Master Builders’ Building industry outlook, released in December, is predicting a good year ahead for the housing sector, with dwelling unit commencements set to rise.

The latest Building industry outlook forecasts 40,000 dwelling unit commencements in 2014–15 to rise 14% on the 35,318 starts in 2013–14. The report, which was launched in late 2014 at Master Builders’ annual Committee Lunch in Brisbane, also anticipates this good news to continue into 2015–16.

As well as a rise of 14% in 2014–15, we are estimating that dwelling unit commencements will increase a further 10% to 45,000 starts in 2015–16. While this growth will be spread across much of the state, it will be particularly focused in south east Queensland, with solid growth also expected in most regions. However, we are anticipating that Central Queensland and Mackay & Whitsunday will continue to struggle in the short term.

Our forecast is supported by recent building approvals data, which saw total dwelling approvals show healthy gains and increase by almost 20% over the past 12 months. The data underlines a fundamental shift in supply, with a swing to multi-residential rather than traditional single, detached housing.

Grant Galvin Executive Director

Message from the Executive Director

Currently, approvals for multi-residential developments make up 45% of the state’s total building approvals, while comprising only about one quarter of Queensland’s total housing stock. Unfortunately, affordability of new housing will remain an ongoing problem for the industry over the longer term. This is despite the fact that it has improved slightly over the last 12 months thanks to lower mortgage rates.

As with previous years, renovation activity will remain solid and we anticipate the high cost of buying a new home will continue to encourage many owners to stay put and renovate rather than sell and upgrade to a new home.

Unfortunately this good news isn’t reflected in the non-residential sector, with the ongoing weakness in private and public sector investment the biggest issue. There are no winners in 2015 when it comes to non-residential construction, with a number of major retail projects coming to an end and no clear pipeline of new work.

The office market continues to be over-supplied and the industrial segment will remain flat. The bulk of construction activity will continue to be in the engineering sector, despite this segment falling significantly.

The report highlights that although different segments of the industry will continue to perform better than others, growth will slowly spread over the year ahead. This is based on stable economic conditions, in particular interest rates, inflation and economic growth.

2015: Housing construction forecast to continue upward trend

It is this stability, in conjunction with steady population and employment growth that will underpin consumer and business confidence and the confidence to invest in new construction.

Master Builders’ Building industry outlook report includes a comprehensive snapshot of the current state of the building industry and an assessment on business sentiment and outlook for the medium term.

The Prime Minister stated his absolute conviction that our industry is “truly building Australia” when he addressed Master Builders National Excellence in Building and Construction Awards last year.

This is a very welcome recognition of the critical contribution of Master Builders members in building the nation and in creating jobs.

However, the Prime Minister’s conviction must be backed up by important productivity-based reforms to allow our industry to play its role as a major engine of economic growth, employment and prosperity. This will take time, but an early start is vital so building and construction can play a greater part in helping the economy move on from the resources boom.

In the short term there are worrying signs that business more broadly is concerned about where the economy is heading. While some economic indicators are looking more positive than they did a year ago, sluggish retail sales and rising unemployment reinforces the need for a change in government policy settings.

Master Builders Australia will continue to push government and policy makers to allow business to get on with the job.

Opinion

Priorities for 2015

We strongly support the current Federal Government in confronting the economic challenges we face and many of the measures it unveiled to tackle them. However, the timing, architecture and communication of these measures should be reviewed to boost business confidence.

Nevertheless, there is much to be positive about as we commence a new year.

In 2014, the government fulfilled election promises, such as the paring back of red and green tape, and has laid the foundations for important inquiries such as the Productivity Commission probe into the effectiveness of the industrial relations system.

The government also deserves credit for its ongoing commitment to restoring the strong powers of the Australian Building and Construction Commission (ABCC) to enforce the rule of law on construction sites. However, as with much of the government’s legislative agenda, the Senate is proving to be a stubborn road block.

In 2015, Master Builders Australia will continue our rigorous advocacy for this and other vital reforms. Restoring the strong powers of the ABCC is about boosting the productivity of our industry, strengthening the national economy and creating more jobs, particularly for young people.

Reforming the apprenticeship and vocational skills training system is another major focus for 2015. We will continue to highlight to government how the deficiencies of the current system prevent it from meeting our industry’s needs and in providing better pathways to rewarding careers.

Wilhelm Harnisch Chief Executive Officer

Master Builders Australia

In our pre-budget submission we will reinforce to the federal Treasurer the importance of rebooting confidence in the economy and for budget measures that will secure a strong building and construction industry. The 2015 May budget must act as a policy circuit breaker to head off waning business and consumer confidence.

We will also continue to strongly support Master Builders Queensland in their strong advocacy of your interests. They’ve called for key policy priorities to be adopted by the next Queensland Government, to support a stronger building industry, economic growth and more jobs.

We will push for a business environment that lets Queensland’s Master Builders do what they do best – build strong profitable businesses, create jobs and build more liveable communities.

Master Builders Australia’s main priority for 2015 is rebooting business confidence.

Hosting last year’s G20 was just another example of ‘bread and circuses’, if you ask me. We love them here in Australia – Melbourne Cup Day, for example… another excuse to drink, dodge work and keep distracted. So, too, was Brisbane’s hosting of the G20.

Apparently, hosting such an event has great economic benefits to the host city and country. Well, outside of the many rent seekers promoting such, I cannot find any independent studies proving it.

And here is the point… the vast majority of us who live here and those who wish to move here, want Brisbane to remain as it is – obscure; small scale; a bit slow; hospitable; a third-tier city and family friendly.

Personally, I think we should be spending our time and money on making Brisbane a better place to live.

A better BrisbaneWhat makes a city work?So what are the ingredients that turn a city into a great place to call home? What’s the fairy dust that transforms a jumble of buildings and a network of roads and tunnels into something that inspires? Where is that sweet spot between efficiency and urban grit that makes a city feel right?

In short, what makes a city work?

Each city has one major thing. We need to start with that. New York City has Central Park; Sydney its harbour and Brisbane’s unique and most powerful feature is its river.

The Brisbane RiverSadly, we seem to be selling the Brisbane River off in large chunks these days. The public cannot access it anywhere near enough. We cannot cross it enough, either.

If Brisbane truly wants to be an international city and sustainably grow business and tourist opportunities, then it must optimise its greatest asset, the Brisbane River.

Other assetsThe following isn’t a comprehensive list.

Big treesI don’t really need to say much more here. Yes, lots of cities don’t have any trees at all, and they are great. But in Australia, big street trees and landscapes with mature trees are a winner.

Many of best places to live in Australia (and those that see the more consistent price growth) are those with areas with great landscapes. Spend some time looking into it. The simple things in life are often the best.

Signage Not the visual pollution we have here. But very select signage that is themed and very coherent. Limit the amount of outdoor advertising and even road signs.

Next time you go to Tasmania or New Zealand, ask yourself what is different.

For me, one of the key differences is that there is very little unnecessary signage and where it does exist, it must obey set design standards. Even McDonalds has to follow the rules.

I counted over 500 unnecessary signs (there are way more, but I lost patience) on my way to work recently, a distance of just 7km. Yes, I am a strange cat. But think about it. Does your daily visual overload get you down?

A sense of scale This is where Brisbane is losing the plot, if you ask me. The coming plethora of massive blocks of flats downtown is out of all proportion with human scale.

Renewal and rejuvenation also often mean sanitisation. We will lose what makes many of these downtown areas attractive in the first place.

OpinionMichael Matusik – Experienced Residential Commentary

february/march 15 [ 7 ] mb

Opinion

The same applies to our retail spaces. Big, air-conditioned boxes. The same chain stores in every location and Brisbane’s urban renewal hot spots will not be excluded.

