} So make sure YOU:◦ Confirm that each examinee has recorded responses on his/her answer

document◦ Collect ALL tests and materials from the test administrators, including

small groups. Verify their return to the Campus Testing Coordinator. NOTHING SHOULD BE INSIDE OR OUTSIDE THE BOOKLETS◦ Alphabetize and account for every answer document, including small

groups◦ Stack your test booklets. MAKE SURE NOTHING IS STUCK INSIDE OR

OUTSIDE THE BOOKLETS. Turn them face down, and from that position,PUT THEM IN NUMERICAL ORDER FROM SMALLEST NUMBER ON TOP TO LARGEST NUMBER ON THE BOTTOM◦ Verify that YOU have marked the correct test taken information and

form number on each answer document and that all transcribing has been completed and “Transcribed by _______” has been written across the top of the answer document.

It’s the Law! Violation of security or confidentiality of any test required by the Texas Education Code (TEC) Chapter 39, Subchapter B, shall be prohibited. A person who engages in conduct prohibited by the Test Security Supplement may be subject to sanction of credentials.

Conduct that violates security and confidentiality of a test is defined as any departure from the test administration procedures established in the Test Security Supplement and all other test administration materials.

Test SecurityAny person who violates, assists in the violation of, or solicits another to violate or assist in the violation of test security or confidentiality, and any person who fails to report such a violation is subject to … penalties.

Release or disclosure of confidential test content could result in criminal prosecution under TEC §39.0303 … and section 37.10 of the Texas Penal Code.

Test SecurityIn addition, any irregularities in test security or confidentiality may also result in the invalidation of student results.

The superintendent and campus principal of each school district administering the tests as allowed under TEC §39.033, must develop procedures to ensure the security and confidentiality of the tests.

Students will be provided four hours in which to complete STAAR, STAAR Modified, or STAAR L tests.

Start and Stop Times

- four-hour time period begins after the test administrator reads directions and tells students to begin working on their tests

- test administrators must use a clock or timer

- start and stop times must be recorded on the seating chart

- students must record all responses by the end of the four-hour time period

Test Materials} Secure materials must be stored under lock and key when

not in use. (This does NOT include your locked classroom.)

} Never leave secure materials unattended in a room – TEA Mandate.

} Homeroom teachers will check out secure testing materials on the morning of testing from the campus testing coordinator and will return them ALL of them (including small groups) immediately when students finish testing.

} Teachers sign out materials; Coordinator signs them in.

} No person may view, reveal, or discuss the contents of a test or answer document unless specifically instructed to do so by the procedures in the test administrator manuals.

} No person providing an oral administration, or other accommodated administration may write notes, calculations, or any other marks in a test booklet or in any other location.

} Secure materials may not be duplicated by test administrators. TEA NO LONGER allows duplicating of compositions.

} Seals on test booklets may only be broken during testing sessions and only by persons authorized to do so in the instructions--the student.

} No person may answer verbally or nonverbally any question that relates to the contents of a test before, during, or after a test administration.

} No person may review or discuss student responses during or after testing unless specifically authorized to do so by the procedures in the TA manuals.

• Reinforcing, reviewing, and/or distributing testing strategies during an assessment is strictly prohibited.

• You cannot require students to use any particular test taking strategy or accommodation, such as read aloud or study aids. Students can use test taking strategies, but you cannot require them to do so during the testing. This includes first marking answers in test booklet and then transferring them later to the answer document, or touch booklet answer/then touch answer document choice.

} TEA does allow school districts to use non-certified paraprofessionals who are employed by the district and routinely work with students in the classroom.

} The district must identify a certified staff member who will be responsible for supervising the paraprofessional who serves as a test administrator.

} If a violation of test security or confidentiality occurs under this circumstance, then the supervising certified professional is subject to the penalties.

} Paraprofessionals must complete a district non-certified paraprofessional testing oath which includes the name of the supervisor and the signatures of both the paraprofessional and the supervisor.

- can result in the individual(s) responsible being referred to the TEA Educator Certification and Standards Division for consideration of disciplinary action

- must be reported to TEA as soon as the district coordinator is made aware of situation

- must be investigated by coordinator immediately, an incident report must be filed, and required documentation must be submitted in a timely manner

} TEA Reps will again be conducting on-site visits to districts and campuses throughout the 2013 testing year.◦ If selected, the monitors will show up unannounced.◦ If we are administering state testing in strict

accordance with the manuals, then you have no reason to be concerned. KEEP PROCEDURES ON YOUR DESK WHEN TESTING.◦ The state monitors will only be one more person

monitoring your testing room. Your testing room will be monitored by your principal, your campus testing coordinator, and district testing coordinator even if the state monitors do not visit our district.

STAAR Writing: New Tracking Method} A new graphic is being used on all STAAR writing tests to

help students correctly link each prompt in the test booklet to its corresponding lined page in the answer document.

} The graphic is located at the top of each prompt page and the top of each lined page.

} The graphic is a 3½-inch rectangle containing a unique set of symbols (triangles, squares, or diamonds) for each composition students have to write.

Special features that should be disabled when transcribing for a student using technology-based methods (e.g., word processor, software)- Disable internet access- Disable spell check, word predictor, and all other special features

The student must be given the full four hours to complete the test. All of the student’s responses must be initially recorded by the student (e.g., onto scratch paper, the student’s test booklet, typed) by the end of the 4-hour time limit.

It is recommended that the test administrator ensure that the student makes all responses clearly and completely. Any interaction with the student regarding the intended responses is prohibited after the testing period has ended.

If needed, the test administrator may transfer the student’s final responses onto the answer document after the testing period has ended.
