Welcome to the 2015 RPIC Real Property National Workshop

On behalf of the Real Property Institute of Canada (RPIC) Board of Directors and the Workshop Planning Committee, we are pleased to welcome all participants to this year’s National Workshop. This is an excellent learning and networking opportunity for federal real property professionals an occasion for us to interact with our many partners from other levels of government, academia and the private sector.

The Workshop program has been designed to provide insights on the latest in innovation, best practices and strategies to help delegates respond to the current challenges facing those involved in the management of the federal government’s multi-billion dollar asset base.

Departmental and industry experts will share their knowledge and experience though the professional development training and concurrent sessions. In support of the overall theme, Transformation: The Path to Success, the presentation streams will focus on the evolving processes, performance indicators and techniques throughout industry, and the transformation of the workforce within government and industry as new skill requirements emerge and new approaches to partnership management are explored.

With the outstanding support of our senior leaders in the federal government you will also have the opportunity to learn about, and be inspired by, the exceptional work that is being undertaken and their vision for the future.

• Robert Howald, Executive Vice President, Real Estate, Canada Lands Company One of the most important recent disposal and partnership successes within the federal government was achieved through landmark joint venture agreements between Canada Lands Company, the federal government’s disposal agent for strategic surplus property, and three First Nations having their traditional territories in the Lower Mainland of British Columbia, Musqueam Indian Band, Squamish Nation and Tsleil-Waututh Nation. These agreements govern the redevelopment of three high profile Metro Vancouver properties formerly owned by Fisheries and Oceans Canada, the Department of National Defence, and Public Works and Government Services Canada. This session will outline the complex disposal negotiations led by the three federal departments and successful conclusion that resulted through understanding, respect and trust as well as a strong determination by all parties to make it happen.

Treasury Board Real Property Management Policy Suite - The Future .. Room 202

The O-Train Confederation Line is the first stage in the City of Ottawa’s future light rail network. The 12.5 kilometre electric rail system will include 13 stations and a 2.5 kilometre tunnel that will alleviate congestion through the downtown core. This presentation will give an overview into project milestones, construction activities and schedule. In addition, it will provide insight on the procurement model, governance and a brief overview of Stage 2.

Two seasoned consultants, each with a few decades of experience in providing solutions and capacity to government, will talk about what the public sector needs to do to get the best value from its relationships with the private sector. “The Relationship” is what lives and evolves within the terms and conditions of the contract. This presentation will demonstrate how the relationship between the public sector and service providers can be either constrained or energized by types of contracting vehicles, proposal evaluation procedures, and wording of the contract.

Environment Canada has many regulations that can impact how properties and facilities are managed. It is important that the people responsible for property management are aware of the regulations that could apply to them. This presentation provides a brief introduction to some of the various environmental regulations that are currently in place under the Canadian Environmental Protection Act, 1999. The overview will provide guidance to Property Managers and employees who are in charge of operating regulated assets, work in compliance with regulations and act with due diligence.

Paris Chancery Relocation Project: Transferring Risk Through a Real Estate Exchange .................................................................. Room 203

The Paris Mission is in need of significant renovations to the cost of 170M CAD$ and no longer meets safety and security standards. It also has excessive space for its current needs in the order of 40%. There have been several initiatives, over the past twelve years, to find a permanent solution for this Category 1 Mission.

This presentation will introduce a potential new business model for the delivery of real property and to demonstrate the advantages of a real estate exchange that transfers risk to a third party.

Building on the latest demographic studies and the Public Service Employee Survey results, the presenter will paint a picture of the key trends facing the federal real property (RP) community and their implications for federal RP organizations.

In addition to a greater understanding of trends and implications, key takeaways from the session will include strategies and initiatives to mitigate some of the identified issues, and a list of concrete questions to help participants assess their organization’s state of readiness.

On October 14, 2015, Ottawa City Council unanimously approved the Former CFB Rockcliffe Community Design Plan, capping off a three-year planning, public consultation and review process. This is the beginning of an approximately fifteen-year development process that will transform the former air base into one of the most strategically important new communities in Ottawa.

In this session, Canada Lands Company will review the progress that has been made to date and the next steps in the approvals, development, marketing, sales, and community building processes.

The focus will be on guaranteed Energy Service Performance Contracts, which transfer the technical and financial risk associated with such projects to the private sector.

