About Isle of Wight County
Founded in 1634, Isle of Wight County is one of the oldest county governments in the United States of America. Nestled on the shores of Virginia’s James River, Isle of Wight County’s residents enjoy the rural nature of the county coupled with the quaint atmosphere of the two incorporated towns, Smithfield and Windsor. Surrounding counties include Southampton County and Surry County, and nearby cities include Suffolk (adjacent to the southeast border), Newport News and Hampton (to the north across from the James River) and Franklin (along the southern tip of the county). The coastal cities of Virginia Beach, Norfolk, and Chesapeake, as well as the historic landmarks of Williamsburg, Jamestown and Yorktown are just minutes away.
During the 17th century, shortly after establishment of the settlement at Jamestown in 1607, English settlers explored and began settling the areas adjacent to Hampton Roads. Captain John Smith in 1608 crossed the James River and obtained fourteen bushels of corn from a tribe of Native Americans called “Warrosquyoackes.”
In the next few years, several plantations were established along the shore in the area south of the river.
By 1634, the Virginia Colony consisted of eight shires or counties with a total population of approximately 5,000 inhabitants. One of these was Warrosquyoake Shire, renamed Isle of Wight county in 1637, after the island in the English channel of the same name. The name was probably changed due to the difficulty of spelling and pronouncing its Native American name and because the Isle of Wight had been home of some of the principal colonists.
In 1732 a considerable portion of the northwestern part of the original shire was added to Brunswick County; and in 1748 the entire county of Southampton was carved out of it.

Historic SmithfieldSmithfield has many of the charms associated with Hampton Roads communities, including 18th & 19th Century architecture, a revitalized historic downtown, and all the character of a former colonial seaport. According to the Virginia Landmarks Register, Smithfield is “perhaps the best preserved of Virginia’s Colonial seaports.”
Smithfield offers residents a small town atmosphere, a first-rate school system, affordable housing, a historic downtown, and a state-of-the-art community/conference center – The Smithfield Center. The Virginia Review called Smithfield, “without a doubt, one of the prettiest towns in Virginia.”
Smithfield and the surrounding Isle of Wight County are as old as Virginia itself, having been first colonized in 1634. Located on the banks of the Pagan River, and lying on the opposite shore of the James River, across from Jamestown, the area was soon discovered by Captain John Smith and other early settlers. Smithfield and surrounding counties saw action during the Revolutionary War and Civil War, mainly because of its proximity to the James River.
Smithfield was born on the banks of the Pagan River and incorporated in 1752 by Arthur Smith IV. Smith parceled out his family farm into 72 lots and 4 streets to house British merchants and ship captains. Smithfield’s Historic District boasts over 70 buildings of exceptional architectural importance, including residences of the Colonial, Federal and Victorian periods.
Nurtured by trade and commerce, Smithfield soon became a town of industry with four plants devoted to the art of curing the world famous “Smithfield Ham.” Smithfield continues to host one of the nation’s largest meat-processing industries and the home of one of Hampton Roads’ largest employers, Smithfield Foods, Inc., an international Fortune 500 company. Smithfield and Isle of Wight County are proud to be the home of Smithfield Foods Inc., the
largest pork producer and processor in the United States. Smithfield Foods was founded in 1936 by Joseph W. Luter and his son, Joseph W. Luter, Jr., as the Smithfield Packing Company, now its largest subsidiary. The latter served as chief executive officer until his death in 1962. A grandson, Joseph W. Luter III, joined the company the same year, and in 1966 became chairman and CEO.
Smithfield Foods and the Luter family have been generous benefactors to the Town, making many contributions for education, recreation, cultural and community improvements. Joseph W. Luter III in 2007 donated $5 million to the town for the purchase and development of Windsor Castle, a former plantation in the heart of downtown Smithfield, as a public park. Dedicated in May of 2010, the park features a woodland trail system, picnic and open area space, dog park, kayak/canoe launch, fishing pier, mountain bike path, scenic overlooks and the historic manor house. The Smithfield-Luter Foundation, established in 2002, is a non-profit organization that acts as the philanthropic wing of Smithfield Foods, dedicated primarily to providing scholarship opportunities to the children and grandchildren of Smithfield employees. It has given $10 million to Christopher Newport University in Newport News, Virginia, to establish the Luter School of Business, and $5 million to the University of Virginia Cancer Center in Charlottesville, Virginia.
In 2009, the Smithfield-Luter Foundation donated $250,000 toward a $1.2 million renovation for historic St. Luke’s Church in Smithfield.
In 2006, Larry Pope succeeded Joseph W. Luter, III as chief executive officer of Smithfield Foods. On September 26, 2013, Smithfield Foods announced the completion of a definitive merger agreement with Shuanghui International Holdings Limited, which is now named WH Group Limited. The merger agreement stipulates that the company’s headquarters will remain in Smithfield, Virginia.

