complaint arises before the end of the fair. Such complaints will be given consideration by superintendent and 4-H Committee.

Youth Division

Should general and specific rules conflict, specific rules will govern. Any violation of listed rules and regulations will be sufficient reason for forfeiting all privileges and premiums.

11. The Iowa County Fair management will exercise all possible care to insure the safety of animals and articles exhibited by 4-H’ers during the show, but under no circumstances will they be responsible for any loss, injury, or damage.

12. Exhibitor Conduct: Exhibitors are expected to be cooperative, courteous, and be good 4-H and FFA representatives in the show ring, barns, and exhibit hall. They are also expected to treat their animals in a humane manner. Discipline problems can cancel premium money earned.

13. ALL livestock exhibits must be checked in by 8 p.m., Wednesday, July 15. Exhibitors of livestock will be required to keep their stalls open from 9:00 a.m. to 9:00 p.m. for the duration of the Fair and must place their name and name of particular breed to which each animal belongs, in a conspicuous place on their respective stall or pen, on a card available at the 4-H office.

14. All exhibitors Family & Consumer Sciences, and Science, Engineering and Expressive Arts will check in on Saturday, July 11. They will be judged by club that day. Exhibitors must wear a 4-H or FFA T-shirt on judging day.

15. For the safety of all, only exhibitors, only immediate family and 4-H Club leaders can handle livestock.

16. NO exhibits are allowed to leave Zentmire Hall before 4:00 p.m. on Sunday, July 19. NO livestock exhibits will leave the fairgrounds before 6:00 p.m. on Sunday, July 19. Requests for early dismissal of any exhibit to attend other shows is highly discouraged. All written requests will be reviewed by the 4-H Committee and written permission granted or denied. Violation of this ruling will result in the forfeiture of all premiums and awards and exclusion from exhibiting the following year.

17. Livestock exhibits will unload by their respective barns (beef by the beef barn, swine by the swine barn, etc.)

Page 14: 2015 Iowa County Extension Council · 2015. 6. 25. · 2015 Iowa County 4-H Youth Council Associate Members Iowa County FFA Advisors Fair Veterinarian Gene Mohling, Regional Extension

Ownership Requirements

18. With the following exceptions, all animals and birds must be owned by the 4-H’er, or in partnership with a family member, and identified to an individual 4-H’er. When registration papers are involved (e.g. purebred beef heifer, dairy goats, etc) the papers must be in the 4-H’ers name or show a logical family relationship.

19. Exceptions to ownership: In classes where the primary emphasis of evaluation is the skill level of the 4-H’er (e.g. horse classes with the exception of halter, and dog obedience classes when the 4-H’er is the trainer) ownership of the animal is not required; however, the 4-H’er should take an active role in the care of the animal. Animals in this category still must be identified on the appropriate form.

20. Exception to individual identification: If a family includes more 4-H’ers than horses, more than one 4-H’er may identify a horse; however, in this situation a 4-H’er cannot identify more than one horse.

25. A 4-H member must have completed grade 5-12 (or that equivalent) to exhibit at the Iowa State Fair in S.E.E., Family & Consumer Sciences, and Livestock.

Set-up and Clean-up

26. 4-H Clubs and FFA Chapters that do not assist with set-up and clean-up will forfeit premiums.

27. When you are scheduled for clean-up of various sites during the fair, you must report to the 4-H office to be marked off the schedule. Grounds clean-up people can pick up a garbage bag at the 4-H office when they check in.

28. Stall Clean-Up – Each club member is responsible for cleaning his or her assigned stall at the close of the fair. The club designated for clean-up will complete final cleaning for the assigned club area.

29. Stalls must be cleaned and all bedding put in the designated area(s). If pens/stalls are not cleaned, a $50 fine will be assessed to the exhibitor.

Iowa Youth Code of EthicsYouth are expected to be sincere, honest and act in sportsmanlike ways at all times. Youth represent the entire program and their behavior reflects on their parents, leaders, club and the entire youth program. All adults involved with the youth program, leaders as well as parents, are expected to set positive examples and serve as positive role models by what they say and do. Any youth who breaks the code of ethics or allows another person (adult or peer) to talk them into violating the code of ethics agrees to forfeit all prizes, awards and premiums. The youth may also be prohibited from exhibiting at this and future exhibitions including the Iowa State Fair and other county, state or regional exhibitions.

Youth agree to follow these guidelines:1. I will do my own work, appropriate for my age and physical

and mental development. This includes research and writing of exhibit explanations, preparing exhibits (such as sewing, cooking, refinishing, etc), care and grooming of animals, etc. Adult assistance should help guide and support me, not do it for me.

2. All exhibits will be a true representation of my work. Any attempt to take credit for other’s work, alter the conformation of animals, or alter their performance is prohibited. Copyright violation or allowing others to complete your exhibit is considered misrepresentation and is prohibited.

