Meetings were held with a number of Provincial Cabinet Ministers facilitated by Honourable Robert Wanner, MLA for Medicine Hat and Speaker of the House. These meetings have been critical as we are working with a new government and we have been able to make progress in establishing strong two-way communication with Ministers and their staff. We have found them to be open to learning about Southeast Alberta issues and what we need to be successful in this part of Alberta.

We continue to work on the transportation infrastructure and logistics file. PEP spent funds to investigate a logistics park concept and has demonstrated that there is a business case for a multi-modal park facility that would place local business in a more competitive position through reduced shipping costs. This is the culmination of several years of work and a great example of regional cooperation - moving from identifying an issue and then investigating solutions that could benefit the whole region. I am excited about expanding this work to other locations in the region.

High speed Internet has become an issue in many communities. PEP has stepped into the role of increasing the awareness of this issue with members through

several sessions and a future project is planned to explore opportunities so communities can make informed decisions.

We have been sharpening our focus on the major roads in our area and have identified a list of priorities for these roads and are supporting the highway associations in their efforts to improve transportation corridors to support business. PEP is supporting the Wild Horse Border Committee to secure extended hours of operation at the Port of Wild Horse. Again, our focus has been on building a business case that speaks to decision makers about the benefits of extended hours to the province, transportation carriers and businesses in Alberta.

We are pleased to work with our partner REDAS in the Eastern Alberta Trade Corridor. This group has focused on utilizing this brand for external marketing and investment attraction.

I want to make a special note of thanks to our Executive Director, Walter Valentini for his dedication, vision and hard work over the past year.

Palliser Economic Partnership Ltd. (PEP) was incorporated as a not-for-profit corporation in 2001. Its shareholders are comprised of urban and rural municipalities and organizations located in Southeast Alberta. PEP is a member driven organization, with board members that include elected officials, business people and a post-secondary institution. The organization is funded through per capita contributions from its member shareholders and through grants from the provincial and federal government. Its goal is to improve and expand the economy of Southeast Alberta.

MISSION of PALLISER ECONOMIC PARTNERSHIP:“Palliser Economic Partnership facilitates regional cooperation to position

Southeast Alberta as an ideal location for business investment.”

PEP engages in key initiatives that benefit the entire region. The goals are to market the region, build capacity and cooperation within the region through learning and networking opportunities and actively encourage investment and business growth. PEP offers its member municipalities’ economic guidance. It undertakes studies and research upon which opportunities are identified and initiatives designed and undertaken. Most often these initiatives are outside the scope and reach of member municipalities to do on their own. PEP works in partnership with a number of economic development agencies and organizations both in and outside of the region as well as provincial and federal government departments to accomplish its objectives.

The corporate structure of PEP consists of twenty-one shareholders. Each shareholder is entitled to appoint two representatives to the Board. The appointed representatives constitute the Board of Directors.

In the period from January 2015 to January 2016, three new shareholders joined PEP bringing the total number of shareholders to 21 representing 20 municipalities and one post-secondary institution. The population of PEP member shareholders represents about 99% of all the population of Southeast Alberta. All rural and urban municipalities in Southeast Alberta are members except the Villages of Duchess and Veteran.

Village of Consort

In January 2016, Board of Directors unanimously approved the Village of Consort as a shareholder of the company.

City of Brooks

In June 2015, the Board of Directors unanimously approved the City of Brooks as a shareholder of the company. This marked the return of Brooks to the organization after its departure in 2012.

Medicine Hat College

In January 2015, the Board of Directors unanimously approved Medicine Hat College as a shareholder of the company.

Appointments to the Board of Directors

Directors are appointed by the shareholders on an annual basis for the calendar period November 1st to October 31st of each year. Municipal members may choose to retain their appointed members and or appoint new representatives – changes in appointed representatives provides an opportunity for other elected municipal officials to gain a broader understanding of PEP’s role in economic development. Joining the Board in November 2015 were Richard Preston of Hanna and Art Squire of Cypress County. Fred Rattai was appointed by the City of Brooks in February 2016.

