Chairman’s LetterTwenty thirteen, our 26th year, was another great year for the South Dakota

Community Foundation. Our third president, Stephanie Judson, stepped right into

her new position after 16 years helping the foundation to grow and thrive in previous

positions with it.

We again excelled in fundraising with $17.8 million of new contributions. We supported

our missions with $5.5 million of grants. Assets at year end totaled $194 million which

is a great step up from the $10 million of seed money, $5 million from the McKnight

Foundation and 3M Company and $5 million of matching dollars raised in South

Dakota, 26 years ago. Our investment strategy was well rewarded in 2013 by the

financial community with a 20.4% increase.

We are not resting on past achievements. Early in 2013 we developed our new strategic

plan looking out to 2020. We enhanced our cooperation with the Bush Foundation and

other South Dakota nonprofit organizations through a $225,000 Community Innovation

Grant Program. We serve as the intermediary partner in the program’s grant funding

to other Sought Dakota nonprofit organizations. Leadership South Dakota is another

future oriented initiative that we have agreed to enthusiastically support to build

leadership infrastructure in our state.

We are again thankful to our founders. During the year, Paul and Muffy Christen

established a $2.5 million challenge grant to significantly increase the South Dakota

Fund of our foundation.

Once again, it was truly an honor to serve as Chair. The South Dakota Community

Foundation is a forward looking organization dedicated to providing opportunity to

future generations of South Dakotans in South Dakota. It provides another opportunity

for our generation to participate in this most important citizen building effort.

SDCF HistoryThe South Dakota Community

Foundation (SDCF) was created as

a public, nonprofit corporation

on November 11, 1987, as part

of the late Governor George

S. Mickelson’s vision for South

Dakota’s second century.

To establish the SDCF, the

McKnight Foundation, along

with the 3M Corporation, issued

a $5 million challenge grant to

the state of South Dakota. The

grant memorialized the life of

South Dakota native William

L. McKnight, a former CEO

of the 3M Corporation and

the founder of the McKnight

Foundation. The state of South

Dakota committed $2 million

to the project, and within twelve

months the SDCF leadership

raised the additional $3 million

from private donors to fulfill

the entire challenge grant.

Today, the SDCF holds more

than $194 million in total assets

and manages 650 endowed

funds. Through the continued

generosity of South Dakotans

and solid investment returns,

the people and communities

of South Dakota will benefit

from the work of the SDCF

for generations to come.

President’s Report One year ago, I wrote to you for the first time in my new role as President of the Foundation. While it

hardly seems possible that twelve months have passed, I am very pleased to fill you in on what has been

an extraordinary year for the Foundation.

As you read through this year’s annual report, you will see a story unfold—a story about how we are

working with donors and helping South Dakotans.

The story starts with the generosity of South Dakotans, affirming their confidence in our mission and our

stewardship. You will read about the hundreds of grants issued from our grantmaking programs and from

the more than 650 funds that we manage. We will introduce the 40 new funds established in 2013 and

the philanthropic objectives of each of those funds. We can all celebrate investment returns that exceeded

the benchmark by over 4%. We are proud of this year’s story, and we are also excited to share with you

what we are working on for next year.

Community foundations are committed to the future. Every grant we give and every donation we receive

has huge implications for South Dakota’s future. We are engaged in the here and now, but we are

entrenched in the future. Simply put, community foundations are “for good, forever.” The focus for 2014

is making the good we do even better:

• Increasing awareness about the Foundation and the services we provide

• Growing assets so that we can provide more resources to support charitable causes

• Linking donors to opportunities that match their passions

• Developing new partnerships, like the Bush Community Innovation Grant program

• Forging new initiatives, such as Leadership South Dakota

As the next year unfolds, we will continue the storyline that began 26 years ago. We will rely on the

leadership of a high caliber board, the support of a committed donor base, the expansion of a solid

grantmaking program, and the engagement of strategic funding partners.

It has been my honor and pleasure to serve you, and I look forward to co-writing this next chapter with you.

connects you with the type of fund that best

achieves your specific charitable goal as a donor.

All SDCF funds are permanently endowed meaning

the principal of your gift is invested. As the fund

accumulates investment returns, a portion of your

fund’s value is available for distribution each year.

