ABOUT THE CRIME COMMISSION: Purpose: The Broward County Crime Commission is a 36 year old state chartered office, acting judiciously on behalf of law – abiding citizens in maintaining an unwavering vigilance against crime and corruption in the community. Role: The Crime Commission evaluates crime in Broward County and south Florida and assists the Criminal Justice System with solutions against crime. Founded in 1976 as an independent, fact – finding agency, the Crime Commission has distinguished itself as a laureate governing body, which works diligently to improve the Criminal Justice System, as well as strengthen and preserve the key components of Public Safety in Broward County. Mission: The mission of the Broward County Crime Commission is to sustain and enhance the coordination, cohesiveness, resources, effectiveness, efficiency and productivity of the Criminal Justice System, so that citizens can live, work and raise families without the fear of crime. Operations: The Crime Commission executes its operations through a cadre of meritorious program’s involving perspective, research, education, technology, analytics, investigation, advocacy, and facilitation of findings to both the Criminal Justice System and the Broward County community. Functions: The Crime Commission functions as a strategic planning body involved in formulating criminal justice protocols. In so doing, the Crime Commission fosters community involvement with criminal justice representatives, corporations, businesses, colleges and universities, citizen organizations, government officials, law makers, public safety entities, and schools through the following initiatives: 1. White Paper Research Studies 2. Impact Estimates of Crime-Related Legislation 3. Editorial Writings 4. Expert Panel Discussions 5. Prominent Speaker Workshops and Seminars 6. Welcome Message: Broward County Crime Commission School Resource Officer (SRO) Awards Breakfast – Tuesday, December 16th, 2014 The Broward County Crime Commission welcomes you to the 2014 School Resource Officer (SRO) Awards Breakfast! Annually, the Crime Commission takes great distinction in honoring and celebrating select men and women who stand out as ‘difference makers’ within the Criminal Justice System. Perhaps, more than ever before, the modern day SRO has to deal with greater ancillary duties, threats, and risks that were not prevalent 25 years ago. In January of 2014, the F.B.I. conducted a study, from 2000 to 2012, documenting a steady rise in the number of “Active Shooter Events”. The second most episodes, approximately 29 per cent, occurred in schools K-12 and institutions of higher learning. These are issues that much of society cannot even begin to fathom. Yet, everyone here today is vigilantly aware of these risks, and diligently works to protect and serve as model first responder’s. Moreover, when SRO’s are integrated into a school setting, the benefits go well beyond the acts of policing and protecting. SRO's are mentors, counselors, and relationship builders to the students with which they interact. In many ways SRO’s are an inspiration and positive role model for much of the youth on campus. Therefore, today, December 16th, 2014, the Broward County Crime Commission will recognize and praise a host of deserving individuals: a Pioneer, a Community Service Stalwart, and 23 fine men and women who will garner the prestigious title of School Resource officer of the Year for their respectable police municipality or BSO district. School Resource Officer (SRO) Awards Breakfast Opening Speaker

Colonel Alvin Pollock, Department of Law Enforcement, Broward Sheriff’s Office: Colonel Alvin Pollock began his law enforcement career in 1977 when he joined the Broward County Sheriff’s Office. Throughout his career, he worked in several units within the agency including, but not limited to, the Organized Crime Unit, Specialized Services, Crime Suppression Team, Narcotics Unit, Vice Unit, Community Relations, and the Gang and Juvenile Unit. Colonel Pollock rose through the ranks of the agency supervising various units and districts. In 2006, Colonel Pollock was promoted to the rank of Commander, supervised the Court Services Unit, and became Watch Commander. In January 2013, he was promoted to the rank of Colonel and was named the Department of Law Enforcement’s Executive Director. Colonel Pollock served in the United States Marine Corp and earned his Bachelor’s Degree in Public Administration from Barry University. He is a member of the National Sheriffs Association, the Florida Sheriffs Association and the National Organization of Black Law Enforcement Executives. Colonel Pollock serves on the Broward County Crime Commission Advisory Board, the Circuit 17 Juvenile Justice Advisory Board, and the Elimination of Schoolhouse to Jailhouse Committee (Promise Program). Throughout his career, Colonel Pollock received numerous awards and was recognized by national, state and local agencies for his dedicated service to his profession.

