EXECUTIVESUMMARY

FormerlyknownastheAmericanCollegesandUniversitiesPresidentsClimateCommitment(ACUPCC),theCarbonCommitmentisfocusedonreducingemissionsofharmfulgreenhousegasestozero,thusalleviatinghighereducationinstitutions’contributionstoclimatechange.ThiseffortissupportedbySecondNature,whohasmaintainedtheACUPCCinsomecapacitysince2006,retainingsoleresponsibilityin2011.

MoraineValleyCommunityCollegesignedtheACUPCCin2013.Andin2015,theACUPCCfurtherevolvedintothreecommitments:CarbonCommitment(again,formerlyACUPCC);theResilienceCommitment:anewlydevelopedcommitmenttoaddressthecriticalneedforresiliencyplanning;and,ClimateCommitment,whichcombinesthetwo.MoraineValleyiscurrentlyinvolvedineffortssupportingtheClimateCommitment;however,MoraineValleyhaschosentocontinuetheACUPCC/CarbonCommitmenttomeettherequirementsofourpledgetoSecondNature,andmoreaccuratelytoourcommonfuture.

TheCarbonCommitmentdefinesclimateneutralityashavingnonetgreenhousegas(GHG)emissionsbyacertaindate.Signatoriesalsocommittotaking“actionstomakeclimateneutralityandsustainabilityapartofthecurriculumandothereducationalexperienceforallstudents,”and“actionstoexpandresearchorothereffortsnecessarytoachieveclimateneutrality.”TheimplementationoftheCarbonCommitmentinvolves:

•Settingupaninstitutionalstructure(committee,taskforce,office,etc.)•Completinganinventoryofgreenhousegasemissions.•Creatingandimplementingaclimateactionplan(thatincludesatargetdateandinterimmilestonesforachievingcampus climateneutrality).•TakingtwoofseventangiblestepsspecifiedinthecommitmenttoreduceGHGemissions.•Integratingsustainabilityintothecurriculumandmakingitpartoftheeducationalexperience.•Makingtheactionplan,inventoryandprogressreportspubliclyavailableonanannualbasis.

Climatechangeisaglobalchallengethatnecessitatesaglobalresponse,aswellasrequisiteindividualandcommunityaction.Preventingproblems,reducingemissionsandimplementingadaptationstrategiesaremuchmoreefficientthanrespondingtocatastrophes.Throughawareness,education,andthoughtfulaction,MoraineValleymustbothlimititscontributiontoclimatedisruptionaswellasequipitscommunitytodothesame.Thecollegealsomustprovidetheleadershipanddevelopstrategiestoensurecampusandcommunityresilienceandadaptabilityaswefaceinevitablechange.

tobecarbon neutralby2042.

Moraine Valley Community College is proud to have a Center for Sustainability, which is made possible in part by the IGEN.

Toachievethisgoal,thepresidentdevelopedataskforcethroughwhichthisClimateActionPlanwasdeveloped.Priortodevelopingtheplan,itwasnecessarytoanalyzethecurrentstateofclimateimpactofthecollege.Thisanalysisissometimescalledagreenhousegas(GHG)inventory,oracarbonfootprint.Thecurrentcarbonfootprintofthecollegeis25,775 metric tons of CO2e(“carbondioxideequivalent”representativeofallthegreenhousegases).ThemajorityofthoseGHGaretheresultofactivitiesofthecollege,butoccurfromsourcesnotnecessarilycontrolledbythecollege;forexample,waste,businesstravelandcommutingofstudents,staffandfaculty.

How will we achieve carbon neutrality?

Thetaskforceidentifiedfivemajorstrategycategoriestobegintomeetthegoalofcarbonneutrality:mitigation, renewable energy, transportation, waste, and engagement. Thecollege’sprogresswillbemeasuredthroughannualgreenhousegasinventories,strategyimplementationevaluationbythetaskforce,andintegrationintothedevelopmentandreviewofthecampusmasterplan,whichoccurseveryfiveyears.

Achievingcarbon-neutraloperationrequiresappropriatefunding,continuousimplementationofidentifiedemissionsmitigationstrategies,administrativeandcommunitysupport,planningflexibilitytoaddressfuturetechnologicaldevelopments,andtime.Furthermore,asacommunitycollege,MoraineValleyisbuiltonthefoundationofexistingasabrick-and-mortarresourcetothecommunity,aswellasbeingaconvenientcommutercampus.Theseneedsandchallengeswillnotchangeandwilltakealongtimetoaddress. Thetaskforcewillfocusinitialeffortsonimplementingprocedurestoreducephysicalplantenergyconsumption,createrenewableenergysources,anddevelopcurriculumandactivitiestoeducateitscommunityonclimatechange.Furtheralongthejourney,agreaterfocuswillbegiventothemorechallengingemissionsources,potentiallythroughthepurchaseofcarbonoffsetsorotherinnovativestrategies.