We have a great outdoor climate. We should be making much more of it. Life on the street isn’t just for the urban poor. 24/7 is needed in some places, too. We also need grit. We are getting better at it, but we need more. Sanitised often means boring. Yes, just like the G20.

Money spent on grants or the like to help get wider diversity in our retail and food offerings, would be money well spent.

Also, density needs to be offset; more common space needs to be injected into our highly developing urban areas. Less concrete and glass would be nice, too.

Suburbs that work Think mixed use; local employment and entertainment, and a much more diverse array of housing types at different price points.

Residents want to age in place; they want to stay in the local area and help each other

out; dare I say it – like a true community. The mono-building, which Brisbane is now encouraging, is creating places that often won’t work from a broader socio-economic stand point.

Escapes Having places to which we can escape is very important. And how you can get there, equally so.

Brisbane is blessed with a fantastic hinterland; Moreton Bay; great islands like Moreton and Stradbroke and of course, both the Gold and Sunshine Coasts.

But the connectivity between them sucks.

We now have a pretty good airport, but not everyone can and wants to fly somewhere to get away.

End noteSo, I don’t like things like the G20. I especially don’t like what has become of the Melbourne Cup.

I believe Australia should have said no to hosting the G20. We would have won more respect from the other 19 by saying no. We should have told the rest of the world, and in particular, us tax payers, that we would rather spend our money on things that actually matter.

Imagine if the time, effort and money were spent on improving the public’s access to the Brisbane River – heck, just building another couple of bridges and fast tracking some ferry terminals would have done it for me – plus working to improve our housing and retail choices.

Nick Herron replaces outgoing President, Derek Pingel, who finished up five terms as President. Nick’s appointment follows years of active contribution and representation of the state building and construction industry.

Currently Managing Director of Herron Coorey Building Contractors and a Master Builders member since 1995, Nick has also served on Master Builders’ Construction Sector and Contracts Committees since 2001, as State Councillor since 2004 and as a Master Builders Foundation Board Member since 2013.

Nick heads up the Executive team, including Peter Schriek, Kathy Seaman, Rod McDonald, Ralf Dutton, Geoff Baguley, Drew Brockhurst and Adrian Gabrielli. The team meets monthly and is responsible for driving the strategic direction of Master Builders.

While there are some familiar faces in the group, the team is largely made up of new members who will lead Master Builders into a time of renewal and growth for the building industry. Nick, along with the entire Executive and Master Builders Senior Leadership Team, will be also instrumental in driving Master Builders’ official policy and advocacy platform in 2015.

Master Builders State Council, which is elected by members, has also been appointed. The group, which meets twice per year and is made up of 18 members and nine divisional representatives, is responsible for creating the framework for Master Builders’ policy direction, in consultation with Master Builders’ committees.

After casting their votes in late 2014, Master Builders members have officially welcomed a new Executive team to the helm along with many new faces for State Council, Divisions and Branches across Queensland.

News

A little bit about Nick…As well as being actively engaged across the industry, Nick’s other qualifications include being a self-confessed “bad but enthusiastic surfer” with a “Life Skateboarding Ban currently under appeal”. But when it comes to advocating for the industry on Master Builders’ behalf, Nick’s wealth of experience and knowledge will put him in good stead.

With a strong focus on further developing Master Builders’ relationships with local and state governments, Nick has a firm emphasis on change and refreshment for the association under the leadership of Executive Director, Grant Galvin, who took over the reins in 2013 after almost eight years in various roles at News Limited, most recently as General Manager Group Editorial Operations – Australia.

Team Thompson win Tradie Vs

News

Thompson Building Group claimed the trophy and accompanying kudos when their team took out CSQ’s Tradie Vs competition.

CPD to be introduced in 2015 A voluntary continuing professional development (CPD) scheme is set to be introduced by the Queensland Building and Construction Commission (QBCC) from 1 July 2015, which will apply to all licensed contractors.

The QBCC then intends to adopt a mandatory scheme from 1 July 2017, subject to the success of the voluntary scheme.

Further, it’s interesting to note that the New South Wales Government is intending to scrap its mandatory CPD scheme on the basis that it has

cost individual builders up to $500 each year, with little demonstrable benefit to the individuals or the industry broadly. Conversely, Victoria is considering introducing a mandatory scheme.

Master Builders is keen to ensure that any mandatory professional development scheme provides tangible benefits to individual contractors and is targeted so that the topics covered relate directly to the contractors involved (for example, targeting the most common building defects and common causes of business failure).

Troy Mendham, Dwayne Jenkins, Lance Ainsworth and Zack ‘Macca’ Macklin-Shaw put their skills to the test during a series of ‘Myth Busters meets The Block’ style challenges, which included building a cyclone-proof port-a-loo and a kicking machine to rival former Origin Great, Steve Renouf.

The challenges were captured in a series of videos which were shared across social media. Queenslanders were then invited to vote for the best team in each challenge to determine the overall winners.

Accepting their trophy on stage at the CSQ Excellence Awards the team said taking part in Tradie Vs had been a great experience.

Team member Troy Mendham said the competition had been a fun and challenging way to test their skills against other industry professionals.

“Having the opportunity to be involved in the competition was a great learning experience.

“Each day we arrived at Tradies Vs not knowing what kind of challenge we were going to face. We only had one day to complete each project so we had to work at an intense pace and plan carefully.

“It really tested our creativity and encouraged us to look at problems in new ways.

“We are happy people enjoyed watching the videos and would like to thank everyone who gave us their vote. Hopefully some of those who watched our video will be inspired to think about a career in construction.”

Team Thompson with the winner’s trophy at the CSQ Excellence Awards, Troy Mendham, Dwayne Jenkins, Lance Ainsworth and Zack ‘Macca’ Macklin-Shaw.

CSQ’s CEO Brett Schimming said the Tradie Vs campaign has certainly sparked some interest and has been a great showcase for our industry with 250,000 video views and 9,000 votes.

“Well done to all those involved and thanks to McNab, Thompson Building Group, WorldSkills Queensland and The Construction Training Centre for supporting Tradie Vs.”

Policy & advocacy

Master Builders has identified six priorities for the new government that will make a demonstrable difference to Queensland’s building and construction industry.

Throughout the election campaign we lobbied hard to achieve these changes for a better and more productive future for our industry.

We will now turn our focus to working closely with the new government to achieve some much needed outcomes and reforms.

State election priorities for the building industry.

CHARTING A COURSE FOR GROWTH

Stimulate demand for new construction

• Increase government investment in infrastructure

• Target financial assistance measures at all new housing

• End the stamp duty ‘double-dip’ on new developments by not levying the tax on the cost of construction and only once on the land.

Contain building costs

• Further reform to the planning and development assessment system to end duplication and unnecessary delays

• Increase the uptake of new materials and methods of construction to reduce completion times and drive down costs

• Subject all proposed environmental/ energy requirements for new housing to a rigorous cost–benefit analysis.

february/march 15 [ 13 ] mb

Improve productivity and protect against worker intimidation

• Reinstate the Australian Building and Construction Commission and the Building and Construction Industry (Improving Productivity) Bill 2013

• Introduce ‘protection from protester’ laws, ending the intimidation of workers

• Ensure the Royal Commission exposes all forms of corruption and intimidation.

Wind back the highly prescriptive approach to WH&S

• Ensure the ‘fit and proper person’ test for union officials is enforced and ‘Right of Entry’ permits are removed from those who abuse the responsibility

• Restore insurance cover for third parties under the state’s Workers’ Compensation Scheme.

