De La Espriella (Rob) is an Executive level professional and current Founder/President of DLE Technical Services, LLC (DLE). Rob is a multicultural and enthusiastic leader who is passionate about developing high performing Quality Management Systems on a global scale. Rob has developed strong leadership skills and possesses a well-balanced technical background that includes the US nuclear Navy, the commercial nuclear power industry and the United State Federal Government. With over 34 years of experience, Rob brings a proven business acumen, high expectations, high accountability, strong respect for personnel safety and a clear vision for establishing high performing organizations, along with the expertise to construct and execute major cultural transformations. From 1981 to 1987, Rob was a nuclear trained officer and served on nuclear submarines. Rob was certified as a reactor shift supervisor on three US Navy nuclear reactors, as an Engineering Duty Officer, and ultimately certified as an Officer of the Deck with overall responsibility for a 640 class Ballistic Missile Submarine. Rob was recommended for promotion ahead of his peers and for instructor duty at the Navy’s Nuclear Power School. In 1988 Rob arrived at the Turkey Point Nuclear Plant and was selected to be part of a Florida Power & Light (FP&L) team that was pursuing the Deming Prize awarded by the Japanese Union of Scientists, which had never been won outside Japan. Rob received extensive training in TQM and root cause analysis & problem solving tools and techniques that were put to use in various projects that supported the Deming challenge. In 1990, FP&L won the Deming Prize. From 1992 to 1996, Rob served as a U.S. NRC Resident Inspector at the Millstone Nuclear Power Station, responsible for overseeing all aspects of the operations and maintenance of Units 2 and 3. While in the NRC, Rob received extensive training and developed subject matter expertise on the extensive federal regulations that govern the design, construction and operation of nuclear power plants. Rob used his TQM expertise and problem solving skills to identify significant problem areas and improve plant performance, for which he received three excellence awards in three years. In 1995, Rob was nominated for a Meritorious Achievement Award and was selected as an NRC Role Model. In 1996 Rob returned to FP&L’s St. Lucie Nuclear Plant (PSL) where he worked until 2006. Rob was one of four FP&L Recovery Managers with overall responsibility for managing the Emergency Response Facility during a nuclear accident at the St. Lucie Nuclear Plant, and interfacing with local, State and Federal agencies. From 1996 to 1999, Rob supervised the Audits, Technical Reviews and Assessments groups. From 1999 to 2005, Rob served as the Site Quality Manager at PSL (at that time, the youngest Senior Manager in the Nuclear Division of FP&L), managing the Audit, Quality Control, and Technical Reviews and Assessments groups. Rob established Quality Management Systems (QMS) that were recognized in 2003 and 2005 by the Institute of Nuclear Power Operations as some of the best in the United States. Rob’s organization was routinely benchmarked by nuclear utilities, and in 2005, the World Association of Nuclear Operators requested Rob’s assistance with QMS improvement initiatives in South Africa and Slovenia. After recognition as a US subject matter expert in TQM, QMS and Nuclear Quality Assurance, Rob left FP&L and founded “DLE Total Quality Management, LLC” in 2006. In 2009 the name was changed to “DLE Technical Services, LLC,” and in 2010 the company was certified as a Veteran Owned Small Business by the Department of Veterans Affairs (VA) the Center for Veterans Enterprise (CVE). Since 2006, Rob has held full Profit & Loss (P&L) responsibility for DLE Technical Services, LLC (DLE) as the sole owner and officer. In 2009, Rob led DLE through the Small Business Administration’s 8(a) Small Disadvantaged Business Program certification. In 2012, DLE won its first prime contract with the Department of Energy (DOE) valued at $4,400,000 over 4 years, and in 2015 DLE was awarded a second prime contract by the DOE valued at $4,000,000 over 5 years. From 2010 to 2014, DLE doubled earnings each year and has earned excellent annual reviews from its DOE clients at Los Alamos National Lab, Lawrence Berkeley National Lab, the Stanford Linear Accelerator and various DOE Headquarters offices at the DOE Office of Environmental Management. DLE has also won Federal contracts from the U.S. Navy and the National Institutes of Standards and Technology (NIST) as well as a number of DOE prime contractors such as Fluor, B&W, Stoller Newport Nuclear News and UCOR. In addition, DLE has been awarded a number of contracts with large Engineering/Procurement/Construction companies such as CANDU Energy in Canada, Schneider Electric in Switzerland, AMEC Nuclear Services and Burns & MacDonnell in Kansas City. DLE and its teaming partners are expanding their reach to include infrastructure services contracts and large training contracts for the U.S Navy and the Veterans Administration. Rob immigrated to the United States in 1968 and is a US citizen. He is 100% fluent in both English and Spanish.

