2015 saw a major change in the French airport scene. Toulouse-Blagnac, the first airport to open its shares to private capital, was at the centre of this change. Further to a call for tender, the French State completed its sale of shares to Casil Europe, the instigator of an ambitious project. 2015, was a year spent studying, to create the conditions for new growth.
On 17 April 2015, the French government announced the sale of 49.99% of its shares to the Chinese consortium Casil Europe.
The arrival of Casil Europe in managing the Toulouse airport, also resulted in the emergence of a project. As soon as the new governance was established, the new shareholders and the ATB teams worked together to shape the project, which was presented to shareholders in the autumn. The State, the Toulouse Chamber of Commerce and Industry, the Regional Council, the Departmental Council and the City of Toulouse consequently approved a strategic focus: developing European low-cost traffic and international long-haul traffic, supported by a commercial offer in line with international standards.
The projects undertaken in 2015 prepared the way for this change in scope. They implemented the quality requirement that guides the decisions of the airport operator. ATB was the first French airport to obtain the European certificate to operate an aerodrome, which gives major recognition for airport safety. Users now also have a newly renovated, pleasant Arrivals level, new services on the airport website and a partly refurbished taxiway.
In terms of air traffic, 2015 saw renewed growth (7,669,064 passengers, +2%), bolstered by the low-cost activity (+10.6%), mainly thanks to easyJet, who launched five new routes and increased its existing offer for the domestic network, and Volotea, who opened six routes. In 2015, domestic traffic grew by 3.1%, and international traffic grew by 0.8%. This recovery was, however, curbed by the fallout from the Paris attacks in November, which had a significant impact on French air transportation.
This renewed growth was linked to the good management of aircraft movements, as they once again decreased (-2.2%, 91,921 movements), due to the use of larger-capacity aircraft.
In 2016, traffic should increase significantly, due to the development of the low-cost offer in the Spring-Summer programme, in particular with the various route openings already announced by Volotea. This unexpected increase marks the beginning of a strong desire to develop a tightly-woven air network that is open to the world, departing from Toulouse.
A new stakeholder,an ambitious project

CASiL eurOPeBeCOMeS AN ATB SHAreHOLderThe procedure for opening the share capital of ATB, launched in July 2014, was completed in 2015 with the sale of 49.99% of the State's shares to the Symbiose consortium, composed of the Shandong hi Speed group and Friedmann Pacific Asset Management. Last year, two dates marked the key stages in this process:
On 17 April, the order to sell some of the State's shares to the Symbiose consortium was published in the Official Journal of the French Republic. Both companies in the consortium, who own Casil (China Airport Synergy Investment Limited), had previously created a French subsidiary, Casil Europe, a company registered under French law. Casil Europe holds 49.99% of Toulouse-Blagnac Airport's share capital.
On 5 May, an ordinary General Meeting bringing together all the stakeholders officially confirmed the new governance and its Supervisory Board. It is now composed of two State representatives, six representatives from Casil Europe, four representatives from the Toulouse Chamber of Commerce and Industry and one representative from each of the local authorities: the Midi-Pyrénées Region, the Haute-Garonne Departmental Council and the City of Toulouse.
Anne-Marie Idrac, CEO and French politician, was elected Chair of the Supervisory Board. The Board of Directors, under the confirmed authority of Jean-Michel Vernhes, which now has five members with the arrival of Sophie hennion and Marcus Balmforth (Casil Europe), is in charge of proposing the development policy for the years to come, as part of a change to the existing 2014-2018 strategic plan.

1ATB, 1st FRENCh AIRPORT TO OBTAIN EUROPEAN CERTIFICATE TO OPERATE AN AERODROME
This is major recognition for airport safety: in June, the French Directorate for Civil Aviation Safety (DSAC) awarded ATB the European Certificate to Operate an Aerodrome. Toulouse-Blagnac Airport therefore became the first airport in France and one of the first in Europe to receive this certification from the European Aviation Safety Agency (EASA). This European certificate, which was initially issued by the national authorities, requires taking into account the new regulatory points with regard to airport safety. It also reinforces the role of Toulouse-Blagnac Airport (ATB), as a leader in operating the airport.
ARRIVALS LEVEL RENOVATED
The airport continued renovating the Arrivals level, in particular with the new main entrance, opposite the tramway terminus.Airline baggage services have been moved and included in the baggage reclaim area in Hall D. The baggage reclaim area in Hall B was redesigned to offer a closed space, including baggage reclaim belts 2 and 3. At the exit, a new waiting area was created for people waiting for passengers. A welcoming living space was started in the spring, with the installation of glazed partitions to let natural light into Hall C. The car rental companies in Hall C now have individual agencies to welcome their customers.

