THURSDAY NOVEMBER 3

13.30: PANEL 3: THE SRB AFTER ONE YEAR—IS RESOLUTION IN THE EUROZONE POSSIBLE?

The starting point for the debate will be the SRB’s achievements and the work that still needs to be done. Why does resolution still raise questions and challenges and what are the operational challenges to execute resolution over a weekend? What are the strategic implications of the resolution regime on banks’ approach to multi-year planning? What are the operational challenges to communication in a crisis?

14.30: PANEL 4: EDIS – THE THIRD PILLAR EDIS is meant to be the third pillar – to provide stability to the

project of European Banking Union. Why is a centralized deposit insurance scheme necessary in the first place? What is the state of play and what are the odds of the Commission’s proposal to become reality? What are the implications for certain national markets and their national deposit guarantee schemes? What will be the repercussions of EDIS on financial stability, the banking industry and the European project at large?

Moderator: Martin Boer, IIF

Diederik van Wassenaer, ING Jose Manuel Campa, Santander Dirk Cupei, Association of German Banks Veli-Matti Mattila, Federation of Finnish Financial Services Michael Wedow, European Central Bank

15.30: PANEL 5: BANKING UNION: IMPLICATIONS FOR BUSINESS MODELS IN EUROPE – AND FOR DOING BUSINESS WITH EUROPEAN BANKS The underlying question of this panel is whether, given all the

issues and constrictions, it is still interesting to run a banking business in Europe. The answer must be yes, so what would a viable business models look like? The Commission’s Capital Markets Union is important but the bank-based economic model is not going to change overnight. How will the need for consolidation materialize? Is regulation pushing 6,000 banks into the same business model? Is the German-type “three pillar model” still viable? What will be the implication if the Commission starts pushing structural reforms again?