Mr. Roberto J. De La Espriella (Rob) is an Executive level professional and current Founder/President of DLE Technical Services, LLC (DLE). Nuclear QA Programs & Quality Management Systems Development and Improvement • Team member on the Florida Power & Light team that won the Deming Prize, the first company in the world

outside Japan to ever receive the prize in 1990. Became a TQM, root cause analysis and QMS subject matter expert as part of the training and indoctrination associated with the Deming presentations.

• Over 20 years of NQA-1 front line experience that include four years as an NRC Resident Inspector and six years as a Site Quality Manager at nuclear power plants. Rob is proficient in establishing high performing Quality Management Systems and QA Programs at both nuclear utilities and DOE facilities.

• Developed oversight strategies that were highlighted by the Institute of Nuclear Power Operations (INPO) on their web site in both 2003 and 2005 as one of the strongest in the country. Solicited by the World Association of Nuclear Operators (WANO) to support requests from South Africa and Slovenia as a US subject matter expert in nuclear Quality Assurance.

• Completed the turn-around of struggling QA organizations at a nuclear power plant and the Department of Energy using Total Quality Management, Lean/Six Sigma, High Performing Organization Principles and Change Management plans. Received a DOE Letter of Recognition in March 2009 for improving the Quality and Nuclear Safety cultures at Yucca Mountain.

• Resident Inspector at the Millstone Nuclear Plant during the most troubled time at that facility (all three units were shut down by the NRC). Rob was the on-site representative for the NRC with direct oversight responsibilities for all aspects of the operations and maintenance of Millstone Unit 2 and Unit 3. In his three years at Millstone, Rob was the most highly decorated NRC inspector in Region I, and in 1995 he was selected as an NRC Role Model for the agency.

Root Cause, Event Investigations and Problem Solving Subject Matter Expert • Developed the “BlueDragon Problem Solving MethodTM.” This cutting edge root cause and event

investigation method combines a selected group of effective root cause and Lean/Six Sigma tools with proprietary techniques that shorten investigation times with highly effective results. BlueDragon is particularly effective for evaluating safety, human performance, equipment issues and organizational and programmatic problems. BlueDragon is rapidly becoming the root cause standard in use at DOE facilities.

• Received formal training in Total Quality Management (TQM), Kempner Trego, Management Oversight Risk Tree (MORT), TapRoot, Human Performance Evaluation System (HPES) and Lean/Six Sigma tools and techniques.

• Over 20 years of experience as a team leader, evaluator and facilitator for hundreds of team inspections, root cause evaluations, project assurance reviews, QA audits, human performance investigations and performance assessments at over 20 nuclear stations and DOE facilities. Experienced evaluator in many functional areas including Nuclear Safety, Integrated Management Systems, Quality Programs, Operations, Maintenance, Work Controls, Engineering, Radiation Protection, Emergency Preparedness, Corrective Action, Human Performance and Self Assessment programs. Stoller Newport Nuclear News (2015): contracted as an industry root cause subject matter expert to teach a DLE course entitled “Root Cause and Event Investigation Fundamentals” to staff and management at the SN3 headquarters in Denver, CO.

LATA Environmental Services of KY (2014): contracted as an industry subject matter expert in NQA-1 Programs. Led a team of QA/QC subject matter experts to support LATA KY in the procurement and receipt of NQA-1 materials.

LATA Environmental Services of KY (2013-2014): contracted as an industry subject matter expert in leadership and root cause to teach Leadership, Root Cause and Event Investigation Fundamentals Workshop, and Excellence in Conduct of Operations.

Schneider Electric (Switzerland) (2013): led a team to significantly upgrade the company’s Nuclear Quality Assurance (NQA-1) Program Manual and implementing procedures. Let the effort to close numerous Audit Findings that resulted in a 10M Euro Stop Work Order from Westinghouse. Provided coaching and mentoring for the management team, indoctrinating the staff on the NQA-1 Program and preparing the company for vendor certification audits by Westinghouse and the Nuclear Regulatory Commission.

Burns & McDonnell (2013): led a team to conduct a gap analysis of the company’s NQA-1 Program, and upgraded the program and implementing procedures to comply with NQA-1-2008 (NQA-1a-2009 Addenda) and the DOE standard for Quality Assurance (DOE O 414.1D).

