A1) Fire Sprinkler System Plan ReviewJohn Corso, National Training Manager, National Fire Sprinkler Association (NFSA) Fire & LiFe SaFety trackExamining fire sprinkler shop drawings, cut sheets and hydraulic calculations is a primary duty of the authority having jurisdiction. This course will provide a method of reviewing plans and other fire sprinkler documents that is efficient and thorough. Attendees will learn what documents to accept to start a review and what steps are necessary for a thorough fire sprinkler design and systems review.

Learning Objectives: Apply the requirements for plans examination according to NFPA 13, building and fire codes. • Discuss the importance of a system-atic review process. • Identify the documents required for a complete plan review process.

John Corso travels throughout North America and Europe teaching contractors, engineers, architects, building officials and fire service personnel and others who work with water based fire protection systems. Mr. Corso retired from the Louisville, KY Fire Department with 31 years of service, the last four as Chief of the Department. He is now responsible for assisting in developing, implementing, updating and delivering training programs to improve the understanding and comprehension of all Codes and Standards relating to water based fire protection systems. The many awards and recognition he has earned from local, national and international groups attest to his ability to convey relevant, complex and changing information with clarity (and humor). He has received a number of awards and recognitions from many groups and has also been named in a number of publications related to his leadership in those areas.

A3) Kitchen Hood Systems & Code Officials Guide to ULKelly Nicolello, Senior Regulatory Engineer, UL, LLC SpeciaLty code trackDuring the first part of this class, we will discuss cooking equipment, exhaust hoods, grease filters, grease ducts, supply fans, exhaust fans and fire suppres-sion and review the requirements as stated in the IMC, IFC and NFPA. Further we will discuss the distinguishing product listing marks and their applicability to cooking systems. The second half of the class will provide an overview of UL certification programs and services, and demonstrates how AHJs can use UL certifications and services to help them with their plan approval and installation inspections. It also includes hands on examples of using UL resources and information to resolve code enforcement situations. There will also be a presentation on current fire research that can impact code development.

Learning Objectives: Understand the elements required for a code compliant cooling system. • Understand the prescriptive requirements of the codes for a cooking system. • Understand how and why fire suppression systems operate to extinguish commercial cooking fires. • Become familiar with the UL Mark process. • Introduce the tools available to determine if a product is listed. • Discuss the different questions that may arise concerning listed prod-ucts. • Understand how research at UL evolves to building and fire code proposals.

Kelly Nicolello has completed a career in fire protection with the United States Air Force, and completed a career with the Alaska Department of Public Safety, where he held most every position in the Division of Fire and Life Safety. He was appointed to the position of Alaska State Fire Marshal in September 2012. As the Director of the Division of Fire and Life Safety he had the responsibility to be the State Fire Marshal and the State Building Official where he led the Bureaus of Life Safety Inspections and Investigation, Plan Review, Fire Department Education and Training, the Office of Rural Fire Protection and the Office of Oil and Gas Systems and Facilities. He retired in May 2015 and took a position with UL as a Senior Regulatory Engineer and relocated to Fort Worth Texas. Mr. Nicolello has an Associate Degree in Fire Science from the Community College of the Air Force and an Associate Degree in Occupational Education from Vernon Regional Jr College in Texas. He is the Chair of the National Association of State Fire Marshals (NASFM) Model Codes Committee. He

sits on the International Code Conference’s Fire Service Membership Committee representing NASFM. He is a non-voting member of NFPA 1 Fire Code Technical Committee and a member of the NFPA 1730 Standard on Organization and Deployment of Fire Prevention Inspection and Code Enforcement, Plan Review, Investigation and Public Education Operations to the Public.

A4) Residential Inspections: From Footings to FinalMatthew Rozzell, CBO, Building Official & OBOA Education Committee Co-Chair, City of Happy Valley SpeciaL intereSt trackThis class will cover structural, mechanical and plumbing inspections for residential homes. The class will provide new inspectors or inspectors who need a refresher on what should be covered during a residential inspection through all phases of the project.

Learning Objectives: Structural inspections and common issues • Plumbing inspections and common issues • Mechanical inspections and common issues • To be able to identify and solve common issues during the construction of a new home.

