CHAIRMAN’S REPORT CHIEF EXECUTIVE OFFICER’S REPORT
It is my privilege to present the Annual Report for St John Ambulance Tasmania Incorporated for 2016.
The past year has seen a number of significant developments for St John in Tasmania and I am delighted to report that as a result of these, we are well positioned as the leading provider of first aid in Tasmania. Notwithstanding, much hard work remains ahead of us and the achievements that I have summarised below are indicative of the principal areas in which the Board maintains its focus.
The move to our new Headquarters in Moonah has seen a period of consolidation and development so far as our southern-based facilities are concerned. Legacy equipment from Aurora has been rationalised, The St John Shop has been re-developed, office accommodation has been progressively improved and a number of new training rooms have been constructed to enable us to take advantage of increased throughput and other commercial opportunities. The Board will continue to review our other properties throughout the State to ensure that these remain fit-for purpose and meet our future needs.
A significant focus for the Board throughout the past 12 months has been the review of the St John Strategic Plan which incorporates our Business Plan 2017-2019 and our Strategic Thinking 2016-2020. Supporting this is the ongoing review of our corporate and organisational challenges, and I remain confident that St John in Tasmania will maintain a sustainable balance between both our charitable work and commercial development.
In March 2016, Dr Kelly Shaw left the Board after a period of five years of service. As a public health professional of high standing, Kelly made a number of contributions to the work of the Board and I thank her for service to St John. In keeping with the Board’s approach to gender equity and skill-based membership, I am delighted to report that this vacancy was filled by Kathrine Morgan-Wicks. Kathrine joins the Board with a high level of corporate, legal and financial experience. The departure of Dr Shaw also created a vacancy in the position of Deputy Chair which I am pleased to report has been filled by Ross Byrne, CStJ, RFD.
The Board’s model of supporting sub-committees that deal with Clinical Governance, Corporate Governance and Risk, and Finance continues to perform effectively. A new clinical performance and reporting tool has been developed which provides greater clarity to our activities in the area of Event Health Services. Our Corporate Risk Register remains under
Despite an environment that remains very challenging and competitive demand for our first aid training has improved during 2015 – 2016 and once again a record number of first aid certificates were generated. In April we introduced the Red Hot Saturday’s training option. This training is offered at a discounted rate to help ensure that no one misses out on the opportunity to learn and develop life-saving first aid skills as well as gaining a Statement of Attainment. The student surveys for this course show that 28% of the participants have not undertaken first aid training before; a measure of the success for this initiative.
Event Health Services had an increased demand for the provision of high end Health Services providing their first aid professionalism at the International Hockey in Hobart, the National Mountain bike championships and the Endurance Riders National championships.With a model of deploying dedicated volunteers as well as paid First Responders to events we are confident that we are delivering safe, quality care to our patients and an incomparable service to our customers. The introduction of a new Patient Satisfaction Survey system has helped identify opportunities to improve our service delivery. We are grateful to St John Queensland for the assistance with implementing the Divisional Management System in Tasmania. This online system has streamlined member records and the duty management processes.
The work undertaken by Non-Emergency Patient Transport has continued to grow and make a valuable contribution not only to St John but to the sector. Aiming to exceed expectations St John Tasmania is committed to providing an ongoing level of outstanding, quality safe care in moving patients in various locations and in a range of situations in a professional manner.While demand for this service is subject to the availability of Ambulance Tasmania ; transports to and from medical facilities across the state including Queenstown, St Helens, Burnie, Oatlands and New Norfolk is common place.
The supplies team have been truly tremendous in their determination to improve revenue and public awareness of St John. With a focus on getting out into the community to showcase our range of products the success of the St John Pop Up Shops has been considerable. Product revenue sales were strong and exceeded budget expectations by 10% and defibrillator sales increased by 100% on 2015.
Community Care continues to work tirelessly through
close scrutiny and review, and development of a new Constitution for St John Tasmania is nearing completion. From a financial management perspective, significant progress has been made in transforming our budget development, analysis and reporting.
I thank the other members of the St John Board of Directors who have so willingly given of both their time and expertise throughout the year. I would also like to record a special note of appreciation to Dr David Boadle, the Board’s nominee to the Clinical Governance Sub Committee, to the Honourable Chief Justice Alan Blow, OAM, CStJ who continues as the President of St John in Tasmania and to Her Excellency Professor the Honourable Kate Warner, AM Governor of Tasmania for her support as Deputy Prior.
St John in Tasmania is a key member of a much broader national and international family, and I am grateful for the proactive support that we have received from multiple quarters in 2016. I remain indebted to the leadership of our Chancellor, Professor Mark Compton, AM, KStJ, and to the National CEO, Robert Hunt and others within the National Office who collectively, are key contributors to many of our achievements. Correspondingly, it is also very pleasing to see that St John Tasmania has been able to assist other jurisdictions in Australia as the need has arisen.
In this vein, it is an honour for Tasmania to have been selected to host the 2017 St John National Member Convention in Hobart. A comprehensive programme will be developed to support the various activities that make up this event and I look forward to reporting on the success of this activity in the future.
As always, none of our achievements would have been possible without the obvious dedication of our salaried staff and volunteers, led by the Chief Executive Officer, Roxy Cowie, OAM, CStJ. The face of St John in Tasmania is its people and the services they provide, and our aim remains, to make first aid a part of everyone’s life.

This incredibly valuable service, offered at little cost to the clients, helps to ensure that older Tasmanians can stay safe and secure in their own homes. Every year there is an increase in demand for this service and every year we have the ongoing challenge to recruit more incredibly generous Volunteers.In 2016 service users undertook a satisfaction survey and with responses ranging from very good to excellent the results were both positive and pleasing.As new disruptive competitors continue to increase I remain incredibly excited by the opportunities that lie ahead for St John in Tasmania. Our simple but powerful message of making first aid a part of everybody’s life is gaining traction and evidenced by the increased demand for all services St John has to offer.I would like to express my sincere thanks to the Board, staff and volunteers for their outstanding work for the benefit of St John and the wider community.

FIRST AID IN SCHOOLS PROGRAM NON-EMERGENCY PATIENT TRANSPORT
St John is committed to promoting the importance of first aid in the community and believes that there is no better place to start than in our schools. Every child in Australia should have access to vital first aid knowledge and with the First Aid in Schools program this is possible.
The First Aid Schools Program is a FREE program run by St John providing basic first aid training to school students from Kindergarten to Grade 8 across all states and territories in Australia.

Non-emergency patient transport (NEPT) is used by patients who require clinical monitoring or supervision during transport, but do not require a time critical ambulance response.
Most transfers occur between hospitals, or between home and hospital. Some aged care patients may also be transported to and from specialist health appointments and rehabilitation.
St John in Tasmania has a well demonstrated capacity to move a range of patients throughout all regions of Tasmania in a professional manner aiming to exceed expectations of both DHS and the patients. We have been a panel member for 3 years and have held an NEPT licence since 2008. We are well resourced with a fleet of patient transport vehicles and teams of qualified crews.

Over 1000 participants were trained in the first year”.