A Message from the President

nurturing the kind of shared vision across institutions that is needed to achieve transformational changes to avoid climate disaster. To do this, we have developed this Climate Action Plan; a plan that is flexible and adaptive over time and which will lead to the institution’s climate neutrality. Moraine Valley could not fulfill its obligation to create a Climate Action Plan without the input and effort of a strategically coordinated team of many influential stakeholders in its campus community. To that effort, I organized a campus-wide representative task force, with members grouped into four key focus areas: operations, community engagement, students, and academics. Carbon neutrality is a lofty goal, and we know it will not happen overnight. However, as evidenced within this Climate Action Plan, the tremendous work of this task force has set us on the right path to eventually achieve net zero emissions. I am grateful for their efforts. Now with our plan in place, I am excited to lead our Moraine Valley community and fully support the efforts of our implementation team as we begin applying strategies to mitigate our climate footprint; continue to support the growth of resilient campuses and communities; and develop curriculum to educate our students about climate change while providing opportunities for them to become engaged, empowered, solutions-minded global citizens of today and tomorrow. Asacommunitycollege,itisourmissiontoserveourcommunity,tobeastewardofitshealththrougheducation,workforcedevelopmentandservice.Itisourresponsibilitytobeawareofchangesandemergingchallengessowemaydevelopsolutionsthatdrivecommunitywellness.Now,morethanever,werecognizethatnotjustourcommunity,butourworld,isfacingseriouschallengesduetoclimatechangeanddisruption.Clearly,theMoraineValleydistrictisnotexclusiveofthesethreats.Manyaretryingtofindsolutionstothesechallenges;however,Irecognizeitisourstudentswillbearthegreatestburdenoffindingsolutionstotheseglobalproblems.

Climatechangeisacollectiveissue,wherebytheresponsibilitytogeneratesolutionsisnotisolatedtopolicymakersandscientists.AtMoraineValley,sustainabilityisaseriousissueforeverydepartmentanddiscipline,aswellasstudent,andwewanttomakeanequalimpactonourcommunityandtheworldatlarge.Asaninstitutionofhighereducation,werecognizeourgreatestimpactonclimatechangecanbethroughourprimaryasset—teachingourstudentshowtointerpretandreacttopressingissuesofourtime.Studentsarethenextgenerationofproblem-solvers;however,itisalsoourdutytodemonstrateexamplesofsolutions.

Therefore,inthefallof2013,ImadeasignificantcommitmentonbehalfofMoraineValleyCommunityCollegewhenIsignedtheSecondNatureCarbonCommitment(formerly,theAmericanCollegesandUniversitiesPresidentsClimateCommitment).Thiscommitmentisthebeginningofajourneythroughwhichwewillachievecampuscarbonneutrality,supportcommunityresilience,andprovideclimatechangeeducationandglobalcitizenshipopportunitiesforourstudents.

Bysigningthiscommitmentandupholdingthepromiseswithin,MoraineValleyisleadingbyexample;weareshowingourcommunitythatweareresponsiblestewardsandrecognizeourdutytodoeverythingwecantomitigateclimatechangedisruptionbecauseit’snecessaryandbecauseit’stherightthingtodo.

Asamatteroffact,throughourparticipationwiththeSouthMetropolitanHigherEducationConsortium(SMHEC),weareworkingdirectlywithourcommunitytomaketheChicagoSouthlandthegreenestandmostresilientregionthroughsustainablepractices.Wehavepartneredwithkeycommunitystakeholders,includingmunicipal,manufacturing,non-profit,healthcareandotherleaders,toprovideaplatformtolinkandleverageresourcesthroughoutthearea.Throughthiseffort,wewillraiseuptheregion’sabilitytoadapttoachangingclimatewhilealsomitigatingcarbonemissionsandotherunsustainablepractices,fosteringahealthyfutureforusall.

IamhonoredtosaythatatMoraineValleywerecognizeandfullysupportthiseffortasanecessarycooperativeandunifiedactionthatwillmakepositivechangefortodayandtomorrow.

Furthermore,byjoiningtheCarbonCommitment,MoraineValleyalsoalignswithaspecific,ambitiousgoaladoptedbyhundredsofotherhighereducationinstitutions;united,wearenurturingthekindofsharedvisionacrossinstitutionsthatisneededtoachievetransformationalchangestoavoidclimatedisaster.Todothis,wehavedevelopedthisClimateActionPlan;aplanthatisflexibleandadaptiveovertimeandwhichwillleadtotheinstitution’sclimateneutrality.