Fluor-B&W Portsmouth, LLC (FBP) (2012-2013): contracted as a senior policy advisor to help address DOE concerns with site Safety performance issues, developing the framework for a safety culture transformation. Also led the FBP organization through the conduct of three root cause evaluations, and taught over 60 management and staff on causal analysis tools and techniques through the DLE course entitled “Root Cause and Event Investigation Fundamentals.”

Candu Energy (2012-2013): contracted as an industry root cause subject matter expert to teach a DLE course entitled “Root Cause and Event Investigation Fundamentals” to staff and management at the Candu Energy headquarters office in Ontario Canada. Also coached and mentored the Director of Quality Assurance.

AMEC United States Nuclear Services (2012): contracted by AMEC US Nuclear Services, a newly formed Engineering/Procurement/Construction company based in Europe, to be their acting Quality Manager and QA subject matter expert and develop their QA Program in compliance with 10 CFR 50 Appendix B and NQA-1-2008 (NQA-1a-2009 Addenda) requirements. Prepared the Quality Assurance Manual, Quality Assurance Procedures and Standard Operating Procedures, trained the management and staff in the US and Canada and successfully guided the organization through vendor certification audits.

Idaho National Laboratory’s Experimental Breeder Reactor (2011): contracted as the root cause subject matter expert to conduct a high level root cause analysis of an explosion in a 12-inch pipe at the Experimental Breeder Reactor site.

Atomic Energy of Canada, Limited (AECL) (2011): contracted as a U.S. subject matter expert on diagnosing and strengthening Quality Management Systems to develop the plan to diagnose quality problems at AECL, which had posted poor sales and cost overruns of approximately $1.2 billion over the previous 5 years. Prepared and implemented a comprehensive assessment using High Performing Organization (HPO) assessment criteria from international quality and performance excellence awards standards, including the US Balridge Award, the Canadian Quality Award, Juran Quality Principles and Deming Quality Principles.

Entergy Nuclear Division: contracted in 2010 and 2011 to upgrade the Entergy fleet Root Cause and Apparent Cause Training Programs, and developed specific training for conducting Organizational and Programmatic Root Causes, and training for management oversight of root causes.

DOE’s Depleted Uranium Hexafluoride (DUF6) Conversion Facilities in Paducah, KY and Piketon, OH (2010 to 2011): contracted to oversee the DUF6 Startup Test Program from December 2010 to June 2011, reporting directly to the President of Uranium Disposition Services (UDS). Certified as a Senior Supervisory Watch (SSW) on the Uranium conversion process and was the Conduct of Operations Advisor to the Operations Manager and plant operators.

DOE’s Depleted Uranium Hexafluoride (DUF6) Conversion Facilities in Paducah, KY and Piketon, OH (2010): provided support during a Contractor Operational Readiness Evaluation (CORR), assessing the Quality

Assurance Program for the newly constructed DUF6 facility. Also, led several root cause teams to address significant issues at the DUF 6 facility.

DOE’s Gaseous Diffusion Plant, Paducah, KY (2009 to 2010): contracted by Paducah Remediation Services (PRS) to coach and mentor to the Plant Manager and the senior management team and help strengthen the organization’s Management Systems. Resolve significant recurring problems in the areas of Integrated Safety Management Systems (ISMS) and other recurring performance issues, along with addressing a strained relationship with DOE management. Also developed and implemented a Human Performance Improvement initiative for the prime contractor.

DOE’s Yucca Mountain Project (2007 – 2009): contracted by DOE to spearhead a 24 month Organizational Development (OD) engagement that included executive coaching and mentoring, developing and facilitating large-scale program improvement efforts, change management, leadership development, training on problem solving and performance improvement programs, and real-time coaching of cross functional audit teams. The engagement resulted in a night and day transformation of the Quality Assurance program and the Quality and Safety cultures at the facility. Was awarded a Letter of Recognition by the Department of Energy (DOE).

Dominion Nuclear Power Company (2006): provided support for the Surry, North Anna and Kewaunee Nuclear Power Stations in evaluating performance in key areas such as industrial safety, human performance, corrective actions, self-assessments, radiological practices, maintenance practices, conduct of operations and work control practices. DLE Technical Services diagnosed performance, and provided recommendations to close performance gaps and strengthen programs and processes.

Department of Energy Office of Environmental Management (2012-2013): the DOE awarded the company with two Indefinite Delivery Indefinite Quantity (IDIQ) contracts to provide technical support in a variety of areas (Contract #DE-EM0002035 in 2012, and Contract #DE-EM0003586 in 2015). Recovery Manager: One of four Recovery Managers in the Emergency Response Organization for the St. Lucie Nuclear Plant. Responsible for the overall plant response to a nuclear accident and the primary interface with the Governor, state and local officials and the Nuclear Regulatory Commission.

