More than any other kind of nonprofit, a community foundation has the ability to help a region build long-term community wealth. That wealth is returned to the area every year through grants and scholarships. The Community Foundation of Shelby County has the ability to keep even the oldest charitable wish current, to engage donors in new community efforts and to serve as a partner for people and organizations that want to improve Shelby County. You are the one who molds what is supported by charitable funds. Serving your charitable goals is the reason we exist. As we enter our 65th year, know that we are grateful for this opportunity!

What is the Community Foundation of Shelby County? The Community Foundation of Shelby County is a 501(c)(3) public foundation administering many charitable funds created by local residents or organizations to support favorite causes and organizations.

Each charitable fund is given a name and purpose by the individuals, families, or organizations who establish it. Foundation trustees and staff abide by the purpose of the charitable fund, making grants to specified causes or organizations in the name of the fund. We provide the administrative structure for funds including gift acceptance, asset investment, grant disbursement and federal and state filings. Most funds are intended to be perpetuating endowments, but some have a defined life span such as the completion of a community project.

COMMUNITY GRANTS

In addition to giving to charitable funds that have very specific purposes like awarding scholarships or benefiting a particular organization, you may also give to funds that steer grants for today’s needs…and then different needs facing Shelby County in the future. We call those Community Granting Funds and they have the flexibility to stay current as the needs in the community change.

These funds have no granting restrictions or may name a broad field of interest preferred by the establishing donor. Community Grants are awarded based upon proposals submitted by organizations in or serving Shelby County.

By creating or adding to a Community Granting Fund, you fuel the resources to keep our community vibrant and active today and for future generations. Your gift is prudently invested by the Foundation and generates grant dollars that are awarded each year in a competitive process.

Currently, the Community Foundation has The Community Impact Fund, which enables the Board to navigate grants where they’re needed, and three ‘field of interest’ funds. The Roscoe Beanblossom Fund grants support to groups serving needy and worthy Shelby County youth. The John Douglas Long Blind Fund benefits Shelby County residents affected by seriously impaired eyesight. The Shelby County Medical Services Fund supports medical organizations. A fourth fund, The Louise Sheets Fund, provides grants to organizations serving Botkins, Ohio and has a separate granting process not covered by the guidelines and process shown below.

Community Grant GuidelinesConsideration is given primarily to organizations in or serving Shelby County, Ohio that are tax-exempt under section 501(c)(3) of the Internal Revenue Code.

Successful grant proposals:• address a specific need • involve collaborations, if appropriate, • avoid duplication of services, and • impact as many people as possible.

Application procedure:• Discuss your idea with the Executive Director prior to completing and submitting a Preliminary Proposal.• If requested, Preliminary Proposals are due by February 1. Please see the Foundation’s website at www.commfoun.com for further details and forms. • Our Distribution Committee reviews Preliminary Proposals and narrows the group that will be asked to submit a full proposal. Final grant decisions are announced by May 1.• Most grant awards are paid at 80% following board approval and 20% after the completion of an evaluation report. Some grants may be paid differently.

Community Grants typically do not fund:• General operating expenses• Individuals• Religious organizations for religious purposes (programs open to non-members may be considered)• Political organizations or political action committees for political purposes• Endowments• Research• Annual fund raising campaigns

WAYS TO GIVEThe mission of the Community Foundation of Shelby County is to cultivate, administer and distribute legacy gifts for the benefit of our community. In most cases, we carry out the legacy of people who provide a gift meant for long-term or permanent use within the Shelby County area.

While we welcome your gifts that will add to any existing fund, we also can assist you in creating new funds that carry out specific charitable purposes. We currently administer 151 separately established charitable funds.

Giving OptionsDuring life or through your estate, there are many options to make a gift in a way most advantageous to your personal situation. As a 501(c)(3) public charity, gifts are deductible at the highest levels allowed by law. Please contact Marian Spicer at [email protected] or (937) 497-7800 with questions or to request a copy of our Gift Acceptance Policies for General, Real Estate or Life Insurance gifts. Cash – A check made payable to the Community Foundation of Shelby County is very easy. Note the name of the intended fund on the check’s memo line to ensure your gift is correctly credited.

Public Securities – The full fair market value of transferred shares is deductible, up to 30% of your yearly adjusted gross income. You also avoid capital gains on appreciated stock and mutual funds when we sell the shares. You may also transfer privately held stock, so long as certain requirements are met.

Real Estate – The Community Foundation can accept qualifying gifts of residences, farm land, commercial property and undeveloped land. In most cases, such gifts are sold and the proceeds benefit a charitable fund.

Grain – Transferring ownership of grain enables agriculture producers to give without incurring taxable income from the sale of the commodity. The cost of production may still be deducted on your tax return. Consult your tax advisor to learn more about rules that guide this opportunity.

Life Insurance – An easy way to make a significant gift! Consider transferring ownership of an unneeded policy or developing a new

policy to benefit the community in the future. Depending upon the policy, you may deduct the cash value or ongoing premium payments. You can also make the Foundation a primary or secondary beneficiary of your life insurance.