Improve the capacity of contractors to manage risk

• Cap builders’ liability for latent defects at 10 years

• Ensure that all building professionals are held accountable for their work

• Support builders in selecting products that are fit-for-purpose through a new product certification system and a clear reporting and enforcement mechanism

• Introduce a CPD scheme to lift technical and contractual standards across the industry

Provide relevant training

• Develop a new apprenticeship system that is appealing, relevant, flexible, cost effective and easier to understand for employers and apprentices, increasing both the uptake of new apprenticeships and the completion rate

• Improve training completion rates by providing greater access to mentoring programs and assistance to apprentices at risk

• Develop a training system that creates a career pathway through transferrable skills and core.

New apprenticeship system key to long-term jobs

Master Builders has identified an overhaul to the current apprenticeship system as being essential to achieving a robust building industry training system in Queensland.

Providing training that is relevant and beneficial was one of our key election priorities, and we’re keen to work with the government to develop a new apprenticeship system that increases both the uptake and completion of new apprenticeships.

Both of these outcomes are crucial to ensuring a strong building industry in the future and will help drive the government’s focus on job creation.

According to the National Centre for Vocational Education Research’s (NCVER) September quarter 2014 Apprentices & Trainees early trend estimates report, while trade commencements did increase in the September quarter 2014, this increase followed three consecutive quarters of decline.

While we were delighted to see some growth in commencements, it doesn’t negate the need to address what we know is a well-entrenched problem.

The key to revamping apprenticeships and training for building and construction is creating a system that is appealing, relevant, flexible, cost effective, but most importantly, easier to understand for employers and apprentices.

With apprenticeship completion rates currently at around 50%, there is an urgent need to improve training by providing greater access to mentoring programs and assistance to apprentices at risk.

One of the biggest dangers facing the building industry as we emerge from the GFC, and demand and activity once again start to rise, is a skills shortage, and we must take steps to address this issue now.

Any system worth its salt should help to create a career pathway that offers transferrable skills and core qualifications and centralises training incentive programs.

The current system, which has been around for many years, is in desperate need of an overhaul that makes taking advantage of funding and assistance much easier.

Initiatives like the state government’s Apprentice Pledge, which was recently doubled to 12,000 places, are an important step in the right direction, but more work needs to be done in this space.

A reviewed and revamped apprenticeship system is essential for any government who is serious about training, job creation and ensuring the building industry remains the number one employer of full-time jobs in Queensland.

Are your showers ticking time bombs?

Most contractors are at a complete loss as to why, but detailed testing has shown how, by the action of expansion and contraction, water is “pumped” along glue cavities to escape the shower enclosure, no matter how well it is water-proofed.

The best way to prevent the problem is to seal the screen directly to the membrane, and NOT to the tiles.

Waterstop Streamline provides:

• Positive connection between screen and membrane

• Maximises fl oor area

• Provides a template for following trades

• Ensures correct fall to waste

• Complies with and exceeds AS3740

• Modern, cost effective, one-piece design

• 20 different shapes and sizes

• Minimum change for maximum benefi ts

Despite builders best efforts, leaking showers are consistently listed in the BSA’s top ten defects.

Sadly, sometimes this is due to sub-standard workmanship, but most of the time it is the design of the shower itself which is creating the potential for disaster.

Remove the doubt. Fit Waterstop Streamline ... and forget about leaking showers.

My business has expanded rapidly since we started using the Waterstop Streamline hob and I now have tilers recommending the Waterstop Streamline system – and me – to other builders. Everyone that uses it loves it.Mr Fred Meddings, Managing DirectorWatertight Australia (Water-proofers)

Reports & statistics

Confidence high following strong end to 2014

Despite experiencing a slight fall, business confidence in the Queensland building and construction industry remained at a high level during the December 2014 quarter.

This reflects a stable environment where the Reserve Bank of Australia has continued to hold the official cash rate at a low level and employment growth has been moderate. While for many regions of Queensland, the reality of the end of the resources boom continues to be felt, it is reassuring that confidence is levelling at a relatively high point.

The level of business activity held steady across Queensland over the December quarter and many businesses (37%) are reporting a stronger level of work in progress. In another positive sign for the industry, both employment and apprenticeship levels improved over the past three months, which is an encouraging indication that businesses are gaining confidence about their long-term prospects.

Consistent with improving conditions, particularly in the south east corner, the level of demand was no longer the biggest constraint on business.

Across Greater Brisbane and the Sunshine and Gold Coasts, the availability of land, infrastructure charges and labour costs were the major factors constraining business.

Infrastructure charges have re-emerged as a constraint along with the planning approval process. The cost and time taken to bring land to the market has increased and is causing frustration amongst builders and developers. It is important that the new government continues with the reform process to get on top of these issues.

Housing affordability remained stable in the December quarter as interest rates stayed at low levels and house prices remained steady in many regions of the state. New housing continues to be relatively expensive, with 70% of respondents identifying affordability as having a negative impact on new housing demand.

Across the regions, the south east corner remains the driver of growth, particularly for the residential sector; while Far North Queensland, the Darling Downs & South West Queensland and North Queensland continue to return solid results.

Although the resource regions of Central Queensland and Mackay & Whitsunday have been struggling for a long time, they remain optimistic for the future. The Central Queensland residential sector even returned an improvement for a second consecutive

quarter.

Master Builders’ latest Survey of Industry Conditions for the December 2014 quarter shows business confidence in the Queensland economy and the building and construction industry remains strong.

Brisbane• Industry confidence remained high,

recovering all of the ground lost in the previous quarter

• Trading conditions for the commercial sector dipped, however this is only expected to be temporary

• Turnover and profitability moved ahead and should maintain this high level over the three months to March 2015

• The majority of businesses (60%) are still planning to hold their employment level steady and 29% are now looking to expand their workforce

• Labour costs have risen to the number one constraint for businesses operating in the region.

Gold Coast• Industry confidence remained high during

the quarter

• Trading conditions for both the residential and commercial sectors moved forward over the quarter, with the commercial sector entering positive territory for the first time in the history of the survey

• Turnover and profitability improved

• Employment levels held steady, however there is a significant shortage in Project Managers, Site Managers and Supervisors

• Wage levels have come under pressure, with a third of businesses reporting an increase over the quarter

• The most critical constraint on business growth was infrastructure charges, along with land availability.

Reports & statistics

Sunshine Coast• Industry confidence moderated but

remained at a high level

• Trading conditions for both residential and commercial building remained well within positive territory

• Turnover and profitability remained strong, recovering all of the losses of the previous quarter

• Employment levels in the industry stabilised over the three months to December 2014

• 81% of businesses expect to maintain their current apprenticeship level

• The interconnected issues of land availability, lack of demand and the planning approval process remained the most critical constraints on business growth on the Sunshine Coast.

Darling Downs & South West Queensland• Industry confidence held steady, remaining

in positive territory

• While still strong, trading conditions for the residential sector eased off while the commercial sector remained steady

• Turnover and profitability both improved

• The majority of businesses were able to hold their current employment levels steady

• The majority of respondents (85%) now expect to maintain or increase their current apprentice levels

• The planning approval process and infrastructure charges are the most critical constraints on business growth in the region.

Burnett Wide Bay• Industry confidence dropped away slightly

during the December 2014 quarter

• Both the residential and commercial sectors struggled with challenging trading conditions

• Turnover and profitability both made significant gains

• Employment prospects in the region fell sharply over the quarter, with a third of businesses now expecting to lose staff

• Few businesses reported serious difficulties in recruiting and retaining suitably qualified employees and subcontractors

• The major constraints on business growth in the region were the related issues of the planning approval process and infrastructure charges.

Central Queensland• Business confidence held steady over the

quarter

• While still in negative territory, both the residential and commercial sectors showed significant improvement

• Turnover and profitability dropped away slightly

• The majority of respondents reported that employment levels are steady, however it is hard to fill vacancies at realistic wage levels

• The major constraint on the business growth in the region is the planning approval process.

