INTRODUCTION

The Food Safety and Quality Division (FSQD) is one of the programme under Ministry of Health Malaysia (MOH). FSQD was established to strengthen the activities of planning, implementing, monitoring and evaluating the programmes of food safety and quality to protect the public against health hazards and fraud and facilitate food trade. The mandate for regulatory control is provided for under the Food Act 1983 together with the relevant regulations.

Strategies and activities are formulated to ensure that an effective food control system is in place to ensure unsafe food is not placed on the market including for export.

CEREMONIES AND PROGRAMMES HELD BY FSQD

13th National Food Safety and Nutrition Council Meeting

The 13th National Food Safety and Nutrition Council Meeting was held on December 14, 2015 at the Ministry of Health and was chaired by the Minister of Health.

This event brings together all stakeholders in food safety and nutrition annually to discuss various matters related to food safety and nutrition.

Food Safety and Quality Program Innovation Competition 2015

Food Safety and Quality Program Innovation Competition 2015 was held on 8 December 2015 at the FSQD headquarters.

Evaluations are based on the reports, presentations and demonstrations involving the participation from the State Health Department, District Health Office, Food Safety and Quality Laboratory and Food Section, Public Health Laboratory.

Chair and Host Country for 24th Session of the Codex Committee on Fats and Oils (CCFO)

The 24th Session of CCFO was successfully held from 9 to 13 February 2015 in Melaka, Malaysia. The Session was chaired by Ms. Noraini bt. Dato’ Mohd. Othman, Senior Director for Food Safety and Quality, MOH. The Session was attended by participants from 40 Member countries, one Member organization and 5 international organizations.

Codex Committee on Fats and Oils (CCFO) is a subsidiary body responsible to elaborate worldwide standards for fats and oils of animal, vegetable and marine origin including margarine and olive oil.

Workshop on Operational Procedures for ASEAN Risk Assessment Centre for Food Safety (ARAC)

Workshop on Operational Procedures for ASEAN Risk Assessment Centre for Food Safety (ARAC) was held from 24 to 26 March 2015 in Kuala Lumpur in cooperation with the ASEAN Secretariat and ASEAN Regional Integration Support by the European Union (ARISE).

It resulted in the development of 4 SOPs which was subsequently endorsed by ASEAN Expert Group on Food Safety (AEGFS) through ad-referendum on 15 June 2015 and the SOMHD held in Vietnam on 14-17 September 2015

Preparatory Workshop for Submission of Risk Assessment Request to ASEAN Risk Assessment Centre for Food Safety (ARAC)

Preparatory Workshop for Submission of Risk Assessment Request to ASEAN Risk Assessment Centre for Food Safety (ARAC) was held in Putrajaya from 10 – 11 December 2015.

It was an initiative by the AEGFS in collaboration with ARISE. The Workshop was attended by 29 participants from Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand and Vietnam, representing AEGFS and lead country of the risk assessment request, Chair of Prepared Foodstuff Product Working Group (PFPWG), Task Force on Harmonisation of Prepared Foodstuff Standards, PFPWG Malaysia, ARAC Secretariat and ARISE as the organiser.

National Food Premise Award Ceremony 2015

National Food Premise Award Ceremony 2015 was held on 25 November at Hentian Rehat Dan Rawat (R&R) Dengkil (South Enterance). The ceremony was officially launched by The Honourable Minister of Health, Malaysia.

Promotion of Bersih, Selamat dan Sihat (BeSS) and Look, Sniff, and Taste Campaign on taxis and buses were launched simultaneously with National Food Premise Award Ceremony 2015 which was held on 25 November 2015 at Rest and Recreation (R & R) Dengkil (South Enterance)

A. Meeting of Senior Director with State Health Deputy Director (Food Safety and Quality)

The meeting is the main platform to discuss the planning and implementation of Food Safety and Quality, which involves issues of implementation and achievement of food safety and quality activities in the field. These meetings are held three times a year, on 23 April 2015, 28 to 29 September 2015 and 23 to 24 November 2015.

