncovering of the involvement of 113 personalities.
Operation: Private Eye
To fully engage the participation of the Filipino people in the fight against illegal drugs, the Agency continues to give monetary rewards to informants who provided information that lead to successful conduct of anti-drug operation and arrest of drug personalities through Operation: Private Eye.
For the year, 39 informants were rewarded a total of Php18.9 million for giving relevant information that lead to the arrest of 70 drug personalities, neutralization of 8 drug groups, eradication of 77 marijuana plantation sites and seizure of 795.09 kilograms of shabu.

Drug Demand Reduction
To strengthen the anti-drug campaign
of the PDEA in the communities,
the Agency conducts drug demand
reduction activities nationwide in
coordination with various partners and
shareholders.
The conduct of advocacy activities is
aimed at increasing the awareness of
the public on the government’s anti-
drug campaign and the strategies to
prevent from being lured into illegal
drug activities.
In 2013, PDEA also intensified its anti-
drug efforts in Barangay Pinyahan,
Quezon City, where PDEA National
Headquarters is located. In support
to its supply reduction activities, PDEA
conducted a series of drug demand
reduction activities in the barangay.

PDEA 24/7 SMS Hotline
On April 22, 2013, the PDEA launched its 24/7 Short Message Service (SMS)/ Text Center, a hub that strengthens the Agency’s link to the general public.
The PDEA Anti-Drug Text Center is donated by Go Live Pacific, a leading global provider of technology-enabled solutions and services. This caters to all the subscribers of the top telecommunication networks in the country namely: Smart, Talk and Text, Globe and Sun.
The PDEA Anti-Drug Text Center aspires to fully engage the citizenry in the battle against the use and abuse of illegal drugs. This system presents
an avenue for the general public to report to the Agency illegal drug-related activities suspected to occur in their community. Furthermore, this is an information hub wherein PDEA-related questions and queries posed by the citizens could be easily received and answered by the Agency.
Since its launching in April 2013, a total of 8,040 messages regarding drug-related activities were received by the Agency. 156 of these messages were related to high value targets of PDEA. In response to these messages, the PDEA has conducted several significant efforts that include intelligence operations, casing and surveillance coordination, and rehabilitation assistance.

Logistics Support
With the persistent threat of illegal drugs in the country and the challenges in pursuing high-value targets and high-impact operations, PDEA continues to build its capabilities. PDEA equips its operating units and Drug Enforcement Officers with the essential resources to thrive in the battle.
In July 2013, PDEA procured 217 modular tactical bullet-proof vests, 89 units of sando-type bullet-proof vests, 153 units of Kevlar tactical helmets, and various ammunition.
To enhance the Agency’s firepower, 40 units of caliber 9mm Nano Beretta pistol, and 118 units of caliber 45 Norinco pistol were procured in December 2013.
The Agency has also acquired vehicles in 2013 which include 13 units of Isuzu Crosswind and a Honda XRM 125cc motorcycle.

ENABLING POLICY ENVIRONMENT FOR ANTI-DRUG STRATEGY
Creating a policy environment that reinforces the conduct of anti-drug operation is one of the priority programs of PDEA. The Agency recognizes the need to create a milieu where anti-drug strategies can advance through the issuance of policies and mandates to enhance the conduct of anti-drug operations, provision of adequate resources, and broader participation of partners and stakeholders.
PDEA Strategic Direction 2013-2020
The Agency set its strategic direction for seven years through the conduct of Strategic Planning on January 21 to 22, 2013 which was attended by the Command Group and all Service and Regional Directors. The output of the planning exercise is the PDEA Strategic Direction (PSD) 2013-2020. In order
to properly disseminate the PSD, the document was printed and distributed nationwide.
The PDEA Strategic Direction 2013-2020 now serves as the basis and reference of all operations, programs, projects, activities, initiatives and performance of the Agency.
The PSD contains the Agency’s Vision, Mission, Core Values, Organizational Performance Indicators Framework (OPIF), Strategic Map and Strategic Objectives.

• Request amendment of Board Regulation No. 2, series of 2002 entitled “Guidelines on the Custody and Disposition of Seized Dangerous Drugs, Controlled Precursors and Essential Chemicals and Laboratory Equipment and for Other Purposes” to provide for the utilization of seized drugs and CPECs for purposes of canine training that lead to the issuance of DDB Board Regulation No. 1, series of 2013 with the same title.
