ENTRY RULES AND REGULATIONS

NOTE: all Open Department - Class Numbers begin with the number 3. Class Numbers that begin with the number 4 are 4-H Department only.

ANY EXHIBIT ENTERED INCORRECTLY MUST BE REMOVED FROM THE BUILDING/GROUNDS

PRIOR TO JUDGING. – Online Entries must be submitted by July 1. - Paper Entry blanks (if used) must be received by the fair secretary not later than July 1. (June 28 postmark) - Be sure to fill in ALL information on entry blank (including name and address). - No changes will be allowed after entry blanks are submitted. - EXHIBITORS ARE LIMITED TO ONE ENTRY IN ANY ONE CLASS. - Exhibitor entry tags must be picked up at the fair office. - Tags should be attached to the exhibit before entering the judging area.

The Fair Association reserves the right to amend or add to these rules as they, in their judgment, deem advisable, and to limit the number of entries in any department.

RULES FOR ANIMAL EXHIBITORS

- ALL animal exhibitors must comply with the general fair rules and health regulations listed below. - Any requests for late arrivals or early departures of animals to/from county fair, must be presented to the Agricultural Society Fair Board no later than the July board meeting. - Entry and Judging dates are listed under respective divisions. - All Health and Registration papers for animals must be presented to the superintendent before animals are unloaded. - All animals must pass health regulations of the fair. - All bedding must be supplied by the exhibitor. - All feed must be supplied and fed by the exhibitor (except rabbits and poultry). - No sedatives may be used on any livestock. - The only individuals allowed in the show ring during judging of all animals will be the exhibitor and individuals wearing a badge with the wording “LIVESTOCK OFFICIAL”. These officials will be determined by the Dept. Superintendent. Any other individual in the show ring during judging will result in disciplinary action. - The appearance of a person showing an animal in the show ring and his ability of showmanship will be considered by the judge in awarding ribbons. - Control of Animals – Livestock exhibitors must be able to bring animals into the show ring to be handled and judged by the judge. - Any animal not under control will be removed from the fairgrounds at the discretion of the Fair Board and the Dept. Superintendent. - Exhibitors are responsible for keeping animals stalls/pens clean, and for cleaning up manure from their animal any time it is out of the barn. - Release time for beef, sheep, swine, goats and dairy animals is 7:00 p.m. on Sunday. - Fair exhibits, including poultry and rabbits, must be removed between 8 and 9 p.m. on Sunday. - After 9 p.m. the Agricultural Society is not responsible for exhibits left on the fairgrounds. - While care will be exercised with exhibits at the fair, exhibitors must assume all responsibility for their own exhibits.

Animal Health Regulations for 2016 Fair and Show Season in Wisconsin This is a summary of animal health requirements for fairs, shows and exhibitions only. They are not necessarily the same as requirements for importing animals into Wisconsin or moving them within the state for other purposes. They may change if animal diseases occur in Wisconsin or elsewhere, so you should always check here or contact us for current information.

General requirements for show organizers

Fairs or exhibitions lasting more than 24 hours must appoint a licensed veterinarian to inspect all livestock daily Fairs or exhibitions lasting less than 24 hours must have a licensed veterinarian or show chairperson review all required records and test results to check for:

Exhibitor’s name and address

Animal identification (number, type, description)

Compliance with disease testing and other health requirements

Livestock premises number, if any, where animals originated Fair management must maintain records for 5 years of:

** Exhibitors ** Livestock premises numbers, if any ** Animal identification

Diseases Animals that show evidence of having contagious or infectious diseases may be removed immediately, and may be quarantined or slaughtered. Bovine animals with ringworm, mange or scab will be removed from the fair or exhibition premises, unless the veterinarian in charge finds they are incapable of transmitting disease.

Cattle and bison

Cattle from within Wisconsin have no requirements for tests or health documents. Cattle from outside Wisconsin must:

Be accompanied by certificate of veterinary inspection (CVI) documenting official animal ID and all required tests and certifications

Meet all of Wisconsin’s normal requirements for import Acceptable animal IDs for cattle from outside Wisconsin

USDA metal ear tag number that is part of the National Uniform Eartagging System (NUES) (starts with state 2-digit code, also known as a "brite" tag)

USDA Animal Identification Number tag - 15-digit number starting with 840

Manufacturer-coded RFID tag - 15-digit number with the first three digits beginning with 9

American ID tag - 12-digit number prefaced with USA

Other ID approved by DATCP Brucellosis requirements for cattle from outside Wisconsin

Steers are exempt from any brucellosis test requirement.