IRA – Are you at least 70½? Your Individual Retirement Account (IRA) may transfer up to $100,000 a year to the Community Foundation to benefit most types of charitable funds. The gift transferred from your IRA is non-deductible, but you benefit from avoiding income taxes on the disbursement.

Charitable Gift Annuities – A partially deductible gift to the Community Foundation that pays you or someone you designate a set amount each year for life. Any remainder held by us at the date of death adds to or creates a charitable fund, as you directed.

Charitable Lead Trusts and Charitable Remainder Trusts – Lead Trusts pay a fixed amount to the Community Foundation for a specified number of years with the remainder transferred to beneficiaries you name. Remainder Trusts, like Charitable Gift Annuities, pay you or your designee for life with the remainder benefitting the Community Foundation. Both types provide you with tax benefits.

INVESTING IN YOUR COMMUNITY Charitable Funds are created in many ways. Some have a single donor or family. Others are created by dozens of people who believe in the cause, project or organization benefiting from the fund. Donors from throughout Shelby County and beyond have established more than 150 charitable funds. The map to the right indicates the communities benefiting or creating a charitable fund, including many funds whose purpose is county-wide or beyond the county borders.

Big Brothers Big Sisters of Shelby and Darke County FundMore than 600 area kids are involved in mentoring programs through Big Brothers Big Sisters of Shelby and Darke County (BBBS). With so many connections depending on BBBS mentors and positive role models, the board created a fund at the Community Foundation to increase the organization’s stability and encourage another way of giving. The Fund welcomes your gifts.

“Funding from grants and fundraisers can be uncertain,” notes Executive Director Jennifer Bruns. “The BBBS board created the Fund within the Community Foundation to be a reserve in times of need. With this fund in place, the agency will be more assured that we can serve at-risk youth in Shelby and Darke counties that benefit the most from our services.”

BBBS is working to implement innovative programs with groups such as the Shelby County Workforce partnership for grades 6-8 and the Shelby County Sheriff’s Office for grades 9 and 10. Both involve twice monthly meetings with mentors. These programs join the traditional adult (Bigs) and youth (Littles) matches and Big Buddies pairing high school students with K-4th grade children in supervised after school sessions.

“We are all about supporting relationships that bring positive role models into the lives of local youth,” adds Bruns. “We are thankful for your gifts that help us do that today and tomorrow.”

Glen and Vanis Phillips Family FundWhen they married 58 years ago, Glen and Vanis Phillips of Sidney recall that they had limited funds, so they often volunteered for favorite charities. As discretionary funds became available, they added charitable giving and eventually created the Glen and Vanis Phillips Family Fund at the Community Foundation of Shelby County. “We were looking for a suitable means by which we could support our church on a regular basis while out of town and contribute to community projects,” notes Glen. “The Fund provides a good tool for tax planning. We like the convenience of having funds available on short notice, as well as for ordinary planned giving.”

Glen and Vanis chose a Donor Advised type of fund that enables them to preschedule some grants and to request spontaneous grants to organizations that express needs or whose missions appeal to them. Monthly online reports help them stay on track with available grant money and grants already sent from the Fund to organizations.

“Our attitude toward investing in our community has been affected by the values of our families in our formative years and our Biblical Christian faith,” adds Vanis. “If one wants a good community in which to live, the should pay some ‘rent’ from time to time.”

Bigs and Littles matches involve learning, sharing and fun

William and Patsy Zorn Veterans Scholarship FundThe William and Patsy Zorn Veterans Scholarship was established by their daughter, Amy, to honor the military service of our Sidney and Shelby County veterans. During their lives, the Zorns volunteered for leadership positions and committees, especially with several veterans groups and Sidney High School athletics. As veterans of all eras have done, this couple from the WWII generation instilled in their three children the importance of education and the role of patriotism in personal and public life. Creating this scholarship was a natural combination of those deeply-held beliefs.

“All citizens, regardless of their circumstances, must contribute to the community by identifying a need that corresponds to their interests, resources, and capabilities,” Amy said. “In the war, my father was not on the front lines, but he was responsible for a crew who repaired the planes that were. Our veterans and active military understand the

teamwork that is critical for success in every community, in every endeavor. This scholarship, established in perpetuity with the oversight of the Community Foundation of Shelby County, ensures that the sacrifices of our veterans and their families are gratefully remembered.”

Mary E. Patterson FCCLA and FFA Endowment FundMary Patterson was quite a thoughtful lady. She found a way to honor her parents, establish a legacy and benefit dozens of students all with one special gift. The Mary E. Patterson Family, Career, and Community Leaders of America (FCCLA) and Future Farmers of America (FFA) Endowment Fund was established through her Will and provides money each year to both Houston High School chapters enabling students to participate in conferences, judging events and other activities. “She was a farmer’s daughter and saw how the homemaker side and the agriculture side were equally important to the success of the family farm,” explains Richard Crump, Mary’s nephew. “The FCCLA and FFA historically enhanced those kinds of skills and she wanted to see that continue.”