Corporate Officers and Executive Committee

The Officers of the corporation and Executive Committee are established each year at the Annual General Meeting. The Executive Committee is comprised of the President, 1st Vice President, 2nd Vice President, Secretary/Treasurer, two elected Board members at large and the immediate Past President. At the PEP Annual General Meeting held on June 26, 2015 in Medicine Hat, Alberta, the following Directors were elected as Officers of the company and members of the Executive Committee:

Following the election, Chair, Jay Slemp recognized the former PEP Chair and thanked him for all his years of service. Alan Hyland, Town of Bow Island elected representative, served as the Chair of PEP since its inception 14 years ago. He stated that the organization has grown over those years and is proud of how it has evolved and what it has accomplished - he added that it was all done with hard work and persistence. Jay Slemp presented him with a gift from the Board of Directors and added that he hoped to continue Hyland’s legacy and help PEP continue to grow into the future.

MANAGEMENT AND OPERATIONS

PEP continues to follow the three-year 2014-2017 Strategy and Business Plan (adopted in 2014) sets out three strategic areas of priority. The 2014-2017 Strategic Plan reaffirmed that the three strategic priorities are Marketing and Communications, Regional Cooperation, and Business Investment. These priorities are driven by regional industry sectors, infrastructure assets and partnerships. The following were identified as key regional drivers in development of the Strategic Plan:

1. Marketing and Communications

One of PEP’s priorities is to make Southeast Alberta globally competitive by marketing the region on a larger scale and promoting initiatives to attract investment. It is also vital to promote the Palliser Economic Partnership as an effective regional alliance and the region as a healthy place to live and do business

2. Regional Cooperation

PEP is committed to growing and building communities through capacity building and collaboration, ensuring strong, vibrant communities throughout the region. We support balanced and sustainable growth in member communities, building alliances, partnerships and networks that enhance economic development participation inside and outside the region.

3. Business Investment

PEP encourages sustainable economic growth by supporting business retention, economic diversity, investment attraction, industry innovation, technology adoption and commercialization.

2014 - 2017 Strategy and Business Plan

PEP has retained an Executive Director to manage and implement an annual operations plan and budget approved by the Board at its Annual General Meeting. A range of administrative, accounting, legal and consulting services are contracted. To manage the affairs of the company in a prudent and orderly fashion the Executive Committee can authorize approvals on funds and projects that are brought forward to the Board for ratification.

TRANSPORTATION AND LOGISTICS

PROLOG Canada completed their Logistics Park Location Assessment in May of 2015. Twelve general locations from Irvine to Suffield were identified and evaluated against 14 key criteria. The report recommended a number of “next steps” including consultations with Alberta Transportation and industry prior to any further site analysis.

In June 2015, representatives of PEP and PROLOG met with senior officials from Alberta Transportation to discuss the concept of a multi-modal logistics park and transportation related matters. Discussions were also held with CP Rail and a number of private sector firms. The outcomes from these communications were favourable and strongly suggested the need for a business case to establish the facts to support the development concept.

In the fall of 2015, PEP retained PROLOG Canada to undertake a study to recommend a preferred site for the logistics park, conceptual design, development costs and to prepare a business case to validate economic viability of a logistics park. Meetings have been held with CP Rail and numerous private sector firms in and outside the region to discuss the merits of the proposed logistics park.

In October 2015, a meeting was held with the Base Commander of CFB Suffield, Lieutenant-Colonel John Scott, G4, Major John Cook, BATUS (British Army Training Unit Suffield) SO1 G1/G4, Lieutenant-Colonel Arwin Lewis, Mayor, Ted Clugston, Reeve, Richard Oster and PEP Chair, Jay Slemp to acquaint them with the logistics park project. The meeting provided the consultants an opportunity to gain a better understanding of inbound and outbound goods movement from CFB Suffield/BATUS for the business case. The business case was completed March 31, 2016.

