Chief of Police

Chief Terry Barlow is a 31 year veteran with the Fairborn Police

Department, beginning his career on July 15, 1985. He has been

serving in the capacity as the Chief since August of 2005.

Administration Captain

Captain Terry Bennington is a 28 year veteran with the Fairborn

Police Department, beginning his career on September 12, 1988.

He has been serving in the capacity of Captain since August of

2005.

Operations Captain

Captain Dan Arwood is a 23 year veteran with the Fairborn Police

Department, beginning his career on December 27, 1993. He has

been serving in the capacity of Captain since August of 2012.

Fairborn Police Department Accomplishments for 2016:

The department utilized a Nuisance Abatement Ordinance that was implemented in

October of 2015, for the entire year for the first time. This ordinance prohibits drugs

of abuse, any felony drug violation, gambling and/or sex related crimes. If found in

violation, the person responsible and potential owner or tenant is abated from that

location after a 15 day notice. The department abated 23 different residential

locations and 2 business locations in 2016. Out of those abatements, a total of 39

individuals were abated from those locations and these types of criminal activities

were removed from our neighborhoods.

The department implemented our newest canine program in mid-November of 2015. K-9 “Bac” was introduced to the citizens of Fairborn in many different ways. He has been deployed on canine business 112 times. He has been part of 22 felony arrests and 22 misdemeanor arrests. He has located over 208 pounds of narcotics that were then seized to be destroyed. “Bac” has also been part of over $304,000 in monetary seizures working in conjunction with the Greene County ACE Task Force. He also attends many civic functions and is part of several demonstrations throughout the year. Officer Joe Pence is “Bac’s” handler and does a great job with him.

The department added an additional School Resource Officer while partnering with the Fairborn City School District to share the personnel costs of the position. Officer Nathan Penrod was assigned to Baker Middle School and has done a great job of overseeing student activities. He will begin DARE curriculum instruction at the intermediate school for 5th graders in January.

The department assisted Fairborn High School in winning the Greene County Department of Health’s Seat Belt usage program in the spring and fall semesters. In both semesters, the students obtained 100% seat belt usage upon entering and exiting the school parking lot. SRO Officer Jim Hern has assisted the students in obtaining this never before seat belt usage percentage. There is a monetary gift amount that is presented to the school but the most important aspect is the student safety by using seat belt restraints.

The department provided/allowed for the training of personnel in the amount of

6,632 hours in 2016. The training of personnel is essential in providing the most

qualified and competent individuals to serve the citizens of the community. It

also provides a defense for liability claims against the city.

In 2016, the Fairborn Police Department became one of the first departments in the area to become a certified law enforcement agency through the State of

Ohio. The certification was earned by meeting the standards identified by the Ohio Collaborative Community-Police Advisory Board in an attempt to strengthen police and community relations.

The department received funds from the U.S. Department of Justice / Bullet Proof

Vest Partnership in the amount of $6,525.

The department received funds from the Drug Use Prevention Grant funded by the

Ohio Attorney General’s Office in the amount of $23,240.

CChhiieeff ooff PPoolliiccee

The Chief of Police is responsible for multiple duties within the police department. One

of the primary duties is the administration of the department’s $7 million annual

budget. The Chief is also responsible for the coordinating, purchasing & replacing of

all supplies, equipment and hiring of personnel that is needed to run the agency on a

daily basis.

Administrative Assistant to Chief of Police

Lori Bowen is the office assistant to the Chief of Police. In addition to clerical support

to the Chief, Lori also provides clerical support to the Administrative & Operations

Captains, Administrative Sergeants and Detective Section. Lori plays a vital role in

preparing budget requisitions, departmental phone support, spreadsheet report and

additional duties as required. Lori is also instrumental regarding the input of data into

the records management system.

R.E.R.T. (Regional Emergency Response Team)

The Fairborn Police Department is a member of the Regional Emergency Response

Team (RERT), a regional team comprised of members from the jurisdictions of

Fairborn, Beavercreek, Huber Heights and Vandalia. Officers on the team are trained

in specialized tactics and crisis negotiations. The team trains monthly as a complete

unit to stay current on the latest techniques and training methods. Additionally, the

precision marksmen train on a quarterly basis. The purpose of the team is to assist

member agencies with critical incidents that are better and more safely resolved by

officers with specialized training in tactics and negotiations.

In 2016, RERT personnel received training in the following areas:

Search warrant planning & service, mechanical breaching techniques, hostage rescue,

active shooter school scenarios, K-9 utilization, covert movement, semi-automatic rifle

qualifications, armored vehicle persons rescue, munitions qualifications, vehicle

assaults, open terrain searches, use of force update, use of special equipment, crowd

control/civil disorder and semi automatic handgun qualifications.