Understanding When “Low Hanging Fruit” Energy Conservation Projects Are Actually Value-Destructive ........................................ Room 202

While selecting facility renewal capital investment projects based on traditional ROI or NPV metrics can be an effective strategy in the private sector, it can often be a value-destructive approach when used in the public sector. For public sector capital investment to pro-actively lead the market in sustainability stewardship, the investment analysis must begin with a clear understanding of the total cost of life-use building ownership. This new approach provides transparency to the life-cycle cost of preserving energy from waste, and monetizes sustainability values and economic benefits, adding clarity to the priority-setting process for capital deployment.

Canada Post’s traditional business model is under significant threat with the precipitous decline in lettermail due to the increasing use of electronic communications. At the same time, the expansion of e-commerce is fuelling growth opportunities in the highly competitive parcel industry. This presentation will review how Canada Post began the transformation journey and how it is responding to these business challenges with its Five Point Action Plan. It will also provide an update of the Community Mail Box program, the largest element of its transformation.

However there are cases where risks can be assessed and transferred to other levels of government or are better managed internally by the government department or ministry. This panel will explore and explain the practical application of risk analysis models and their pros and cons for different forms of procurement. It will also explore what is the appropriate risk to transfer and how risk transfer impacts value for money and execution for the public sector.

Guest SpeakerElisa Mayhew, Assistant Comptroller General, Acquired Services and Assets Sector, Treasury Board of Canada Secretariat

Elisa Mayhew was recruited to the federal public service as a civilian

employee of the Department of National Defence (DND) in 1983 in

the position of Procurement Officer at Canadian Forces Base London,

Ontario.

Over the next 15 years she held a variety of procurement and materiel management-related

positions of increasing responsibility at DND, the last of which was the Senior Procurement

Manager for the acquisition of Information Technology, Communications and Electronics,

and Space Projects. Elisa left DND in 1999 when she accepted a position in the Government

Operations Sector of the Treasury Board of Canada Secretariat.

In 2010, Elisa was appointed as the Executive Director in the Acquired Services and Assets

Sector (ASAS) of the Office of the Comptroller General Branch of the Treasury Board of Canada

Secretariat. On November 12, 2014 she was appointed Assistant Comptroller General for

the Sector and, in doing so, took on broader leadership responsibilities for the procurement,

materiel management, real property, investment planning and project management suite of

policies, as well as for the ASAS Communities Management Office.

Keynote SpeakerThe Potential for an Innovative Capital with the New National Government – and the Key Role to be Played by the Real Estate Community

When a new government comes to power, there is always a special opportunity for fresh

ideas and innovation. From his long perspective offering advice on the urban scene in Ottawa,

Larry Beasley will explore possible new directions for the development of our capital city

particularly in regard to the areas of change where real estate management will play a key

role. Referencing urban successes elsewhere in Canada and around the world, he will suggest

a national urban agenda that can be realized in the capital as a pacesetting force and that

will be relevant in the more sustainable and liveable development of all our cities. He will talk

about the power of government real estate demands to drive progressive community building.

He will talk about government investment as a seed to leverage major private investment. He

will talk about public/private partnerships – what works and does not work. He will suggest

new funding and financing sources for public goods and infrastructure. And, he will offer his

take on some of the pending public initiatives that might now be up for grabs.

Larry Beasley, CM, BA, MA, Hon LLD, FCIP, RPP

Larry Beasley is the retired Co-Chief Planner for the City of Vancouver;

the founding principal of Beasley and Associates, an international

planning and urban design consultancy; the “Distinguished Practice

Professor of Planning” at the University of British Columbia; and, is a

Registered Professional Planner in Canada.

After more than thirty years of civic service in which he led the planning

and development management initiatives to transform Vancouver into a world model for

contemporary sustainable and liveable cities, Larry now teaches and advises on urbanism

around the world. He chairs the ‘National Advisory Committee on Planning, Design and Realty’

of Ottawa’s National Capital Commission; he is Senior Advisor on Urban Design in Dallas,

Texas, where he founded their urban design studio; and he is a member of the International

Economic Development Advisory Board of Rotterdam in The Netherlands.

Larry Beasley is a Member of the Order of Canada. He has also received the Queen Elizabeth

II Diamond Jubilee Medal.

Real property accounts for 15-25% of the budget of most organizations. So among competing priorities, administrators of real property portfolios are faced with the challenge of accurately forecasting and defending their funding requirements to senior budget committees. To succeed in this arena we have to illuminate the long-term impacts of funding decisions and funding models on the health of the real property portfolio. In this session you will acquire information on economic modelling for the major cost components of a portfolio; learn how to demonstrate that historical funding decisions for operating and capital expenditures affect the health of your portfolio and create future funding challenges; and, see a new way of analysing the benefit of longer-term paybacks over short-term payback in the field of energy cost management and how to champion those capital-intensive energy management projects.