Logistics Park Location Assessment and Business Case

PEP has approached Alberta Transportation with a request to designate the Trans-Canada highway from Medicine Hat to Highway 36 as a High Load Corridor (HLC). An official request for designation was submitted to Alberta Transportation in May 2015. In February 2016, the City of Brooks, County of Newell, Cypress County, Redcliff and City of Medicine Hat provided Alberta Transportation letters in support of the designation of this segment of the Trans-Canada Highway as a High Load Corridor. The request is under review by Alberta Transportation, as they need to assess the full distance of the highway for issues such as transmission and power lines that do not meet the minimum height requirements. At the same time Alberta Transportation has advised that they will be embarking on a province wide review of the entire High Load Corridor system.

The Wild Horse Border Committee (WHBC) is co-chaired by Celina Symmonds, Councillor, City of Medicine Hat and Tim Solomon, Mayor, City of Havre, Montana. PEP participates in the WHBC to provide guidance and support to the committee. A working group of the main WHBC committee was established in 2014 to carry out key tasks on behalf of the larger group.

Wild Horse Border Committee

In May 2015, the WHBC approved terms of reference for the Port of Wild Horse Business Plan/Feasibility Study to quantify the economic benefits of expanded hours of operation at the Port of Wild Horse. A Request for Proposal was issued in August 2015, with the project awarded to The Van Horne Institute of Calgary. A kick-off meeting between the WHBC and the consulting firm was held in Havre, Montana on October 20, 2015 with the anticipation that the project will be completed by April 2016. Bear Paw Development Corporation of Havre, Montana and PEP are jointly funding the costs of the study.

The Van Horne Institute have advised the WHBC that they will be reaching out to transport carriers, the agricultural sector and other stakeholder groups in both Canada and the United States (particularly in Montana and Alberta) to solicit their input regarding use of the Port of Wild Horse. Canadian and United States border agencies will be interviewed during the course of their engagement. On-line surveys will be developed to enable companies and individuals to provide input.

BROADBAND � DIGITAL FUTURES � UNMANNED AERIAL SYSTEMS

The availability, or lack thereof, of high-speed Broadband Internet services in the region has become a key concern of the Board of Directors and a priority area for operational activity. Three events were held during the 2015 - 2016 year to educate, inform and comprehend the issues facing the region regarding high-speed/gigabit service. In August 2015, an awareness session was held in Medicine Hat highlighted by a presentation from Bob Dyrda of Alberta Southwest on the key findings and results of their Regional Broadband Study. The Broadband issue is complex and the session assisted participants in understanding the challenges associated with high speed broadband in rural Alberta. Three ISP providers; CCINet, EIDNet and NETAGO also spoke of the challenges they face in delivering high speed Broadband coverage within the Palliser Region.

Following their attendance at the Digital Futures Conference held in October 2015 in Olds, Alberta, PEP approached Molly Douglass, Chair of the Mayors and Reeves Association of South East Alberta (MRASEA) to gauge their interest in a regional Broadband study. A joint session with the MRASEA was held in November 2015, featuring Paul Nelson, who shared his knowledge of the current Broadband state of affairs facing rural Alberta.

With support from the Mayors and Reeves Association, a broadband project-planning meeting was held in Brooks on January 14, 2016. The information and feedback from more than forty (40) attendees has provided the framework for a future project. This information was also used as the basis for a funding application to the Alberta Community Partnership program led by the Village of Empress and Municipal District of Acadia.

PEP is collaborating closely with Alberta Southwest and Calgary Regional Partnership (CRP) on broadband enablement to leverage from each other’s work. Bob Miller of CRP attended the PEP Board meeting in February 2016 to request financial support from PEP for the CRP Broadband project. The Board approved the financial request and in return, will have access to trend line and other key information developed for the CRP study. CRP also agreed to invite PEP’s Executive Director to join the CRP Broadband project team to gain additional insights into their Broadband project.