Target Audience: New or Cross Trained Inspectors

Mr. Rozzell has several residential and commercial certifications and has taught classes for the International Code Council, Oregon Building Officials Association, Oregon Mechanical Association and Oregon Permit Technicians Association. B1) Fire-Resistance Rated 101: CLT and Combustible Construction in the IBCDennis Richardson, PE, CBO, CASp, West Coast Manager of Codes and Standards, American Wood Council Fire & LiFe SaFety trackThis class is geared towards the building official, fire marshal, plan checker or inspector who would like to learn or improve their understanding of the 2012 and 2015 IBC Chapter 7 fire resistance rated construction provisions while forming a basis for understanding fire resistance of proposed larger and taller wood structures utiliz-ing Cross Laminated Timber (CLT). Chapter 7 topics will include: structural fire resistance, rated wall types, horizontal assemblies, vertical openings, shaft enclosures, concealed spaces, prescriptive and calculated fire resistance. Participants will be exposed to new mass timber construction materials including CLT and how they fit into the code of the future, a select number of 2015 and 2018 IBC code changes, recent fire test research and current code proposals under consideration in the ICC Group A process leading to the 2018 IBC. A list of common CLT code official questions will be addressed. Beyond Chapter 7, discussion will include the behavior of fire in combustible structures, construction fire safety, and practical considerations for several common construction details and configurations. The class will incor-porate discussion about the application of various IBC fire resistance requirements found in Chapters 2, 4, 5, 6, 9 and 10 including an introduction to calculated fire resistance of exposed timber and CLT found in Chapter 16 of the 2015 National Design Specification (NDS).

Mr. Richardson joined American Wood Council in January of 2013 after 17 years of being a build-ing official and is a civil engineer registered in California with private sector design and consulting experience in addition to 25 years of building department work. He has been active on several code development and education efforts and has authored a number of code changes on subjects ranging from simplified seismic in the 1997 UBC to a rewrite of the heavy timber provi-sions in the 2018 IBC. Dennis is a Past President of the Peninsula Chapter of ICC, served on the Board of Directors for the Structural Engineers Association of Central California, and is a graduate of UC Davis with a BS in Civil Engineering.

B3) Firestopping – Plan Review & InspectionBrice Miller, Trainer, Fire Containment Training Services LLC SpeciaLty code trackFirestopping has become a hot topic because of the new ICC Firestop Inspector Certification and the Firestop Inspector requirements in the 2012/2015 International Building Code (IBC). We will focus on understanding the requirements of sections 714 and 715 of the 2015 IBC. We will also review joint sys-tems, perimeter containment, through and membrane-penetrations, and all of the firestopping significant changes of the 2012 and 2015 IBC, including the new ASTM firestop inspection standards. Plenty of helpful hints for plans examiners and inspectors will be provided.

Target Audience: Plans Examiners, Fire and Building Inspectors, Architects, Engineers

Mr. Miller has over 25 years of experience as a Building Official, Inspector and Plans Examiner and holds four International Code Council (ICC) certifications. He speaks to code officials throughout the country on firestopping and proposed the ICC firestop inspector certifica-tion that will start in 2015. Brice is Past President of the Colorado Chapter of International Code Council, he has served on ICBO and ICC education and certification committees including the ICC Board of International Professional Standards and the IBC General Code Development Committee. He is also a part time code instructor for a local community college in Fort Collins, Colorado. Brice recently served for 2 ½ years as the Executive Director of the International Firestop Council.

Side-by-Side Burn Demonstration: Tuesday, October 27All institute attendees, community, and members are invited to experience this impressive demonstration during our event.During the lunch on Tuesday, October 27, Clackamas Fire District will feature a special and dramatic sprinkler demonstration. This side-by-side burn will show the difference between fires in two identically equipped rooms: one fitted with automatic sprinklers, the other with no sprinkler for residents to escape.

It takes seconds for a home to go up in flames. It takes 7 to 10 minutes for firefighters to respond. It takes 30 seconds to 1 minute for a residential fire sprinkler system to effectively control or extinguish a home fire. Come witness the effectiveness of residential fire sprinklers with a live fire demonstration put on by Clackamas Fire District #1 and the Oregon Fire Sprinkler Coalition.

B4) Do’s and Don’ts: Connector Installations & Code, Deck Construction, Brace Walls & Trusses – Best Practices, New Methods and Products, & Common Mistakes