B. Quality Management System ISO 9001: 2008

The Quality Management System of FSQD has been certified under MS ISO 9001: 2008 since 2012. Through Reassessment Audit of MS ISO 9001: 2008 on 30 - 31 March 2015, FSQD has successfully recertified. Certification

C. Human Capital

Courses were organized based on Training Operational Plan 2015 and in line with the provision of Training in Services (LDP). A total of RM 1 million has been allocated to the FSQD in 2015 and were distributed as follows:

• RM 658,663.00 for internal training (i.e RM 248,000.00 for Headquarters, RM 410,000.00 for distribution to FSQD at the state level)

• RM 341,337.00 for overseas training

A total of six (6) series of courses and seven (7) Lifetime Learning Sessions have been carried out at the FSQD throughout 2015.

D. Food Safety System of Malaysia (FSSM)

FSSM is an information system on food safety which is acceptable, developed with high quality, integrated, comprehensive and timely parallel to the role of FSQD to protect the public against dangerous in terms of health on the preparation, storage, processing, packaging, transportation, sale and use of food as well as facilitate trade in food.

In line with this objective, the study on FSSM requirement was conducted in 2015 to prepare a proposal for the approval of ICT Steering Committee (JPICT) Ministry of Health (MOH), the Technical Committee of Public Sector ICT (JTISA) and specifications of tender documents. Workshop on Gathering Project Requirements Using Business Models For FSSM Project was held on 17 to 18 April 2015 involving all branches in FSQD.

A. The activity of the Advisory Committee on the Food Regulations 1985

There are 11 Expert Working Groups established under this committee to review applications from the industry or other parties to amend the Food Regulations 1985 for the purpose of harmonization with Codex standards.

Several issues were discussed in the Expert Working Groups as follows:

• Proposed new Maximum Residue Limits (MRLs) of pesticides for the amendment of Sixteenth Schedule by Department of Agriculture.

C. Label Screening and Labelling Advisory Services

Label screening service was introduced by the MOH as one of the ways for assisting the industry to ensure the labels of food products sold in the market comply with the Food Act 1983 and Food Regulations 1985.

Labeling Advisory Services was introduced by the MOH to assist the industry to comply with the food labeling provisions under the Food Act 1983 and Food Regulations 1985 and at the same time facilitate the industry to understand better the requirements of the labelling regulations.

D. Activities under the Codex and International Section

In general, the Codex and International Section is responsible in coordinating Codex activities at the national level and is also responsible for international and regional affairs related to food safety.

1. Codex Activity at the National Level

The FSQD as the Malaysian Codex Contact Point (CCP) and the Secretariat to the National Codex Committee (NCC), continues to play a lead role in facilitating and coordinating Codex activities at the national level especially in ensuring national coherence on various Codex issues of national interest and Malaysia’s participation in the relevant Codex meetings.

The NCC consists of 25 National Codex Sub-Committees (NCSC) and five (5) Codex Task Forces (TF) that were established to formulate national positions on issues discussed within the corresponding international Codex Committees. Activities of four (4) of the NCSCs had been adjourned as their respective international committees had adjourned sine die. In addition, five (5) TFs had also been dissolved upon completion of their tasks.

In 2015, Malaysia participated in 10 Codex meetings which involved 35 delegates. The Malaysian Delegation consists of representatives from Ministry of Health and other agencies based on their expertise in relevant disciplines so as to ensure Malaysia’s positions on issues of interest were safeguarded.

At the national level, one (1) NCC meeting and 21 NCSC meetings were held in preparation for and as follow-up to international Codex meetings.

2. Codex Activities at ASEAN Level

i. Malaysia as the Overall Coordinator of the ASEAN Expert Group on Food Safety (AEGFS)

As the Overall Coordinator for AEGFS since 2001, Malaysia continues to play the lead role in formulating the agenda and discussion papers for AEGFS meetings as well as developing and monitoring the ASEAN Food Safety Improvement Plan (AFSIP). The AFSIP focus on 7 programme areas which are Legislation, Laboratories, Monitoring and Surveillance, Implementation of Food Safety Systems, Food Inspection and Certification, Education and Training and Information Sharing. Malaysia is a lead country for Monitoring and Surveillance Programme and Food Inspection and Certification Programme.