Mayor Ken Kultgen of Foremost requested financial assistance from PEP to assist the Village of Foremost undertake a business plan for the Foremost Unmanned Aerial Systems Testing & Training Facility. The Board approved a contribution of $5,000, which enabled the Village of Foremost to leverage an additional $10,000 from the Ministry of Advanced Education and Innovation for the project. While this was an unplanned budgetary expense the Board of Directors viewed the expenditure as necessary to assist with the development of the UAS sector in Southeast Alberta. The business plan was completed in late February 2016, and was used by the Village to leverage a total of $400,000 from the provincial and federal governments to build infrastructure and hire a safety officer. In the interim, the Village of Foremost is working with Transport Canada to finalize the “Beyond Line of Sight Operating” procedures for the test range facility.

The Board of Directors believed a conference such as the Digital Futures Symposium held by The Van Horne Institute would be of benefit to regional communities. PEP and Medicine Hat College collaborated to attract the March 2016 Digital Futures Symposium to Medicine Hat. The event was a first for Eastern Alberta and attracted about 100 participants. PEP would like to acknowledge The Van Horne Institute for recognizing the need to host the event in rural Alberta to help raise the level of awareness and understanding of the broadband issues and to the Medicine Hat College for their support and willingness to host the pre-event networking session for delegates at on the evening of March 8, 2016.

Community Profiles for all PEP member communities were developed using a new template that can be printed, downloaded as PDF profiles or emailed directly to persons seeking the information. The on-line profiles are supported by a new editing system that will make updating less onerous. A new product, Investment Fact Sheets have been produced for municipal members. The Investment Fact Sheets offer baseline economic information and are branded within the Eastern Alberta Trade Corridor to provide context to prospective investors of the location, the community and its access to markets.

MARKETING AND COMMUNICATIONS

Palliser Economic Partnership Website

The refreshed PEP website was launched on October 26, 2015. This was necessitated due to the sharing of web content and information from PEP to the Eastern Alberta Trade Corridor website. Website navigation has been improved to make information more readily accessible to the user. The interactive map allows access to community based information without having to leave the page. The refresh also provided an opportunity to update and reduce website content to reflect the current priorities. A new mapping interface was developed for the PEP website serves as the main navigation to access information on the Palliser region. The system consists of mapping layers, a base map featuring member communities and access to information products and other maps will feature transportation and recreation in the region.

EASTERN ALBERTA TRADE CORRIDOR (EATC)

The EATC is a joint initiative of three regional economic development organizations, Palliser Economic Partnership, Battle River Alliance for Economic Development and the Northeast Alberta Information HUB, which collectively represent over 80 municipalities. The objective of EATC is to market Eastern Alberta as a single entity and draw greater attention to the region for business and investment.

EATC works in association with the Ports to Plains Alliance based in Lubbock, Texas, linking the EATC to the Ports to Plains Corridor in the United States and Mexico.

A major focus is the branding of Eastern Alberta, from the U.S. border to the Alberta oil sands, as an international trade corridor and to leverage the economic benefit of the oil sands for Eastern Alberta communities. The initiative, which began more than five years ago, is slowly building momentum.

EATC Local to Global Event - Medicine Hat

EASTERN ALBERTA TRADE CORRIDOR (EATC)

The Eastern Alberta Trade Corridor “partners” held its annual Local to Global Forum in Medicine Hat, Alberta on March 10 and 11, 2016. The event was a success with more than 85 delegates in attendance and an array of speakers covering trade, transportation and renewable energy.

EATC partners were also encouraged by the number of senior government officials that were willing to deliver presentations and stayed for the duration of the Forum to network with attendees. EASTERN ALBERTA TRADE CORRIDOR (EATC)

� Jay Slemp was elected as the new Chairman of the Eastern Alberta Trade Corridor initiative on January 6, 2016.

� Investment Canada Community Initiatives (ICCI) – Funding.

Department of Foreign Affairs and International Trade approved funding to PEP on behalf of EATC in the amount of $45,000 to develop an automated system to update investment fact sheets and profiles and mapping systems of each organization within the EATC website.

� Alberta Community Partnership (ACP) – Funding

Alberta Municipal Affairs approved an application in support of the Eastern Alberta Trade Corridor submitted by the Village of Rosemary to the Alberta Community Partnership (ACP) program for $350,000.

