Nantes declaration adopted with the support of over 50 mayors from 30
countries, and more than 20 networks of local and subnational governments

In response to global processes:
1. Commitment for rapid transformation to low-emission and
resilent development
2. Offer know-how of local governments in climate action and
alternative financial models
3. Urge national governments (NG) to approve a climate regime in
Paris 2015
4. Urge NG to ensure support to local governments in the
implementation of climate strategies
5. Urge NG synergies among global processes

6. Engage as governmental stakeholders on all levels
7. Collective consultation through Friends of Cities at the UNFCCC
8. Invitation to regular Mayor- Ministerial dialogues

11. Request mechanisms to enhance local action in partnerships

In terms of our vision for financing local climate actions:
12.Commit to mobilise own local budgets
13. Commit to transparency and accountability 14. Welcome
multilevel governance models (e.g. CoM in Europe)
15. Urge national governments (NG) and other to financially
support projects and their reliability for holistic and integrated
transformation
16. Call upon NG for the launch of specific funding windows for
sustainable urban development within global finance
mechanisms.
17. Invites NG to colaborate with existing, new market-based
mechanisms at urban & subnational level

Friends of Cities at the UNFCCC and with a view towards the UN
Paris Climate Conference in 2015, to undertake all necessary
efforts to assist Mayors and Subnational Leaders in the
implementation of this Declaration adopted in Nantes, France,
28 September 2013.