Giving a charitable gift through a fund at the

SDCF lets you give back to the nonprofits you are

passionate about and ensures the impact of your

gift endures for generations.

Learn about the types of funds we offer to the right. You can also see the list of funds already helping South Dakotans on pages 10-16.

Which Fund Type Fits Your Charitable Goal?

Designated Funds: benefit specific charitable organizations selected by donors when establishing the fund.

Agency Endowment Funds: provide an ongoing revenue stream to support a nonprofit or academic institution’s mission. Agency Endowment Funds are created by a nonprofit organization, but donors can make gifts to an organization’s Agency Endowment Fund.

Community Savings Accounts: support the basic needs and enhance the quality of life for a specific community or region in South Dakota. The earnings are awarded through grants at the recommendation of a local board of directors.

Donor Advised Funds: allow donors to recommend nonprofit organizations of their choice to be considered for grants each year.

The South Dakota Fund meets the diverse and vital needs of people across the state in the areas of education, health, human services, economic development and culture. The SDCF Board of Directors awards grants based on the established grant guidelines. Donors can establish a named fund within the South Dakota Fund to award grants in their family’s name forever.

Scholarship Funds: benefit South Dakota high school graduates pursuing higher education. The donor can define specific areas of focus for the scholarship.

Field of Interest Funds: benefit areas of interest, specific issues, populations or geographic areas that interest the donor without identifying individual organizations.

While many of the funds at the South

Dakota Community Foundation (SDCF)

impact nonprofits through gifts from

donors, Agency Endowment Funds

allow us to directly serve nonprofits in

the state. These funds provide charitable

organizations a sustainable funding source

for existing projects and the ability to plan

for future needs.

The SDCF Board of Directors is committed

to working with existing nonprofit

organizations to help them establish

an Agency Endowment Fund. Nonprofit

organizations can apply for matching fund

opportunities to assist them in getting

started. One such challenge grant helped

kick-start Feeding South Dakota’s Agency

Endowment Fund in late 2012. The

organization raised funds throughout 2013

to establish a consistent stream of funding.

“The South Dakota Community

Foundation connects people who

can work together for the greater

good—and in particular, they were

instrumental in connecting us with

a benefactor who was willing to

make a challenge gift that could

act as a catalyst for others to give

to our Agency Endowment Fund,”

says Matt Gassen, executive director

of Feeding South Dakota.

“Because of the gift, we were able to

increase our endowment fund from

$10,000 to $50,000 within the first

six months of the initiative,” observes

Gassen. “These are dollars that will make

an incredible difference in the lives of

South Dakotans suffering from the pain

of an empty stomach.”

Simplifying Life for Nonprofit LeadersIn addition to challenge grants, the SDCF’s

administrative services allow a nonprofit

to focus on its mission. The Boys & Girls

Club of Brookings has been building its

Agency Endowment Fund since 2009,

and the organization’s leadership

team and donors value the SDCF’s

professionalism, transparency and

money management services.

“Whether large or small, our donors have

appreciated that our investments and their

gifts are being handled by the SDCF,”

says Vanessa Merhib, executive director

of the Brookings Boys & Girls Club. “The

SDCF has resources that can provide more

detailed information than we might have

to donors and advice to staff. Overall, it

gives a level of transparency and trust to

our donors that funds invested with the

Boys & Girls Club Endowment are being

handled well.”

Creating Lasting ConnectionsCreating an Agency Endowment Fund

for a nonprofit begins with a conversation

among the organization’s team, board

members and the SDCF to decide if

an Agency Endowment Fund is an

appropriate tool for success. The SDCF

has walked dozens of organizations

through the setup process for these

funds and would be happy to meet with

any nonprofit interested in creating a

consistent, perpetual funding source.

Organizations across South Dakota have

established Agency Endowment Funds

with the SDCF and nonprofit leaders

encourage others to do the same.

“As the only statewide community

foundation in South Dakota,

collaborations like this make a difference

in the way we operate and opens the

door to meeting new people,” says

Feeding South Dakota’s Matt Gassen.

“The foundation’s staff is not only

professional and committed, but they

are driven by a desire to make sure South

Dakota is always at its best. Without

hesitation, our work has been enriched

by this partnership—and that too is a

legacy we hope will last forever.”