MoraineValleycouldnotfulfillitsobligationtocreateaClimateActionPlanwithouttheinputandeffortofastrategicallycoordinatedteamofmanyinfluentialstakeholdersofitscampuscommunity.Tothateffort,Iorganizedacampuswiderepresentativetaskforce,withmembersgroupedintofourkeyfocusareas:operations,communityengagement,students,andacademics.

Carbonneutralityisaloftygoal,andweknowitwillnothappenovernight.However,asevidencedwithinthisClimateActionPlan,thetremendousworkofthistaskforcehassetusontherightpathtoeventuallyachievenetzeroemissions.Iamgratefulfortheirefforts.

Nowwithourplaninplace,IamexcitedtoleadourMoraineValleycommunityandfullysupporttheeffortsofourimplementationteamaswebeginapplyingstrategiestomitigateourclimatefootprint;continuetosupportthegrowthofresilientcampusesandcommunities;anddevelopcurriculumtoeducateourstudentsaboutclimatechangewhileprovidingopportunitiesforthemtobecomeengaged,empowered,solutions-mindedglobalcitizensoftodayandtomorrow.

INTRODUCTIONMORAINE VALLEY CLIMATE ACTIONPLAN ThepurposeofMoraineValley’sClimateActionPlanistoprovidearationalandholisticprocessthatwilladdressclimatechange,providesustainabilityleadership,systematizeactivitiesaimedatreducingMoraineValley’semissionsandrespondtoSecondNature’sreportingrequirements.

Thechangesneededtomitigateclimatechangegobeyondpolicyadjustments.Culturalandoperationaltransformationswillfueleconomicgrowth,protectourcommunitiesandmaintainadesiredqualityoflife.

Many of the technologies and tools necessary for achieving climate neutralityandresilientcommunitiesalreadyexistandareincontinualdevelopment.

Climate Action Plan Task Force Process and Membership

TheprocesstodevelopaclimateactionplanforMoraineValleyidentifiedkeystakeholdersfromacrossthecommunitycollegetoformtheClimateActionPlanTaskForce.ThetaskforcewasorganizedintoacoreteamoftheexecutivevicepresidentofAdministrativeServices,directorofCampusOperationsandthesustainabilitymanagerplus,foursubgroups:Operations(buildingsandgrounds,purchasing,finance,IT,andpolice);students(studentrepresentativesandstudentservices);Academics(facultyandadministration);andCommunity(marketingandcommunications).

Overthecourseoftwocomprehensive,andtwoofeachsubgroup,meetingsthetaskforcediscussedpotentialactivities,whereprimaryconsiderationwasgiventoemissionsreductionstrategiesandalternativeenergyoptions,climatechangeeducationandcommunityawareness,andcampusandcommunityresilience.

The purpose of Moraine Valley’s Climate Action Plan is to provide a rational and holistic process that will address climate change.

Why should Moraine Valley Community College act on climate change?

Climatechangeisaglobalchallengethatdemandsaglobalresponse,aswellasanindividualandcommunityresponse.MoraineValleyCommunityCollegemust actonclimatechangeboth to limit its contribution todisruptionaswell asequip itscommunitytoalsolessentheirimpactthroughawareness,education,thoughtfulactionandreflection.Thecollegemustalsoprovideleadershipanddevelopstrategiestoensurecampusandcommunityresilienceandadaptabilityinthefaceofinevitablechange.

WeknowfromstudyingAntarcticicetheatmosphericconcentrationofCO2eis40%higherthanitwasatthebeginningoftheIndustrialRevolution–byfarthehighestithasbeenduringthepastonemillionyears–WorldEconomicForum.And,CO2econcentrationisadirectcontributortoglobalwarming,whichinturnisaffectingthesignificantclimatechangeswe’reexperiencingtodayandcananticipatetoexperienceevenmoreinthefuture.