Malaysia participated at the 12th Meeting of the AEGFS in Yogyakarta, Indonesia from 20 until 22 October 2015. Under Monitoring and Surveillance Programme, the 12th AEGFS endorsed the work plan for the ASEAN Risk Assessment Centre for Food Safety (ARAC) for 2015 – 2016. The AEGFS as a governing body of ARAC also endorsed the four (4) Standard Operating Procedures of ARAC through ad referendum which were further endorsed by the 10th Senior Officials Meeting of Health Development Meeting (SOMHD) in 14 -16 September 2015. The 12th AEGFS also agreed for the 1st Scientific Committee Meeting and launching of ARAC scheduled in March 2016 to be conducted in Malaysia, as the host country and secretariat for ARAC.

Malaysia has initiated the ASEAN Food Consumption Data in 2011 in assessing the risk in foods, thus provides necessary scientific information to formulate common ASEAN position

on food hazard. The data has been compiled up to 2015.

ii. Malaysia as National Focal Point of the ASEAN Task Force on Codex (ATFC)

The 15th ATFC Meeting was held in Yangon, Myanmar from 3 to 5 June 2015. Malaysia as the Focal Point for the Codex Committee on General Principles (CCGP) and the Codex Committee on Fats and Oils (CCFO) reported the current status of the issues discussed in the meetings. In addition, Malaysia also presented proposal to review Codex Work Management and Functioning of the Executive Committee for consideration as a joint ASEAN position.

iii. Malaysia as National Focal Point for the ASEAN Consultative Committee on Standards and Quality Prepared Foodstuff Product Working Group (ACCSQ-PFPWG)

In 2015, two (2) series of PFPWG ACCSQ meeting and its related meetings consist of Task Force for Harmonization of Standards Prepared Foodstuff (TFHPFS), Task Force for Mutual Recognition Arrangement (MRA) for Prepared Foodstuff Product (TFMRA) and ASEAN Food Testing Laboratory Committee (AFTLC) were held namely:

• 20th ACCSQ PFPWG meeting from 25th February – 1st March 2015 in Bangkok, Thailand; and

• 21st ACCSQ PFPWG meeting from 16th – 20th November 2015 in Manila, Philippines.

The TFHPFS meeting has agreed with the proposal on the Workshop on Development of ASEAN Food Safety Requirements for Food Contaminants for the establishment of ASEAN Maximum Levels (MLs) for Food

Contaminants prepared and presented by Malaysia and Thailand. The meeting had also agreed for the workshop to be conducted in Malaysia during the 1st quarter of 2015 with support from the ASEAN Regional Integration and Support from EU (ARISE).

Meanwhile at the 5th TFMRA, Malaysia continued its role as the Co-Chair of the TFMRA with Brunei Darussalam in the discussion on the development of the ASEAN MRA on Prepared Foodstuff Products while, at the AFTLC meeting, Malaysia as the ASEAN Food Reference Laboratory on Genetically Modified Organisms (AFRL GMO) presented the current status of programmes conducted by the AFRL GMO nationally and regionally.

As the lead country for Food Labelling, Malaysia presented the draft of the ASEAN General Standards for the Labelling of Pre-packaged Food which was developed during the Workshop on Review and Development of ACFCR Guidelines held from 15-17 December 2014 in Jakarta, Indonesia. The ACCSQ-PFPWG further agreed to identically adopt the Codex General Standards for the Labelling of Pre-packaged Food (CODEX STAN 1-1985) at ASEAN level without any modification.

3. Involvement in Free Trade Agreements, Bilaterals and Multilaterals Negotiations

In 2015, FSQD had engaged in several Free Trade Agreements (FTA), bilateral and multilateral negotiations and provided inputs pertaining to SPS, technical barrier to trade (TBT) and economic cooperation on food safety.

