a bridge was built or reconstructed.

Source: ARTBA analysis FHWA FMIS database of federal aid projects. Average annual spending is based on bridge related spending for projects approved by FHWA division offices between 2003 and 2012 that include spending on bridge

construction, replacement or repair. Actual work may take place over a different period of time. Total only includes bridge related construction spending, and not such costs as planning and design or right of way. Does not include spending by

State DOTs or local governments on bridge work that would not include federal funds.

Federal-aid investment has supported $88.8 billion in bridge construction spending over the last decade to make

improvements to over 72,800 structures.

Source: ARTBA analysis of “FHWA Highway Statistics” data, total 10-year average 2001-2011 from Tables SF-1 and SF-2. The percent is the ratio of federal-aid reimbursements to the state and total state capital outlays and is indicative of the

importance of the federal-aid program to state capital spending for highways and bridges. Does not include local capital spending. Federal highway reimbursements are primarily used for capital outlays, including construction, right-of-way

acquisition and engineering, but are also used for debt service for GARVEE bonds.

* States that have issued GARVEE bonds before 2011.