3. I will treat all people and animals with respect. I will provide appropriate care for animals.

4. I will present exhibits that are safe for consumption. All food exhibits will be safe to exhibit and for judges to evaluate. Other exhibits will be safe for judges to evaluate and for exhibition.

5. All food animals that may be harvested immediately following the show shall be safe for consumers, and shall have met all withdrawal times for all medications, and be free of violative drug residue.

6. If any animal requires medical treatment while at the fair or exhibition, only a licensed veterinarian may administer the treatment. All medications that are administered shall be done according to the label instructions of the medication used.

7. My animal’s appearance or performance shall not be altered by any means, including medications, external applications and

Page 17: 2015 Iowa County Extension Council · 2015. 6. 25. · 2015 Iowa County 4-H Youth Council Associate Members Iowa County FFA Advisors Fair Veterinarian Gene Mohling, Regional Extension

surgical procedures. Any animal that is found to have changed its appearance or its performance shall be disqualified from the show, and have penalties assessed against the exhibitor, parent and/or guardian by the management of the fair or exhibition.

8. I will follow all ownership and possession rules and, if requested, will provide the necessary documentation.

9. I will follow all livestock health requirements for this fair or exhibition, according to the state health requirements as printed in the premium book of the fair or exhibition. I will provide animal health certificates from a licensed veterinarian upon request from the management of the fair or exhibition.

10. By my entering an animal in this fair or exhibition, I am giving consent to the management of the fair or exhibition to obtain any specimens of urine, salvia, blood, or other substances from the animal to be used in testing. If the laboratory report on the analysis of any sample indicates a presence of forbidden drugs, this shall be evidence such substance has been administered to the animal either internally or externally. It is presumed that the sample tested by the laboratory to which it is sent is the one taken from the animal in question, its integrity is preserved and all procedures of said collection and preservation, transfer to the laboratory and analysis of the sample are correct and accurate and the report received from the laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of the animal at the time the sample was taken, with the burden on the exhibitor, parent and/or guardian to prove otherwise.

11. I am responsible for my exhibit and I will not allow others to violate this code on my behalf. By my entering an exhibit in this fair or exhibition I will accept any disciplinary action taken by the management of this fair or exhibition for any violation of this code of ethics and any other rules of competition of the fair or exhibition without recourse against the fair or exhibition.

12. I want my exhibit to be an example of how to accept what life has to offer both, good and not so good, and how live with and learn from the outcome.

13. I will not be involved in any illegal activities while participating in 4-H and FFA events, including but not limited to alcohol, tobacco or drug use.

Open Stick Horse Kiddie Kappers

The contest will be held between the halter and performance classes.

Performance Classes

Pleasure Classes: For all horse and pony projects, with the class subject to division depending on the number and type of entries. To be judged in the ring at the walk, trot, and canter on performance; manner, suitability of mount and rider; and overall appearance. Only one entry is allowed in Pony Performance and one entry allowed in each Horse Performance class per member.

Class 1750 - English Pleasure Class, Horse or Pony Equitation Classes: Riders will be judged on seat, hands, appointments of horse and rider, suitability of horse to rider and ability to control a horse with minimal effort in order to give a smooth, confident performance. The results as shown by the performance of the horse are not to be considered more important than the method by which the rider uses to obtain them.

Class 1752 - English Equitation Class, Horse or Pony Walk/Trot Pleasure Class: For ponies and horses to be judged at a walk/trot only in either English or Western equipment this class will be judged on performance, manner, suitability of mount and rider, and overall appearance. Walk-trot eligibility is based on the rider not the horse/rider combination. Exhibitors must be beginning (1st & 2nd year) riders who have not acquired the skill of riding at a canter/lope to enter this class. Walk/Trot participants are not eligible to participate in other performance classes requiring a canter/lope, except Showmanship.

Western Horsemanship Classes: Riders will be judged on seat, hands, performance of horse, appointments of horse and rider, and suitability of horse to rider. Unsoundness of the horse shall not be scored as a penalty unless it impairs the required performance. The rider’s methods of achieving good horse performance are to be considered more important than performance of the horse. Good hands are most important.Ranch Riding Pleasure Class: A horse will be shown at three gaits the walk, jog and lope. A good ranch riding horse has a free-flowing stride of reasonable length on keeping with his conformation and covering a reasonable amount of ground with little effort. The motion should be balanced and flowing, with the head carried in a natural position in keeping with the horse’s conformation. The horse should be shown on a reasonable relaxed rein, but with light contact and control. Responsive, smooth transitions should be shown when changing gaits. The walk and jog should be free-moving and void of peggy, short strided motion. The lope should be a definite three-beat gait, performed on the proper lead and showing good use of the hindquarters. Horse’s expression should be alert, mannerly without the appearance of a dull, sullen, lethargic, drawn or overly tired attitude.