FSQD had involved in several FTA negotiations i.e. Trans-Pacific Partnership Agreement (TPPA), Regional Comprehensive Economic Partnership Agreement (RCEP), Malaysia European Free Trade Association (EFTA) Economic Partnership Agreement (MEEPA) and ASEAN Hong Kong Free Trade Agreement (AHKFTA) pertaining to SPS, TBT and Market Access.

FSQD had also involved in the FTA meetings as follows:

• 1st Meeting of Malaysia New Zealand Free Trade Agreement (MNZFTA) SPS Committee on 5-6 November 2015 in Putrajaya.

• 2nd Meeting of ASEAN China Free Trade Agreement (ACFTA) Sub-Committee on SPS Measures on 5-6 February 2015 in Beijing, China.

• 4th Meeting of the ASEAN Australia New Zealand Free Trade Agreement (AANZFTA) Sub-Committee on SPS on 30 June-1 July 2015 in Bandung, Indonesia.

• 5th Meeting of the ASEAN Hong Kong Free Trade Agreement on 1-3 December 2015 in Hong Kong, China.

B. ISO/IEC 17025 Audit

In the year 2015, internal and external audits were conducted at food laboratories to ensure the quality system ISO/IEC 17025 is continuously implemented effectively. The internal audits were conducted by the certified auditor appointed by FSQD whereas external audit was done by certified auditor appointed by Department of Standard Malaysia (DSM). The corrective actions of non-conformance issued by the auditors have been undertaken by the laboratories to maintain the accreditation status. For the increase in the number of accredited analytical parameters, audit for the extension of analytical scope, had been conducted by DSM.

A total of 42 private laboratories have been recognised by the Ministry of Health for food analysis for the issuance a health certificate during 2015. Most of the recognised private laboratories are located in the states of Pulau Pinang, Kedah, Selangor, Negeri Sembilan, Melaka, Johor, Sabah and Sarawak.

A. Percentage of Surveillance Samples (Plan and Ad-hoc) Analyzed in 2015 Based on Food Commodities

SURVEILLANCE

In 2015, a total of 2070 samples from various food commodities were analyzed for microbiological analysis (33%) and chemical analysis (67%).

The highest 3 commodities were vegetable and vegetables product (14%), fish and fish product (13%) and tea, coffee, chicory and related products (13%). Vegetable and vegetable products were tested for microbiological and heavy metal analysis. Meanwhile for the fish and fish products commodity, it has been tested for AMR, color substance, maleic acid and heavy metals. On the other hand, for tea, coffee, chicory and related products commodities were subjected to color substance and caffeine.

H. The achievements of TDS activities for the year 2015

The TDS is an activity carried out for the purpose of estimating the level of exposure to chemical residues and contaminants through diet or food intake. The exposure level will be compared with the reference health standard established at the international level to identify risk exposure among Malaysian population against chemical residues or contaminants. In addition, TDS can also identify patterns of exposure to certain contaminants through diet taken by people in Malaysia from time to time and to identify foods or groups of foods that could potentially lead to the risk of exposure and recommending risk management or risk communication that should be taken.

TDS involves purchasing (at retail level) foods commonly consumed by the population, preparing them as for normal consumption before analyzing the foods for the chemicals of interest. A national TDS project involving all states in Malaysia is conducted biannually.

I. ASEAN Food Consumption Database

ASEAN Food Consumption Database is also one of the activities carried out under the Risk Assessment Section. Food Consumption Survey or Research conducted to obtain information on the type and amount of food consumed and dietary patterns according to specific groups within a population.

The food intake data are crucial elements necessary for the purposes of food safety risk assessment to estimate exposure to contaminants, additives and other chemicals through food intake. In addition, this data can also be used to determine the level of nutrient intake through food intake

K. Registration of Food Analyst

There were 190 applications were received by the Secretariat on 2015 which involved the food analysts from government agencies, private agencies, industries and universities. From the applications, 157 of them were approved as registered food analysts by the Malaysian Food Analysts Council.