Town of Windsor— “The Heart of Isle of Wight County”
The Town of Windsor has been called “the hidden jewel of Western Tidewater.” With its friendly, small town atmosphere, excellent schools, and location near larger metropolitan areas, Windsor offers the best of all worlds.
This Gateway to Hampton Roads offers a strategic location for businesses with transportation to all parts of the United States and the world using highway networks, the Norfolk Southern railroad, and the port of Virginia. The Town of Windsor is located along Route 460 just west of the City of Suffolk. The town is governed by a seven member Town Council. All members of the council are elected at large, including the Mayor. The Council appoints a seven member Planning Commission to assist them in planning for the long term future.Windsor historical landmarks include the Captain Henry Saunders House, built about 1796, and the William Scott Farmstead, built circa 1750-1775, which are both listed on the National Register of Historic Places.
The first recorded name for what became the Town of Windsor was Corrowaugh. In 1852 Corrowaugh was established as a post office, and mail was brought once a week by courier until 1859 when the contract for mail service was given to the Norfolk & Petersburg Railroad. The railroad built a depot and it was called the Windsor Station.
In 1902, citizens decided it was time to organize the town. The charter was granted by the Virginia General Assembly on March 15, 1902, and Windsor Station became the Town of Windsor.

Landmarks in Isle of Wight CountyHistoric St. Luke’s Church, 14477 Benns Church Boulevard, SmithfieldA National Historic Landmark since 1962, St. Luke’s is the earliest original Gothic structure in the United States. Built in 1632, it is now the only colonial church left standing in Isle of Wight County. The building’s Gothic character is reflected in its buttresses, stepped gables, brick traceried windows and medieval, timber-trussed roof. Admission fee. Guided tours are available. 1750 Isle of Wight Courthouse, 130 Main Street, SmithfieldBuilt around 1750, this structure was used as a courthouse for half a century by the Town of Smithfield, which grew up around it. Once typical of courthouses across Virginia, this is one of only four remaining arcaded colonial court buildings. Constructed by William Rand, it features a distinctive semi-circular apse popular in English churches of the era. When the county seat was moved from Smithfield in 1800, the courthouse became a residence and the arcade was blocked up and the roof changed to a gable. Preservation Virginia restored the building to its 18th century appearance between 1959 and 1961, and ownership was deeded to Historic Smithfield, Inc. in 2013. Isle of Wight County Museum, 103 Main Street, SmithfeldThe Isle of Wight County Museum was founded in 1976 by a group of volunteers dedicated to the preservation of county history. The museum’s exhibits include prehistoric fossils, Native American and Colonial artifacts, a turn-of-the-century country store, displays interpreting the Smithfield ham industry, and perhaps the museum’s most notable artifact: the world’s oldest, edible cured ham. Boykin’s Tavern, 17146 Monument Circle, Isle of WightBuilt in 1762, Boykin’s Tavern is named for Francis Boykin, who served as a lieutenant with Patrick Henry and later camped with George Washington at Valley Forge. At the end of the 16th century, Boykin donated land for a new Isle of Wight courthouse, conveniently situated next to his tavern where court officers and personnel, curious observers and travelers could stop for meals and refreshments. Historic Fort Huger, located off Route 10 at 15080 Talcott Terrace, 8 miles north of Smithfield (follow the Civil War Trails signs) Historic Fort Huger is a strategic Civil War fort located overlooking the James River. This fort, along with Fort Boykin, was established to block the approach by land and river to the Confederate capital in Richmond. Four Square Plantation, 13357 Four Square Road, SmithfieldA Virginia Historical Landmark since 1979, this house was built in 1807 by Andrew Woodley and was considered by many to be one of the most beautiful and largest houses of its kind in this area of Virginia. William Scott Farmstead, VA Route 603 E of the junction with VA Route 600, near WindsorAlso known as the Roberts House and Ennis Pond House, this historic home was built circa 1750-1775, and is a two-story, five bay, gable roofed brick dwelling. The front facade features a pedimented one bay porch supported by Doric order columns. The interior retains much of its early Federal interior woodwork. Also on the property are the contributing servants’ quarters, smokehouse, barn, and corn crib. Privately owned.
Hayden’s LaneLocated in the 200 block of Main Street in downtown Smithfield and running between Main and Grace Streets, Hayden’s Lane was originally the driveway to Hayden Hall, an early girls’ school. The garden department of the Woman’s Club of Smithfield and the town created a lovely sitting garden and walkway to relax and enjoy the peaceful surroundings. Hayden’s Lane is available to rent for special events through the Smithfield Center.

TransportationTransportation is the lifeblood of any area. With an excellent system of highways and primary state roads, Isle of Wight County links easily to the rest of Hampton Roads. Two airports offering passenger service are just a short drive away, and the region is well served by passenger and freight rail.
Highways and RoadsThe county is served by a network of four-lane US and state roads. Isle of Wight County is connected north-to-south with US 258, linking the Carrsville/Franklin area, Walters, Windsor, and Isle of Wight with Smithfield. US 258 continues south into Southampton County and north, where it merges with US 17 at the James River Bridge and spans the river to the Hampton Roads Peninsula.
The James River Bridge gives immediate access to interstates 64 and 664. Southside Hampton Roads is accessible through the Monitor-Merrimac Bridge-Tunnel. Route 17 continues northward toward Washington, D. C. US 460 cuts across the county east-to-west, and through the town of Windsor and community of Zuni. Just 36 miles west of the county, Route 460 intersects with Interstate 95, offering immediate access for north-south traffic along the Eastern Seaboard. Also running east-west, Route 10 moves from northern Suffolk through Smithfield and northern Isle of Wight County into Surry County. From there, the free Jamestown Ferry is just a short distance, providing a link to James City County, Williamsburg, and Interstate 64.
Route 58 also cuts across the county east-to-west in the southern part of Isle of Wight, linking Carrsville and Franklin. This highway continues west to interstates 85 and 95, and east to Southside Hampton Roads.