The Regional Emergency Response Team continues to be a valuable resource for all

of the jurisdictions involved.

The Administration Bureau

Captain Terry Bennington is in charge of the Administration Bureau. He oversees the

one Administrative Sergeant, who in turn, supervises the Communications Center and

Jail. Captain Bennington is also responsible for overseeing the Records Section,

departmental research and development, grant management, personnel hiring,

equipment purchases, fleet management, coordination of all departmental training and

any building facility issues that may arise.

Administrative Sergeant

The jail administration duties and oversight of the Communication Center is under the

immediate supervision of Administrative Sergeant Willard Watts.

Records Bureau

The Records Bureau consists of a two (2) employees, Supervisor Ingrid Freeman and

Records Clerk Kendra Malcolm.

Responsibilities of the Records Bureau include:

Monthly submission to Ohio Incident Based Reporting System

Monthly preparation of the departmental statistics

Classification of reports and compiling statistics

Ordering of office supplies for the Police Department

Checking of criminal records and searches

Maintaining the tow file and obtaining vehicle titles for junk or abandoned

vehicles for tow agencies

Disseminates requests for copies of reports and recordings

Collection of money for parking violations

Serves as Deputy Clerk of Court for the collection of bond money

Compiling of reports and citations for Court proceedings

In 2016, the Records Bureau responded to 1,247 public records requests for copies of reports and background checks.

State Mandated Continual Professional Training (CPT) – 528 Hours

During 2016 the state mandated 11 hours of training for all sworn officers in the state of Ohio. The training offered was:

2. Research and Equipment Evaluation

Specific research areas are assigned most often for development of written

policies. The departmental policies and procedures were again revised &

updated in several areas to meet the needs of the community and to address

the uses of new equipment placed into service. Research was completed and

purchases made for radio communications, less lethal weaponry, ballistic

equipment, covert surveillance equipment and video enhancement programs.

3. Internal Investigations

These are formal allegations assigned for investigation by the Chief of Police. In

2016, there were thirteen (13) allegations filed. Two (2) were unfounded, two (2)

were exonerated, seven (7) were sustained with employee discipline and two (2)

resigned before completion of the investigation.

4. Grant Administration

Grant research was conducted, which subsequently resulted in the submission of four (4) grant applications. Two grant applications were approved and two are still pending approval. The Fairborn Police Department was awarded the following two (2) grants in 2016:

5. Intern Coordinator

During 2016, the department hosted (3) interns from local colleges throughout

the year. The interns were all college students who were working on criminal

justice degrees. These interns contributed to over 450 hours of combined

service to the department.

In 2016, the Fairborn Dispatch Center handled 100,024 inbound and outbound telephone calls. Of those calls, 16,870 were handled by the 9-1-1 emergency phone system which equates to 16.9% of the total call volume handled by the Dispatch Center. All non-emergency calls are handled on non-emergency telephone lines. In 2016, an Emergency Call Works Next Generation 9-1-1 system was purchased and installed in the Fairborn Dispatch Center. The new system replaces one that was at the end of life and no longer covered under a maintenance agreement. The new system is compliant with new state mandates and when fully functional will be able to receive text to 9-1-1 communications. Future additions to the system will include the ability for dispatchers to receive pictures and videos from callers.

The Fairborn City Jail is classified as a 12-day jail as defined by the Ohio Department of Rehabilitation and Detentions “Minimum Standards for Jails in Ohio.” The jail meets the minimum standards for jails in Ohio and is inspected annually for various area of compliance. In 2016, the Fairborn City Jail was recognized for being in full compliance with the mandated standards for jails in Ohio.

Inmates were primarily confined to await trial or arraignment in the Fairborn Municipal

Court. The jail also acts as an intake facility for initial arrests by Fairborn Police,

Beavercreek Police, Wright State University, Grandview Medical Center, the Village of

Enon and other regional law enforcement agencies in need of housing prisoners for

the Fairborn Municipal Court.

The Operations Bureau, which consists of both the patrol section and the detective

section, is overseen by Captain Dan Arwood. There are six sergeants assigned to the

Operations Bureau. Sergeant Gary Mader, Sergeant Rod Myers, Sergeant Matt

Ricketts, and Sergeant Ben Roman are each assigned to supervise a platoon of

officers in patrol functions. Sergeant Steve Holcomb is the assigned detective

sergeant and Sergeant Mark Stannard is the assigned operations sergeant.

