Dear Friends Writing this time last year I said of 2015 ‘inevitably many of our thoughts this year will focus on the process of appointing and welcoming the new Bishop of Oxford'.
My message for 2016 is, of course, much the same and I sincerely hope, as I know do many others, that the deliberations of the Crown Nominations Commission in the first few months of the year will result in an
appointment. However, for most of the year we will continue to be working without our next bishop being in post.
Another thing I said 12 months ago was not accurate either. I wrote that ‘2015 may not be a year of big new initiatives’ but in many respects that has not been true – and certainly as we move into 2016 a lot of new things will be happening.
We will be moving Diocesan Church House into a new office; celebrating the arrival of our new Director of Mission; working with a re-shaped DDO and Vocations Team; continuing to wonder at the pace of change within the world of Education; watching with interest how the ‘Shared Conversations’ on sexuality benefit both the participants and the wider diocese; and seeing the first stages of the Partnership for Missional Church in the Reading Area.
But, important as these are, the centre of this diocese lies in the life of its parishes and benefices as they serve and proclaim God’s Kingdom. It is all too easy, especially as a bishop, to get over-concerned with the workings of the institution and to confuse those with the centre of the Church’s life. The latter are important, but the former are central.
So may God bless the life of your parish and benefice , and all that you are praying for in his name for 2016.

Priorities for 2012 Bullet white
What we doThe Oxford Diocesan Board of Education (ODBE) has the largest number of schools and academies of any diocese in England. We appoint nearly one thousand governors to these schools. The schools range from small village primary schools to large urban secondary schools; there are voluntary aided and voluntary controlled schools, together with academies – most of which are part of Multi-Academy Trusts. Strong governance, however, across all of these schools is crucial to ensure they thrive and is therefore a key strategic priority in 2016 for the Education Team.
Schools and headteachers require reliable and effective governance and in the current rapidly changing educational landscape, the need for an effective governing body with the right skills and competencies has never been greater.
ODBE is wholly committed to providing the best possible training and support for governors who serve our schools so that leaders can work together, within a climate of support and challenge, to drive vision and improve outcomes for our children.
To this end ODBE has developed a modular governor training programme (www.oxford.anglican.org/schools/governors) which supports both Ofsted’s current criteria for governance and Statutory Inspection of Anglican and Methodist Schools (SIAMS) core questions.

Church has been called ‘an unlikely coalition of justice-seeking friends’ and such coalitions are at work across the Diocese of Oxford, making a fantastic contribution to the transformation of individuals and communities. The Mission in the World Group celebrates these activities, encourages and resources them, and constantly seeks ways to maximize their impact. WHAT?The Mission in the World Team supports a large network of volunteers, who bring passion and expertise to a vast array of themes, including: rural issues, the environment, poverty and injustice, disability, mental health and wellbeing, the spiritual care of older people, international development and global issues, pastoral care, and community engagement in rural, urban and suburban settings. HOW?• Training events and resource days: open to all, usually for
nominal or subsidised fees. • Multi-media resources, including written factsheets and
guides (eg ‘Welcome, Inclusion, Respect’ on disability); an environment blog (see www.earthingfaith.org); 999 Food (on emergency food aid in the Thames Valley); Food Matters resources for the four seasons of the year; Simple Guides to Making a Difference in the World, and Community Engagement.

What we doAll Christians are called to be disciples of Jesus Christ, living out that call in lives that give honour to God, being to the best of our ability what God has called us to be – mother, builder, physicist or shop keeper – and witnessing to Christ through our conduct, speech and values. Our churches exist to resource disciples in these tasks, or as the writer of Ephesians would say, to equip God’s people for work in his service, for building up the body of Christ. Within the Department of Mission, the Mission through Ministry team identifies, trains and develops ordained and licensed ministers whose work it is to help people worship God and live as disciples of Jesus in the world. • Our diocese produces a significant percentage of new
clergy for the Church of England. We work with those who offer for ministry to help them discern their call, prepare for selection and undertake training for their future ministries.
• We have around 100 curates. We support their training, helping them reflect on all they are learning as they serve in parishes around the diocese.
• We have about 35 people in training for licensed lay ministry at any one time and support the 350 people who serve through such ministry in parishes.
• We provide ongoing training, known as continuing ministerial development, to the 600 clergy found in every community in Oxfordshire, Berkshire and Buckinghamshire.