L. Annual Practising Certificate 2015, Additional Field of Analysis and Changing Place of Practise

Starting 2015, all registered food analyst who intends to practise as food analyst shall have an annual practicing certificate based on the provisions of section 31, Food Analyst Act 2011. In addition, according to regulations 9 and 10, Food Analyst Regulations 2013 which provides matters relating to the place of practise (regulation 9) and the field of food analysis (regulation 10), any registered food analyst who intends to add the field of food analysis and change the place of practise shall make an application to the Council.

A. Licensing Of Natural Mineral Water And Packaged Drinking Water

The licensing of Natural Mineral Water and Packaged Drinking Water activities include the process of label review. In 2015, a total of 836 of Natural Mineral Water and Packaged Drinking Water labels were reviewed. Besides that, radioactive, chemical and bacteriological analyses are also carried out for monitoring purposes and the monitoring reports will be submitted to the Licencing Section every three (3) months

B. Issuance Of Natural Mineral Water Licences For 1992-2015

Based on the Regulation 360A, Food Regulations 1985, the production and importation of Natural Mineral Water must be licensed. Since this regulation was introduced in 1992, 100 Natural Mineral Water licenses have been issued up to 31 December 2015. Out of 76 active licencees, 38 licences were from local Natural Mineral Water sources while the rest were foreign Natural Mineral Water sources. In 2015, four (6) new licences were issued and one (1) was revoked due the manufacturer no longer interested in continuing the production of Natural Mineral Water.

C. Issuance Of Packaged Drinking Water Licences For 2001-2015

As of 2015, a total of 310 applications of licences for drinking water source were approved.

As of 31st December 2015, 220 licencees were active producing packaged drinking water in Malaysia. Meanwhile, 90 licences have been revoked, i.e. 28 licences in 2015. The main reason for the revocation are due the manufacturers no longer interested in continuing the production of Packaged Drinking Water as well as manufacturers had opened a new plant on a new drinking water source. In 2015, 15 new licences were issued.

D. Licensing of Ice

Regulation 394A, Food Regulations 1985 stipulates that all ice plants operations must obtain a licence before starting a business involving the verification of premises and sampling of water and ice. Sampling of water and ice are carried out to ensure that the ice to be produced are from the water source that complies with the standard specified in regulation 394 and fulfilled with the standard as prescribed in the Twenty-fifth A Schedule.

G. Verification Over Suspected Raw Materials Containing Genetically Modified Organism (GMO)

GMO verification are carried out to identify the use of raw materials containing GMOs in the processing establishments. For the year 2015, verification focuses on soy and soy products.

H. Foreign Audit in 2015

The Foreign Audit was carried out to study and evaluate the o®cial control of food safety throughout the production chain implemented by the Competent Authority (CA). Through this method, FSQD can identify forms of control and documentation requirements for consignments of imported food products. In 2015, an audit to India was held on 21-25 September 2015.

I. Soft launching of Malaysia Organic Food Certification Scheme

Soft launching of Malaysia Organic Food Certification Scheme was held on 21 April 2017. It was held to recognize the food industries that produced product using only organic ingredients. The main objectives of the schemes are:

i. To recognize food industries which are committed to produce food products using only organic raw material.

ii. To protect against fraud in labelling of the organic label. iii. To ensure only food products from organic source are available in the market.

“Organic” is refers to agricultural activities and crops that are free from the use of synthetic fertilizer or pesticide. Organic food can only be claimed as organic through organic agriculture system.

J. Food Safety Course in EPSA (e Pembelajaran Sektor Awam)

An e learning module has been developed for food safety content. This module is meant for all food safety staffs to undergo online training through EPSA portal. It is expected to be completed by the year 2016.

Inspection of food premises is one of the routine activities to ensure that all food premises are clean and hygienic and food safety is assured. In 2015, a total of 124,254 food premises were inspected and 2,422 (1.9%) insanitary food premises were closed under Section 11, Food Act 1983

Through promotional and registration of food premises activities that have been carried out nationwide by FSQD, in 2015, there are 23,265 registered food premises. This number consists of 1,932 food factories, 1,057 premises which are involved in food catering, 17,554 food outlets and 243 vehicles which sell ready-to-eat food.