For years, Dale Larson, chairman of the board at

Larson Manufacturing, has been helping secure

homes with the storm doors and windows his

company produces. He has also been working,

along with his wife Pat, to secure a better future

for the next generation of South Dakotans.

Larson’s connection to the South Dakota

Community Foundation (SDCF) began in 1987

when he accepted a position on the first SDCF

board of directors, and Larson Manufacturing,

with its corporate offices in Brookings, was a large

contributor to the challenge grant that started

the foundation. As the SDCF grew, Dale and Pat

decided to leverage their charitable dollars by

establishing and supporting funds at the SDCF.

“I encourage others in our state to partner with

the South Dakota Community Foundation,” says

Dale Larson. “They are efficient and experienced

in handling restricted funds and unrestricted funds

with good oversight on choosing grant recipients.”

Securing Long-Term Funding Larson was instrumental in showing organizations

the benefits of Agency Endowment Funds and

offering financial support to launch the funds. He

donated money to help the Boys & Girls Club of

Brookings establish an Agency Endowment Fund,

creating an ongoing revenue stream to support the

organization. The fund allows the organization to

focus on its mission to inspire and enable young

people as well as recruit other donors to build its

pool of long-term support.

The board of directors at the Children’s Museum

of South Dakota, which Larson’s family built in

Brookings, also decided to establish an Agency

Endowment Fund with the SDCF. The fund will

provide a stream of money to support the museum’s

desire to spark learning through imagination,

creativity and discovery in South Dakota’s children.

To benefit a group of people at the other end

of the age spectrum in Brookings, Larson also

provided funds to bolster the United Retirement

Center Fund. His donation to the designated fund

helped to update and renovate the buildings on the

Center’s campus.

“The South Dakota Community Foundation

fulfills a need for small organizations to have

endowments,” Dale Larson comments. “It has

quality people on the staff and board, professional

management for investments and promotes

philanthropy.”

The Christens Spark Growth in the South Dakota Fund Paul and Muffy Christen’s support of the South Dakota Community

Foundation (SDCF) is nothing new. What is new is the Christen’s commitment

of $2.5 million to the SDCF as a challenge gift. The Christen’s gift, along with

matching funds raised from other individuals in the state, will be invested in

the South Dakota Fund. The cumulative $5 million gift will allow the SDCF

to award an additional $200,000 in grants annually to support nonprofit and

charitable causes across South Dakota.

“We made the decision to issue this challenge to our fellow South Dakotans

now, so we may witness the good these dollars will bring to nonprofit

organizations across South Dakota,” shares Muffy Christen.

“We believe very strongly in building permanent

endowment funds to provide resources for worthy

causes forever. We have great confidence in the

South Dakota Community Foundation, its current

board, as well as future boards.”

The Christen’s 2013 gift is just a piece of the help they have offered the SDCF

over the past 26 years. Paul served on the foundation’s steering committee

in 1987 and as chairman of the SDCF board for nine years. Muffy is a current

member of the SDCF’s board of directors and investment committee. The

Christens have been active in philanthropy for many years and announced

a $25 million legacy gift to the SDCF in May 2011, which earned them a spot

on the Chronicle of Philanthropy’s “Top 50 Donor List” that year.

Two elements make the Christen’s gift unique—the timing and the

collaborative nature of the donation. The couple’s decision to give a piece

of their $25 million planned gift now allows more good to happen during

their lifetimes. The gift is also a challenge donation, meaning the contribution

is triggered only when other South Dakotans give.

Paul Christen firmly believes, “Every gift is important. Everybody can

give something.”

At the SDCF, we have the honor of witnessing the generosity of South Dakotans

each and every day. We are encouraging others to follow the Christen’s lead and

support great organizations, doing great work here in South Dakota. Please join

Securing New Grant Dollars Dale Larson’s help in introducing nonprofit

successfully completed the SDCF’s South

Dakota Fund grant process, connecting the

organizations with new dollars to make a

difference in the lives of South Dakotans.