Cattle from brucellosis-free states are exempt from brucellosis testing requirement.

Cattle from certified brucellosis-free herds in Class A states do not need brucellosis tests if the CVI has the certified herd number and the last test date.

All other cattle need negative brucellosis test within 30 days before entering Wisconsin. Tuberculosis requirements for cattle from outside Wisconsin

Negative individual TB tests within 60 days before entering Wisconsin are required for cattle if they originate from:

States or zones that are Modified Accredited Advanced states or that Wisconsin treats as MAA because they have had bovine TB cases

Modified Accredited states (see section below for Michigan's Modified Accredited and Modified Accredited Advanced zones)

States that do not recognize Wisconsin’s TB-free status Cattle from Michigan's TB Free Zone:

Need negative individual TB test within 60 days before arrival in Wisconsin for all animals

Whole herd TB test and import permit not required

Cattle from Michigan's MA and MAA zones and other states with MA zones:

Need import permits

Need negative whole-herd TB tests within 12 months before arrival in Wisconsin for all animals 1 year and older

Need negative individual TB tests within 60 days before entering Wisconsin

Must return directly to the state of origin after the show, and there must be a statement on the CVI that they will be doing so Cattle from Canada must meet current federal requirements to enter the United States. For information on obtaining an import permit: Call 608-224-4872

Swine

Swine from within Wisconsin need a Wisconsin intrastate movement certificate:

Stating that the herd of origin was inspected on the farm within 30 days before the show and showed no signs of disease

Including documentation of all required tests Swine from outside Wisconsin need a certificate of veterinary inspection that includes the PRRS and PEDv status of the herd of origin (if known) and official identification number. Acceptable methods of ID for swine are:

USDA metal ear tag number that is part of the National Uniform Eartagging System (NUES) (starts with state 2-digit code, also known as a "brite" tag)

Ear notch (if the pig is a purebred and the notch is registered)

Official ID may be scrapie ear tags, USDA silver ear tag, USDA 840 ear tag, or breed association tattoo (as long as it is unique to that animal)

Cannot have been exposed to scrapie if they are sexually intact Sheep and goats from outside Wisconsin:

Need certificate of veterinary inspection and official individual ID: scrapie tag, USDA silver ear tag, USDA 840 ear tag, or breed association tattoo (as long as it is unique to that animal)

Cannot have been exposed to scrapie Goats from Michigan's TB Modified Accredited and Modified Accredited Advanced zones:

Need import permits

Need negative whole-herd TB tests within 12 months before arrival in Wisconsin

Need negative individual TB tests within 60 days before entering Wisconsin

Must return directly to the state of origin after the show, and there must be a statement on the CVI that they will be doing so For information on obtaining an import permit: Call 608-224-4872

Equines

Equine animals from within Wisconsin need documentation of a negative EIA test done in 2013, which clearly identifies the animal by registration number, lip tattoo, freeze brand, or complete description. Documentation may be:

Official test report VS 10-11, or

USDA-approved electronic test form, or

Global Vet Link EIA electronic form, or

Certificate of veterinary inspection with the test results listed Equine animals from outside Wisconsin need:

Certificate of veterinary inspection (CVI)

Negative EIA test done in 2013, which clearly identifies the animal by registration number, lip tattoo, freeze brand, or complete description, and reported on the CVI

Equines from Minnesota are exempt from the CVI requirement if:

Ownership does not change while the animal is in Wisconsin

The animal remains in Wisconsin no longer than 7 days

Proof of an EIA test in the current calendar year accompanies the animal

Poultry and Waterfowl (including ostriches, emus, rheas and cassowaries)

Poultry and waterfowl from within Wisconsin need:

An NPIP certificate stating that they originate from a US. pullorum-typhoid clean or NPIP affiliate flock, or

A DATCP-issued certificate stating they are from a Wisconsin tested or associate flock, or

If they are sexually mature, individual wing or leg band ID and a negative test for pullorum-typhoid (and Mycoplasma gallisepticum for turkeys) within 90 days before arrival at the show

Poultry and waterfowl from outside Wisconsin need a certificate of veterinary inspection or equivalent that states:

They originate from a flock classified pullorum-typhoid clean under NPIP or an equivalent state program, or

If they are sexually mature, that they have tested negative for pullorum-typhoid (and Mycoplasma gallisepticum for turkeys) within 90 days before arrival at the show. These birds also need wing or leg band ID.