Mackay & Whitsunday• Business confidence improved over the

December 2014 quarter, crossing into positive territory for the first time in twelve months

• Conditions in the commercial and residential sectors dropped away

• Both turnover and profitability held steady over the December quarter

• Employment levels weakened, with a significant increase in the number of respondents (44%) reporting a drop in current staffing levels

• Apprentice employment was subjected to increased pressure as businesses are unwilling to make long-term commitments

• Wage growth pressure softened over the quarter

• The most critical constraint on business growth was once again the lacklustre level of demand.

North Queensland• Industry confidence held steady,

maintaining a positive outlook

• Trading conditions held steady for the residential sector, however the commercial sector improved significantly and returned to positive territory for the first time since the onset of the GFC

• Both turnover and profitability improved over the quarter, returning to positive territory

• Wage levels strengthened with nearly a third of respondents reporting stronger wage levels

• The most critical constraint on North Queensland business growth in the December quarter was the lacklustre level of demand.

Far North Queensland• Business confidence remained positive, but

dropped away from the high levels enjoyed in the previous quarters

• Trading conditions for both the commercial and residential sectors had a marked improvement, entering positive territory for the first time in the five year history of the survey

• Turnover and profitability posted a strong result, remaining in positive territory

• Both employment and apprenticeship levels held steady over the quarter and wage levels did not shift

• The most critical constraint on business growth in Far North Queensland over the December quarter was once again the lacklustre level of demand.

Master Builders’ Survey of Industry Conditions provides information and analysis on industry expectations and business performance, based on a survey of Master Builders’ members across Queensland.

Building approvals show need for industry boost

State-wide figures are up 5.7% for November and 13.2% across the last 12 months, but there is still a lot of work that needs to be done.

While the industry remains confident about the future, these latest figures for November 2014 show that conditions in many regions are still patchy.

North Queensland and Far North Queensland took the biggest hits, with dwelling approvals falling 38.7% and 31.9%, respectively, from the previous month.

Following the State Election, Master Builders is calling on the government to commit to initiatives that will chart a course for growth in the building and construction industry.

Throughout the election campaign we urged the new government to address six priority focus areas.

These included stimulating demand for new construction; containing building costs; improving productivity on worksites; winding back the highly prescriptive approach to health and safety; improving the capacity of contractors to manage construction risk; and providing training that is relevant and beneficial to the industry. (See page 12 for more).

These actions will go a long way to addressing a number of constraints that continue to plague the industry.

Pursuing these will help strengthen our industry and in turn create a stronger Queensland economy.

A copy of Master Builders’ State Election 2015 Priorities is available on our website at www.masterbuilders.asn.au/electionpriorities

Recent regional dwelling approvals figures from the Australian Bureau of Statistics, revealed a faltering of new housing construction work across most Queensland regions, validating calls for the new government to focus on initiatives that will boost the building and construction industry.

Housing & Construction Awards

1. Provide a detailed description of the project

It’s important to provide a detailed description of at least 100 words with your entry. When writing the description, follow the judging criteria, think about what aspects might interest potential clients, as well as the judges, and include any special features that may be unique to the entry.

You can also attach relevant marketing brochures that provide a good description of the project. Keep in mind that if you win an award, the information that you provide will be used in the award ceremony and throughout publications showcasing winners.

For entries in the Rising Star, Women in Building, Apprentice of the Year, Innovation in Workplace Health & Safety, Innovation in Environmental Management, Excellence in Sustainable Building and Excellence in Sustainable Living categories, the written submission must also provide details of how the entry meets the judging criteria.

2. Supply professional photographs

It’s a great idea to hire a professional photographer to take photos of your house or project. Not only can you use the photographs to support your entry, you can also use them in your own promotional material, including brochures, on your website or to simply show potential clients.

It’s not mandatory to provide photographs of your project with your entry; however, we strongly recommend that you provide professional photographs for judging and publicity purposes.

Should your entry be shortlisted, the judges use your photographs in their final deliberation and, if your entry wins an award, we will use the photographs in promotion of the awards to the media and across a range of official publications.

If you don’t have any professional photos of your project, don’t worry, we’ll take photos during their inspections. However, photographs taken by Master Builders will remain the property of Master Builders.

If you do supply professional photos they must be minimum size of 210 x 140mm at 300dpi (2480 x 1654px).

You should submit a variety of shots highlighting main features of the project including:

• External shots – front entry, landscaping and any outdoor areas like pools, patios and decks

• Internal shots – kitchens, bathrooms, bedrooms, living areas, media rooms, etc.

• Feature shots – any main features, such as balustrading, timber or steel work.

4. Take advantage of the early bird rate

Get your entry in early and take advantage of the early bird rate, which gives you $45 off the cost of each entry.

It’s also important to make sure your billing information is correct, as entries will only be accepted if billing information or a cheque is supplied.

5. Ensure your details are up-to-date

We validate the details on your entry form against those in our membership database and on the Queensland Building and Construction Commission (QBCC) public register, so it’s important to ensure your details, including business name, trading name and licence number are up-to-date with Master Builders and the QBCC.

As stipulated on the entry form, the name displayed on the award will be the licensee name and, if applicable, one recorded trading name (as per the QBCC public register). If you have more than one recorded trading name, Master Builders will contact you for clarification.

For more information on entering and to download the entry form, visit Master Builders’ website at www.masterbuilders.asn.au/hcawards

6. Ensure your entry form is completed correctly

Take the time to carefully go through each section of the entry form, ensuring you have completed all the fields that are relevant to your entry. If your entry form is incomplete it may slow down the process of assessing your entry.

Once you have completed the form, take the time to run your eyes over it a second or third time, or get someone else from your business to take a look for you.

7. Make sure you have the owner/client’s permission to enter the project

Before you submit your project for entry, ensure you have permission to do so from the owner, your client or your contractor. They will need to sign the owner authorisation section of the entry form, so if you don’t have their confirmed permission, your entry may not progress.

Success storyWinning a Master Builders Housing & Construction Award is not only highly regarded within the industry, but also well recognised by the general public and the media.

Housing & Construction Awards

We recently took the opportunity to speak with one of our 2014 award winning members, Christopher R Smith from the Sunshine Coast, who took home awards at a regional, state and national level, to ask how success in the Housing & Construction Awards has benefited his small business.

Why did you enter the 2014 Housing & Construction Awards?

I entered the Awards as I saw it as a great way of getting recognised in the industry, and if I was fortunate enough to win an award it would be a great selling point for potential clients.

What were your expectations when entering? Did you think you had a chance of winning?

I thought I might have a chance at local level, being such a unique house, but then to win a state award and go on to win at a national level was totally unexpected.

Do you believe there is value gained in entering the Awards?

Definitely – to be recognised by your peers and also to have it on your résumé when showing clients.

How has winning an award benefited your business?

I work on word of mouth and don’t advertise as such, so to get my name out there as a national award winner will hopefully make for some busy years ahead.

Will you continue to enter the Awards in the future?

As long as I get the chance to build some amazing homes I will enter the Awards.

Would you recommend other members enter the Awards?

I would definitely recommend other members to enter the Awards as it is a great way of seeing what is going on in the industry. Master Builders members are at the forefront of the construction industry and it can also look great on the company résumé.

mb [ 26 ] february/march 15

Featuring more than 50 categories across housing and construction, the awards program caters for all types of businesses – from subcontractors to ‘mum-and-dad’ operators and large organisations.

It also gives members the opportunity to showcase their projects and achievements to the broader building and construction industry, as well as consumers.

Non-WaterMark – Legal to sell, illegal to install

The World Health Organisation (WHO) has identified that plumbing is a key public health issue of the present and future.

It is easy to dismiss this issue as one faced only by developing nations, but the “spread of disease can occur as easily in both developed and developing countries as a result of improper plumbing system design and maintenance”.

Australia currently enjoys some of the safest water and waste systems in the world and is envied by many countries, this is partly due to the requirement to install only approved (WaterMarked) products.