School Resource Officer (SRO) Awards Breakfast Keynote Speaker

Judge Elijah H. Williams, 17th Circuit Court: The Honorable Elijah H. Williams is a Circuit Court Judge, for the 17th Judicial Circuit, Broward County, Florida. Judge Williams was Born and raised in Fort Lauderdale, Florida, where he attended Walker Elementary School, Broward Estates Elementary School, Parkway Middle School and South Plantation High School (1972 – 1976) in Broward County, Florida. In 1976, at the age of 16, Elijah entered the University of Florida, Gainesville, Florida. He earned a Bachelor of Arts degree in Political Science in 1980. Upon winning a $26,500 graduate fellowship, he entered both the University of Florida’s graduate program and law school concurrently and was awarded a Master of Arts degree in Political Science/Public Administration and a Juris Doctorate degree in August 1983. Six months later, he was admitted to the Florida Bar. In October 1984, he was commissioned as a Captain in the United States Air Force and was assigned to the Staff Judge Advocate General’s Department and sent to Lowry Air Force Base, Denver, Colorado. While stationed at Lowry AFB, he served primarily as the Chief of Preventive Law/Legal Assistance. In October 1986, he was reassigned to RAF Bentwaters, England. For the initial six months of the tour, he served as the Chief of Civil Law. In March of 1987, he became the Chief of Military Justice. In this position, he managed the military justice program for the largest tactical fighter wing in the USAF and served as a prosecutor at court-martials and a government representative at administrative discharge boards. In March 1988, Captain Williams authored the lead article for the United States Air Force Law Reporter (“DNA Fingerprinting – Into the 21st Century”). In 1989, he was selected to be the Area Defense Counsel. This was a prestigious position, which entailed constant travel across the European continent defending military members accused of major crimes. Additionally, for a three (3) year period, Captain Williams was an Adjunct Assistant Professor for both Embry-Riddle Aeronautical University and the University of Maryland. As such, he taught two college legal courses each term.

Also, in 1989, Elijah won a Toastmaster’s International regional speech contest and was selected as one of Great Britain’s ten (10) best public speakers. In July 1990, Captain Williams resigned from the United States Air Force and was appointed an Assistant State Attorney in Broward County. As a result, he prosecuted criminals for offenses ranging from DUI to 2nd degree murder. He left his position as a prosecutor in December 1992, and was hired by the Law Firm of Whitelock, Soloff and Rodriquez in January 1993, to serve as an assistant General Counsel to the Sheriff of Broward County. He was made a partner in the law firm on January 2, 1995. On May 1, 1998, Elijah Williams transitioned into the Broward Sheriff’s Office as an employee and managed, in an interim status, the Legal and Risk Management Departments. In that capacity, he managed a staff of twenty (20) people, to include six (6) attorneys. In November 2001, Elijah applied to become a circuit judge and was one of many attorneys seeking to fill a judicial vacancy. As one of six nominees selected by the Judicial Nominating Commission, his name was forwarded to Governor Jeb Bush. On March 1, 2002, Governor Bush appointed Elijah Williams to Broward’s Circuit Court. Judge Williams presided over adult felony criminal cases for a period of four (4) years. On April 3, 2006, Judge Williams assumed his current division, where he presides over juvenile delinquency cases.

2014 Broward County Crime Commission Carole Andrews School Resource Officer

(SRO) Pioneer Award Carole Andrews was a former Broward County School Board Member, representing the District 1 area of Dania Beach, Hollywood and Hallandale Beach. Before her passing in 2007, Ms. Andrews attained many significant accomplishments. However, perhaps her finest achievement was being the pioneer and catalyst in creating the counties first School Resource Officer (SRO) program in 1985, while with the Broward Sheriff’s Office (BSO). She served as the program’s administrator from 1985 to 2007. The Carole Andrews School Resource Officer (SRO) Pioneer Award is given to Criminal Justice representatives who understand the importance and role of the Broward County Crime Commission, and have held a steadfast commitment and line of success as a School Resource Officer (SRO) representative. This morning, Tuesday, December 16th, 2014, it is the Broward County Crime Commission’s privilege to recognize Major Robert A. Dinkel, Jr., of the Broward District Schools Police, with the Carole Andrews School Resource Officer (SRO) Pioneer Award. About Major A. Robert Dinkel, Jr.:

Major Robert A. Dinkel was born and raised in Broward County. He graduated from Nova High School. He received his Bachelor of Science degree from Nova College and his Master of Science degree from Nova University. He is a graduate of the University of Louisville/Southern Police Institute. He is currently an Adjunct Professor at Broward College. Mr. Dinkel’s law enforcement career began with the Fort Lauderdale Police Department. He then went to the Broward Sheriff's Office, where in 1985 he became one of the first six School Resource Officers in Broward County at inception of the program. He was assigned to Parkway Middle School and then Coconut Creek High School. For the last 20 years Mr. Dinkel has been with the Broward District Schools Police Department, serving in various capacities including Investigator, Coordinator of School Safety, and Coordinator School Resource Officers.

Deputy Dallas Chisholm is the School Resource Officer (SRO) of theYear for the City of Pompano Beach District of the Broward Sheriff’sOffice (BSO), representing Cresthaven Elementary, NorcrestElementary, and Palm View Elementary schools. Deputy Chisholm alsoworks the BSO G.R.E.A.T (Gang Resistance Education & Training) summercamp for 40 at risk middle school aged children. Finally, Deputy Chisholmworks every Saturday with Community Service children that were given CivilCitation in lieu of arrest. It is for these reasons that the Broward CountyCrime Commission recognizes Deputy Dallas Chisholm as the 2014SRO of the Year for the City of Pompano Beach District of theBroward Sheriff’s Office.

Deputy Steven Del Sol, City of Tamarac District, Broward Sheriff’s Office:

Deputy Steven Del Sol is the School Resource Officer (SRO) of theYear for the City of Tamarac District of the Broward Sheriff’s Office(BSO), representing Millenium Middle School. Deputy Del Sol has beenan SRO at Millenium Middle School for 12 years. During this time he has alsobeen the Senior Explorer Advisor for Tamarac Post 007 (four years) and the BSOProgram Coordinator for the Marine Cadet program (15 years). It is for thesereasons that the Broward County Crime Commission recognizesDeputy Steven Del Sol as the 2014 SRO of the Year for the City ofTamarac District of the Broward Sheriff’s Office.

Officer Tamyra Edwards, City of Hollywood Police Department:

Officer Tamyra Edwards is the School Resource Officer (SRO) of theYear for the City of Hollywood Police Department, representingHollywood Hills High School. Her honor is substantiated by twoformidable investigations: 1) During the end of September of 2014, OfficerEdwards investigated a threat of a potential bombing and shooting. Shediligently identified the perpetrators and obtained confessions. Due to hervigilance, the threat was quelled. 2) In October of 2014, Officer Edwardsreceived information of a threat to another high school, outside her jurisdiction,and coordinated appropriate response procedures with the applicable policeagency. These acts of commitment led to the arrest of the perpetrators,preventing a potential more serious incident. It is for these reasons thatthe Broward County Crime Commission recognizes Officer TamyraEdwards as the 2014 SRO of the Year for the City of Hollywood PoliceDepartment.

Officer Michael English, City of Hallandale BeachPolice Department:

Officer Michael English is the School Resource Officer (SRO) of theYear for the City of Hallandale Beach Police Department,representing Hallandale Elementary School. For the past 26 years,Officer English has been an integral asset to the Hallandale Beach PoliceDepartment, ranging from In-House Instructor to Field Training Officer. He hasalso been a member of the Honor Guard and a competent Crisis Negotiator. Thecompilations of these prior achievements have made him the consummateSchool Resource Officer at Hallandale Elementary. It is for these reasonsthat the Broward County Crime Commission recognizes OfficerMichael English as the 2014 SRO of the Year for the City ofHallandale Beach Police Department.