Turkeys, regardless of origin, must be separated from other poultry, unless they are going directly to slaughter after the show. The show veterinarian should decide whether the separation is by different housing, or by controlling air flow and spacing.

Small Animals: Dogs, Domestic Cats, Other Household Pets (ferrets, pet birds, rabbits, gerbils, guinea pigs, hamsters, domestic mice and rats)

Note: These rules do not apply to animals that are part of menageries. For those rules, see below. Pot-bellied and miniature pigs fall under rules for swine. Dogs from within Wisconsin that are 5 months or older need proof of current rabies vaccination. Cats and other household pets from within Wisconsin have no requirements. Dogs and cats from outside Wisconsin that are 5 months or older need to be vaccinated for rabies by a licensed veterinarian, and regardless of age, need certificates of veterinary inspection stating:

Age of the animal

Date of last rabies vaccination and revaccination due date for animals 5 months or older Other household pets from outside Wisconsin need certificates of veterinary inspection, but have no testing or vaccination requirements. Small animals from other nations need to meet requirements of the U.S. Department of Agriculture (608-662-0600) and Centers for Disease Control (1-800-232-4636).

Circus, Rodeo, Racing and Menagerie Animals

Note: Local jurisdictions may have requirements beyond the state requirements listed here. Animals from within Wisconsin must meet vaccination and testing requirements for their species. See these requirements earlier in this document. Animals from outside Wisconsin need certificates of veterinary inspection and vaccinations and tests required for their species. See these requirements earlier in this document. They also need import permit numbers if they are:

Circuses and individual circus acts

Rodeo stock other than individual participants’ horses

Multi-species menageries (defined as any animals kept individually or in a collection primarily for purposes of exhibition or competition)

Petting zoos They do not need import permit numbers if they are:

Rodeo horses owned by individual participants

Single-species groups

Note: Some animals may not be brought to Wisconsin. These are North American prairie dogs and the following

African species: tree squirrels, rope squirrels, dormice, Gambian giant pouched rats, brush-tailed porcupines and striped mice. Others may require permits from the Department of Natural Resources. For information on obtaining an import permit: Call 608-224-4872

All Requirements are subject to change as conditions warrant.

FAIR VETERINARIAN RESPONSIBILITIES

The Wisconsin Department of Agriculture Trade and Consumer Protection establish rules that fairs must follow to reduce the risk of animal health concerns. One of those requirements is: If a fair or livestock exhibition in this state lasts for more than 24 hours, the sponsors of the fair or exhibition shall appoint a licensed veterinarian to conduct a daily inspection of all livestock at the fair or exhibition. For a complete listing of the rule, please see the Health Regulations. (page 3 of the fair book) The veterinarian appointed by the fair will be on the grounds each day. Their schedule depends on their other responsibilities and is usually not at a set time each day. When the veterinarian comes to the fair, they will check with the Fair Office to see if there are any concerns or animals to check. They will then walk through the livestock areas and observe animals for any concerns. If you have an animal that you would like the veterinarian to check when they are on the grounds, please leave the information with someone in the Fair Office. It will then be provided to the veterinarian on the next visit. The veterinarian will check your animal. However, if any treatment is administered you are responsible for the costs of the treatment. If an animal needs immediate attention it is the responsibility of the exhibitor to contact their own veterinarian for any attention or treatment. If you have any questions, please speak to the superintendent of your department or someone at the Fair Office.

ATCP 160.08 Class Definitions: Individual Classes

DAIRY CATTLE BASE DATES:

ATCP 160.09 Class Definitions: Group Classes

DAIRY CATTLE TERMS

Junior get of sire consists of 3 animals which are the offspring of the same bull. All of these animals shall be under 2 years of age, and not more than one may be a bull.

Senior get of sire consists of 3 animals which are the offspring of one sire. All of these animals shall be 2 years of age or over. In dairy get of sire, the name of the sire shall be designated by the exhibitor. The animals need not be owned by a single exhibitor.

Produce of dam consists of 2 animals of any age or sex which are the produce of one cow. 3 best female cattle consists of 3 animals of any age which were bred and are owned by the

exhibitor. Open to Ozaukee County residents only Entries must be in place after 8 p.m. Wednesday or before 5 p.m. Thursday. 1. Exhibitors of pure bred cattle must submit certificate of registry, and if a purchased animal, transfer for

same and the number must be on certificate of registry. 2. All animals must be good individuals, representative of the breed, and in good physical condition to

merit a prize. 3. No animal may be entered in more than one class except Group classes. 4. Exhibitors must be ready to show animals when required to do so by the superintendent of the

department. 5. No animal entered may be taken off the grounds before 7:00 p.m. on the last day of the fair. 6. Each exhibitor will be allowed only one entry in herds and groups. 7. To be eligible for competition, all animals must be the bona fide property of the exhibitor, except where

otherwise specified, and must be owned at least 60 days by the exhibitor at the time entries close. Animals to compose competitive groups need not be named in application for entry. Sires of “get of sire” and dams of “produce of dam” to be named when making entry. Firms or partnerships must be in existence at the time of making entry.