Beth Benning, SDCF board member, presented a check to Jean Kessloff, Historic Rapid City president, for the McGillyCuddy House Project. The organization is working to restore the former home of Dr. Valentine McGillycuddy who was a mayor of Rapid City, Dean of the SD School of Mines and Technology, delegate to the SD State Constitutional Convention, and the state’s first State Surgeon General.

The WWII Pheasant Canteen Team received a grant check from SDCF board member Curt Wischmeier, MD. Accepting the check were members of the WWII Pheasant Canteen Team, including Patsy Weigel, Vera Lilly, Ruth Casanova, and Lila Schwalbe. The funds contributed to the development of a historical display at the railroad depot in Aberdeen.

Jim Childers, treasurer of the Spearfish Veterans Monument, and Richard Rutherford, director of construction and committee member of the Spearfish Veterans Monument, accepted a grant award check from SDCF Program Officer Ginger Niemann for Phase I of the organization’s memorial building project.

Chuck Quinn from Oahe Inc. received a check from Ginger Niemann, SDCF program officer, to assist in acquiring a lift-equipped, Americans-with-Disabilities-Act-approved minivan.

Connections That CountWhen it comes to helping South Dakotans, it all starts with

a donor. An individual connects with the SDCF to make a

contribution, and his or her generous donation flows into

the foundation. As a result, more money is distributed to

worthy nonprofit organizations through grants. As a statewide

philanthropic resource, we have provided grants to nonprofit

organizations in all 66 counties.

During the year, funds flow out of the SDCF through

two distinct channels:

South Dakota Fund GrantsThe South Dakota Fund meets the vital and diverse needs of people across our

state. The grants focus on supporting education, health, human services, economic

development and culture. Grants from the Field of Interest Funds also flow through

this channel.

Donors who are committed to meeting the most pressing statewide needs or making

a lasting impact on the entire state often gravitate to the South Dakota Fund. Each

year, grants are awarded to nonprofits at the discretion of the SDCF Board of Directors.

Foundation GrantsFoundation Grants encompass all grants and scholarships distributed by individual

funds administered by the SDCF. Fund holders, boards of directors and scholarship

committees recommend grant recipients and amounts to the SDCF who then sends

checks to verified groups and organizations. Foundation Grants include distributions

made from Agency Endowment Funds, Community Savings Accounts, Designated

Funds, Donor Advised Funds, and Scholarship Funds. You can view a complete list

of Foundation Grants beginning on page 37.

South Dakota Fund GrantsThe South Dakota Fund is a flexible

and accessible source of funding that

meets the vital and diverse needs

of South Dakotans. As the state

continues to change and encounter

new challenges, the South Dakota

Fund stands ready to support the

people of South Dakota.

In 2013, the SDCF awarded 48 grants totaling $394,000 from the South

Dakota Fund. The grants ranged in

size from $2,000 to $20,000 and

were distributed to charitable and

nonprofit organizations across South

Dakota. The SDCF received 73 grant applications, with requests for funds

totaling over $900,000 during 2013.

The South Dakota Community Foundation Helps Teach for America Improve Education

Each year the South Dakota Community

Foundation (SDCF) has the pleasure of partnering

with nonprofits serving South Dakotans. Teach for

America, an organization committed to ensuring

kids growing up in poverty get an excellent

education, is one of the organizations that has

received funding from the South Dakota Fund.

In 2004, Teach For America started bringing

educators into South Dakota’s most under-

resourced schools. Today, the program has grown

from a team of 17 to 66 educators investing in

students on the Rosebud, Pine Ridge, Standing

Rock and Lower Brule Reservations. The program

actively recruits outstanding college graduates

and professionals to teach in public schools for

at least two years. More than 50 alumni of the

program continue to teach and work in the

state as well. In the short-term, the program

aims to deliver immediate, improved educational

outcomes and in the long-term, mobilize a

community-driven movement to increase

academic rigor and cultural affirmation.

Although Teach for America knows that great

teachers alone will not move a system, they do

believe their results-oriented, recruitment pipeline

will be a critical piece in closing the achievement

gap between students attending schools on

reservations and students in more affluent

school districts.

“In the schools we work with, high school

graduation rates hover around 40 percent and

proficiency rates struggle to exceed 30 percent,”

says Jim Curran, executive director of Teach for

America – South Dakota. “We have provided a

critical source of talent, especially in middle and

high school classrooms, to some of our state’s

lowest-performing schools.”

