In recent years, the world has witnessed tremendous changes and break-throughs in the realms of science and technology. Iranian research and educational system has also been endeavoring to keep abreast of the latest scientific developments in order to implement policies and prac-tices which can help enhance both national development and scientific growth. Such policies and practices are set to cater for social needs and help increase access to higher education and provide life-long educa-tion and opportunities for Iranian as well as non-Iranian students. Such policies are complemented with strategies that can prove useful in in-creasing social commitment, encouraging private-sector participation, disseminating information and scientific knowledge, and encouraging the involvement of higher education communities in social affairs. This prospectus aims to introduce different programs that are avail-able to non-Iranian applicants who wish to study at the University of Mazandaran. Overall, one of the major priorities of our university has been fortifying its scientific infrastructure and potentials and thus pre-paring the grounds for recruiting students from other countries. And in order to realize its aspiration to become an internationally active univer-sity, it has increased its cooperation with other educational institutions on a regional as well as global scale. We all hope that all these initiatives can serve as a proper step toward the realization of the university’s long-term objectives of becoming one of the major destinations of foreign students and an outstanding center in disseminating knowledge.

IntroductionIntroductionThe institution of education is an important social foundation in any coun-try. And there is no society which is independent of education in its pur-suance of growth and development. The society in which we are living is continuously changing and so are its requirements. In Iran, educational era is divided in to two different periods; namely, Pre-Islamic era and Islamic era. Each era had its own educational sys-tems. Both pre-Islamic and Islamic civilizations formed our present day character and identity which make us distinct from other nations. There are many credible documents suggesting that there were advanced edu-cational institutes in our country for thousands of years but with differ-ent goals and contents. Until the arrival of Islam, Iran had experienced class-concessions in every monarchial dynasty, but there were differences between Achamenian and Ashkanian dynasties in the field of education. During the Achamenian dynasty, for instance, the Iranian community was divided into three classes: clergymen, militants and farmers. Craftsmen were added as the forth class. Aria, the original Iranian race, considered craftsmanship as an inferior vocation reserved for non-Iranians. The new Sassanid dynasty enjoyed four classes of farmers, craftsmen, clerks and the military. Children were fostered in the family, fire-temple or royal court. It
was during the Sassanid dynasty that the first universities were introduced. Al-though the Iranian kings paid special attention to education, common people were not allowed to attend schools and universities for centuries and official edu-cation was the monopoly of aristocrats, nobles and their affiliates.
1851-1934Abdul Latif Shushtari’s Travel Diary is considered as a modern writing in Persian language in which the writer explains modern teaching and its functions to the Persian speaking people. This book provided the grounds for the enlightenment that gradually became popular with the Iranian intellectuals who came to the conclusion that in order to develop the country modern educational institutions should be established and new methods of teaching should be adopted. Their suggestions were well received and supported by the officials of the time, and eventually and after long negotiations several measures such as sending students abroad, attracting foreigner instructors, and establishing modern educational in-stitutions were adopted and encouraged. Sending students overseas dates back to 1811 when two Iranian students were admitted to some British universities. A 1911 law provided immediate dispatch of 30 students to Europe. In 1922, National Consultative Assembly (Parliament) approved the dispatch of a number of students to study at foreign countries at the government’s expense. In 1928, the government allocated a budget for
dispatching students to foreign countries. During 1928 to 1933, about 640 students were sent abroad under the provision of this law.In 1851, the Dar al-Fonun, or “gate of knowledge” was founded in Tehran. Amir Kabir was the founder and the main force behind the establishment of this institution. The employment of foreign instructors was another step tak-en for development and strengthening higher education in Iran.During this period, the Ministry of Science and Public Schools was estab-lished in Tehran. After Constitutional Revolution, the name of the Ministry of Science and Public Schools was changed to the Ministry of Education. The charter of Ministry of Education was approved by the National Consultative Assembly and for the first time the Iranian higher education was recognized by law. According to this newly-passed law the major responsibility of the government was to monitor the quality of higher education. In addition, it was emphasized that higher education should not solely rely on government aid but should seek on endowments and non-governmental contributions.After the “Constitutional Revolution”, other institutions for technical train-ing were gradually established. Some of the newly established academic institutions were: Teacher Training School for girls and boys (1919), School of Medicine (1918), School of Pharmacology (1924), College of Law (1920),
College of Commerce (1926), Teacher Training College (1928), College of Agri-culture (1930), School of Dentistry (1930), School of Midwifery (1932), and other boys and girls colleges (1933). In general, the institutionalization of the higher education up to 1934 was restricted to the support and establishment of limited centers of higher learning. But a broader and a more modern perspective of high-er education was shaped in 1934.