C. Food Sampling

In 2015, a total of 36,034 food samples were taken for analysis and 831 (4.19%) of the samples contravened certain requirements under Food Act 1983 and Food Regulations 1985. Percentage of contravention has been decreasing since 2011 from 3.1% to 2.3 % in 2015.

A total of 77 sellers/food manufacturers who contravened provision under Food Act 1983 and Food Regulations 1985 were prosecuted and RM 44,250.00 fines amounting to were collected.

D. Monitoring of Pesticide Residues

In 2015, a total of 704 samples (Figure 3) were taken for pesticide residue analysis consisting of 603 samples of vegetables and 101 samples of fruits. Results of the analysis show there were 8 violations of samples of vegetable samples and fruit samples contained pesticide residues above the Maximum Residual Limit (MRL) as stated under Table 16, Regulation 41, Food Regulations 1985.

i. Monitoring of Nitrofuran in Chicken Meat and Eggs 2011 – 2015

In 2015, a total of 44 poultry samples and 1 egg sample were taken for analysis of nitrofuran residue and none of them were tested positive.

ii. Monitoring of Chloramphenicol in Chicken Meat 2011-2015

A total of 48 chicken meat samples were taken for chloramphenicol analysis and none of the samples were found contain residues of chloramphenicol.

iii. Monitoring of Chloramphenicol in Fish 2011 -2015

A total of 22 fish samples taken for chloramphenicol analysis and also none of the samples were found to contain residues of chloramphenicol.

iv. Monitoring of Beta Agonist in Meat 2011 – 2015

In 2015, a total of 180 samples were taken for beta-agonist analysis. These include pork (101 samples), beef (19 samples), mutton (1 sample), chicken (48 samples) and others (11 samples). As a result of continuous enforcement by MOH through routine inspections and special operations the rate of abuse of beta agonist has been reduced. Since 2011 none of the samples taken were tested positive with beta-agonist.

A. HAZARD ANALYSIS CRITICAL CONTROL POINT (HACCP) CERTIFICATION SCHEME

As of December 2015, a total of 263 companies were certified under the MOH HACCP Certification Scheme. This certification has helped the industry in meeting the needs of countries of the European Union (EU) and the United States for the export of fish products and fish products.

B. Good Manufacturing Practice (GMP) Certification Scheme

As of December 2015, a total of 243 companies have received GMP certification. This certification will enhance consumer confidence on the products and assist industry in expanding their market.

C. Makanan Selamat Tanggungjawab Industri (MeSTI) Certification Scheme

Until 31 December 2015, a total of 2,401 food manufacturing premises have obtained MeSTI certification. In order to increase the number of food manufacturing premises certified with MeSTI, an inter-agency collaboration with various government agencies such as the Ministry of Plantation Industries and Commodities (MPIC), the Department of Agriculture, the Prisons Department, the Fisheries Development Authority of Malaysia (LKIM) and the Malaysian Agricultural Research and Development Institute (MARDI) had been run by this branch.

D. Bersih, Selamat dan Sihat (BeSS) Recognition

This recognition involves two components, which are food safety and quality, and nutritional components. In order to get this recognition, food outlet operators must comply with the conditions set for both of these components. A total of 856 food outlets were successfully recognized as BeSS since it was implemented in the year 2013 until 2015.

E. Self-Examination Program (KENDIRI) in schools

Self-Examination Program (KENDIRI) in schools is one of the strategies to reduce the risk of food poisoning incident in the canteen and the hostel kitchen as agreed in the Joint Committee Meeting of Food Safety and Quality and Nutrition between Ministry of Education (MOE) and MOH since 2008. The implementation of this program will help to raise the level of provided hygiene and food safety and act as the first line of defense in the prevention of food poisoning incidents.