To support the team of Vocations Advisers working with enquirers wondering about their sense of vocation and to contribute to the development of a Diocesan Vocations strategy that responds to the needs on the ground. To ensure that our ordinands in training have good foundations for ministry and to nurture and continue the discernment processes with the large number of people offering for ordained ministry in the diocese. To enable our curates to gain the skills they need to go on to lead parishes and engage in other forms of ministry in a rapidly changing world and church.
To help local churches develop the discipleship of their lay members, particularly seeking to increase the confidence of church members to preach and lead worship.

What we doAt the very end of Matthew’s Gospel, just before he ascends to heaven, Jesus gives to those who follow him his Great Commission: All authority in heaven and on earth has been given to me. Go therefore and make disciples of all nations, baptising them in the name of the Father and of the Son and of the Holy Spirit, and teaching them to obey everything that I have commanded you. And remember, I am with you always, to the end of the age. The Making Disciples team exists to support people, parishes and deaneries around the diocese as they seek to undertake this core task left by Jesus to his Church. We:• Help Christians reach out to others, enabling people to
make beginnings in faith and to be encouraged at all stages in their Christian journey.
• Work for a Church where children and young people are valued, nurtured and protected.

What we doParishes exist within defined boundaries, able to elect officers and undertaking a range of duties and functions. As such they are legal entities with responsibilities and charges laid upon them.From time to time, aspects of the life of parishes may need to change. For example, new parish structures may need to be created in order to respond to the needs of new areas of housing - one or more parish(es) may be united to streamline administration, or (very occasionally) a church may need to be closed. Such changes are of immense importance to the life of local communities and it is essential that they are handled sensitively, wisely, and because parishes are legal entities, with close attention. Within the diocese, the archdeaconry and diocesan mission and pastoral committees exist to oversee such activity. They do the following:• Work with deaneries and archdeaconries on pastoral
reorganisations such as unions of benefices and parishes, boundary changes and the creation of group and team ministries.
• Oversee the closure of churches where this needs to occur.
• Help the diocese plan for its future workforce needs for clergy and licensed lay ministers.

New CommunitiesConstruction activity within the diocese continues apace as economic confidence takes hold. And, as our towns and villages expand, our deaneries and parishes are doing all they can to respond positively to the new and growing communities, whilst the diocese is responding through the New Communities Group, chaired by the Venerable Martin Gorick, the Archdeacon of Oxford.
Much was learned from our Building Capacity - New Communities Forums in 2015. Our aim now is to continue the work of Building Capacity by sharing information, experience and skills across the diocese. We want to focus on the local level and begin to address specific challenges facing parishes and deaneries. We’re doing all we can to create useful resources that are accessible through the New Communities website, we aim to make it a useful repository of information, guidance and advice for anyone involved in the mission in areas of new housing.
Collectively, this diocese has the necessary skills and experience, are aim is to improve the networks and links to facilitate pooling these together for the benefit of all. For further information contact Peter Morgan or the Archdeacon of Oxford (Chair of the New Communities Group).