1934- 1979University of Tehran was established in 1934 and the National Consultative As-sembly approved its charter. The charter advocated a collegial model of govern-ance and indicated that councils of colleges and universities should govern the university.Many institutions of higher education such as University of War (1935), Abadan College of Petroleum (1940) and Institute for Teaching Communication (1940) were established after the University of Tehran. In 1943, student enrolment in-creased to 1857 from 1043 in 1940. By this time, the proportion of college stu-dents’ enrolment to every 100/000 population was 12.7. In 1940, the number of faculty members reached 329 from 120 in 1934.In 1940, University of Tehran gained more autonomy and the faculty matters were left to the elected University Council. The Council had the basic responsibil-ity for the welfare of the university and its special obligations were policymaking, planning, organizing, and evaluation.The number of universities and institutions of higher education rose to 47 in 1961. Sixty nine percent of these students were enrolled at universities in Tehran while
other 30 percent studied in Abadan, Ahvaz, Gorgan, Isfahan, Mashad, Shiraz and Tabriz.In 1960s, new institutions of higher education came into existence. A new Ministry of Education was established in 1964 and higher the education af-fairs were carried out in this ministry. To strengthen the governance of higher education the creation of Central Council of Universities was approved. This council acted as a coordinating agency among universities and had the pri-mary responsibility of such fundamental areas as governance, policy-making, planning, expansion, evaluation, and developing and approving rules and reg-ulations. In 1967, the parliament approved the formation of boards of trustees to enhance the autonomy of institutions of higher education with the purpose of facilitating the implementation of administrative and financial responsi-bilities. Meanwhile, yet another development also had begun to emerge. The Ministry of Science and Higher Education was established in February 1968.As of 1972-73 academic year, there were approximately 158 universities and institutions in Iran and there were 115/311 students enrolled of whom 56.2 percent were studying in Tehran. Less than one-thirds of students were wom-en at this period.In the Fifth Development Plan (1973-1977), the higher education investment 9.8 percent. In this plan, the fundamental educational objectives reflected these issues:* Improving quality* Developing scientific thoughts* Increasing innovation
* Acquiring sufficient knowledge and technology* Optimizing the use of natural resources* Improving university-industry cooperation* Improving cooperation with service sectors* Strengthening research and international cooperationThe Fifth Development Plan insisted on the importance of scientific research and planning in higher education. Therefore, the “Institute for Educational and Sci-entific Research and Planning” was founded to fulfill this role.In 1978-79 academic year, nearly 180000 students were studying in the nation’s 26 universities, 87 colleges and 228 institutions of higher education. In this year, the index of students reached 486.5 for every one hundred thousand people.
1979-presentAfter the Islamic revolution in 1979, the higher education continued to be an in-evitable necessity for the development of the country. Due to an increase in social demands for rapid expansion of the system, the government came to play a more important role and implemented policies which could meet such demands. The student ratio, both in the governmental and non-governmental sectors, increased from 697 per one hundred thousand people to 2101 during 1988-1998. In 1999-2000 academic year, a total of 1/577/000 students were enrolled in higher edu-cation. Currently there are more than four million students studying at different universities across the country.
Since its establishment, our university has accumulated and disseminated knowledge, based on high-level research and also doing efforts to educate future leaders who can provide solutions to urgent national and global-scale challenges. Based on our basic philosophy of expanding international col-laboration with other universities, we have been encouraging many students from overseas to study at our campus. As of September 2002, we have had many international students, including full-time degree-seeking students majoring in different academic fields as well as exchange students from var-ious countries.
University of Mazandaran is recognized nationally for the educational val-ue it provides; it prepares the 13000 members of its student body with both the specific knowledge they need to pursue their careers and the ability to continue to learn once they leave the University. This combination equips them to be successful in today’s constantly changing knowledge-based world.
The University also has a significant positive impact on the educated workforce of the province. Moreover, it is one of the main contributors to the development and economic growth in the north of the country. For long, it has also acted as a major supporter of entrepreneurship and innovation in the region; through constant and tireless efforts of its teachers as well as its graduates, whose education shapes the institutions and businesses of the province, University of Mazandaran has been able to take giant steps in ful-filling its mission of enhancing the quality of life of the people of the region.

The Office of International and Scientific Cooperation (OISC) manages and over-sees the international affairs of foreign students who study at our University. Addition-ally, the Office is responsible for developing and administering international student exchange programs and signing and implementing memorandums along with partici-pation in international seminars and conferences as well as cooperation with academic partners. We welcome and provide various services for incoming international students and visiting staff.

