A
Procedures Prior To School-Based Examination
1. Exam Committee Members
The Exam Committee is responsible for the smooth running of school-based
Examinations.
The Exam Committee will also work closely with Year Heads in the smooth running
of Holistic Assessment Plan such as mini tests / reviews and performance tasks.
The Exam Committee will prepare the examination work schedules (Refer to
Appendix 1A for sample) and timetables for the pupils. The exam timetables –
together with topics to be tested - will be released to the pupils at least 3 weeks
before the commencement of the oral exams. The timetables will be made available
on the school website. (Refer to Appendix 1B for sample)
The Exam Committee will issue the updated P1 to P4 HA assessment plans to
pupils and parents at least 3 weeks before the commencement of the first
assessment in the levels. The P1 to P4 Holistic Assessment Plans will be made
available on the school website (Refer to Appendix 2 for sample)
The respective IP heads will be responsible in checking the accuracy of the data
shown in the timetables and HA assessment plans.
Topics to be tested will be issued together with the exam timetable. Table of Specs
or TOS should not be issued to parents.
The Exam Committee will plan the invigilation schedules 2 weeks prior to exam
dates.
The Exam Committee will hand out markers’ list 2 weeks before the administration
of mid-year and end-of-year exams.
All the updated soft copy of the above-mentioned documents can / may be retrieved
from the exam committee’s sharing folder in the school staff portal.
The Exam Committee will coordinate with the OM in putting up notices around the
school to remind pupils, visitors and staff that the examination is in progress.
2. IP Heads
The Exam Committee will prepare and email the Setters’ and Vetters’ Lists (Refer to
Appendix 3 for sample). This list will be given to the teachers by end of Dec for the
setting of assessment papers in the following year.

3. SH / ET
Draw up a system for the keying of results and assist IP heads in the analysis of
results from the system.
4. Setters & Vetters
Setters will prepare/develop test items according to the Table of Specifications
(TOS).
Level vetting sessions will be arranged by the level co-ordinator and chaired by the
respective subject representatives.
The setter MUST be present during the vetting sessions.
After the level vetting, setters will submit the paper to the respective
subject/level/departmental heads for vetting. The P/VP will do the final vetting.
The onus for proof reading is on the setter.
5. Teachers
Form Teachers to hand in “Remarks” for checking of language & appropriateness,
by Week 6. P2, P4 and P6 remarks to P. P1, P3 and P5 remarks to VP.
The objective of the Remarks section in the Results Slip is to provide more
information to the parents about their child’s performance and attitude.
Remarks may include constructive feedback on how to help the child but should not
include negative remarks, e.g. criticisms of the child or the quality of support offered
by the parents. The Results Slip is a formal document addressed to the parents, so
the remarks should be written in complete sentences, and directed to the parents.
(Refer to Appendix 6 for sample).
All work given prior to examinations must be discussed / marked and returned
before the exam. Pupils will bring their subject files, workbooks, textbooks home at
least three working days before the week of written examinations / tests. During the
week of written examinations/tests, pupils will not be given any homework.
To do up classroom arrangements 1 day prior to the exams.
6. AEDs
To list out pupils with special needs/need special arrangements for exams 1 month
prior to the exams and update the exam coordinator.

7. Procedures for Setters & Vetters before the printing of Exam Papers
Setters will set exam papers based on TOS given by the respective IP heads.
All exam papers must be kept confidential. Papers would need to be reset should
there be any form of leakages.
Setters to get samples of exam papers (hard copy) which include the format for the
cover page/ format for setting of Paper 1 & 2 from the respective IP heads.
Soft copy can / may be retrieved from the dept sharing folders. All pictures used in
the exam papers to be scanned or drawn with computer.

Exam papers together with TOS and answer key must be handed to the respective
IP heads for vetting. Amendments need to be made by the setters and hand in to the
HOD before submitting to the P/VP for final vetting. (Refer to Appendix 4A for
sample)
It is important for setters & vetters to adhere to deadlines stated in the CA/SA Work
Schedules.
Sources must be acknowledged.
8. Procedures for setters after Printing of Exam Papers / Collating of Exam Papers
IP heads will pass the final copy of exam papers to Jenny for printing.
Jenny to pack papers according to required number with 2 extra sets for subject
teacher of the respective classes.
Setters are to check the printed exam papers once they are printed and collated.
If there are errata, please inform the respective IP heads.
Exam papers must be locked for safe-keeping in the respective cupboards in the
conference room immediately after checking. Teachers should not lock the exam
papers in their own cupboards.
Answer Keys must be kept separately from the exam papers. They must be
locked for safe-keeping in another cupboard.

