Candidates - Property Management

Jill Smith – Home Forward As Chief Operations Officer at Home Forward, Jill is responsible for Home Forward’s

housing programs including rent assistance, property management, homeless

initiatives, and community services for residents. In addition, Jill provides leadership

for strategic planning and oversees the agency’s Moving to Work deregulation

planning.

Previously, Jill directed Home Forward’s Rent Assistance programs where she led the

charge to improve customer and landlord service for the Housing Choice Voucher

(Section 8) program, which provides $60 million in rent payments to landlords in

Multnomah County each year.

With 20 years of property management and low-income housing experience in both

the public and private sectors, Jill has a unique ability to balance the interests of

landlords and the clients Home Forward helps. She played a key role in the passage

and implementation of the Oregon Housing Choice Act of 2013, serving as the lead

technical advisor on the Section 8 program. She was appointed to the Housing Choice

Advisory Committee and is working with landlord associations & tenant groups to build

awareness of the new legislation and how the Housing Choice Voucher program works.

Jill earned a bachelor’s degree in Business Management from the University of Phoenix

and held several positions in property management earlier in her career. She joined

Home Forward in 2007 after managing Rent Assistance and Self Sufficiency programs

for the Housing Authority of Salt Lake City.

Maureen McNabb – Capital Property Management Born and raised in the eastern part of Canada, graduate of MacMaster University in

1984, immigrated to the US in 1985. Maureen is married to a Portland Police Officer

and together they have raised three daughters. Maureen started her career in property

management in 1990, received her property manager’s license in 1993 and has owned

Capital Property Management Services, Inc. since 1999. Maureen has been managing

multifamily apartments for investors primarily in the close-in market. Capital Property

Management has a staff of 27 that oversees 2200 apartments with the main office

located on NW 19th and Raleigh.

Amanda, Guardian Management

Ericka Hargis – WPL Associates Ericka Hargis firmly believes one should never be afraid to take advantage of

opportunities. She is very enthusiastic for her 2015 Multifamily NW Board of Directors

candidacy. Ericka is currently the community manager for The Westbury in Beaverton,

and has been a part of the management team for the last four years. Through her

leadership the community has been consistently 95% occupied and her accounts

receivable amazingly hovers at near zero. Ericka has built her professional skill set from

a variety of experiences including retail, administrative, and finance. In her spare time

Ericka is a member of the Beaverton CERT – Certified Emergency Response Team that

is set to mobilize in the event of a life threatening emergency or disaster in Washington

County. Ericka is dedicated to her family, her employer, and her community. Ericka

believes in not only making a living, but making a life. Ericka is on the Government

Affairs Committee and also ACE committee chair for the 2015 year.

Amy Alcala – Princeton Property Management Amy Alcala, Director of Operations, began her tenure at PPM in 1997 as Office

Manager. She was directly responsible for all aspects of front office management and

personnel. In 2007 she left to join Nike as an Executive Assistant and Project

Coordinator in Global Sales. After completing an exciting four years with Nike, which

included world travel, Amy decided to rejoin PPM as Director of Operations in

2011. She lends her considerable knowledge and expertise to the daily operations of

Princeton Property Management including supervising support staff, coordinating

projects and overseeing the technology department. Amy is active in Multifamily

NW. She has been on the ACE committee and is currently on the Membership

Committee. Amy understands the importance of participating in an organization like

Multifamily NW. The field of property management is constantly changing and in order

to stay a step ahead, involvement with others in this industry is imperative. Amy looks

forward to increasing her contributions and commitment to this organization.

Amanda Clark – Guardian Management LLC Amanda Clark joined Guardian Management LLC in 2006. She currently supervises a

portfolio of HUD and Rural Development subsidized communities in Oregon and

Washington. Amanda is a licensed property manager in the state of Oregon and has

more than 10 years experience in the industry. She has excellent working knowledge of

HUD, LIHTC, RD, and HOME affordable housing programs as well as extensive

experience managing senior and disabled communities.

Amanda is an elected officer on the Board of Directors for Oregon's Affordable Housing

Management Association (AHMA) and serves as Chair of the Oregon Rural

Development Education Committee. She has also taught numerous continuing

education classes for AMHA and Multifamily NW. Amanda holds the following industry

designations: STAR® and Certified Credit Compliance Professional® by Spectrum

Seminars, and Certified Property Manager Candidate by the Institute for Real Estate

Management. Amanda attended Southern Oregon University and earned a Bachelor of

Science degree in Psychology.