Specifically, theChicagoregioncanexpectanannualaveragetemperature increaserangingfrom3to4°Funder loweremissions,representativeofthoseinthe1930sto7to8°Funderhigheremissions,asintoday’scurrentemissionbehaviors.TheMidwestisknowntohaveahighvariabilityinweatherfromseasontoseasonandyeartoyear.Undertheseincreasedtemperatures,thatvariabilityisexpectedtocontinue;itisanticipatedshiftsfromveryhottoverycoldwillbecomemoreextreme,frequentand

The average high temperature of the hottest day of the year in Chicago isexpectedtoincreasefromthepresent-dayvalueofaround99°Ftobetween107°Fand117°F.Wecan anticipatemore frequentheatwaves similar to the catastrophic1995heatwave.Andtheaveragecoldestdayoftheyearcouldwarmby4to6°Fthroughthiscentury,withfinalspringfrostsoccurring20to30daysearlieronaverage.-CMAP

Clearly,thesechangesinourregionsclimatehaveseriousnegativeimplications.Theywillcausecatastrophicshocksandstressorsonourbuiltenvironmentandinfrastructureaswellasthelivingbeingsinhabitingthesespaces,peopleandanimalsalike.Lesssnowandmorerain,i.e.,anextremelyvariablewatercycle,willstressourstormwatersystems,increasethreatsofnewpestsanddiseasesinbothurbanandruralareas,andrisingtemperatureswillincreasedemandonourpowerplantsasairconditioningdemandsescalate.

Wealsocananticipatemorefrequentextreme-weather-relatedinjuries,elongatedallergyseasons,increasedairpollution,andlongerdroughts,allofwhichendangerpublicwell-being.Furthermore,Midwesternagriculturewilllikelyexperiencea “15% average yield loss in the next five to 25 years, and up to a 73% average yield loss by the end of the century.” – IGPA,UofIL

All of this will lead to increased demand on economic resources necessary toreacttothesethreats;feasiblyinhighertaxesandashiftinprioritizingmunicipalspending,potentiallyimpactingculturalandsocialresourcesandservices.

Preventingproblems,reducingemissionsandimplementingadaptationstrategiesismuchmoreefficientthanrespondingtocatastrophes.Therefore,itisvitaltoourregion’sviabilitythatweactonclimatechange.Now.Wemustputforthsignificantandintentionalefforttostaveoffwhatwecanthroughemissionsmitigation,whilealsopreparingfortheinevitablechangeswe’refacingnowandwillfaceinthenearfuture,throughadaptationandresiliencyplanning.

Thesecarbonemissionsarearesultofequipmentusedtomaintaincampusgrounds(forexample,maintenancevehicles,lawnmowers,snowblowers/plows).Additionalsourcesofscope1emissionsareattributedtobuildingboilers,steamproduction,useoflabequipment,campusshuttles,andanyotherequipmentthatislocatedoncampusandoperatedbythecollege.

Althoughscope1emissionsrepresentthesmallestshareofthethreescopes,itpresentssomeoftheeasiestmethodstoreducetheamountofcarbonemittedbythecollegeeachyear.Sincetheseemissionsarisedirectlyfromsourcesthatareownedand/orcontrolledbythecollege,proposedchangesandprocedureupdatesonlyneedtobeacceptedbycampusadministrationandfaculty.Strategiesthataddressthisemissionscategoryarecoveredlaterinthisdocument.

Scope 2 Emissions

CONCLUSION Achievingcarbon-neutraloperationinamulti-campushighereducationenvironmentwillrequireappropriatefunding,continuousimplementationofidentifiedemissionsmitigationstrategies,administrativeandcommunitysupport,planningflexibilitytoaddressfuturetechnologicaldevelopments,andtime.

MoraineValleyCommunityCollegehaschosenyear2042asthetargetdatetoachieveinstitutionalcarbonneutrality.Theproposedtimelinestartsin2016withthecreationofMoraineValley’sClimateActionPlan(CAP),followedbythe26-yearperiodforimplementationofproposedmitigationstrategies.Webelievethistimelineallowssufficienttimetofosterculturechange,implementnecessarybuildingupgrades,installrenewableenergysystems,andplanforandsecurenecessaryfundingresources.

Whileshort-termstrategiesareeasiertoidentifyandimplement,mid-termandlong-termstrategieswillneedtoremainflexibletoallowsufficientroomforadaptationforfuturechangesinthepolitical,socialandnaturalenvironment.

IntegrationofMoraineValley’sCAPgoalsandstrategiesintosubsequentcampusplanning,operations,andmaintenanceactivitiesiscriticaltosuccess;therefore,theCAPwillbealignedwitheachconsecutivecampusmasterplan.

WhilesomeofMoraineValley’sGHGemissionwillbedifficulttocompletelyeliminate,suchasthoserelatedtocommuting,fullcarbonneutralitycanbeachievedthroughcarbonoffsetsand/orofrenewableenergycredits(RECs)purchases.Inthespiritofinnovation,MoraineValleywillalsostrivetocreatecommunityrenewableenergysystems,whichwillproduceenergyforsurroundingcommunities.Thiscleanenergyproductioncanbeappliedtooffsettingscope3emissions.Toachievethis,sufficientfundingwillbeallocated,paralleltobudgetsdevelopedfortheimplementationoftheentireCAP.