� EDA Alberta Award of Excellence

In April 2015, the Economic Developers of Alberta presented the Eastern Alberta Trade Corridor with the Business and Investment Attraction Award for the “Regional Data Mapping Project”.

PORTS TO PLAINS ALLIANCE

The March 30 - 31, 2016, Energy and Agriculture Summit held in Lubbock, Texas was the first opportunity for EATC Chair, Jay Slemp to present an update to Ports to Plains members on the activities of the initiative. It provided an opportunity to meet and network with a number of companies in the renewable energy and agriculture sector such as; Valero Energy, Xcel Energy and Monsanto. The Chair also used the occasion to acquaint Consul General for Canada, Sara Wilshaw from the Dallas office about the objectives of the EATC.

Chair, Jay Slemp, Alan Hyland and Don Gibb attended the 18th Annual Ports to Plains Conference held October 6-8, 2015, in Williston, North Dakota. Palliser Economic Partnership along with Alberta HUB and BRAED were GOLD sponsors of the conference. Bud James, Chair of Eastern Alberta Trade Corridor presented on behalf of the EATC partners.

Chair, Jay Slemp and the Executive Director attended the Economic Developers of Alberta Ministry Dinner on October 29, 2015. It was a first time event and went quite well. Select Ministers, Deputy Ministers and senior federal government representatives were in attendance.

The event (patterned along the lines of speed dating) saw elected and senior government officials moving from table to table to get acquainted with those in attendance. It was an excellent opportunity for the Chair, Jay Slemp to meet several Ministers including the Honourable Deron Bilous, Minister of Economic Development and Trade.

On November 10, 2015, representatives from PEP had the opportunity to meet with the Honourable Brian Mason, Minister of Alberta Transportation and Alberta Infrastructure to discuss a number of transportation and infrastructure concerns such as Highways 36 and 41, the Wild Horse Port of Entry and the concept for a multi-modal logistics park for the region. Those in attendance included; Honourable Robert Wanner, MLA for Medicine Hat, Darcy Geigle, Reeve, Cypress County, Doug Henderson, CAO, Cypress County, Jim Turner, Councillor, City of Medicine Hat and Jay Slemp, Chair, Palliser Economic Partnership.

On March 3, 2016, Chair, Jay Slemp and Vice-Chair Jim Turner were invited by the Honourable Margaret McCuaig-Boyd, Minister of Energy, to join the Minister’s delegation and meetings with company representatives of CF Industries and Methanex. PEP also coordinated a meeting of local and regional businesses and key stakeholders. A group of twenty people had a first-hand opportunity to discuss a wide range of topics with both the Minister and MLA, Rob Wanner.

SUPPLY CHAIN DEVELOPMENT AND PROCUREMENT

PEP participated in the Global Petroleum Show (GPS) in Calgary, June 9 -11, 2015, alongside Eastern Alberta Trade Corridor partners BRAED and Alberta HUB. With the downturn in the Alberta oil and gas sector taking hold in 2015 the GPS was not as busy as in the past. There were far more foreign companies at the show seeking supply chain opportunities. The EATC booth received a fair number of inquiries helping to raise the awareness of opportunities in Eastern Alberta. Special thanks to the County of Newell for allowing EATC to use their interactive kiosk.

EATC plans to participate in the upcoming GPS in June, 2016, and will be collocated with the Government of Alberta in the main pavilion, which is a better location and will allow us to exchange conversations with many more attendees about opportunities in the Eastern Alberta Trade Corridor.

On May 5, 2015, PEP and the Medicine Hat and District Chamber of Commerce hosted a “Selling to Government Seminar” at Medicine Hat College. Thirty participants attended the event representing businesses as far away as Brooks and Lethbridge attending the event. Representatives from the Government of Canada (www.buyandsell.gc.ca), Government of Alberta - Alberta Purchasing Connection (www.purchasingconnection.ca), CFB Suffield, City of Medicine Hat, City of Brooks and Cypress County provided a wide range of information for businesses considering selling their goods and services to the three levels of government. Participant feedback was very positive with 94% stating they were satisfied with the seminar and the resources made available to them.