Even though Mary taught and lived in Piqua, she valued the southwest part of Shelby County where the Patterson Family homestead was located, just south of Houston High School. In addition, she created the Mary E. Patterson Scholarship Fund, benefitting graduating Houston High School seniors. In the past year, Mary’s Fund made it possible for FCCLA students to participate in State Leadership Camp and attend District Conference. FFA members attended their State and National Conventions and competed in career development events such as Food Science and Technology, Public Speaking and Rural Land Evaluation.

CREATING A FUND FUND TYPESCommunity Granting Meets a wide range of charitable purposes. This fund is flexible and responsive to changing community needs. Local volunteers award grants based upon proposals submitted.

Field of Interest Awards grants to benefit causes or geographic regions you favor, but makes the Community Foundation responsible for choosing the specific not-for-profit grant recipients.

Donor Advised Allows you to stay involved by recommending grants from the fund you established.

Gift Account A short-term donor advised fund. Grants are made from principal (gifts).

Scholarship Assists students with the cost of their college education or vocational training.

Designated Assists charitable organizations specified when the fund is created.

Organization Established by a charitable organization to provide for its ongoing support.

Project and Campaign Accomplishes community or capital projects. Receives gifts raised to pay for a specific project.

A charitable fund carries out your wishes. Here’s how it works and what you can expect from us.

Fund Agreement We work with you to create an agreement identifying the fund’s name and purpose and whether gifts are to be retained or spent. Template agreements are available for any of the Fund Types noted to the right. Fund agreements may also be created now and then put in force by a gift from your Will or other estate document.

Gifts There are many gifts options, but only you and your tax advisor should decide which is most advantageous to you. Please see page 4 for common types of gifts. Charitable funds may receive all gifts up front, over time or through your estate. Most funds must have an asset size of $25,000 or more. The larger the fund, the more it can return to the community.

Grants Some funds, such as donor advised funds, may issue grants periodically, as you request. Others disburse annually, such as scholarship funds. Still others receive proposals from charities seeking support for their work. Grants may be issued anywhere in the U.S. and typically to qualifying not for profit organizations and educational institutions.

Investment Most charitable funds are invested in one of three portfolios to enable earnings and growth. Our ability to administer multiple charitable funds allows us to co-mingle them for greater investment diversification. Project and Campaign Funds are not invested.

Fees The Community Foundation’s operations are supported by fees assessed to charitable funds we administer. Please contact the office to request a copy of the Fee Schedule.

Fund Statements Online, password protected fund statements allow you to view gifts, grants, earnings, fees and fund balances in summary and detail formats. Information is updated monthly.

Ongoing Connection to Staff The staff considers it a privilege to assist you with your charitable giving. We welcome calls, emails and visits any time you have a question, need copies of Gift Acknowledgments or want to explore an aspect of benefiting the community. We are your resource!

INVESTMENT AND SPENDING POLICYThe Community Foundation invests most charitable fund assets. The primary objective of our Investment Policy is to provide for an optimal level of total return, in real terms after inflation, and long-term growth of capital, with an acceptable exposure to risk, while maintaining the ability to support distributions.

Investment consultant Hartland & Co. of Cleveland provides analysis and reporting to the Foundation’s seven-member volunteer Investment Committee. The Investment Committee reports to the Board, which sets and monitors policy.

Project funds and most short-term charitable funds are not placed investment pools, but instead remain in money market or checking accounts to better preserve all gifts until they are disbursed.

Spending PolicyEndowed funds, meant to support the community forever, follow a Spending Policy. The Policy averages a fund’s balance from the prior 16 quarters and multiplies the average by a percentage to determine the amount of annual grant dollars. Using the Spending Policy, a charitable fund keeps excess market return in favorable times and continues grant awards in unfavorable times, within certain parameters. The overall goal is that the charitable fund balance and the annual amount being granted increase over time. Each investment pool has its own spending rate.

Non-endowed funds do not follow the Spending Policy, as those funds have the ability to disburse total return and principal.

John Douglas Long, a Perry Township farmer, died in 1949 at the Shelby County Home, today’s Fairhaven. In his Will, he directed his executor to provide a sum that amounted to $8,675.88 to help Shelby County residents affected by blindness or serious vision impairment.

In 1952, executor Leo Brandewie attended one of the first meetings of the newly formed Sidney Community Foundation. The bequest was accepted, creating the John Douglas Long Blind Fund. Historical records shed some light on grants from the Fund to help with surgeries, treatments and equipment, but actual amounts cannot be verified. Since 2000, the Fund became more active and regularly issues grants.

Grants made in the past 16 years exceed $42,000 and today’s Fund value is nearly $111,000.

Endowed gifts provide grants over time that exceed the original gift amount…and they continue to provide a meaningful benefit to the community forever. When creating a charitable fund, let us know that you want your gifts permanently endowed to support causes dear to you and organizations you value.

Our board of trustees is comprised of Shelby County natives and long-term residents who value the principles, work ethic and community spirit found here. The board’s role is to be active stewards in the investment and distribution of charitable dollars, ensuring that each charitable fund stays on the path indicated by the establishing donor or organization. Trustees are nominated by the current board of trustees and appointed by the Judge of the Shelby County Court of Common Pleas. Trustees may serve two five-year terms.
