In order to accomplish this, officials mustunderstandtherulesandenforceallruleswithoutregardfortheoutcomeofthemeet. This manual is not meant to be “another rules book.” Rather, it is designed to assist all officials inunderstandingtheirroleinconductingcompetition.Whileitshouldbeespeciallyusefulfornewandlessexperiencedswimmingofficials,itwillalsohelptheveteranofficialhonetheorganizationalskillsalongwiththemechanicsofofficiating.
PHILOSOPHYANDETHICSTheprimaryroleoftheofficialistoensurethattheactionsofthecompetitors, coachesandotherteampersonnel are in compliancewith the rules. In fulfilling this task, the officialmust establish the bestpossibleclimateforfaircompetitionwiththeattentionontheathletes, ratherthanontheofficial.Theconductof eachofficial affects thepublic’s attitude towardall officials. Therefore, everyofficialmustupholdthehonor, integrityanddignityoftheprofession.
