The award is made for noteworthy service of exceptional character to youth by registered Scouters within the territory under the jurisdiction of the Central Region.

With 20 years of adult tenure, Bruce, an Eagle Scout, has served as Scoutmaster, troop committee and district committee member, troop advancement chair, district chair and vice chair, council president and vice president for program, council commissioner, Philmont contingent leader, jamboree chair, Area 4 vice president for finance, Wood Badge course director, regional finance impact committee and finance support group member, and national Scout jamboree subcamp commissioner.
His Scouting recognitions include the Silver Beaver Award, District Award of Merit, Scoutmaster Award of Merit, Scouter’s Training Award, District Committee Key, James E. West Fellowship, 1910 Society, and Founders Circle Award. He is a Vigil Honor member of the Order of the Arrow.
Among his major Scouting accomplishments, Bruce takes special pride in successfully relaunching Wood Badge training in a council that had not conducted the course in more than 18 years. It now serves as a model for how the area can support councils.
Outside of Scouting, Bruce has served young people through his support of Nationwide Children’s Hospital, ChildFund International, and the Chosen Children Adoption Agency. He is a member of the American Legion and a Carnegie Mellon University “Loyal Scot.” Bruce, a member of the National Catholic Committee on Scouting, attends St. Joan of Arc Catholic Church in Powell, Ohio.
A retired chief financial officer, he is a member of the Financial Executives Institute. Bruce and his wife, Karen, are the parents of Eagle Scouts Patrick and Michael. They also have a grandchild, Autumn.

With nearly 60 years of service, Morris, an Eagle Scout with Silver Palm, has served as Webelos den leader, troop committee member, Scoutmaster, assistant Scoutmaster, council president, executive board member, Order of the Arrow lodge advisor, Wood Badge course director, Area 3 membership impact chair, regional alumni relations/NESA vice chair, national jamboree contingent Scoutmaster, subcamp chief, national jamboree staff member, and national Order of the Arrow meeting staff member.
His Scouting recognitions include the Scoutmaster Award of Merit and the Silver Beaver Award. He is a James E. West Fellow.
Some years after Morris retired as Scoutmaster, one of his Scouts told him that during a difficult period in the young man’s youth, Morris was a role model for him and it had made a positive difference in the Scout’s life. “I think this is what it is all about,” Morris noted, naming this experience as his proudest Scouting achievement.
A professor and chair emeritus of the Southern Illinois University School of Medicine, Dr. Cooper is publication committee chair of the American Society for Reproductive Immunology. He is a fellow of the Infectious Disease Society of America and has served as a member of National Institutes of Health study sections.
Morris and his wife, Virginia, have two sons, Morris Jr. and William, and two grandchildren, Caden and Gethin. He has served his church, Westminster Presbyterian, as both an elder and a deacon.

With 25 years of service, Roger has served as Webelos leader, Scoutmaster, Sea Scouting Skipper’s mate, district commissioner, district vice chair, training chair, and camping chair, assistant council commissioner for training, University of Scouting chair, Area 3 program impact chair, Area 3 world jamboree coordinator, national jamboree contingent leader and basecamp commissioner, national Scout and world Scout jamboree Scoutmaster, and Philmont Training Center faculty member.
His Scouting recognitions include the Silver Beaver Award, District Award of Merit, Scoutmaster Award of Merit, Distinguished Commissioner Service Award, Commissioner Award of Excellence in Unit Service, Doctor of Commissioner Science, and Philmont Master Track Award. He is a Vigil Honor member of the Order of the Arrow.
The Scouting experience Roger is most proud of is having the opportunity to provide Scouts with international experiences through world Scout jamborees.
He and his wife, Diane, have a son, Christopher, an Eagle Scout. Roger is an associate technical fellow with Boeing Research and Technology. He is national board chairman and past president of the American Society for Nondestructive Testing.
His interests include hiking and family travel. As a Cub Scout, Roger earned the Lion rank. He now serves young people as a science fair judge and mentor. He belongs to the Lutheran Church–Missouri Synod.