Candidates - State Councils

Jami Sterling - Sterling Management Group Jami Sterling is the President and CEO of Sterling Management Group in Eugene. She

has over 36 years of property management experience and her commitment to the

multifamily industry and Multifamily NW can be seen from her multiple terms served

on the Multifamily NW Board of Directors and is an active member of the

association’s SWV Core group. She earned her CPM® from the Institute of Real Estate

Management in 1987 and is also a licensed real estate broker.

Jami has a deep commitment to charity work and sits on the Board of Directors for

the Lane County Relief Nursery. Every year she helps organize the Relief Nursery’s

Home of Hope Project, giving much needed renovations to homes for families in

need.

Candidates - Industry Suppliers

Gary Fisher – Background Investigations Gary Fisher is the Executive Vice President of the Background Investigations Inc. and

the BI Group. Background Investigations specializes in comprehensive Tenant and

Employment Screening. Along with serving on many of the association’s committees he

has also co-chaired the annual ACE Awards for several years. Background Investigations

prides itself on its volunteer work with many local organizations—including Rent Well,

Coffee Creek Correctional Facility, and Cascade AIDS Project. Gary was the recipient of

the 2009 Volunteer of the Year Award for the Oregon Department of Corrections, for

his work as an instructor at Coffee Creek Correctional Facility and their Housing

Program. Gary has been employed with Background Investigations and the BI Group

since 1993.

Mark St. Pierre – Interstate Roofing Mark formed the Property Management Team at Interstate Roofing 6 years ago that is

focused 100% on meeting the needs of Property Management professionals. With over

30 years of experience in the building industry he brings a broad base of knowledge to

help overcome challenges that may arise. Mark has held positions of salesman, branch

manager, regional manager and national sales manager for the largest, at that time,

building materials company in North America.

Mark has been involved with Multifamily NW since starting at Interstate, serving on the

Maintenance Fair Committee for 4 years and currently as Co-Chair for 2015. He enjoys

working with the entire staff at Multifamily NW and the members, many of whom have

become good friends along the way. “The education, relationships and source of

information that Multifamily NW offers is unsurpassed in this market. I am excited about

the opportunity to help Multifamily NW maintain and improve, in any way that I can. I

offer a strong focus and work ethic to do so.”

He enjoys an amazing family that “puts up with me!” Wife Jackie of 32 years, three great

children AND a brand new granddaughter that he cannot wait to spoil! He loves boating

and his many lifelong friends.

Mark has served as: Advisory Board for the National Roofing Contractors Association,

Board Member for Heart of Gold (Breast Cancer Charity) and Columbia River Yacht Club

and a Chairperson for the Friends of IREM.

Larry Johnson – LaPorte and Associates Larry is in his second decade at LaPorte and Associates, where he provides insurance

products and services to private business.

Starting in 1976 as hired labor for his parent’s first duplex, Larry has a lengthy history in

residential Real Estate. He has experienced the glory of managing and maintaining his

own properties single handedly until he saw the light and hired a professional property

manager! Larry has the ability to speak the language of the industry and understand

the nuances of the investment property business.

Believing in giving back to industry, Larry is currently active with Multifamily NW as a

Membership Committee member. He is also on the Board of Directors of the Oregon

Air Conditioning Contractors Association and has served on several Boards and

committees in the past, ranging from non-profits to trade associations.

A fifth generation Oregonian, Larry attended the University of Oregon as well as

Portland State University. Larry loves to stay busy, and has multiple projects running at

any given time. Currently Larry is finishing a remodel of his home; fiddling with an old

sports car, and writing a young-adult novel with his teenage daughter. Larry is a

devoted husband and father and enjoys spending weekends together with his wife and

three children. He also supports his son in Boy Scouts where he volunteers as an

Assistant Scoutmaster.

Andy Hahs – Bittner & Hahs, PC Andy Hahs is a partner at the law firm of Bittner & Hahs, based in Portland, and sits on

the Multifamily NW’s Board of Directors. Since 1992 Andy has become one of the

leading authorities on Oregon landlord-tenant law. He represents a large share of the

residential property management companies in the tri-county area as well as

numerous commercial landlords and tenants. In 1993 Andy helped establish the Metro

Multifamily Housing Association, presently Multifamily NW (whose membership owns

or manages in excess of 156,000 multifamily units), has served on its board of directors

for many years and was the 2005 President. He is a frequent speaker at seminars on

landlord-tenant law and fair housing. Outside the office Andy is a dedicated family man

and has been married to Gail for over 25 years. His outside interests include training

and teaching Kung Fu (over 20 years), cycling and most recently, triathlons.