B
Procedures On The Day Of The Examinations
1. IP Heads
The respective IP heads to prepare and get ready the Invigilator’s list for teachers to
sign when collecting and returning papers.
The respective IP heads will be assigned to answer queries on the respective exam
papers. IP heads will be assigned to answer queries on the respective exam papers
during the duration of the exam.
The respective Heads will be excused from other duty during the stated period.
No teacher is allowed to make any changes to any examinations papers without
prior approval from the respective IP heads.
2. Invigilators
Please refer to the invigilation schedules.
Invigilators are to collect the examination scripts from the respective IP heads from
6.50 - 7.05 am and 12.10 – 12.25 pm in the conference room.
Invigilators are to count the number of exam scripts assigned for the class before
leaving the Conference Room. They are to indicate the number of questions papers
that they have collected and sign in the sign-in & sign-out of exam script form. (Refer
to Appendix 4B for sample)
Check that desks in the room to be well spaced out so that pupils have no access
to their classmates’ answers. The distance between pupils’ tables should be at least
80 cm wide.
Arrange pupils to sit according to their index numbers in a snake-like direction –
(easier for teachers to note absentees). Pupils with extra time will be taking the
exams in separate rooms. (Refer to Appendix 7 for sample)
Check that windows and doors are all opened for better ventilation.
Check that all books are kept in the pupils’ bags.
Ensure that the pupils take out the necessary writing materials into the examination
room.
Bags are to be placed neatly outside the classroom without obstructing the
corridors and exits. On rainy days, bags can be placed neatly in front and at the back
of the classroom. No bags to be left hanging on the door knobs / handles or on the

shelves in the classroom. (Pupils are to keep their wallets and valuables.)
Check to see that no books are left on the desk or under it.
Check that pupils do not have any objects with words or writing. Remind pupils of
the purpose of exams and also not to look around the classroom or try to
communicate with the classmates in any way – onus will be on the pupils to prove
that they are not cheating.
Place each pupil’s question paper / exam script on his / her desk personally. Instruct
the pupils not to turn over the page until they are told to do so.
Check through the exam script with the pupils to ensure no missing pages, repeated
pages or damaged papers, and to fill in the information needed on the cover page.
Replace faulty exam scripts immediately.
Write clearly the following information on the whiteboard. The information includes
the exam, subject, starting time, ending time and duration of the paper.
e.g.
Invigilators are reminded that exams can only start during stated times and not
earlier.
Adhere strictly to the writing time allocated for each paper.
While the exam is in progress, invigilators must be vigilant and move around the
classroom (if necessary). No marking, reading and eating in the exam room. All
mobile phones must be switched off.
Remind pupils to use all the time given to the fullest extent, and that they are not to
give up halfway.
Invigilators at P1 and P2 classes need to check that pupils do not miss out on
doing whole pages.
Remind all pupils to check their answers thoroughly before collection time, at least
15 minutes before the ending time.
Do not provide any form of assistance to any pupil that may help him / her in
attempting the questions.
Fill in and sign the invigilator’s report and checklist (Refer to Appendix 4C for
sample) and bundle the exam scripts for submission to the key personnel in

charge of the exam in the conference room. Use the class namelist to check
any absentees. Names of absentees must be reflected on the cover page.
Ensure that all exam papers are accounted for and handed over promptly and
personally to the IP heads in the Conference Room. Invigilators are to sign in the
sign-in & sign-out of exam scripts form.
3. Procedures for Pupils who are absent on the day of assessment
Pupils should be discouraged to take the examination if they are very sick.
All absences must be substantiated with a Medical Certificate.
Pupils who are unable to sit for any component of the CA or SA paper with a valid
reason will have “VR” reflected in the overall mark for the subject.
Pupils who are absent without any valid reason from CA / SA paper will be
awarded zero marks for the paper missed.
There will be no make-up paper.
For pupils who are absent on the day of P1 to P4 Mini Tests / Reviews, they can
take the paper again during the window period as long as it is before the papers
are being released. P1 to P4 Mini Tests / Reviews must be conducted during the
same day.
Based on the subject’s HA assessment plan, the level committee will assign the
date and time where the assessments will be held.
C
Procedures After The Examinations
1. Procedures for Marking of Exam Papers
Before the start of marking, the teacher in charge of the respective papers is to
count the number of used exam papers and write its number on the sign-in & sign-
out of exam scripts form in the conference room.
The deadline for submission of marked scripts must be strictly adhered to. The
deadline by default shall be the fourth day after the exam date unless specified by
the respective IP Heads. For example: Date of Exam: 1 August Deadline: 4 August
Markers must exercise caution during the marking process to ensure that no pupils
are at a disadvantage.
A common marking session to be conducted for markers on the date of exam after
curriculum hours, unless otherwise stated by IP Heads.