Iran, also known as Persia and officially known as the Islamic Republic of Iran, is a country in Western Asia. It is bordered to the northwest by Armenia and Azerbaijan, with Kazakhstan and Russia across the Caspian Sea; to the northeast by Turkmenistan; to the east by Afghanistan and Pakistan; to the south by the Persian Gulf and the Gulf of Oman; and to the west by Turkey and Iraq. Comprising a land area of 1,648,195 km(636,372 sq. mi), it is the second-largest nation in the Middle East and the 18th-largest in the world; with 78.4 million inhabitants, Iran is the world’s 17th most populous nation. It is the only country that has both a Caspian Sea and Indian Ocean coastline. Iran has been of geo-strategic importance because of its central location in Eurasia and Western Asia and the Strait of Hormuz.
Iran is home to one of the world›s oldest civilizations, beginning with the formation of the Proto-Elamite and Elamite kingdoms in 3200–2800 BCE. The Iranian Medes unified the country into the first of many empires in 625 BCE, after which it became the dominant cultural and political power in the region. Iran reached the pinnacle of its power during the Achaemenid Empire (First Persian Empire) founded by Cyrus the Great in 550 BCE, which at its greatest extent comprised major portions of the ancient world, stretching from parts of the Balkans (Bulgaria-Pannonia) and Thrace-Macedonia in the west, to the Indus Valley in the east, making it the largest empire the world had yet seen. The empire collapsed in 330 BCE following the conquests of Alexander the Great. The area eventually regained influence under the Parthian Empire and rose to prominence once more after the establishment of the Sassanid dynasty (Neo-Persian empire) in 224 CE, under which Iran again became one of the leading powers in the world along with the Byzantine Empire for the next four centuries.
Iran thereafter played a vital role in the subsequent Islamic Golden Age, producing numerous influential scientists, scholars, artists, and thinkers. Starting in 1736 under Na-der Shah, Iran would once again reach high prominence, reaching its greatest territori-al extent since the Sassanid Empire, and briefly possessing what was arguably the most powerful empire in the world. The Persian Constitutional Revolution of 1906 established the nation’s first parliament, which operated within a constitutional monarchy. Following a coup d’état instigated by the UK and the US in 1953, Iran gradually became autocratic. Growing dissent against foreign influence and political repression culminated in the Ira-nian Revolution, which led to the establishment of the Islamic Republic on 1 April 1979.

Tehran is the capital and largest city, serving as the cultural, com-mercial, and industrial center of the nation. Iran is a major regional power, exerting considerable influence in international energy secu-rity and the world economy through its large reserves of fossil fuels, which include the largest natural gas supply in the world and the fourth-largest proven petroleum reserves. It hosts Asia’s fourth-larg-est number of UNESCO World Heritage Sites.
Iran is a founding member of the UN, NAM, OIC and OPEC. A mul-ticultural nation comprising numerous ethnic and linguistic groups, most inhabitants are Shi’ites, the Iranian Rial is its currency, and Persian is the official language of the country.
Persian culture has long been the predominant culture of the re-gion, with Persian as the language of intellectuals during much of the 2nd millennium. The Sassanid era was an important and influ-ential historical period in Iran as Iranian culture influenced China, India and the Roman civilization considerably. This influence played a prominent role in the formation of both Asiatic and European me-dieval art.
Persians were among the first to use mathematics, geometry, and astronomy in architecture and also have had extraordinary skills in making massive domes which can be seen frequently in the struc-ture of bazaars and mosques. This greatly inspired the architecture of Iran’s neighbors as well. The main building types of classical Iranian architecture are the mosque and the palaces. Besides being home to a large number of art houses and galleries, Iran also holds one of the largest and most valuable jewel collections in the world. Iran ranks seventh among countries in the world with the most archeological architectural ruins and attractions from antiquity as recognized by UNESCO. Fifteen of UNESCO’s World Heritage sites are in Iran.