MAIN TAXIWAY COMPLETELY RENOVATEDThe airport teams started renovating the taxiway over the summer. This traffic route links the runways to the aircraft aprons at Blagnac 1 (the terminal dedicated to business aviation) and Blagnac 2 (the terminal for the general public). ATB has opted for sewerage that encourages rainwater to infiltrate the soil, to minimise discharge into the public network, and LED lights, which are more energy efficient, have been used for ground lighting. The first phase of the project overseen by the chosen group - Eurovia-Barde Sud-Ouest and Valentin TP - was completed in late September, so an not to disrupt air traffic. Work will continue from summer 2016.
A TRAMWAY AT ThE AIRPORTATB prepared for the arrival of the tramway with one objective: facilitating the passenger experience by simplifying access to the Departures level, thanks to the installation of a vestibule opposite the terminus. Escalators were also installed, in addition to the existing lifts. The arrival of the tramway in April has improved accessibility at the airport and offers an alternative mode of transport for all passengers, as well as the 4,500 employees working at the airport. In addition, ATB decided to group the bus stations, the Tisséo sales outlet and the tramway terminus in a single location to create a real multi-modal hub.

This is what is offered by Rés@P6, the booking service for the car parks at Toulouse-Blagnac Airport, launched in March on the airport's website, http://www.toulouse.aeroport.fr/en. Rés@P6 meets an increasing demand from leisure passengers: to have more spaces available for bookings, in particular during the holidays when Rés@P3, a victim of its own success, is often full.
CARBON ACCREDITATION: ATB OBTAINS LEVEL 2 CERTIFICATIONACI Europe (Airport Council International, Europe) issued Toulouse-Blagnac Airport level 2 certification for Airport Carbon Accreditation, in recognition of its policy to reduce greenhouse gas emissions. Level 2 certification validates the plan to reduce these emissions. This plan will implemented by 2020 and an independent body will carry out an audit every two years. The actions being taken to reduce the airport's carbon footprint include: - installing a condensing boiler and another high-performance boiler in 2015, to heat most of the terminal halls and the technical buildings (objective: saving energy whilst producing the same amount of heat, with a 15% reduction in greenhouse gases); - purchasing electricity from renewable energy sources.
DIVERSIFICATION: PREMISES FOR SABENA TEChNICSIn January, SABENA TECHNICS came to Cornebarrieu, moving into two hangars fitted with paint rooms for the Airbus A320 NEO, rented from ATB. This operation was the first stage in a diversification policy for ATB's business, which, in particular, includes renting our property units for aviation industry use.

Casil Europe is at the origin of this initiative, which will release credit of one billion euros over 5 years, to support the projects of local SMEs selected by the CCIT. ATB and Casil Europe will act as facilitators to develop exchanges between both countries.

Strong increase in traffic
The various route openings in Europe and internationally scheduled by low-cost carriers should bring the increase in traffic to over 4% in 2016.
Development of non-aeronautical activity
In addition to the increase in traffic, focus will be on non-aeronautical activity, which should continue to grow at the same pace as in 2015 for the car parks and retail.
Renewal investments
Renewal operations will account for 80% of the 2016 investment programme, estimated at €15M, which also includes studies on increasing the airport’s capacity to 12 million passengers.

BPROJECTS
AirPOrT2016-2018aneWpassenGer experIenCe
Toulouse-Blagnac Airport has set out an ambitious project for the period 2016-2018. Casil Europe, the CCIT, the State and the local authorities have drafted the outlines of an airport with a broader offer in terms of low-cost flights in Europe and long-haul international flights.
Large-scale projects will be launched. They will provide the airport with a capacity for 12 million passengers by 2018 and prepare Toulouse-Blagnac for increases in traffic in the long term.
The airport is also counting on an aggressive commercial policy, supported by a more appealing and broader airport offer, in line with the international standards. In addition, the stakeholders are engaging ATB in a property diversification approach, starting with the construction of a 4-star hotel connected to Hall A.
All of these projects have a common denominator: improving the experience of every passenger who chooses to travel via Toulouse-Blagnac.