Living FaithWe see church buildings as central to the aims of Living Faith, sacred centres for worshipping communities and bases from which those communities can reach out in mission and in ministry. We aim to help parishes meet the demands of modern church life in these buildings, without endangering the architecture and craftsmanship that is testament to the faith of former generations.
Priorities for 2016 To offer a dedicated and helpful advisory
service to parishes undertaking the repair, alteration or development of their church building.
To respond to all casework enquiries within ten working days, and to work with the Diocesan Registry to streamline and modernise procedures wherever possible.
To support the work of clergy, churchwardens and other volunteers by continuing to provide the 'Building Skills' training programme, by giving access to specialist advisers, and by creating a reference of 'best practice' cases on the diocesan website.
What we doThe DAC is a committee of 19 experts on church buildings and their contents, with a secretariat of two. It was set up in 1916 to advise the Chancellor of the diocese and parishes on all works relating to churches, churchyards and their contents, and that remains the core of our work today. Membership includes architects, archaeologists, historians, conservation officers, archdeacons and parochial clergy. Meeting on the second Monday of every month, but August, we process around 570 new applications for ‘faculty’ (a special form of planning permission for churches), and make over 150 visits to parishes considering repair or development works every year. As well as our legal function advising the Chancellor, the DAC aims to support parishes in developing and maintaining their buildings as centres of local worship, mission, and community.
The support we offer to parishes includes:• formal comment on faculty cases • site visits • training • access to specialist technical advisers• lists of approved architects and specialist contractors• examples of good practice• pre-application advice on drafts and sketch schemes.

What we do The Human Resources Department ensures that both the Oxford Diocesan Board of Finance (ODBF) and the Oxford Diocesan Board of Education (ODBE) are good employers and that the Diocese of Oxford remains an attractive place to work for employees as well as the office holders, our clergy.

Living FaithBy managing the diocesan finances prudently, we help resource the Church in the Diocese of Oxford to live out our 'Living Faith' calling.
What we do The Finance Department provides a comprehensive financial service for the Oxford Diocesan Board of Finance (OBDF) and the Oxford Diocesan Board of Education (ODBE), the Councils and other diocesan entities.
This includes:• Financial planning and budgeting.• Reporting to Councils, Diocesan Synod and Board meetings.• Parish Share administration.• Accounting for parochial fees.• Accounting for Church of England VA schools building projects and various Trusts for which the Dioceses is custodian.• Payment of suppliers and reimbursed expenses.• Management of investments.• Financial administration of property transactions, including purchases and sales of properties.• Support with parish returns to National church and collection of PCC accounts.• Provision of advice and support on financial and accounting matters to PCC Treasurers and others.• Accounting for Funds, including more than 30 administered funds.• Providing financial support and advice to other departments to enable them to manage their budgets effectively.• Production of monthly management accounts, year-end Statutory Annual Accounts complying with company and charity law and best practice.

Priorities for 2016Working with individual deaneries to provide tailored communications training and development in the area of communication, and in support of Deanery Mission Action Plans. The emphasis will be on resourcing the local. Work will include:
• Training clergy in dealing with the media.
• Engaging parishes and individuals in the use of new media locally.
• Helping produce resources to support local mission.
• Imparting other skills locally, e.g. wedding fairs, production of publications, video and podcast skills.
• Building on the continued work by the national church for weddings, baptisms and funerals.

Living Faith The ‘Living Faith’ vision is at the heart of everything we do. We aim to provide materials to support and communicate the vision and help parishes explore the five priorities.
What we doOur job is to help the flow of clear and accurate information within the diocese, and to promote the mission of the Church to the wider world.
• This means helping to tell the Church’s story through the media. We take around 230 calls each year from journalists. We are here when you have a 'good news' story you want to share through the media and offer a 24/7 on-call service to support parishes in need of advice when a crisis strikes.
• We produce publications, including our diocesan newspaper, the Door, which goes out to churches 11 times a year. It’s there to share news and good practice across a large and diverse diocese. Share your stories and send them to the Editor ([email protected]).
• We produce resources for Living Faith and other diocesan initiatives, including seasonal campaigns tied to Christian festivals. We represent the Church at wedding fairs.
• We run a diocesan website (which has more than 123,000 unique visitors a year) and support parishes in their use of new and social media. We create audio and video content, we host blogs and use social media including Twitter and Facebook to engage with others. We manage our online and printed diocesan directory.
• Our e-newsletter goes out to 2735 email addresses every week. We advise other departments in Diocesan Church House on their mailings and publications, and help publicise events. Email debbie.dallimore@oxford. anglican.org to subscribe to the e-newsletter.
• We offer training and advice on all aspects of communication, from dealing with the press to using social media and producing parish magazines.
• We are responsible for welcoming visitors to Diocesan Church House and answering your queries.