WaterMark is the foremost certification scheme for plumbing products in Australia. WaterMark falls under the Plumbing Code of Australia (PCA) administered by the Australian Building Codes Board (ABCB).

The WaterMark scheme is a robust certification system that protects the health and safety of the community, consumers, and plumbing and drainage practitioners. This protection is envied by other industry sectors.

The WaterMark Certification Scheme is a mandatory certification scheme for plumbing and drainage products to ensure that materials and products are fit for purpose and appropriately authorised for use in plumbing installations. Material and product failures in plumbing systems can cause contamination of the water system and be a public health concern.

The introduction of safe water supply and sanitation systems throughout the 20th century has resulted in significant health benefits to society, including the reduction of waterborne epidemics and preventable diseases, like cholera, typhoid and dysentery.

Certified materials and products are identifiable by the WaterMark trademark, which must be displayed on the material or product upon the granting of a WaterMark Certificate of Conformity and are listed on the WaterMark Product Database.

The PCA states:

• Every part of a plumbing or drainage installation must be constructed in an appropriate manner to achieve the requirements of the PCA, using materials and products that are fit for the purpose for which they are intended.

• A material or product that is listed on the Watermark Product Database and is marked in accordance with the WaterMark certification scheme is recognised by authorities having jurisdiction as being authorised for use in a plumbing or drainage installation.

This means anything installed in a plumbing or drainage system must meet the appropriate and required standards. This does not have any bearing on the importation or manufacture of products, but it does impact the installing plumber.

In a strange and difficult-to-understand twist, it is possible for people to import unapproved products, and it is possible to find such products for sale in Australia – this is not necessarily illegal. However it is illegal for non-approved products to be installed into a plumbing or drainage system.

If you are unsure about the certification of a particular product, visit www.abcb.gov.au.

Key changes to Logan Planning Scheme

There have been 500 changes made to the new Planning Scheme, ranging from minor formatting and grammatical corrections, to key planning changes.

Key changes

1. Auxiliary unit (formally dual key) and secondary dwelling development

Due to confusion, the definition in the new Planning Scheme for an auxiliary unit is referenced as a dual occupancy.

A dual occupancy (auxiliary unit) allows for separate households to occupy the main dwelling and subordinate dwelling. They can be attached or separated and can be rented out.

A secondary dwelling comes under the definition of a dwelling house. The secondary dwelling allows for a family member to reside in the dwelling; it does not allow for it to be rented.

(a) A secondary dwelling, or in the case of dual occupancy (auxiliary unit), the subordinate dwelling has a maximum gross floor area of:

(i) 70m2 if in the residential zone category and on a lot that is less than 1,000m2 in size; or

(ii) 100m2 otherwise;

2. Gross floor area (GFA) thresholds for retail and activities within a centre

GFA threshold references have been removed from the centre zone and local plan tables of assessment and codes.

The centre size is now to be controlled through land use zoning, building height, boundary setbacks, car parking and landscaping. This will simplify the assessment process and avoid unnecessary regulation.

3. Rezoning

Due to submissions and comments from the state government, a number of properties have been rezoned. These changes are due to a number of reasons, including change to the flood line, inconsistencies in the mapping and further information provided during the public display.

For assistance in accessing or interpreting any of these maps, please call the Logan City Council planning team on 3412 4247.

For more information, call Master Builders on 3225 6419 or email [email protected]

Changes in the new draft Planning Scheme are a result of feedback received from industry working groups and the public. The new Planning Scheme is expected to be adopted in early February 2015.

New requirements for termite managementThe Australian Standards for termite management, AS 3660 Parts 1 and 3, have been revised and updated to reflect current needs and practices for termite management in new buildings and new building work.

Approved on behalf of the Council of Standards Australia on 18 September 2014, they were published on 5 November 2014 to replace the 2000 editions and are referenced in the National Construction Code (NCC).

They will provide builders, building designers, regulatory authorities, termite management system manufacturers and installers, and people requiring termite management systems, with methods of termite management for implementation during construction.

How does this apply in Queensland?

The NCC, with reference to these standards, will apply in Queensland when a primary building element of a Class 1 and 10 building is considered susceptible to termite attack.

Primary building element means:

• A member of a building designed specially to take part of the building loads and includes roof, ceiling, floor, stairway or ramp and wall framing members, including bracing members designed for the specific purpose of acting as a brace to those members

• Door jambs, window frames and reveals, architraves and skirtings.

Protecting the primary building elements is satisfied by installing a termite management system, as per AS 3660.1, with a design life of a least 50 years, as prescribed for Queensland conditions under the NCC.

A termite management system need not comply with the 50 year design life requirement if it is easily and readily accessible for replenishment or replacement.

of several risk reduction measures available to building owners and occupiers. This Standard describes measures to deter termite attacks arising from concealed entry into a building.

The provided system options rely on a combination of partial measures to termite passages, combined with perimeter inspection zones so that when termites attack, evidence of their workings will occur in an area where they will be readily detected during regular inspections. Options are provided so that various approaches may be used either singly, or in combination, to provide an integrated termite management system.

A termite management system constructed in accordance with the Standard cannot prevent a termite attack. They may be bridged or breached and therefore require regular competent inspections and maintenance of the termite management system in order to protect the primary building elements.

Activities like turfing, paving and landscaping adjacent to the building can also compromise inspection zones. The system design at the completion of all works by contractors and property owners should ensure that sufficient dimensions remain without compromising the inspection zones.

Where a chemical is used as an external perimeter termite management system, it must be installed by excavating trenches, treating the exposed trench and backfilling the trench with treated material. The treated area must be covered by a concrete cover strip no less than 50mm thick and 300mm wide, measured from the external wall of the dwelling.

In Queensland at least two durable notices must be permanently fixed to the building in prominent locations, such as in a meter box and a kitchen cupboard or the like, indicating:

• The method of termite risk management

• The date of installation of the termite management measure

• Where a chemical is used, its life expectancy as listed on the National Registration Authority label

• The installer’s or manufacturer’s recommendations for the scope and frequency of future inspections for termite activity.

Termite management systems

AS 3660.1:2014 Termite management, Part 1: New building work provides a range of options for termite management systems that can be implemented during the construction phase. It is primarily concerned with providing measures to reduce the risks of undetected subterranean termite attack on buildings

System and product assessment

AS 3660.3:2014 Termite management, Part 3: Assessment criteria for termite management systems provides new requirements and pass/fail criteria that will enable manufacturers and system proposers to assess their products and methods. AS 3660.3 offers a clear path for compliance with AS 3660.1.

The Standard provides manufacturers, suppliers, assessors and appraisers with the minimum criteria for termite management systems to be used in and around buildings where subterranean termites pose a risk.

This Standard is intended to be read in conjunction with the relevant mandatory requirements of the pesticides registrar and the NCC.

Any proposed termite management systems required to satisfy the requirements of AS 3660.1 will need to be assessed in accordance with this Standard. Approval for such systems by appropriate authorities is dependent on demonstration of assessments that meet the conditions outlined in this Standard.

Moving forwardThe revised Standards should now be referenced within the NCC. Termite management systems and their components that are not fully detailed within AS 3660.1 will not comply, unless tested and assessed in accordance with AS 3660.3

Health, safety & environmentStephanie Gaylard – Manager Workplace Health & Safety

Master Builders is also excited to be launching a range of new safety products this year that will assist members in saving time and money when it comes to completing safety paperwork.

Transitional provisionsFollowing the release of the Work Health and Safety Act 2011 and Work Health and Safety Regulation 2011 on 1 January 2012, transitional provisions and delayed commencement of certain provisions were included to provide a smooth transition to new requirements for business. Some of these transitional provisions came into effect on 1 January 2015 which include:

Design registration of concrete booms

From 1 January 2015, it is a requirement to have the design of concrete placement booms registered with Workplace Health and Safety Queensland.