Officer Marc Greenstein, City of Miramar Police Department:

Officer Marc Greenstein is the School Resource Officer of the Year(SRO) for the City of Miramar Police Department, representing NewRenaissance Middle School. Officer Greenstein is a 25 year veteran of theMiramar Police Department, serving the past 16 years in the Youth Services Unitas a School Resource Officer. Officer Greenstein’s achievements, include but arenot limited to implementing programs of redirecting youths as risk, along withcreating the “Green for Grub” program aimed at teaching students to of how togrow their own food and provisions. It is for these reasons that theBroward County Crime Commission recognizes Officer MarcGreenstein as the 2014 SRO of the Year for the City of Miramar PoliceDepartment.

Officer Amalin Guarino, City of Margate Police Department:

Officer Amalin Guarino is the School Resource Officer of the Year(SRO) for the City of Margate Police Department, representingMargate Elementary School. While assigned in this capacity, she hasintegrated herself into the school and into the community making herself a rolemodel for the students in which she serves. While no single event makes herstand out, Officer Guarino is being recognized for the myriad of projects, events,and programs that she has implemented and coordinated. It is for thesereasons that the Broward County Crime Commission recognizesOfficer Amalin Guarino as the 2014 SRO of the Year for the City ofMargate Police Department.

Deputy Alcibiades Hibbert, Central Broward District,Broward Sheriff’s Office:

Deputy Alcibiades Hibbert is the School Resource Officer (SRO) ofthe Year for the Central Broward District of the Broward Sheriff’sOffice (BSO), representing Meadowbrook Elementary School. DeputyHibbert has been an SRO for more than 20 years. During this time he hasimpacted numerous student lives through the Florida Sheriff’s Youth Ranch, andhas personally mentored students in a myriad of subject matters, including butnot limited to suicide. Deputy Hibbert goes out of his way to provide a caringadult figure to be there when children deeply need guidance. It is for thesereasons that that the Broward County Crime Commission recognizesDeputy Alcibiades Hibbert as the 2014 SRO of the Year for the CentralBroward District of the Broward Sheriff’s Office.

Officer Benjamin Hodgers, City of Sunrise Police Department:

Officer Benjamin Hodgers is the School Resource Officer (SRO) of theYear for the City of Sunrise Police Department, representingSawgrass Elementary School. Officer Hodgers’ many achievementsinclude but are not limited to: 1) being the founder of the Panther Prowl (fouryears running); 2) being the coordinator of the Child Safety Seat Program forSunrise; and 3) being a member of the Minority Success Task Force/Mentoringat Risk Minority Students. It is for these reasons that the BrowardCounty Crime Commission recognizes Officer Benjamin Hodgers as2014 SRO of the Year for the City of Sunrise Police Department.

Deputy Darren Holewinski, Cooper City District, BrowardSheriff’s Office:

Deputy Darren Holewinski is the School Resource Officer (SRO) forthe Cooper City District of the Broward Sheriff’s Office (BSO),representing Griffin Elementary School. Deputy Holewinski has been anSRO since 1994. Over the years, Deputy Holewinski was: 1) a member of theTruancy Task Force for eight years; 2) worked diligently with emotional andbehavioral students; and 3) has been the District Explorer Advisor. It is forthese reasons that the Broward County Crime Commissionrecognizes Deputy Darren Holewinski as the 2014 SRO of the Year forthe Cooper City District of the Broward Sheriff’s Office.

Officer James Hyde, City of Pembroke Pines Police Department:

Officer James Hyde is the School Resource Officer (SRO) of the Yearfor the City of Pembroke Pines Police Department, representing theFSU Charter Elementary School. A 29 year retired veteran of the MiamiBeach Police Department, Officer Hyde has been an SRO with the PembrokePines Police Department for three years, implementing numerous securitymeasures and programs, constantly making recommendations to enhance schoolsecurity. It is for these reasons that the Broward County CrimeCommission recognizes Officer James Hyde as the 2014 SRO of theYear for the City of Pembroke Pines Police Department.

Officer Nina Justice, City of Fort Lauderdale Police Department:

Officer Nina Justice is the School Resource Officer (SRO) of the Yearfor the City of Fort Lauderdale Police Department, representingStranahan High School. Among Officer Justice’s many achievements, shehosted the 2014 Teen Summit at Stranahan High School. The initiative fosteredpositive growth in the lives of at risk teenagers in the Fort Lauderdale areathrough a series of workshops designed to improve critical life skills. Theworkshops ranged from preventative strategies against Gang Violence andSubstance Abuse, to information on the transition to successful adulthood. It isfor these reasons that the Broward County Crime Commissionrecognizes Officer Nina Justice as the 2014 SRO of the Year for theCity of Fort Lauderdale Police Department.