Patrol Sergeants and Officers

Each patrol sergeant supervises a platoon of patrol officers in their daily assignments

and functions. The patrol sergeant reviews all cases submitted by the officers on their

platoon and assigns misdemeanor case follow up that warrant further investigation

back to the primary submitting officer. The officers are generally assigned to patrol

duties throughout the City of Fairborn. Primary duties include the protection of life and

property through the enforcement of laws and ordinances. Functions performed by the

patrol officer include conducting presence and detection patrols designed to detect and

deter crime, arrest violators as appropriate, note any suspicious activity in the area and

take action as necessary. The officer responds to the scene of crimes, motor vehicle

crashes and files reports as required by departmental procedures. Other duties are to

render first aid when necessary, direct traffic, question witnesses and suspects, make

court appearances as required, maintain order in crowds and assist other law

enforcement agencies when requested.

Detective Sergeant

The detective sergeant oversees criminal intelligence, completes crime analysis,

assigns felony case investigations to detectives and conducts internal affairs

investigations.

Operations Sergeant

The operations sergeant is the department’s assigned public information officer and is

the liaison for all follow up media inquiries. The operations sergeant also oversees the

volunteer program, the officer ride along program, and assists with event planning.

Fairborn Police Department’s School Resource Officers

Fairborn Police Department’s School Resource Officers are dedicated to patrolling, teaching in and providing security for all schools within the City of Fairborn. A departmental substation is maintained within all Fairborn City School buildings which provide officer workspace and an area to complete investigations that may involve staff or students at those locations. Fairborn SRO’s provide staff members of Fairborn City Schools with training on various facets of school safety throughout the school year as well as updates to the nationally recognized ALICE program. Fairborn SRO’s actively maintain social media sites allowing additional avenues of approach for students and parents. In 2016, Officers Hern and Penrod successfully completed SRO basic training and are members of the Ohio School Resource Officers Association (OSROA). School Resource Officer (SRO) – Fairborn High School Officer James Hern has been employed by the City of Fairborn since 2001. Since that time, he has been assigned to the Patrol Division, Detective Section and as the department’s SRO Officer. Officer Hern is a Crisis Negotiator on the Regional Emergency Response Team (R.E.R.T.), Training Coordinator for the Greene County Law Enforcement Explorer Program (GCLEEP), and Fairborn’s representative for Greene County Safe Communities Initiative. SRO Hern instructed the Introduction to Law Enforcement course at Fairborn High School and Safety City during the summer. The Introduction to Law Enforcement is a semester long course at Fairborn High School which offers student’s an insider’s look at careers and current events in law enforcement. This class features many hands on activities, physical training, and numerous guest speakers from many facets of law enforcement. Safety City is a week long course for students going into first grade that teaches children how to remain safe. Topics include traffic and pedestrian safety, animal, gun, fire and bus safety. SRO Hern has assisted Fairborn High School in winning the Greene County Safe Communities Seat Belt Challenge twice in 2016. Being the winner of the seat belt award has earned FHS over $2,000 in prize money that will be used for safety improvements at the school. Since January 1, 2016, Officer Hern has assisted with numerous student conflicts and behavioral issues that were successfully mediated, investigated, and resolved at all levels of the district. Resolutions ranged from counseling of involved parties to referrals to other agencies within Greene County.

School Resource Officer / D.A.R.E. Officer – Baker Middle & Fairborn Intermediate Schools Officer Nate Penrod has been employed by the City of Fairborn since 2006. Since that time, he has been assigned to the Patrol Bureau, Detective Section, and as a member on the Regional Emergency Response Team (R.E.R.T.). As a representative for the Fairborn Police Department, Officer Penrod attends county wide meetings where responses to active shooter/active threat situations are discussed. Officer Penrod serves as a role model to students guiding them in his day to day interactions. He also counsels students, either one-on-one or as a group on all school and non-school safety topics to include drug abuse prevention education. Officer Penrod is excited to announce that beginning in January 2017 the D.A.R.E. (Drug Abuse Resistance Education) program will return to the Fairborn Intermediate School’s fifth grade students after a six year absence. D.A.R.E. provides students with the skills necessary to recognize and resist pressures to experiment with drugs and to avoid gangs and violence. The lessons emphasize self-esteem, decision making, interpersonal communications skills, the consequences of drug abuse, conflict resolution, and positive alternatives to substance abuse. In order to be certified to instruct D.A.R.E., Officer Penrod completed two weeks (80 hours) of intensive training by Ohio's accredited D.A.R.E. Training Center. Officer Penrod successfully completed the Drug Abuse Resistance Education instructor program where he was recognized and voted by his peers to be the class representative during the class #68 graduation. Since January 1, 2016, Officer Penrod has assisted with numerous student conflicts and behavioral issues that were successfully mediated, investigated, and resolved at all levels of the district. Resolutions ranged from counseling of involved parties to referrals to other agencies within Greene County.