Markers will record common errors made by pupils on the Markers’ Feedback
Report Form (refer to Appendix 5 for sample) for submission to the respective IP
HODs. This information will be shared amongst the teachers for remediation
purposes.
Subject teachers to submit result analysis to Subject Representative 1 day after the
release of exam papers to parents for their signatures.
Level teachers are to discuss necessary intervention strategies after the results have
been analysed.
The school’s IT support staff will scan pupils’ answers in the Optical Answer Sheets.
Respective setters to scan the answers in the system prior to it. The IT support staff
will return all scanned OAS, together with the printed mark list, to IP heads for safe-
keeping and distribution to the markers.
2. Procedures for Returning of Marked Scripts
All marked scripts must be returned to the IP Heads with the marks recorded in the
class list.
IP heads to do sample checking of 3 exam scripts for every class. Markers to be
informed of inaccuracies in marking if any. Exam scripts to be returned to markers
for re-marking and the markers need to return the exam papers to the IP heads on
the next working day.
Subject teachers to collect marked scripts from IP Heads after the sample checks.
3. Procedures for releasing and checking of exam papers
All answer scripts, [including spelling, dictation scripts & LC answer scripts (NOT the
LC question paper)], will be returned to pupils. EL and MT composition scripts will
be returned to pupils from SA1 2012. Compo/ LC / oral marks must be made known
to the pupils.
Year Heads will fix the dates for the return of the answer scripts.
Pupils will use green ink when copying down the answers. They are to have NO
other stationery on their desk.
Scripts will be returned to the pupils after the checking of answers has been
completed. The return of the exam papers to the pupils must be on the same day for
the level, however, the checking of the papers can take place earlier once the
markers finished marking the papers.
Answer keys should not be individually printed for pupils and parents.

Subject teachers will collect the scripts to check for parent’s signatures within 3 days
after the return, after which no further amendments or queries to marks will be
entertained.
4. Procedures for Keying in of Marks
The School Cockpit Coordinator will draw up a schedule for teachers to key in
the marks into the computer system. This schedule has to be adhered to
strictly, so that the report books can be issued to pupils on time. The level ET
co-ordinator will print results slips and mark sheets for the level teachers.
P5 to P6 subject teachers to key in CA / SA marks into nTrix / School Cockpit as
soon as they are ready. Accuracy is utmost important when keying in marks!
P1 to P4 subject teachers to key in the HA assessments into nTrix / School Cockpit
one week after the release of the papers to the parents. Accuracy is utmost
important when keying in marks!

Procedures For Year-End Promotion
SH ET would attend to the initial composition of new classes. Printed copies would
be provided for discussion by level teachers.
Together with P and VP, Year Heads would lead the level teachers in discussion.
The following levels would be moved en-bloc to the next level, i.e. P1, P3, and P5.
Banding / Streaming will be done at P2 and P4 levels.
Classes in the level will be sequenced such that the best class would be the first
class.
All levels are required to follow closely the guidelines specified in the SAPS
Guidelines for Promotion.

Holistic Assessment in Academic Subjects P3 Proposed School Assessment Plan (2012)
Please note: There is no CA1 and CA2 for Primary 3 Level.
The weightage for SA1 & SA2 Math and Science is 20% and 30% respectively as they are content-based curriculum. Hence the
total % of summative assessments for the year is 50%.
The weightage for SA1 & SA2 English & Mother Tongue Languages is 30% and 40% respectively as they are skill-based curriculum. The Oral testing begins as early as Week 5 followed progressively by the other non-paper 2 components. Hence the total % of summative assessments for languages for the year is 70%.

Guidelines for filing in Report cards: Remarks Section
The objective of the Remarks section is to provide more information to the parents about their child’s performance and attitude. It may include constructive feedback on how to help the child. The remarks should be in complete sentences as this is a formal report.
1. Include information on the child’s performance/attitude to work and peer interaction, her interests, etc. to project a ‘holistic education’. Do not limit to just pupil’s academic work.
Lee Peng is a hardworking girl who never gives up. She has shown improvement in her studies, and has achieved better results this term/ semester.
She is a friendly and intelligent girl who exhibits leadership ability. She has performed her duties of class monitor very well.
2. Find something positive to say so that the overall effect is “encouraging”.
Avoid the “This is good but..” syndrome.
X A pleasant girl. However, she needs to work harder and pay more attention in class. She is weak in English, Maths and Science.
XXX has done well but is still capable of better results. She shows interest in her work. However, she needs to be more attentive in class.
3. Do not write one-sentence remarks.
4. Make sure that the comment makes sense in the context of the results. If necessary, elaborate a little to clarify your comment, e.g. if the child has Band 1s, writing the one comment, “She needs to work harder”, is not appropriate.
5. The target readers are the parents and not the pupil. Do not mix up the target readers, i.e. begin talking to the parents and end up talking to the pupil. It does sound like we are telling the parents what to do, e.g.,
Χ Michelle is a quiet and well-behaved pupil. However, her command of the English Language could be improved. Read more during the holidays. Work harder.
Χ Grace is a friendly pupil. Her grades have improved tremendously. Keep up the good work! [Continue to work hard!]
6. Do not write only negative comments or those that imply the child is weak.
Χ She should try to pay more attention in class. She should read more books to improve her command of the English Language.
7. Do not make any comments that suggest criticism of the parents.
Χ Michelle is a polite and helpful pupil. She needs extra coaching at home in order to improve his results.
Χ Lee Peng needs home supervision in her studies. 8. Check for accuracy before printing or handing in the slips:
Typographical errors, e.g. words without spacing “Heis”; “He can do better..”