Officer Otis Lawrence, City of Lauderhill Police Department:

Officer Otis Lawrence is the School Resource Officer (SRO) of theYear for the City of Lauderhill Police Department, representingParkway Middle School. Officer Lawrence’s role in overseeing a studentbody of 1,900 students, along with being the lead officer for the City ofLauderhill’s Police Impact Program for troubled youths, has made an everlastingimpression amongst students, peers, and superiors alike. It is for thesereasons that the Broward County Crime Commission recognizesOfficer Otis Lawrence as the 2014 SRO of the Year for the City ofLauderhill Police Department.

Deputy Kevin Maccagli, City of Weston District, Broward Sheriff’s Office:

Deputy Kevin Maccagli is the School Resource Officer (SRO) of theYear for the City of Weston District for the Broward Sheriff’s Office(BSO), formerly and currently representing Tequesta Middle andEagle Point Elementary schools. Deputy Maccagli is a 27 year veteran ofthe Broward Sheriff’s Office and has been a school resource officer for the past20 years. Deputy Maccagli has been diligent and dedicated to working with boththe Explorers and the BSO Marine Cadet programs. He is consistently lauded asan excellent role model to both his students and cadets. It is for thesereasons that the Broward County Crime Commission recognizesDeputy Kevin Maccagli as the 2014 SRO of the Year for the City ofWeston District of the Broward Sheriff’s Office.

Officer Michelle Martin, City of Coral Springs Police Department:

Officer Michelle Martin is the School Resource Officer (SRO) of theYear for the City of Coral Springs Police Department, representingboth Hunt Elementary and Forest Hills Elementary schools. OfficerMartin has selflessly dedicated herself to the SRO profession by: 1) creating asafety plan for the City Center Summer Camp; 2) assisting approximately 20underprivileged children with the procurement of school supplies; and 3)ensuring a bridge (over which kids had to walk to attend school) was steadfastlyrepaired. It is for these reasons that the Broward County CrimeCommission recognizes Officer Michelle Martin as the 2014 SRO ofthe Year for the City of Coral Springs Police Department.

Deputy Prenella McGee, City of Lauderdale Lakes District,Broward Sheriffs Office:

Deputy Prenella McGee is the School Resource Officer (SRO) of theYear for the City of Lauderdale Lakes District of the BrowardSheriff’s Office (BSO). Deputy McGee is a committed SRO and mentor tochildren in the school system. For the past three years, Deputy McGee hassuccessfully received funding for the G.R.E.A.T (Gang Resistance Education &Training) summer camp, servicing approximately 40 at risk middle school agedchildren. Moreover, every year, Deputy McGee assists students in buying schooluniforms and school supplies. It is for these reasons that the BrowardCounty Crime Commission recognizes Deputy Prenella McGee as the2014 SRO of the Year for the City of Lauderdale Lakes District of theBroward Sheriff’s Office.

Deputy Angela Boynton – Moody, City of Dania BeachDistrict, Broward Sheriff’s Office:

Deputy Angela Boynton – Moody is the School Resource Officer(SRO) of the Year for the City of Dania Beach District of the BrowardSheriff’s Office, representing Olsen Middle School. Deputy Boynton –Moody has been lauded as a stand out SRO for her recent work in developing asix week G.R.E.A.T (Gang Resistance Education & Training) summer camp formore than 30 kids in grades fifth through eighth. During this function, DeputyBoynton – Moody taught the students the importance of anti-bullying and theresistance to peer pressure. It is for these reasons that the BrowardCounty Crime Commission recognizes Deputy Angela Boynton –Moody as the 2014 SRO of the Year for the City of Dania BeachDistrict of the Broward Sheriff’s Office.