Community and Public Relations

During the year, the Fairborn Police Department continued many of its community and

public relations activities as well as introducing new programs. The Fairborn Police

Department remained committed in its support of area youth and strived to present a

positive impression of the law enforcement profession.

Programs & Activities Organized In 2016:

The Fairborn Citizens Patrol continued to provide services to the residents of

Fairborn. This group of dedicated citizens helped at many community events

assisting in street blockage and provided traffic control at different scenes when

called upon.

Meetings with Apartment Complex managers were conducted with monthly

crime data being disseminated.

Neighborhood Watch meetings were held in neighborhoods and apartment

complexes across the city.

TThhee DDeetteeccttiivvee SSeeccttiioonn

Detectives in the detective section filed 198 felony indictments in Greene County

Common Pleas Court during 2016. This total accounts for over 30.4% of all felony

indictments issued by the Greene County Common Pleas Court. They also attended

numerous pre-trial conferences and weekly grand jury testimony appearances.

The Detective Section holds membership in the following intelligence sharing

associations: Middle Atlantic-Great Lakes Organized Crime Law Enforcement

Network (MAGLOCLEN), SOFIA, ICAC, CAGE, American Polygraph Association and

the Greene County Intelligence Forum. Membership in these organizations enables

the Police Department to exchange information that assists in solving cases.

Membership also enables the department to have access to sophisticated investigative

equipment that the department would not be able to afford on its own.

Greene County Agencies for Combined Enforcement (A.C.E.)

The Greene County Drug Task Force was established in 1986. In 2000, the name was

changed to the Agencies for Combined Enforcement (A.C.E.). The unit is currently

supervised by Bruce May, a retired Dayton Police Officer, who previously supervised

Dayton’s Drug Task Force. The Board consists of the Chief’s of Police from

Beavercreek, Fairborn, Xenia Police and Sugarcreek Township, as well as the Greene

County Sheriff and the Greene County Prosecutor.

Operations Bureau Notable Incidents of 2016:

On February 26, 2016, Fairborn Police were alerted to a fire at Fairborn High School. The Fairborn Police School Resource Officer located the fire in an upstairs girl’s restroom, and was able to extinguish it. A female student was arrested on charges of Arson, Resisting Arrest, Falsification, and Obstructing Official Business. On April 9, 2016 the Fairborn Police Department received a sexual assault complaint in which a juvenile female was sexually assaulted by four male subjects. This investigation led to the arrest of two adult males and two juvenile males. The juvenile males were bound over as adults and all four males were charged with Rape and Sexual Battery. On April 11, 2016, Fairborn Police investigators conducted surveillance at 2000-block of Triumph Drive, due to a drug tip line complaint. Several indicators of drug trafficking were observed during the surveillance and a search warrant was subsequently obtained. During the execution of the search warrant, two handguns, drug trafficking paraphernalia, numerous types of pills, and 430 grams of marijuana was seized. The resident was arrested and charged with multiple drug related offenses. On May 22, 2016, an adult male was arrested by detectives in connection with the theft of 22 air conditioners/units in the downtown Fairborn business district and surrounding residential areas. The thefts had occurred from February through May of 2016. The suspect is currently serving a two year prison sentence as a result of the thefts. On May 31, 2016, a subject fired five rounds from a handgun into a residence on Diana Lane North and fled from the scene. Patrol officers and detectives were quickly able to identify a suspect. Within hours, they located the firearm used in the shooting and arrested the suspect. The suspect was charged with Improperly Discharging Firearm At or Into a Habitation. A 2017 trial date has been set in the Greene County Common Pleas Court. On July 22, 2016, Fairborn Officers responded to 2200-block of Grierson Place on the report of a stabbing. Upon arrival, officers found a male victim deceased with multiple cuts and stab wounds. Officers detained two females at the scene and learned that a male had already fled from the scene. The male was located and detained a short time later. The subsequent investigation led to the male and a female being charged for the victim’s death. Both suspects eventually pled guilty to Involuntary Manslaughter and were both sentenced to 11 years in prison. On July 22, 2016, Fairborn Police Officers conducted surveillance at 100 block of Erie Ave., due to numerous drug tip line complaints and a criminal intelligence report of guns and illegal narcotics at that residence. A search warrant was obtained as the