1ThE AIRPORT IS ThINKINg BIggER
An airport expansion and redesign project has been launched. Our aim: to offer passengers the services of a large international airport and adapt to increases in traffic. With a new shopping area, a new security checkpoint system, the creation of a boarding jetty, etc., the airport is entering a new dimension.
The airport's redesign will involve two major projects: the expansion and refurbishment of hall D (with the creation of a single security checkpoint area and the installation of a shopping area in the departure lounge), and the construction of a jetty as an extension to hall A, meeting the specific demands of low-cost and regional airlines. The construction of a hotel directly linked to Hall A will complete this project.

3hALL A JETTY
To comply with the significant increase in low-cost traffic and to meet the needs of regional airlines, the airport will extend its infrastructure from Hall A. A 2,500 m² jetty will be built in this extension, with five boarding gates for direct access to the tarmac and to reach the aircraft parked nearest to the hall. Boarding a bus to reach the aircraft will no longer be necessary, thanks to this direct, more practical and faster route. For passengers, this means a simpler route, which also meets the specific operational requirements of low-cost and regional airlines.

CNEW SERVICES
IMprOVInGtHe CustOMerexperIenCe
This is the main focus of the marketing policy implemented by Toulouse-Blagnac Airport. Our ambition: to offer services to suit every stage of the passenger experience.
PASSENGER EXPERIENCE: EASIER AND FASTERIn 2016, to improve the experience for frequent flyers and offer them sustainable points of reference, the airport will systematically assign Air France shuttles to Paris to Hall B. This desire to create pathway reflexes will be complemented by the installation of automatic "self-boarding" gates in the Hall B departure lounge, to help passengers save time. This higher level of autonomy will be enhanced by the installation of the first "drop-off" equipment in 2016, where passengers can check in their own baggage in the public area. These measures will be taken in addition to adapting the services offered in Hall B.
Another development for passengers is the upgraded signage, which is more legible and suited to new passenger reading conventions, based on emoticons.

SHOP AND COLLECT, SIMPLER PURCHASING AT THE AIRPORTThis new service provides passengers with the opportunity to purchase a product in the airport shops, leave it at the airport during their trip and collect it at the information desk upon their return. This makes it possible to benefit from the airport's best products, without passengers having to carry their purchases with them.
YOUR WEEKEND IN A CLICKIn 2016, ATB will launch a new website. It will include more travel ideas, in particular for long weekends Internet users will also find more online services to simplify their arrival at the airport.

THE CITé DE L’ESPACE IS COMING TO THE AIRPORTNew for 2016, the Cité de l’Espace space adventure park will create two specific attractions dedicated to the airport. In the spring, one of these attractions will complete the renovated Arrivals level with a 50 m² interactive gaming area.
To surprise passengers and leave them with a positive memory, the airport will also add to its cultural partnerships: season 2 of the Temporary Terminal will give access to a new selection of works of art from Toulouse's Contemporary Art Museum, les Abattoirs. The Girafawaland event, launched in 2015 with the Natural History Museum, will continue this year.

DSUSTAINABLE
DEVELOPMENT
2016 FuTure PLANS
Toulouse-Blagnac Airport is continuing in its commitment to fight against greenhouse gases and is contributing to the challenges set out in the context of COP21 and the energy transition. Three projects will be developed in 2016:
CONSTRUCTION OF A SOLAR POWER PLANT AT THE P2 CAR PARKThe project for building a solar power plant on the P2 car park, in partnership with ARMOGREEN, has just been selected as part of a national call for projects from the French Energy Regulation Committee. This plant will meet one of the challenges of ATB's environmental policy and one of the objectives of the 'Grand Ciel' plan: creating a major renewable energy project at the airport site. It is expected to produce 1,100 MWh/year. This more or less corresponds to power consumption at the P2 car park.
PUURCHASE OF EDF 100% RENEWABLE ELECTRICITYFrom early 2016, the airport's electricity will be supplied by EDF, with a contract that guarantees a 100% renewable source for the electricity supplied. This decision was made as part of the carbon accreditation action plan. Purchasing electricity is the first contributing factor for ATB in terms of greenhouse gas emissions.
INTRODUCTION OF A BIODIVERISTY PROJECT BASED AROUND BEES The airport is a partner in an innovative project on the vital role of bees and on the honey production market. This project is presented as part of the Unique Interministerial Fund. It is run by a consortium bringing together companies and research laboratories (Syngenta, Espinaouet SARL, EI Purpan engineering school and the Laboratory of Agro-Industrial Chemistry). From next spring, forty hives will be introduced into the airport area. The results of the response to applications will be revealed in April 2016.