Deputy Scott Peterson is the School Resource Officer (SRO) of theYear for the City of Parkland District of the Broward Sheriff’s Office(BSO), representing Marjory Stoneman Douglas High School.Deputy Peterson has been the School Resource Deputy at Marjory StonemanDouglas High School for the past five years. During this time, Deputy Petersonhas proven to be reliable in handling issues with tact and judgment. Throughout2014, Deputy Peterson conducted numerous investigations and follow-upsentailing property crimes, assaults and narcotics violations. Deputy Peterson isalso active in mentoring and counseling students. It is for these reasons thatthe Broward County Crime Commission recognizes Deputy ScottPeterson as the 2014 SRO of the Year for the City of Parkland Districtof the Broward Sheriff’s Office (BSO).

Officer Frantz Petitpapa, City of Wilton ManorsPolice Department:

Officer Frantz Petitpapa is the School Resource Officer (SRO) of theYear for the City of Wilton Manors Police Department, formerly andcurrently representing the Pace Center for Girls, Somerset Academyand Wilton Manors Elementary schools. Officer Petitpapa has beeninstrumental in improving the “Quality of Life” of the students as he has taught.His overachieving programs have included: 1) drug awareness; 2) anti-bullyingcampaigns; and 3) the need to succeed in school and life. It is for thesereasons that the Broward County Crime Commission recognizesOfficer Frantz Petitpapa as the 2014 SRO of the Year for the City ofWilton Manors Police Department.

Officer Robertson is fully invested inthe lives of the Monarch High School Student Body, and counsels students toassist them in making the correct life choices of today, that will bring themsuccess for the future. Officer Robertson encompasses the winning combinationof being a great officer, teacher and counselor. Officer Richard Wade Walcott, City of PlantationPolice Department:

Officer Richard Wade Walcott is the School Resource Officer (SRO)of the Year for the City of Plantation Police Department, representingPlantation Middle School. Officer Walcott has proven himself to be areliable asset to both the Plantation Police Department and Plantation MiddleSchool. Not only does he de-escalate problematic issues when they arise, but heis also a voice of reason to students, staff, and parents. Officer Walcott is atrusted mentor to the students of Plantation Middle School and there is nothinghe will not do to maintain a safe learning environment for the students. Deputy Debra White, City of Oakland Park District,Broward Sheriff’s Office:

Deputy Debra White is the School Resource Officer (SRO) of the Yearfor the City of Oakland Park District of the Broward Sheriff’s Office(BSO), representing Rickard’s Middle School. Deputy White has been aSchool Resource Officer at Rickard’s Middle School for the past four years. Sheis not only a S.T.A.R. (Safety Training And Resources) Instructor, but is certifiedas a National G.R.E.A.T. (Gang Resistance Education & Training) trainer. She isalso trained and certified as a Crisis Intervention Team (CIT) mental healthprofessional. Moreover, Deputy White designed and implemented the OaklandPark Law Related Education and Juvenile Prevention Summer Program, gearedtowards informing the youth about the Legal Process and Criminal JusticeSystem, to help them develop into responsible citizens. This includes but is notlimited to: preventing delinquency, substance abuse, and other problematicbehaviors. It is for these reasons that the Broward County CrimeCommission recognizes Deputy Debra White as the 2014 SRO of theYear for the City of Oakland Park District of the Broward Sheriff’sOffice.

Deputy Jimetta Williams, City of Deerfield Beach District,Broward Sheriff’s Office:

Deputy Jimetta Williams is the School Resource Officer (SRO) of theYear for the City of Deerfield Beach District of the Broward Sheriff’sOffice (BSO), representing Deerfield Beach Middle School. DeputyWilliams has been a School Resource Officer (SRO) for 10 years. During thistime she has taught many classes, including the G.R.E.A.T. (Gang ResistanceEducation & Training) and S.T.A.R. (Safety Training And Resources)curriculums to 6th and 7th grade students. She has also been the consummateleader and role model to the students by teaching gun safety, prescription drugabuse, drug and alcohol abuse, bullying, internet safety, inappropriate touching,theft, battery, sexting, gang prevention, criminal mischief, and goals (includingproper decision making). Deputy Williams also teaches Military Drill andCeremony to the Marine Cadets. It is for these reasons that the BrowardCounty Crime Commission recognizes Deputy Jimetta Williams asthe 2014 SRO of the Year for the City of Deerfield Beach District ofthe Broward Sheriff’s Office.