resident returned home during the surveillance. The suspect then fled his residence as a passenger in a vehicle and was subsequently stopped and arrested. During his arrest and the search warrant at his residence, drugs, drug paraphernalia, and two handguns were located. The suspect was charged for Having Weapons Under Disability. Drug charges are pending in this case. On September 13, 2016, the Fairborn Police Department and members of the Greene County ACE Task Force served a search warrant for Trafficking in Drugs, Possession of Drugs, and Money Laundering at the H&M Smoke Shop. The search warrant stemmed from numerous drug tip line complaints and the subsequent investigation which validated the complaints. H&M Smoke Shop business and the business owners were evicted from the building, and the business closed down its operation. The suspects in this case are facing Engaging in a Pattern of Corrupt Activity, Trafficking in Drugs, Possession of Drugs, and Money Laundering charges. On September 29, 2016, a Fairborn Police School Resource Officer began investigating the report of threats against students left on the social media site, Instagram. The suspect had created an anonymous account using a “clown” persona and became involved in a group chat in which he threatened to kill students as they left school. Investigators were able to quickly determine the source of the post. The suspect, a 15 year old male student, was arrested at Fairborn High School. He was charged with Making Terroristic Threats. On October 19, 2016, a Fairborn Police Officer made a traffic stop on a vehicle for a stop sign violation. Upon his approach to the vehicle, it sped off. The officer quickly broadcast the suspect vehicle information to all officers and the vehicle was found abandoned a short time later. The vehicle was determined to be stolen from a residence in Clark County. The three juvenile suspects were soon found to be at a local business. Upon the officers’ approach, the juveniles tried to run but all three were caught and taken into custody. The investigation led to the recovery of a second stolen vehicle, also from Clark County. The vehicles were returned to the owners and the juveniles were taken to the juvenile detention center on multiple charges. On November 5, 2016, a methamphetamine lab was located in the shed at 500-block of Florence during a routine probation offender check. Fairborn Officers and members of the Greene County Task Force located 12 of what is commonly referred to as “one pot” meth labs in the shed. The labs were neutralized and disposed of properly. A consent search of the residence was performed and methamphetamine, drug paraphernalia, and chemicals for the manufacture of methamphetamine were located inside the residence and in the shed. The residents are all facing felony drug charges. On November 13, 2016, Fairborn Police officers responded to a robbery at the Circle K gas station at 1150 E. Dayton Yellow Springs Road. The suspect had approached an employee with a gun while the employee was outside of the store. He ordered her

back into the store, and demanded money. After receiving the money, the suspect fled from the scene in a U-Haul van and the victim immediately contacted the police. Officers reviewed the surveillance video and a description and case information was given to surrounding agencies. A Greene County Sheriff’s deputy located the U-Haul van at the Circle K gas station in Xenia. A male and female suspect were detained as they exited the gas station. During the course of the investigation, evidence was located and seized which directly linked them to the robbery. The male was charged with Aggravated Robbery, Kidnapping, and Abduction. The female was charged with Complicity to Aggravated Robbery. On November 16, 2016, Heikeem Foy escaped from an interview room while waiting to be questioned. Patrol officers began searching for him in the surrounding area. Police K9 units from Fairborn Police, Springfield Police, and Miami Township Police responded to assist with the apprehension of the suspect. The suspect was apprehended within 30 minutes of his escape. The suspect was later charged with several break-ins as well as Escape and Burglary. On November 20, 2016, Fairborn Police officers responded to 100-block of W. Dayton Yellow Springs Road on the report of a subject who was bleeding heavily. Upon arrival of officers, they located a male subject who had been shot. The male subject was transported to the hospital and was later pronounced deceased. The investigation determined this case to be a homicide. Two suspects in the case have warrants for their arrest and are currently at large. On November 28, 2016, Fairborn Police Officers responded to Marathon, 750 E. Xenia Drive on the report of an armed robbery. The suspect wore a mask and demanded money while threatening the clerk with a handgun. The suspect then fled the scene and the clerk called the police. A suspect was quickly developed by investigators and a search warrant was obtained for his residence. The mask, clothing worn during the robbery, weapon, and cash drawer were all recovered at his residence. The suspect was arrested and charged with Robbery. On December 10, 2016, Fairborn Police Officers responded to a reported robbery at the Taco Bell restaurant located at 2674 Colonel Glenn Highway. A suspect had entered the restaurant armed with a handgun, demanded money and ordered the employees into the walk-in freezer. The suspect had fled the scene prior to officers arrival. During the investigation, the suspect was identified and is currently at large. A warrant has been issued for charges of Aggravated Robbery and Kidnapping as a result of this incident.