Mazandaran is a Caspian province in the north of Iran. Located on the southern coast of the Caspian Sea, it is bordered clockwise by Russia ,Kazakh-stan, Turkmenistan(across the sea),Golestan, Semnan, Tehran, Alborz, Qazvin, and Guilan provinces. Sari is the largest city and the capital of Mazandaran province. Mazandaran is one of the most densely populated provinces in Iran; its four largest cities are Sari, Amol, Babol, and Ghaemshahr .
The diverse nature of the province features plains, prairies, forests and rainforest stretching from the sandy beaches of the Caspian Sea to the rug-ged and snowcapped Alborz mountains including Mount Damavand, one of the highest peaks in the world. Mazandaran is a major producer of sea as well as farmed fish and aquaculture provides an important economic addition to the traditional dominance of agriculture. Another important contributor to the economy is its tourism industry, as people from all of Iran enjoy visiting the area round the year, especially in summer.
Indigenous peoples of the region include the ethnic Mazanderanis, who speak an Iranian language which most closely resembles Guilaki and Sangesari dialects, but also has phono-typical similarities to several Caucasian languages, reflecting the history of the region and its peoples.
Mazandaran is connected to the capital of Iran, Tehran, through three transit roads: Haraz road (Amol-Rudehen), Kandovan road (Chalus-Karaj), and Firoozkooh road (QaemShahr-Rudehen). Dasht-e-Naz Airport, serving the capital Sari, Noshahr Airport, and Ramsar Airport are the domestic airports that connect the province to other parts of the country. Mazandaran is also connected to the Iranian Railways system. The railway connects the province to Tehran to the south and Gorgan to the east. The cities of Sari, Qaemshahr, and Pol Sefid are the major railway stations of the province.

Mazandarani dialects exist which are spoken in Mazandaran province and the neighboring province of Golestan . Today, Mazandaranis also use Persian; the educated can communicate and read Persian well.
The province covers an area of 23,842 km. According to the census of 2006, the population of the province was 2,922,432 of which 53.18% were urban dwellers, 46.82% villagers, and the remaining were non-residents.
Mazandaran is divided into 15 counties (Shahrestan in Persian). All the Shahrestans are named after their administrative center, except Savadkooh.

Babolsar also formerly known as Mashhad-sar is a city located literally in the center of the province of Mazandaran. In the 2006 census, its population was estimated to be 47,872.Babolsar has an area of 446 square kilome-ters.It is located on the southern coast of the Caspian Sea. Since the river Babolrood passes through the city, both banks of the river and the beach of the sea form major tourist attractions. The city is also home to one of the most vibrant universities of the country, the University of Mazandaran.
By the 18th century, Babolsar had become a busy commercial port. During the reign of Nadir Shah, it was the base for Iran’s Caspian fleet and by 1909, the port yielded 12 percent of the total customs revenue of Iran. However, by 1895, ports in Guilan were already competing with Babolsar.
During Reza Shah’s reign, Babolsar lost much of its remaining trade to the new port of Bandar-e Shah at the terminus of the trans-Ira-nian railroad.
The end of World War II brought a new era of vitality to the city as a summer seaside re-sort for people from Tehran and other Iranian cities which gave rise to a new phase of rapid expansion. The population of the city increased from about 3,500 in 1945 to 11,781 in 1966 and 18,810 in 1976.

oversees matters pertaining to areas such as the internal operations of the university, annual budget, and communications with the public and the media. It also works with different boards and committees of the university to set and clarify policies. Additionally, this Office is deeply involved in developing new degree programs in order to expand the university quantity as well as quality wise. The Office is self-directed and team oriented and has a passion to see students succeed.
The University Council The University Council The University Council is a forum that monitors the activities
of the University in all respects, with a particular emphasis on the educational objectives of the University and those matters that affect the common interests of administrative and staff members and students. Besides, the Council may recommend general policies and is authorized to initiate policy proposals as well as express its judgment on those submitted to it by the administrative offices of the University and its various academic divisions.
The University Council has the power to make the educational and academic policies of the university, and to act upon reports from designated committees, boards, commissions, or councils; it also advises on policies regarding sabbatical leaves, unpaid leaves, and promotions.
The Board of Auditors, chaired by the president of
the university, has a number of different responsibilities.
The board consists of fifteen voting members and it holds
monthly meetings to evaluate files of faculty members to
award promotions. The meetings of this board allow for
communication among the president and other executive
offices.

This Office was founded in 2008 under the decree 608
of the Supreme Council of Cultural Revolution. The
duty of this Office is to recruit teachers for different de-
partments of the universities. Apart from being in charge of
recruiting new teachers, it assesses their annual promotion,
and takes care of such issues as staff transfer from and to
other universities. Presently, there are more than 330 fac-
ulty members teaching and researching at the University
of Mazandaran.
Academic Staff Recruiment Office
The office of Public Relations of the University has the responsibility of enhancing the image of the institution by keeping the public informed and abreast of the latest research as well as educational activities of the University’s faculty members and students. This Office is also responsible for releasing information to the news media. Moreover, it helps hold conferences and social gatherings, record different events, and publish various newsletters.

years of study at UMZ.