Andrew Dwight, Truss Specialist, Simpson Strong-Tie; Mark Ennis, PE, Assistant Building Official/Plans SpeciaL intereSt trackExaminer/Engineer & Inspector, City of Happy Valley; David M. Gilroy, Territory Manager, Simpson Strong-Tie; James McPherson, Territory Manager, Simpson Strong-Tie; and Shalini Prochazka, PE, SE, Branch Engineer, Simpson Strong-TieDetermining the wall-bracing requirements for a structure is a complex process. In an effort to simplify the design, Simpson Strong-Tie has developed a Wall-Bracing-Length Calculator—a quick and easy tool that helps calculate the required length of wall bracing in accordance with the International Residential Code. Ms. Prochazka will focus on how to use this tool with a design example. Mr. McPherson will join us to review the deck connections and code reference to help identify mis-installs and recognize corrosion risks to deck construction. Mr. Gilroy will review proper and improper connector instal-lations, cover possible fixes for mis-installations, identify resources and tools available, and review how to better utilize the Simpson catalog. Mr. Dwight will address ongoing and upcoming products, issues, and methods within the roof and floor truss industry. He will also provide solutions that attendees may not already be familiar with. Mr. Ennis will be there to address field installations and common questions posed by inspectors and city engineers.

Learning Objectives: Provide participants the tools to find and identify common connector issues. • Learn common help lines available to jurisdictions and designers in the region. • Be a resource for attendees and members by answering questions and concerns.

Andrew Dwight has over two decades of experience in the truss industry with roles in sales, design, sales management, and as a technical representative. He holds a Jobline senior designer designation. Andrew has trained hundreds of people in engineering and layout as a tech representative for Mitek. Mr. Dwight also has experience as a home designer in Corvallis for four years.

Mark Ennis is a Professional Engineer who currently works for the City of Happy Valley Building Division. Mark graduated from Cal Poly San Luis Obispo in 1984 in Architectural Engineering. Mark’s work experience includes ten years as a structural

engineer, ten years in construction, and twelve years as a plans examiner and building inspector. Mark has been on the OBOA Special Inspection Program’s advisory committee for ten years and is currently serving as chair for the committee.

David Gilroy was born and raised in Oregon and is a graduate of Willamette University in Salem, Oregon. He has been with Simpson Strong-Tie for nineteen years. He served two years on the Board of Directors for the Structural Engineers Association of Oregon (SEAO) and is the current meeting coordinator for SEAO. David is a member of the ICC SW Washington Chapter and Oregon Building Officials Association. He has conducted educational seminars for Portland State University, Oregon State University, and the Oregon Institute of Technology. David is currently a member of the National Hazard Mitigation Planning Committee (NHMP) and the OBOA Codes Committee.

James McPherson started with Simpson Strong-Tie in 2002 as a Retail Specialist in the South Puget Sound region. In 2007 he moved down to the SW Washington/Oregon market as a Dealer Representative working with the distribution and lumberyards in the market. In 2010

James was promoted to the position of Territory Manager, where he currently serves the SW Washington/Oregon market. He has now added making calls to Engineers, Building Officials, and Architects to his regular duties.

Shalini Prochazka, PE, SE is a Branch Engineer with the Northwestern Branch in Kent, WA where her primary focus is providing engineering and application support to sales and customers including architects, specifiers, building officials and contractors. She has over eleven years of experience in structural design of building structures in North America and has an in-depth knowledge of the building codes. Ms. Prochazka has an undergrad degree in Civil Engineering from India and Masters of Engineering from the University of British Columbia.

C1) OSSC 2014 Egress: Chapter 10 - From Inspection to Plan ReviewSteve McGuire, Building Program Manager, Lane County Fire & LiFe SaFety trackThis class will look at the prescriptive egress system of OSSC Chapter 10. We will go over the components and details of each portion of the egress sys-tem. This class will approach exiting both from field inspections and plan review.

Learning Objectives: Understand the general concept of means of egress system: Exit; Exit Access & Exit Discharge. • We will cover the various compo-nents for each portion of the egress system and look at specific details of the egress components.

Steve McGuire graduated in 1976 from the University of Oregon with a Bachelor’s of Architecture degree. From 1978 through 1990, Steve man-aged a design department for Oregon Dome, Inc. providing construction design service throughout the United States, applying various building codes for buildings that incorporated several types of construction. In 1990 Steve became employed by the City of Eugene as a plans examiner. Steve was the Plan Review Supervisor for the City of Eugene Building Permit Services for ten years and was on the City of Eugene Disaster Operations Task Team for eight years. Steve has been teaching ATC-20 post earthquake posting of buildings since 2003. Steve is an approved Safety Assessment Program (SAP) instructor through California Emergency management.