The board of directors at the SDCF desires to

decrease the educational disparity between South

Dakota students and has supported Teach for

America – South Dakota’s efforts with five grants.

“The path forward to a united and just South

Dakota requires diverse stakeholders to work

together around this shared vision. The South

Dakota Community Foundation is perhaps the

entity in our state most positioned to bring

From Tragedy to HopeThe South Dakota Community Foundation (SDCF) staff first met Shirley Baas and

her husband, Dr. Wally Baas, after the death of their 20-year-old son David. On

his way home to Mitchell from the Air Force Academy in Colorado, David was

killed in an auto accident near Winner, SD, in 1997.

From the SDCF’s first conversations with the family, it was clear the Baas’ were

determined to make good come from their tragic loss. They chose to set up a

fund with the SDCF to honor their son by focusing on the defining qualities of

David’s life—high-academic performance, Christ-like character and a passion for

aviation. Since 1998, the David Baas Memorial Scholarship Fund has provided at

least one Mitchell Christian High School senior a $2,000 academic scholarship

to pursue higher education annually. If more funds are available for distribution

in a particular year, additional scholarships are awarded in the amounts of $250,

$500 or $1000.

Only two years after David’s death, tragedy again visited the Baas family. While

attending a medical convention, Wally and Shirley were walking down a Las

Vegas, Nevada, sidewalk when a drunk driver jumped the curb. The out-of-

control car struck Wally, causing fatal injuries. Wally was just 51 years old when

his life ended on that Sunday morning in 1999.

Shirley once again chose to believe hope could spring from the tragedy of her

husband’s death. With generous contributions from family and friends, the

family added money to the memorial fund. As goals and requirements changed

over time, the family divided the donations between the David & Wally Baas

Memorial Scholarship Fund and the David & Wally Baas Memorial Fund. This

not only enables Mitchell Christian students to achieve their higher education

goals, but also allows the family to support various Christian nonprofits. From

July 1998 to December 2013, the family made 217 grants from the two funds

totaling $92,000.

“Christ was at the center of both Wally and David’s daily lives,” reflects Shirley.

“They lived out Matthew 28:19, ‘Therefore go and make disciples of all nations,

baptizing them in the name of the Father and of the Son and of the Holy Spirit.’

These funds make it possible for others to fulfill this calling too.”

The South Dakota Community Foundation deeply respects Shirley’s decision to

continue to help others in the aftermath of her great loss.

“David and Wally impacted people’s lives positively on a daily basis

while they lived; the memorial fund makes it possible for them to

continue this positive impact—in essence, still changing the world

for the better long after they have passed from it,” says Shirley.

The reasons behind tragedies like the hardships the Baas family has faced remain

unrevealed, but their story is evidence that generosity can yield a blessing, despite

its roots in pain.

Human ServicesThe Capital Area United Way received a grant to support Girls on the Run and Girls on Track. The programs empower girls to make thoughtful and healthy decisions.

Economic Development The capacity of rural communities to provide appropriate housing for their residents now and in the future expanded with a $15,000 South Dakota Fund grant to the Rural Housing Collaborative.

Education An innovative early childhood education program is getting off the ground in Deadwood’s Northern Hills Alliance for Children – First Step Child Care Center with the help of a SDCF grant.

Culture The Historic Homestake Opera House in Lead will be restored to its former glory with the help of a South Dakota Fund grant.

Health With the help of a $10,000 South Dakota Fund grant, the nonprofit Prairie Futures is developing its “Grow Your Own” Nursing Program, which provides non-traditional nursing students in rural communities with post-secondary educational opportunities.

Junior Stevens, a member of the Club for Boys in Rapid City, received a grant check from Stephanie Judson, SDCF president. The funds assisted with the purchase of a new sprinkler/firewall system in its relocated thrift store as part of the organization’s 50th Anniversary Campaign.

Community Savings Accounts: Neighbors Connecting With NeighborsA Community Savings Account (CSA) is a permanently endowed fund established

at the SDCF to support basic needs and enhance the quality of life in a community.

With a CSA, a community is able to ensure that their hometown continues to thrive

and prosper for years to come.