Security Manager, St. Lucie Nuclear Plant (10/05-01/06): Asked by the Chief Nuclear Officer to fill the position because of serious challenges that existed within the organization. Managed approximately 130 bargaining unit personnel from The Wackenhut Corporation with an annual budget of $18 million. Responsible for the overall Security Plan and interfacing with federal, state and local law enforcement.

Site Quality Manager, St. Lucie Nuclear Plant (06/99-10/05): Managed the Audit, Quality Control and Technical Reviews and Assessments groups at a plant with twin Combustion Engineering Pressurized Water Reactors. Collateral duties included alternate Chairman of the Company Nuclear Review Board and full member of the

• Developed oversight strategies that were highlighted by the Institute of Nuclear Power Operations (INPO) on their web site in both 2003 and 2005 as one of the strongest in the country.

Audit Group Supervisor, St. Lucie Nuclear Plant (01/98-06/99): Managed the oversight of the10CFR50 Appendix B Quality Assurance Program through audits and surveillances. Assessed all aspects of performance at the power plant with the exception of Human Resources. Member of the Facility Review Group (FRG), the on-site Safety Review Committee for St. Lucie.

Technical Reviews and Assessments Supervisor (08/96-01/98): Managed the station Technical Reviews and Assessments program (formerly known as Independent Safety Engineering Group, or ISEG). Responsible for assessing performance in the Operations, Maintenance, Engineering, Services and Licensing functional areas.

Senior Engineer, St. Lucie Nuclear Plant (02/96-07/96): Technical Assessor for the Technical Reviews and Assessments group. Conducted technical reviews Operations, Maintenance, Engineering, Services and Licensing functional areas.

Senior Engineer, Turkey Point Nuclear Plant (07/90-03/92): Root Cause Analyst and Technical Assessor for the Performance Monitoring group at a nuclear facility with twin Westinghouse Pressurized Water Reactors. Conducted numerous root causes, audits and performance monitoring activities of Operations, Maintenance and Engineering. Led an Operational Readiness Assessment Team assessment conducted by the oversight organization prior to restarting Turkey Point after a 12-month dual unit outage.

Presenter, Deming Team (01/89-05/90): selected to participate on the team that won the Deming Prize in 1990, the first company outside Japan to do so. Received extensive training on root cause analysis tools and techniques, problem solving, including Total Quality Management (TQM), Kempner Trego, Management Oversight Risk Tree (MORT), TapRoot, Human Performance Evaluation System (HPES) and Lean/Six Sigma tools and techniques. Also became fluent in Events and Causal Factors Charting, Fault Tree Analysis, Ishikawa, Hazards/Barriers/Targets Analysis and other causal analysis techniques.

Lead System Engineer, Turkey Point Nuclear Plant (04/88-06/90): Responsible for the performance of various Balance of Plant systems and the Nuclear Plant Reliability Data System (NPRDS). Collateral duties included Event Response Team (ERT) Coordinator for the Turkey Point plant and a designated Team Leader for ERTs.

WORK HISTORY – FEDERAL GOVERNMENT US Nuclear Regulatory Commission (Q Clearance) (April 1992 to January 1996)

Resident Inspector: Responsible for the oversight of Combustion Engineering and Westinghouse Pressurized Water Reactors in all aspects of plant operations, maintenance, engineering, design control, work controls, emergency preparedness, security, radiation protection, chemistry and refueling outage controls. Provided monthly assessments of plant performance to NRC management and Northeast Utilities senior management. Led and facilitated two NRC Region 1 root cause evaluations using Total Quality Management tools and techniques and participated in six Emergency Preparedness exercises at various utilities, including a full participation exercise at the Main Yankee Nuclear Station. Received a number of awards in a short period of time and was selected as one of the NRC’s “Role Models” in 1995.

Completed post-graduate studies in Nuclear Technology from the Naval Nuclear Power Training program and was certified as an Engineering Officer of the Watch (EOOW) (Shift Supervisor) on three Pressurized Water Reactors. Qualified in Submarines, Engineering Duty Officer (EDO) and Officer of the Deck (OOD). As the EOOW, was responsible for supervising the operations of the nuclear reactor and steam plant. month refueling overhaul of a 640 class nuclear submarine. As the OOD, was responsible for the navigation and operation of a ballistic missile submarine while on deterrent patrols. Recommended for promotion ahead of peers and for instructor duty at Nuclear Power School in Orlando, FL.