F. Situation of Food Poisoning Incident at Ministry Of Education’s School for Year 2012 to 2015

Food poisoning in schools had decrease where as only 118 episodes of food poisoning occur in 2015 compared to 151 incidents in 2014.

The highest food poisoning incidents in schools were at Perak which recorded respectively by 17 episodes while Sarawak and Terengganu were recorded 16 episodes.

G. Food Safety Activities at PLKN

The effectiveness of KENDIRI in preventing the occurrence of food poisoning in schools make it been expanded into kitchen of National Service Training Program Camp (PLKN) in 2010 and the assessment elements were modified to suit the conditions of the premises.

The implementation mechanisms of KENDIRI in PLKN camps involve sharing of responsibility where the camp operators must carry out an inspection themselves and the hygienic level of the premises were monitored directly by the Deputy Commander of the PLKN camp management, the District Health O®ce, State Health Department, National Service Training Department and the Ministry of Health.

The activities of other food safety training program are as follows:

i. Briefing on Food Safety to coaches at all PLKN camps.ii. Technical Committee Meeting on Safe Food Preparation Competition in PLKN Food Complex

Through the implementation of KENDIRI, the rate of food poisoning at PLKN in year 2012 showed a decrease of 61.5 % where as many as five cases of food poisoning occurred in 2012 compared to 13 incidents in 2011. However, in 2013, the target was not achieved because there was an increase in one episode. In 2014, there was an increased of one episode compared to 2013. However, the target of <10% camps involved in food poisoning was achieved where only 7 camps out of 80 camps involved in food poisoning. In 2015, only one episode of food poisoning had been reported in Terengganu.

The supply of Ultra Heat Treatment (UHT) milk under PS1M for 2016 has started in May to November 2015. The supply has been run by four (4) suppliers by zone.

Throughout the year 2011-2015, the number of episodes of clinical symptom caused by suspected UHT milk intake was found to have decreased to 12 episodes in 2015 compared to 2011, in which 97 episodes have been reported. Meanwhile, the number of students involved in 2015 was 287 (0.02%) out of 1,421,386 recipients compared to 3,379 (0.24%) students from 1, 406, 904 recipients under PS1M in year 2011.

To overcome the incidence of clinical symptoms, follow-up was carried out according to locality. The distribution of milk stocks in schools affected by the occurrence of clinical symptoms will be hold and replaced with other milk to ensure the smooth implementation of PS1M. Among all the states, Selangor was recorded the highest occurrence of clinical symptoms with four episodes.

I. Food Handler Training Programme

The objective of this programme is to provide exposure and awareness to all food handlers on food hygiene and safety, personal cleanliness and hygienic food premises, and thus reduce the incidence of food poisoning throughout the country.

Selangor recorded the highest number while Wilayah Persekutuan Labuan is the lowest based on population density in each state.

During the year 2015, a total of 190,790 food handlers were trained by 285 SLPMs, which has been recognized by the MOH. A total of 1,367,242 food handlers have been trained since 1996. A total of 130 persons passed in evaluation of Trainers Compulsory Courses held in four (4) sessions (March, June, September and November 2015).

A total of 593 from 1041 trainers are actively conducting Food Handlers Training Course until December 2015.

A. Monitoring of food imports at each entry point

The monitoring of imported foods at the entry points is based on the following targets:

ii. 100% document inspection – 100% inspection of document (K1) on all declaration for imported food consignments either manually or electronically.

iii. 70% food consignment inspection at land entry pointsiv. 40% food consignment inspection at seaportsv. 35% food consignment inspection at airportsvi. 10% of the food consignments inspected to be sampled for analysis

In 2015, 124,098 consignments were inspected and 14,278 samples (11.5%) were taken for analysis.

B. Contravention of Imported Food 2011-2015

From the total samples taken for analysis, 143 samples (1.0%) contravened the Food Act 1983 and Food Regulations 1985.

There were 111 food alerts on contravening food consignments imported from 16 countries in the year 2015. The food alerts were then notified to all states and entry points for further action.