In his 25 years of service, Steve, an Eagle Scout, has served as Cubmaster, pack committee chair, assistant Scoutmaster, district chair, district Boy Scout leader training staff, camporee committee member, council executive board and executive committee member, council commissioner, Area 2 vice president, college of commissioner science coordinator, national Scout jamboree staff member, and Philmont Training Center faculty. He also chaired the Great Lakes Council Centennial Rendez-Vous of 2010.
His Scouting recognitions include the Order of the Arrow, Silver Beaver Award, Distinguished Commissioner Service Award, and NESA Outstanding Eagle Scout Award.
Steve was an architect of the successful merger of the Clinton Valley and Detroit Area Councils. He also served as a leader in the area project that led to the current organizational delivery of Scouting in the lower peninsula of Michigan. He takes special pride in his contributions to these endeavors and their significant benefits to Scouting.
An attorney in private practice and a court mediator, Steve has further served his community and its young people through his involvement with the Bloomfield Players Community Theatre, Metropolitan Youth Symphony, Bloomfield Hills Recreation Commission, and youth soccer.
Steve and his wife, Madeline, have three children, Alison, Daniel, and Emily; and three grandchildren, Cameron, Elena, and Poppy. He attends St. Owen Catholic Church and has been awarded the St. George emblem. Steve is active with the Le Moyne College Alumni Association.
Daniel E. HuntBlair, NebraskaMid-America Council, Omaha, Nebraska
In his 22 years of service, Dan, an Eagle Scout, has served as Cubmaster, assistant Scoutmaster, district chair, assistant district commissioner, council commissioner, council operations chair and executive committee member, area president, area vice president for outdoor operations, national jamboree staff member, and high-adventure crew Advisor.
His Scouting honors include the District Award of Merit, Silver Beaver Award, NESA Outstanding Eagle Scout Award, James E. West Fellowship Award, and Scouting Heritage Society. He is a Vigil Honor member of the Order of the Arrow.
The Scouting experience Dan most prizes is participating with his son along his Scouting trail from Tiger Cub to Eagle Scout, including two Philmont treks, an island sailing adventure at the Florida National High Adventure Sea Base, and an Okpik camping trek in the Northern Tier National High Adventure Program.
Dan admits to a “crazy enthusiasm for this program that does so much good in the lives of so many people.”
Dan is president of HunTel and is active in his community with the Children’s Museum, YMCA, local hospital, and local Crime Stoppers organization. He volunteers with the TeamMates Mentoring Program headquartered in Lincoln, Nebraska, and is a Future Business Leaders of America sponsor. As a private pilot, Dan also enjoys sharing the thrill of flight with others. He and his wife, Mary Beth, have two children, Megan and Eagle Scout Matthew; and a granddaughter, Alice.
Michael S. LoPrestiGlenview, IllinoisNortheast Illinois Council, Highland Park, Illinois
With 25 years of service, Mike has been pack committee chair, assistant Scoutmaster, district Friends of Scouting chair, council executive board member and treasurer, council nominating committee chair, STEM committee member, regional finance and investment committee member, national Scout jamboree and world Scout jamboree assistant Scoutmaster, National Boy Scouts of America Foundation board member, “Innovation Fund” creator and donor, and BSA Foundation Second Century cochair.
His Scouting recognitions include the Scouter’s Training Award, District Award of Merit, Council President’s Award, Silver Beaver Award, James E. West Fellowship Award, and Wood Badge. He has also completed Okpik training. As a youth member, Mike attained the rank of Life Scout.
The Scouting achievement from which he derives the greatest satisfaction is, as he puts it: “Having the opportunity to be a difference maker, not with loud words, but with simple deeds and asking ‘what if…?’”
Mike is founder of TouchPoints, an information and data service. He is a member of the Association for Financial Professionals and holds the Certified Treasury Professional (CTP) designation. In recent years he has served as a volunteer business and strategic adviser, and the point person for fundraising in the United States, for Play Africa Children’s Museum, envisioned as the first world-class, permanent children’s museum in Africa.
He and his wife, Barbara, have two sons, Matthew and Christopher. Mike is an active member of The Village Presbyterian Church in Northbrook, Illinois, serving as elder.
Jay C. OakmanBellevue, NebraskaMid-America Council, Omaha, Nebraska
In his 35 years of service, Jay has been Webelos den leader, assistant Scoutmaster, district and council training and camping chair, area camp assessment chair, regional Cub Scout camping resource, and National Camping School/Cub Scout section staff member and director.
At the national level, he has served on the Cub Scout Committee, Program Committee, and Camping Task Force.
Jay’s Scouting honors include the Den Leader Award, Scouter’s Training Award, Scouter’s Key, District Award of Merit, Silver Beaver Award, and Distinguished Commissioner Service Award. As a youth member, he attained First Class rank.
The Scouting experience he is most proud of is serving as director and on the staff of the National Camping School, Cub Scout section.
A professional engineer, senior right of way agent, and chief title officer, Jay is now retired from Union Pacific Railroad. He and his wife, Sheryl, have six children—Mark, Steve, Kristen, Sean, Erin, and Devon—and 14 grandchildren.

With 50 years of service, Dave, an Eagle Scout, has been troop committee member, Explorer post associate Advisor, district camping chair, council summer camp staff member, council outdoor program chair, council risk management chair, property committee member, and Ransburg Service Corps chair, council and area COPE/climbing chair, area vice president for outdoor adventure, camp assessment chair and inspector-visitor-assessor team leader, Exploring president’s council advisor, regional outdoor adventure committee member, and National Camping School staff member.
His Scouting recognitions include the Silver Beaver Award, Eagle to Eagle Award, and Exploring’s Bronze Big Horn Award. As a youth, Dave achieved membership in the Firecrafter honor camping organization and attained Minisino, the top Firecrafter rank. He was also active in the Alpha Phi Omega service fraternity.
Dave proudly remembers the 10 years he served on a council summer camp staff, as program director and later camp director. He recruited, trained, and mentored staff members who strove always to live by the Scout Oath and Scout Law as they provided a quality camping program for Scouts. He continues to enjoy occasional contact with some of the campers and staff members.
A juvenile court chief probation officer for Marion County (Indianapolis), and later a legal investigator for a large law firm, Dave is now retired. He has served the youth of his community as an elementary school volunteer and a Hoosier Youth Challenge Academy volunteer. He also supports the Post 71 Youth Foundation.
Dave has two daughters, Bethany and Emily, and one grandchild, Sophie. He especially enjoys spending time with Sophie, whom he describes as “the best granddaughter ever!”