8. All animals must be recorded or accepted for record in the recognized books of record for prospective herds.

9. In the dairy classes, heifers one year and under 2 which have calved, are to be shown in the 2 year old class. Three or more animals must be entered per class to select a champion. Both Jr. and Sr. Champions must have been selected to select a Grand Champion.

10. Only 1st prize winners in open classes may compete for championships. Champion winners only may compete for grand champions. Senior champion designates cattle 2 years old or over. Junior champions, under 2 years.

11. Where there is but a single exhibitor in the ring, one premium only may be awarded, where but two exhibitors and but two animals shown, two premiums may be awarded. However, if there be two exhibitors and three or more animals shown, three premiums may be awarded. When three or more exhibitors, all premiums may be awarded.

GENERAL RULES AND REGULATIONS

1. The President of the Society is vested with the general supervision of the grounds and entire exhibition. 2. The orders of the President will be executed by the Marshall, whose regular duty it shall be to have

charge of the police; to preserve order; to see that no rules of the Society are violated; and that the program is carried out.

3. Superintendents shall have charge of all matters in the respective departments, shall receive and attend the proper arrangement of everything intended for exhibition therein; shall attend the judges in their examination; shall see that the program, as far as it involves their several departments, is faithfully carried out; and at the close of the exhibition shall authorize the removal of exhibits in their respective departments as circumstances will justify.

4. No peddler, hawker or showman will be allowed to do business on the fairgrounds until he has first obtained a contract signed by a member of the executive Committee, authorized by the Executive Committee.

5. Any person, who is found acting in a disorderly manner, will be expelled from the grounds. Anyone selling except from privileged stands will be put off the grounds with their goods.

6. The Society reserves the right to withhold payment of premium for pure or thoroughbred stock until satisfied of pedigree.

7. ALL PREMIUMS NOT CALLED FOR OR CLAIMED BEFORE THE FIRST DAY OF JANUARY SUCCEEDING THE FAIR SHALL BE DEEMED FORFEITED TO THE SOCIETY.

8. A police force will be on duty to guard the interests of the exhibitors and patrons of the fair, but this Society will not assume any responsibility or pay any losses or damage from fire, theft or violence. We shall not be held responsible for loss or damage to exhibits or any property whatsoever.

9. The public is notified that the law gives the Association “Full jurisdiction and control of Fair Grounds, and of all streets, alleys and other grounds adjacent to the Fair Grounds.”

10. Privileges for erecting tenting can be purchased from the Concessions Committee at any time. All persons renting stands or leasing ground for shows, booths, or special privileges, will be required to pay the rental in advance of setting up. Tents must be purchased from Agricultural Society.

11. Concessionaires and their help must be neat and tidy in their dress and keep their spaces in a sanitary condition. Persons not complying with this rule may be ordered from the grounds and their rental forfeited.

12. The Management reserves the right to exclude from the grounds any person or persons who shall violate any part of the rules of the Department of Agriculture Trade & Consumer Protection, Wisconsin Association of Fairs, Executive Committee and its Officers.

13. Any other Fair business or emergency not provided for in these rules shall be referred to the Executive Committee, and the decision shall be final.

14. Please call for articles on Sunday night before 9:00 p.m. Exhibits not called for will be turned over to the Secretary of the Fair Society or Superintendent of that department.

15. Each exhibitor agrees to accept liability for any theft of, damage to, or loss of exhibitor’s animals or property while such animal or property is located upon the exposition grounds. The exhibitor also agrees to indemnify the Ozaukee County Agricultural Society from all costs or liability for any loss of any kind occasioned or caused by the exhibitor, his agents, employees, animals or property. The Ozaukee County Agricultural Society should be made a co-insured on any liability policy carried by exhibitor for protection against the above described liability.

The foregoing rules and regulations were adopted by the Board of Directors of the Ozaukee County Agricultural Society.

The Fair Association reserves the right to amend or add to these rules as they, in their judgment, deem advisable, and to limit the number of entries in any department.