How Does a CSA Work?Our partnerships with CSAs are successful because of community pride and local

leadership. Donations to a CSA, along with investment returns, help the fund grow.

Each year, the local board of directors has access to 4.5% of the fund’s value to make

grants to nonprofit groups and charitable organizations in a community. With proper

management and continued community support, CSAs have the potential to be a

perpetual asset for communities throughout South Dakota.

How Can a CSA Help Your Community?Change is inevitable. In spite of our best attempts to predict the future, we cannot

foresee the challenges or needs that will face our communities in 10, 20 or 50 years.

By establishing a CSA today, communities not only provide future generations with the

funds to overcome potential challenges but also create a way for passionate community

members and business owners to support a community today.

Young Moore has been blessed with more days than

many South Dakotans, and he works to ensure he

does not waste them. At 94-years-young, Moore has

been a driving force behind creating and building

positive change in the community of Vermillion.

Whether as a member of the United States Army, or

as a passionate community leader, Moore’s life has

been dedicated to service. The impact of his work

may be far more beneficial than he could imagine.

Moore’s philanthropic philosophy stems from a

lifetime of experiences, education and mentors.

His vision for giving back was strongly influenced by

his son Gordon’s membership in the Boy Scouts of

America. He discovered the program relied on only

a few paid staff members. In place of compensated

staffers, the organization asked volunteers to give

of their time, talent and financial resources. The

experience caused him to focus his efforts on

groups and organizations where he could make a

significant impact, both as a donor and a volunteer.

“They [organizations] don’t tell you to give, but

I don’t know of any of them that aren’t hopeful

that you will,” says Moore. “I won’t accept

an invitation to serve unless I feel I can give a

significant amount [as a volunteer and donor]

to each,” stated Moore. “When I was a teenager,

during the Great Depression, we were hard-pressed

to have enough money to feed the family. I knew

that when I had the resources, I wanted to give

back. I’ve lived a long life. A lot of people have

been mentors to me and made my life better in

quality and gave me more opportunities. I really

owe the greater community for that happening.”

In 2000, Bob Sutton, former South Dakota

Community Foundation president, asked Moore

“This is not a free life that we lead. If you reflect on some of the

things that made things better for you, somebody or some activity

or organization played a positive role in making your life better.

I think you owe it to that group or organization or community

for making it happen. I have been fortunate to do just that.”

to establish a Community Savings Account with

the SDCF for Vermillion, SD.

“I don’t even know how he [Sutton] got my name,

but he challenged us to raise $100,000 for a

$25,000 match from the South Dakota Community

Foundation. I agreed to do it and put together a

task force to raise the funds,” recalls Moore.

Thanks to the efforts of Moore and a very

ambitious board of directors, the Vermillion Area

Community Foundation has given over $65,000

to 39 groups and organizations in the community.

Grant funding has supported:

• The purchase of new radios for the local

police department

• The creation of the Healing Garden at the

Dakota Hospital

• Facility enhancements to the W.H. Over

Museum and Washington Streets Arts Center

operated by the Vermillion Area Arts Council

• Community organizations, such as:

• Veterans Resource Center

• Vermillion Community Theatre

• Center for Children and Families

• Main Street Center

• Vermillion Rotary Club

“The Vermillion Area Community Foundation

could always use more money,” Moore states.

“I’d like to see the fund with $1 million, so we can

be responsive to future needs in the community.

I don’t think there is any question that this is

possible. I have been amazed at the amount of

money people are willing to give to the things

they care about.”

On November 21, 2013, the Vermillion Area

Community Foundation honored Moore for

his dedication to the town. At the “Thanks for

Giving” community banquet, Moore received a

key to the city, an American flag that flew over

the U.S. Capitol in Washington, D.C., and some

thoughtful words written by Senator Tim Johnson.

The Vermillion Area Community Foundation has

also established the “Young and Gwendolyn Moore

Society” for donors interested in leaving planned

gifts to the Vermillion community.

The future of Vermillion is much brighter thanks

in large part to the self-sacrifice and dedication

of Young Moore. He is proof that committed

leaders are critical to the success and longevity

of communities across South Dakota.

focuses on guiding the investment strategy and meets regularly

throughout the year.