This vice-presidency is responsible for meeting the welfare needs of students throughout

Each semester, more than 2000(boys 400, girls 1600 students are accommodated in the dor-
mitories of the University. There they enjoy good health, welfare and consultancy services; they
also receive various student loans and can participate in many pilgrimages and recreational ex-
cursions. There are also libraries and gyms and there is access to wireless internet.

Vice president for Development and Vice president for Development and Logistics OfficeLogistics Office
Management of the financial and human resources of the University is the main responsibility of this vice-presidency. The Vice-president for Financial and Administrative Affairs has two major financial duties: provision of financial resources and control of expenses. It procures the revenues needed to run the university, anticipates possible future expenses, supervises budget spending, pays staff salaries, and deals with other financial issues.
This very important and highly-active vice-presidency provides services for students and aca-demic as well as administrative staff of the university.
Some of the duties of this vice-presidency are: Holding cultural programs, supervising student societies, dispatching students to holy places
and shrines abroad, organizing scientific and cultural seminars, and holding question and answer sessions. There are 37scientific societies, 14 arts and cultural associations, and 54 student journals supervised and organized by this vice-presidency.

Today University of Mazandaran has twenty one scientific associations, thirty sports associations, six student scientific publications, twenty cultural and polit-ical publications and six cultural and art clubs.
Also, each semester, more than 2600 students are accommodated in the dor-mitories of the University. The offices of Students Affairs, Physical Education, Cultural Affairs, Consultancy Center and Health Service Center are affiliated to this section.
Vice president for Cultural Affairs Main duties
What is the reason for the progress of some countries? This has re-
mained an intriguing question occupying the minds and hearts of many of
us. Some scientists think the reason behind the progress of these countries
lies in an element called “change”. The “agents of change” are the people
who with their efficiency and charisma bring change to the lives of people.
Another name for such people is “entrepreneurs” ; they have always exist-
ed in different communities and brought about great advancements in the
lives of their fellow human beings.
The Entrepreneurship Center of the University of Mazandaran was
established in 2004. Its establishment followed a mandate (KARAD Plan)
according to which universities are obliged to found centers which can
help improve entrepreneurship across the relevant province.

With the exception of the Central Organization of the
University, all other premises of the Universities includ-
ing faculties and the Central Library are located at Pardis
Complex which covers an area of 160 acres. More than
118000 square meters of it have undergone large-scale
construction for official, educational, and recreational
projects.

Libraries reflect the cultural maturity of society and have the main duty of disseminating knowledge to all. They have developed parallel to the development of civiliza-tion, culture and education. And UMZ, as a recognized university, is committed to research and development; for this purpose, it tries to cater to various fields of knowledge at the university. And in order to do this, it has brought in information technologies to the library in order to to expand the services that it provides to its clients.
The library can claim to be our university’s collective memory; its task being to retrieve and store recorded knowledge of all kinds, and to make it available and usable to students, researchers and academic staff.
The University’s library is comprised of the Central library and a number of other smaller faculty libraries. The Central Library with an area of 8500 square meters is the most substantial and the largest library in the region and the second biggest library in the country after the Central Library of the University of Tehran. It contains more than 148150 volumes of books (114000 in Persian and 34150 in Latin) as well as 6450 volumes of postgraduate and Ph.D. theses, more than 4000 volumes of governmental documents, 300 titles of Persian and English periodicals and 1500 titles of reference books including encyclopedias, glossaries, dictionaries and reports in the form of books and audio - visual materials. The library lends an average of 1000 books to users every day. In addition, through connections to home and foreign academic networks it provide the necessary information to its clients.
The library staff is trained in all aspects of information skills; from initial introduction to the library to advanced literature searching through using databases and other facilities.

academic members. In addition to the

the center publishes a number of internal news

Nowadays, the dissemination of science through internet networks has
become vitally important. The UMZ Information and Technology Centre has the
main task of creating an appropriate space for the spread of information among
students, working and the teaching staff through its vast computer networks.
The main missions of the center are, a) creating a robust and secure information
technology infrastructure for the university; b) Providing a variety of computing
and networking services to the entire university; c) Planning for the effective
use of IT in the university; d) Providing Information systems needed for the
whole university.
IInformation Technology Center
Physical training is as important as mental training in a university.
Therefore, it is a major goal of UMZ to hold recreational activities for its
both boy and girl students. Bodybuilding, wrestling, martial arts, table tennis,
soccer, track and field, chess, and open-air sports (volleyball, basketball, and
tennis) are some sports events that are organized by this administration.