Clearance certificates Prior to 1 January 2015, a clearance certificate issued at the completion of licenced removal work had to have been issued by an independent “competent person”. A competent person was defined as

“someone who has acquired, through training, qualifications and experience, the knowledge and skills to carry out the task”.

From 1 January 2015, additional clarification of this definition has been provided and outlines that the person must have relevant asbestos industry experience and hold one of the following qualifications:

• CPCCDE3014A Remove non-friable asbestos or CPCCDE3015A Remove friable asbestos

• Certification in CPCCBC5014A Conduct asbestos assessment associated with removal

• A tertiary qualification in occupational health and safety, occupational hygiene, science, building, construction or environmental health.

B Class removal licencesBonded asbestos removal licences issued under the repealed WHS Regulation 2008 expired on 31 December 2014. As of 1 January 2015, persons who conduct a business or undertaking are required to obtain a new B Class asbestos removal licence, which is now a business licence, through Workplace Health and Safety Queensland.

Review into the Federal Safety Commissioner SchemeFollowing a recent review into the Federal Safety Commissioner Scheme, improvements to the scheme announced late last year also came into effect from 1 January 2015. Outlined below are some of the key improvements. The Office of the Federal Safety Commissioner is currently working with industry on additional improvements which will be implemented throughout 2015. A copy of the full report with improvements can be found on the Office of the Federal Safety Commissioner website.

Increased financial thresholds• For directly funded projects, the value

of head contracts for building work has increased from $3 million to $4 million

• The threshold at which Commonwealth contribution of funding requires the use of an accredited builder has increased from $5 million to $6 million.

Domestic housing • The requirement for Commonwealth-

funded projects involving the construction of single-dwelling houses to be covered by the Scheme has been removed.

Removed the prerequisite for AS/NZS 4801:2001 • Companies seeking or maintaining their

accreditation under the Scheme no longer need certification to Australian Standard AS4801.

mb [ 34 ] february/march 15

What to expect in safety this year2014 was a big year in safety, with Master Builders lobbying strongly on behalf of members on asbestos regulations and the review of the Federal Safety Commissioner Scheme. As an outcome of this, many changes came into effect from the beginning of 2015 that you need to be across.

Page 37: 2015 MB QLD Magazine Feb-Mar

Joint venture arrangements• Unaccredited builders can now undertake

Commonwealth-funded building work as a head contractor if they are in a joint venture with an accredited company and operate under the partner’s Scheme accredited systems.

Extending maximum period of accreditation

• The maximum period for accreditation has been increased from three years to up to six years (depending on compliance history).

A targeted, risk-based compliance model

• A move to a new risk-based compliance model will be introduced to better target audit resources to companies with a higher risk of non-compliance.

WHS Management Plan for Commercial and Multi-Residential Construction

2015 also brings the launch of our latest safety documentation product to be added to our existing list of documents available on eDocs.

The new WHS Management Plan for Commercial and Multi-Residential Construction has been developed to help builders meet their obligations under Queensland Government legislation, requiring Principal Contractors to complete this documentation for any works exceeding $250,000.

Health, safety & environmentRachael Vickers – Workplace Health & Safety/Environment Advisor

WorkSafe Queensland the way forwardWorkplace Health and Safety Queensland, Q-Comp, Electrical Safety Office and Workcover have now merged under the banner of ‘WorkSafe Queensland’, following changes by the Queensland Government in the delivery of work, health and safety services, and return to work and rehabilitation services.

This means that there is now a one stop shop for all safety and rehabilitation needs for employers and employees across the state.

WorkSafe has launched a new website that enables customers to access a range of services online, including general information associated with keeping the workplace safe and managing the rehabilitation of workers.

An online combined incident notification and Workcover claim form has also been implemented to help reduce red tape and the need for the same information to be supplied to several departments.

Workplace Health and Safety Queensland (WHSQ) have also undergone a marked change recently, moving to provide employers with greater capacity to manage their own safety, with support from the department and inspectors.

Many businesses are now measuring safety with positive statistics, using leading indicators, such as training and culture surveys, rather than lag indicators, such as injury rates, to evaluate how they are managing safety. WHSQ is now also heading towards providing a more positive collaboration with businesses.

These changes to how WHSQ delivers its services will become apparent to members of the construction industry as more tools and information services are released. Ideally, these will help small to medium-sized businesses manage their safety. It will also include a collaborative approach from inspectors, whose goal it will be to share knowledge and help solve underlying issues, rather than issuing notices or prosecuting businesses. Businesses will still have their obligations as prescribed in WHS legislation and its associated codes.

Construction is a high risk industry, with around 1 in 20 workers being affected by a workplace injury, and 1 in 50 suffering a serious injury.

With this in mind, some businesses will have more work to do in the future to identify where they need to make positive changes to comply with legislation and help prevent incidents occurring that may injure their workers.

However, in partnership with inspectors and other WHSQ staff and developed informational materials and forums, businesses will be able to develop frameworks and networks to help implement systems and activities to manage their safety obligations.

Members will benefit strongly from the new approach by the department and the new tools and programmes they are rolling out. Master Builders will also work closely with WHSQ to make them accessible to our members so they can provide best practice safety solutions for their businesses.

Tradie’s corner

Shooting the breeze with Phil

Phil Breeze is Master Builders’ Housing Services Manager and a registered builder. Since his appointment in 2001, he has assisted countless members in resolving issues of technical and/or contractual related matters.

Here are some common questions he gets from tradies:

I’m doing some work for a friend of a friend on their home. Is a contract really necessary?

Yes. As well as being required for any residential work where the value is $3,300 or more, having a written contract is particularly important when completing work for friends or family. Written contracts give greater certainty about price and scope of work. Not having one in place can become a very costly mistake and cause disputes that could ruin relationships.

I don’t know enough about contracts but I need to use them. How do I learn more?

Master Builders offers advice to members on the most suitable contract to use for the kind of work you are completing. We’ll talk through the job you are about to undertake, advise which contract is suitable, and help you complete it.

We also run a number of training courses, which will help you understand how to correctly implement contracts within your business.

I’m trying to explain to my clients why DIY renovation is not a great idea. What should I tell them?

The best thing to tell your clients is that renovations aren’t as simple as they seem. Builders and tradies understand the more complicated aspects of building requirements and the process of getting renovations approved.

Tell them that getting the job done properly first time around by a licensed contractor

can save them time and money in the long run and give them the peace of mind that the work has a statutory warranty from the Queensland Building and Construction Commission.

Getting paid by a client can sometimes be a problem. Do you have any tips?

Some simple ways you can improve your chances of getting paid are to make sure you have the correct licence (if you don’t, you are not entitled to be paid), ensure contracts and variations are in writing and that you understand them before you sign them. It also helps to be as specific as possible with building specifications, use the Master Builders Holding Account to deposit money for safekeeping, submit progress payments on time, and be aware of legislation that can help ensure you get paid, like the Building and Construction Industry Payments Act 2004 (BCIPA).

I’ve got the opportunity to quote on some insurance work. Is there anything I should consider before entering into a contract?

You should be aware of a broad range of funding and technical issues that may apply when undertaking insurance repair work.

Some of the general questions you should always ask before entering into a contract are:

• Who is the insurer of the premises?

• Has the work been inspected and assessed by an insurance loss assessor?

• Do the repairs require building approval?

• Is there an engineered design required for the repairs?

• Who will be providing a clearly defined scope of works for the repairs?

• Is the approval for insurance repairs to proceed in writing?

• Is the approval given in writing for the value of the repairs?

• Will the insurer pay for the work, will the owner hold the funds or will the contractor be paid a lump sum?