C2) Building Safety - Building Science & Meyers-Briggs Type Indicator (MBTI) - Understanding Your Behaviors & Others

During the Building Safety - Building Science session, Mr. Muir and Mr. Selig will pro-vide successful examples of Building Science and Safety education program possibilities through hands-on exercises and discussion. Participants will learn about various different educational opportunities and ideas on specifically tailoring a program to the event or class. In addition, there will be take-away examples and discussion on programs geared to interest secondary students in a career path. The ICC High School Technical Training Program details will also be presented. There are opportunities to promote public knowledge and awareness of the importance and value of building codes to civic groups, local forums, neighborhood events, and schools. Building Safety and Science presentations provide practical information in an engaging format. The pre-sentations tie construction, systems, and safety together. Many adults lack knowledge of the built environment and how it affects their comfort, health, and security, yet they spend the majority of their lives in structures. Kids learn about first responders, but rarely about the science and practical applications that constitute safety and prevention.

During the Meyers-Briggs Type Indicator session, Mr. Rozzell will review what MBTI is and how it helps individuals better understand themselves and behaviors. The MBTI is used in organizatias around the world, including most of the top Fortune 100 companies. Participants will take the MBTI assessment to determine their personality type and help you to better understand your-self and your behaviors. The assessment will help participants to understand how they look at things, why and how they make decisions. The assessment will also provide insight as to how you prefer to communicate and how to best communicate with other personality types.

Learning Objectives: Determine personality type through the assessment. • Understand your personality type tendencies. • How your type prefers to communicate and how to most effectively communicate with other personality types.

Class Materials: The MBTI assessment form will be provided and is included in the registration fee. Copies of the MBTI book will be referenced and avail-able during class time (and can be purchased separately at www.myersbriggs.org if so desired-not required).

Jim is the Chief Building Official of Clark County Washington. In his 23 years as a code professional, he has been involved in many arenas from code change to legislative, but his passion is working with the community. He currently chairs the OBOA Marketing and Outreach Committee and is a Director at Large for the OBOA Board of Directors.

Mr. Rozzell has taught a variety of classes for the International Code Council, Oregon Building Official Association, Oregon Mechanical Officials Association, and the Oregon Permit Technicians Association. Rozzell is also a certified practitioner of the Myers-Briggs MBTI® per-

Mike Selig has worked for the Clark County Building Safety department since 2004. C3) Firestop Inspection TechniquesBrice Miller, Trainer, Fire Containment Training Services LLC & Patrick Tesche, Managing Director, Specialty code trackGlobal Fire Protection Group LLC/ International Firestop Council (IFC) Firestop Inspector ChairFirestopping has become a hot topic because of the new ICC Firestop Inspector Certification and the Firestop Inspector requirements in the 2012/2015 International Building Code (IBC). This session includes a hands-on portion, as well as classroom training, designed for Fire and Building Code Officials and Firestop Special Inspectors. Our Firestop Inspectors training program Hands-On segment details the field aspect of Firestop Inspection as per ASTM E-2174 and E-2393. Participants will learn the proper way to conduct a visual inspection and destructive testing, measure for annular space, measure for sealant depth (wet and dry), along with identifying the proper paperwork required by both Firestop Inspection Standards. This training will also provide tips and techniques for inspections.

Brice has over 25 years of experience as a Building Official, Inspector and Plans Examiner and holds four International Code Council (ICC) certifications. He speaks to code officials throughout the country on firestopping and proposed the ICC firestop inspector certifica-tion that will start in 2015. Brice is Past President of the Colorado Chapter of International Code Council, he has served on ICBO and ICC education and certification committees including the ICC Board of International Professional Standards and the IBC General Code Development Committee. He is also a part time code instructor for a local community college in Fort Collins, Colorado. Brice recently served for 2 ½ years as the Executive Director of the International Firestop Council.

Mr. Tesche is responsible for all aspects of the Passive Fire Protection vertical for Global FPG, from Code and Standards Consulting, Engineering and Design through training and education. His current specialties are inspection methods, QA/QC, Project Management and Engineering

Consulting. Pat has been part of the Passive Fire Protection Industry for 26 years. He proudly serves on a variety of industry organizations. He is the IFC Inspectors Chairman and Lead Presenter, is a Member of the ASTM E06 Committee focusing on the ASTM E 2174 & 2393, and is

Mr. Warnock has more than 20 years’ experience in consulting and business management. He is a past president of the ASTD-Cascadia Chapter and teaches in the Oregon Executive MBA program, as well as Portland State University’s Center for Executive Education and Willamette University. His favorite aspect of work is when he can help contrac-tors successfully complete their projects, solving problems at the lowest level. Although skilled in all phases of construction, his specialty is working with the industrial and High Tech community. When not at work, Mike enjoys Ham Radio and Sailing.

OBOA is an approved International Code Council (ICC) Preferred Provider.