Priorities for 2012 Bullet white
The Cathedral Church of Christ, Oxford Today we are grateful that the building has survived, and that it is used to the glory of God.Members of the Church of England in the Diocese of Oxford may apply for a Christ Church Cathedral membership card, entitling them to free access to Christ Church Cathedral. Applications for a membership card need to go through your parish priest, who should have a form (forms are also available from the Cathedral Office - Tel: 01865 276155).
Uniquely, the Cathedral is a College Chapel as well as the cathedral church for the Diocese of Oxford. The beautiful building is home to a vibrant worshipping community with a rich tradition and a world famous Cathedral Choir. It hosts a wide range of diocesan events, music, art and drama.
The Cathedral is visited by thousands of people each year who pray, worship, or simply enjoy the stillness and the profound sense of history it inspires. On this site stood the convent church where Oxford's patron saint, Frideswide, was buried in the 8th century.Around her shrine in the 9th and 10th centuries a group of priests lived a communal life, doing pastoral work, and in the 12th century the monastery became the Augustinian Priory of St Frideswide. By the 13th century it was a major place of pilgrimage.When Cardinal Wolsey began the building of his college here, the western end of the building was removed to make space for Tom Quad, and the remainder was used as the temporary chapel for the new college. Wolsey's plan to replace it with a larger chapel on the North side of Tom Quad would have caused its demolition but when he fell from power the building of the new chapel stopped.

What we doThe Administration team covers a wide range of support functions. The work of the Diocesan Synod and the Bishop’s Council (which is also the Board of Directors of the Diocesan Board of Finance) are supported by Rosemary Pearce, Diocesan Secretary, and Petronella Spivey, Committee Secretary. They are also the contacts for matters relating to elections, APCMs, Charity Commission registration and the electoral roll. Diocesan Trustees (Oxford) Ltd acts as the Diocesan Authority, holding PCC or Incumbent and Churchwarden personal property (financial endowment and land) for at least 1,300 Trusts under the PCC (Powers) Measure 1956 or the Incumbent and Churchwarden (Trusts) Measure 1964. The Trusts Administrator assists representatives of parish trustees in administering Trust business. Assistance is given to Church School Trustees of 286 church school properties with matters relating to school trust property. ICT provision is managed (on a part-time basis) by Kevin Ryan.
What we do - Registry The Registry is the legal office of the diocese, located in central Oxford. Its work includes:
• Giving general legal advice to clergy, parish officers, and to the boards and councils throughout the diocese.
• Assisting clergy and answering parishioners' enquiries relating to marriage.
• Consecration of churchyards.• Operation of the faculty jurisdiction.
The Registrar also serves the Diocesan Synod and Bishop's Council.

Who's who
One of the highlights of 2015 was the development and initial consideration of the Archdeaconry Mission Action plans. They were the result of deaneries talking together about how best to engage with their local context – whether that was huge new housing
estates, small rural communities, ministry on the streets, shared plans for Youth and Children’s work or support for and involvement in their local schools. During 2016 those plans are beginning to be implemented and it has been very encouraging to see new pictures of ministry being painted with the Living Faith colours.
Support for local initiatives and the national
“Reform and Renewal” agenda have shaped much of the work of the diocesan staff team. The Board of Mission has focused its resources to respond to the call to both deepen discipleship and enhance lay ministries, while also preparing the ground to increase the annual number of candidates going forward for ordinations by 50% by 2020.
As we settle into our new office base in Kidlington we are learning how to make the most of a modern working environment that encourages good inter- team working. Our aim was that it would be a place that speaks of God, a welcoming and hospitable resource for all the diocese from which we would be able to offer a better service. Partnership working is key – partnerships of members within churches, of parishes together, of deaneries, of clergy and lay people and of staff and volunteers.