• If only part of the work is covered by insurance, how will the balance of the repair work be paid for?

Master Builders recommends you get answers to all of these questions before starting on any insurance work.

Got a question for Phil? Email: [email protected] and you could see the answer in the next Tradies Corner.

The project will entail the construction of a three-bedroom house in Economic Development Queensland’s (EDQ) Clearview Rise master-planned community in Roma. The project will be funded by EDQ.

The project, which is expected to be completed mid-2015, will provide much needed trade skills in Roma, with two full-time and two school-based apprentices to be employed.

Golden West Apprenticeships will employ the apprentices and host them with Duff Builders, according to Golden West Apprenticeships’ Russell Addison.

“This project will provide a real shot in the arm for skills development in Roma,” Russell Addison said.

“Golden West will work with Duff Builders to ensure that the on-the-job

building skills are maximised, and also with TAFE South West to align training to the needs of the apprentices and project.”

Duff Builders Director, Stephen Duff, said he is looking forward to mentoring the apprentices.

“This is a great initiative for our town and I am so excited to be managing the construction of a house built by apprentices,” he explained.

“As a Roma local, I want to see our town grow and prosper. If we don’t provide these training opportunities locally, our youth will seek them out elsewhere.”

Golden West Apprenticeships is a government-recognised group training organisation that has been operating across the Darling Downs and southern and western Queensland for 26 years.

They provide businesses with a complete service for the recruitment and employment of apprentices and trainees and can be contacted on 1300 650 775.

Fresh approach to customer service

Members across Queensland now have a new contact to help them get the most out of their membership. Jacquie Guy brings with her a renewed focus on ensuring our members have access to the wide range of advice, services and products on offer, as well as growing Master Builders’ membership base to ensure our industry voice remains as strong as ever.

With over 17 years’ extensive sales management experience under her belt, Jacquie comes to us from News Corp Queensland, where she worked across the

retail and automotive sectors, and as the Advertising Manager for Brisbane News magazine.

Her strong multimedia background extends to state, local and regional press, radio, digital and social media, and she brings with her a key focus on leadership and team work.

“My aim is to lead and develop a strong sales team that is passionate about providing the very best customer service,” Jacquie explained.

“It’s vital that we don’t take on a one-size-fits-all approach when considering why new members join, but instead take the time to gain an understanding of our members’ needs and provide benefits around those needs.

“I’m also looking forward to being active alongside our Membership Development Executives to gain a greater insight into the different regions and the challenges our members face. This will allow us to also implement strategies and solutions that suit the differing regions across Queensland.”

With a strong focus on customer service, new State Sales Manager, Jacquie Guy, is looking forward to bringing fresh ideas to the Master Builders team.

2014 was a big year, with a 40% growth in display village members and a strong focus on getting a range of new villages up and running. The steady recovery of the building industry led to increased enquiry, making it a great year for developers and builders to invest in display villages.

The annual Display Village Lunch was held late last year at the Indooroopilly Golf Club and provided a great opportunity to thank members for their support during the year and to provide them an insight into what 2015 has in store.

New opportunitiesWith continuing improvement in the residential building industry, Master Builders is working hard to bring members opportunities in all the south east Queensland growth corridors and in the top half of the state.

We are in discussions with major land developers and expect to be able to bring our members more good news within the next three months.

The Sunshine Coast will become our next big area of growth, following the securement of a new display village site. It has been three years since the “The Haven” at Peregian Beach closed, so this is an exciting opportunity for our members who are active on the Sunshine Coast.

Expressions of interest for a display village in the Park Lakes Estate, along with at least two other future villages will be sent out this year.

Esperance moves forward in ThornlandsThe growing popularity of the Redlands area has created a fantastic opportunity for a display village in a prime location between two main roads in Thornlands.

Land contracts and display village operations agreements have been executed and building is due to commence by the second quarter of this year.

Ausbuild has been very proactive in advertising the Esperance Estate and have announced the display village is due to open later this year, with sales already tracking well.

Coomera Retreat takes pride of place on Gold CoastThis QM Properties village will open in the second half of the year, with contracts and agreements recently issued.

With 26 homes on offer from 13 builders, this will be our biggest village and we expect it will enjoy outstanding success, following on from the previous successful Master Builders village in the estate.

After a successful 2014, Master Builders is on track to feature a display village in all major growth corridors of the south east.

Supporting the industry’s future leaders

Each student accepted into the Building Leaders in Construction program has been hand-picked by their employer as someone with exceptional skill and leadership, who has the makings of a future driver and leader in the building industry.

Queensland Building and Construction Commissioner, Steve Griffin, commended Master Builders’ BLC program.

“This program helps to future-proof our industry by providing the next generation of managers with excellent planning and leadership skills,” Mr Griffin said.

“I’m a big believer in professional development and the better equipped the leaders of tomorrow are, the happier employers, contractors and home owners will be.”

FKG Group’s Group Manager – Construction, Geoff Dunnett, is a current student mentor and a strong supporter of the program.

For any business to grow, it is important we consider our long-term plans and provide the tools for the leaders of the future,” Geoff said.

“This is especially important for those employees working within small companies, who may not have the opportunity to learn from a range of leaders within their organisation. We need our people to be able to manage successful construction processes and lead teams to achieve the high standards we set for ourselves. The BLC course has given our people the knowledge, skills and self-belief to do just that.”

Since the course first began in 2012, FKG Group have consistently supported students throughout the program, with a firm belief that the industry’s future leaders should always be looking to improve.

“The students we have put through this course have learned a number of things, not the least of which is having a new understanding of what they are capable of. Qualities like working hard, striving for the highest possible standards, learning from mistakes, and asking questions are all things that are essential for a young person in this industry if they want to be successful and stand out as a future leader.”

Good leadership is vital on every construction project, but may not always come naturally to everyone. By furthering these skills, graduates

Master Builders’ latest Building Leaders in Construction (BLC) class were recently honoured at a graduation ceremony in Brisbane, celebrating up-and-coming builders who demonstrate outstanding potential as future industry leaders.

can learn how to provide motivation to their teams and confidently demonstrate the control required to deliver on every front of time, cost, quality and safety.

“To ensure longevity of any business, we must be prepared and should always consider succession planning. It benefits our business by providing the education and tools for our future leaders to help prepare them for the next step in their career. We nominate people for this course that we see potential in and fully expect that they will be the future leaders of our business and industry.”

The BLC program has been put together by key industry experts to ensure students have access to an interactive learning environment that has been specifically contextualised to the construction industry, with advice from mentors and sponsors available throughout the whole process.

“The format, content and delivery of the program has been excellent. We work hard to make this happen for our staff, by offering enough time

to attend sessions, digest the information, assimilate it into their own understandings of the industry, and then apply it in their everyday roles.

“We choose development opportunities very carefully at the FKG Group and this course is one that we do not hesitate to nominate people for every time it runs.”

Expressions of interest for the mid–2015 program are now open and Master Builders is encouraging tier-one and mid-tier building companies to nominate eligible employees for enrolment.

Welcoming support to stop suicide

MATES in Construction do important work to improve and support mental health and wellbeing for building and construction workers, and the money raised has allowed them to fund a Field Officer in the Toowoomba region.

At the end of last year, Master Builders was proud to play host as everyone welcomed this important new role to the region.

The new Field Officer, Amanda Edwards, will work closely with the local industry to provide the support they need, in a similar manner to MATES’ Field Officers in Far North and Central Queensland.

Master Builders’ Executive Director, Grant Galvin, who completed the trek himself, said MATES’ Field Officers save lives.

“They are the front line staff responsible for delivering the MATES program across our industry,” Grant commented.

“What I learnt from the Kokoda Trek is that just knowing you’re not on your own is a huge help when you’re struggling, whether it’s on the trek or with issues going on in your life in general.”

