    PAMANA Program Counter-insurgency program the social services are not given by civilian

    agencies, but by the military. (Example:

    DSWD (distribution of 4Ps), CHED (collegescholarships), NEA (electricity), DAR and

    DOE. Example: after Ondoy, the military was assigned to

    distribute relief goods in the Compostela Valley instead ofDSWD. The community was asked to list down first their

    names before they are given the relief goods. After a few

    months, extrajudicial killings started to become rampant in

    the area.