MATES in Construction CEO, Jorgen Gullestrup, said the money raised will allow MATES to keep working in the region.

In September 33 trekkers headed to the jungle of Papua New Guinea as part of the very first CSQ Kokoda Trek for Tradies. Setting out to raise $100,000 they not only conquered 96km of tough jungle terrain but ended up raising almost $150,000 for MATES in Construction.

“Thanks to CSQ’s initiative, Amanda, who is one of our most experienced Field Officers, will be now able to look after workers in Toowoomba, Lockyer Valley and Darling Downs,” he said.

“It has been an amazing effort by everyone involved – from CSQ who initiated the idea, to the trekkers themselves, their supporters and everyone in the industry, including employers, unions, superannuation and redundancy schemes who supported their fundraising initiatives and donated money to support the trekkers.”

There have been a number of deaths attributed to suicide in the Surat Basin in recent months and the industry is keen to see MATES’ work continue in the region.

Amanda Edwards, who has been working in the Surat Basin during the current LNG construction phase, will continue to support the LNG sites as they demobilise whilst she transitions to supporting the local industry.

Cancer Council Queensland’s Free Healthy Workplace Program: QUEST

It is important to remember that small changes can make a big difference. Eating a healthy diet and limiting sugary, fatty and salty food and drinks can help reduce your risk of preventable cancers.

The following tips and hints can help you overcome some common challenges.

I don’t have time to prepare healthy meals • Use pre-prepared food items such as pre-cut lean meat and

vegetables to reduce cooking time

• Cookbooks and websites can give you great ideas for time saving recipes

• Use leftovers for lunch the next day.

I think healthy eating is expensive• Stick to a meal plan and grocery list to reduce impulse buying at the

supermarket

• Choose meals that use basic ingredients, such as fruit, vegetables, wholegrain pasta and rice so you can take advantage of bulk prices. Stock up on these items and add small amounts of more expensive ingredients such as fish, lean meat and dairy

• Meals like spaghetti bolognaise or chicken burritos are low cost, quick and easy and can be made healthier by adding grated

vegetables and low fat cheese.

I don’t enjoy the taste of healthy foods• Rather than eating vegetables on their own, add them to dishes

such as stir-fry, curry and casseroles

• Use herbs and spices to boost flavour.

Being overweight or obese is linked to a range of health problems, including some cancers. Cancer Council Queensland acknowledges that it can be hard to make healthy changes especially if you lead a busy life and work long hours.

Page 51: 2015 MB QLD Magazine Feb-Mar

Alcohol is a big part of my social life • Drinking alcohol can increase your risk of several cancers. Cancer

Council Queensland recommends to limit your consumption of alcohol

• Opt for an alcohol free month or alternate alcoholic drinks with non-alcohol options.

Why are fruit and vegetables important?• Fruit and vegetables are low in kilojoules, high in fibre and contain

important vitamins, minerals and antioxidants

• Eating plenty of fruit and vegetables may help reduce the risk of developing cancers of the mouth, throat, oesophagus, stomach, bowel and lung.

Workplaces have an important role to play in supporting these healthy behaviours. The QUEST website provides a variety of tools, resources, posters, tips and hints and policy templates to support workplaces to make the healthy choice the easy choice.

How can QUEST benefit my workplace? • QUEST can help meet your obligations under the Work Health and

Safety Act 2011 to manage known occupational risks and hazards (e.g. UV radiation, second hand smoke)

• QUEST can help provide favourable outcomes for both employers and employees, such as improved performance, productivity, corporate image, employee relations, reduced absenteeism and injury

• QUEST provides access to expert advice and evidence-based practice

• QUEST contributes to the health and wellbeing of your employees and the community

• QUEST allows your workplace to be recognised as a leader in cancer prevention in Queensland.

New drug fights leukaemia in pre-clinical trialsFor many patients with an aggressive type of leukaemia, treatment options are limited and relapse is often a devastating setback.

About 900 Australians of all ages are diagnosed with acute myeloid leukaemia (AML) each year, with those over 60 most likely to be affected.

Scientists at QIMR Berghofer Medical Research Institute have now identified a new treatment approach that could offer hope to AML patients around the world.

In pre-clinical trials at QIMR Berghofer’s Translational Leukaemia Research Laboratory, the drug imetelstat has been found to be highly effective against human leukaemia cells.

Dr Steven Lane and cancer biologist Claudia Bruedigam tested the drug against human leukaemia models and found that it killed or impaired progression of the disease.

The QIMR Berghofer team also found that imetelstat delayed or prevented relapse of AML following chemotherapy.

Dr Lane said the drug has potential for use in addition to chemotherapy, or as an alternative treatment particularly in elderly patients.

“With AML, the first group of patients we want to help is those patients who can’t have normal treatment, so can’t have chemotherapy,” Dr Lane said.

“That really includes elderly patients or patients who have already tried another type of treatment and the disease had returned.

Average survival of elderly patients with AML is only a few months in most situations.

Page 53: 2015 MB QLD Magazine Feb-Mar

Health & wellbeing

mb [ 51 ] february/march 15

QIMR Berghofer is in talks with the United States company developing the drug about plans to start a clinical trial for AML patients in Brisbane, hopefully within the next 12 to 18 months.

As clinical trials of imetelstat are already underway for a number of blood cancers including myelofibrosis, Dr Lane said it should be straight forward to start clinical trials in AML.

Results of the pre-clinical trials have been published in the medical research journal Cell Stem Cell.

The research has been funded by the Leukaemia Foundation, Cancer Australia and Cure Cancer Australia.

BUSSQ takes privacy seriouslyYou may have heard about the allegations that have been made against CBUS recently about sharing members’ personal information and breaching privacy laws. Rest assured, BUSSQ takes the privacy of members’ personal information very seriously.

BUSSQ continually reviews their practices and Privacy Policy to ensure they are up to date with Australian Privacy Principles and modern business practices.

They also recently conducted a Privacy Audit to look at how they can continue to strengthen their procedures to ensure they are delivering best practice.

BUSSQ has had questions about how they use and manage their members’ information. To see full details, read the recently updated Privacy Policy on their website. It outlines how BUSSQ members’ and employers’ information is collected, used, handled and shared. As is common practice, this policy applies to the data already held, plus any data collected in the future.

While BUSSQ has a responsibility to their members to ensure that they receive the benefits that they are entitled to, BUSSQ also believes they have an important role to play within the industry to make sure that employers that don’t pay superannuation for their employees don’t get an unfair advantage over other employers that do the right thing.

BUSSQ has a robust and legally approved arrears process that is followed to ensure their members get paid the super contributions they are entitled to. As part of this process, members’ personal details are not disclosed to sponsoring organisations unless BUSSQ have their express authority.

BUSSQ members can feel confident knowing that at BUSSQ they’re committed to privacy and the security of members’ and employers’ information.

THE BAYER PROTECTION PROGRAM OFFERS HOMEOWNERS TOTAL TERMITE PROTECTION

A first for the termite industry in Australia, the Bayer Protection Program offers homeowners total termite protection -- a combination of regular termite inspections (e.g. annually) to detect the presence of termites; and a physical barrier (Kordon®) to prevent entry via areas that can’t be inspected.

The Bayer Protection Warranty starts with an inspection of the home by a Bayer Accredited Timber Pest Inspector. If the home is termite-free, and possible conditions which may be conducive to termite attack are addressed, your Bayer Protection Warranty can be renewed. The same inspection takes place each year to give the homeowner total termite protection. This warranty can be renewed annually (fee applies) for the life of the structure.

The Bayer Protection Warranty covers homeowners for up to $1 million worth of termite damage due to product failure or any other means of termite entry.

To activate your Bayer Protection Warranty visit www.kordonwarrantycentre.com.au or for further information contact the Bayer Protection team on 1800 552 802.
