Bienvenue! On behalf of more than 150,000 members of the American Society of Civil Engineers, it’s my pleasure to welcome you to New Orleans, my home and the host city for the ASCE 2017 Convention.
From compelling short courses to amazing technical tours, this year’s convention week is chock full of thought-provoking sessions and career-enhancing opportunities. You will hear first-hand accounts from experts on natural disaster response and recovery, and learn how New Orleans used rebuilding as an opportunity to strengthen community life and social justice.
The convention opens with an invigorating talk from Marci Rossell, Ph.D., who takes complex economic issues, often dull in the button-down business press, and makes them relevant to people’s lives, families, and careers. And, don’t miss the closing luncheon where you will get valuable insights to transition your personal brand into something that reflects the true you from motivational speaker and career guru, Kaplan Mobray.
There’s so much to do in New Orleans, but here are a few things you can’t miss. Stop by Café du Monde to try some café au lait and beignets, take in some live jazz at Preservation Hall, savor some Creole cuisine at Commander’s Palace, and take a ride on one of NOLA’s historic street cars.
It’s an exciting time for civil engineers as we continue to grow and adapt, remaining always resilient, motivated, and responsive to changes in the profession. The world of civil engineering is an inspiring area in which to work, and we will continue to bring people together in forums like this, to ensure we remain connected and relevant.
Laissez les bons temps rouler,

AUTOMATED PDH TRACKINGWhen you arrive at the registration desk to pick up your registration badge and tickets, you will notice that after your name badge you will receive a second badge, which includes your name and a bar code specific to your registration. Before you enter the room for a pre-conference short course, a technical session, or the opening plenary session, you must scan the bar code on your badge to receive PDH credit. The scanner will acknowledge a successful recording of your name for the specific session. We strongly recommend you scan your badge at the beginning of each session to eliminate any challenges and/or lines later.
Please remember, the only way to receive PDH credits is if you scan your bar code badge at the start of each session.
Look for a detailed instruction sheet when you receive your registration materials.
PROFESSIONAL DEVELOPMENT HOURS (PDHs) — EARN UP TO 20 You may earn PDHs, which are nationally recognized units of record, by attending convention concurrent sessions, technical tours, and short courses. Please note there are differences from state to state in continuing education requirements for professional engineering licensure. Each state licensing board has the final authority to approve course, credits, PDHs, and other methods of earning credits in that state. ASCE strongly recommends that individuals regularly check with their state licensing boards for specific continuing education requirements in their jurisdictions that affect professional engineering licensure and the ability to renew licensure.
CHARGING STATIONSDid your phone die mid-call? Are you getting that low battery warning? ASCE, through generous support, has charging stations provided so that you can easily charge your phone or any device – and it’s free! ASCE IS GREEN!ASCE firmly supports green initiatives and is pleased to work with companies doing the same. From the New Orleans Marriott to the ASCE 2017 Convention decorator, Alliance Exposition Services, there is a concerted effort to be environmentally friendly. Take a look below to learn how each organization in our partnership is lending a hand to keep ASCE’s conferences green.ASCE fully supports green efforts and practices, including the following:• Tickets for social events to provide accurate
counts for food and minimize waste.• Coordination with hotel to donate leftover
food to local food banks, where possible.• Electronic promotion of the convention.• Recycling convention signs and materials.• Onsite recycling at the New Orleans
Marriott.• Bins for recycling convention badge holders.• Water provided in rooms with pitchers and
glasses to reduce plastic bottle waste.
ASCE’s decorator for the ASCE 2017 Convention has helped provide everything from logistical support to sign creation. As ASCE’s partner, Alliance takes the following green initiatives:• Convention signs are made of
environmentally responsible components with water-based inks.
• Most employees telecommute to reduce the company’s carbon footprint.
• Metal structures are made out of aluminum, making them reusable and recyclable.
The New Orleans Marriott takes pride in practicing the follow green initiatives:• Glass in the facility is classified as low ‘E’
– energy friendly – which controls UV light flow into hotel.
• Escalators in the building are run based on occupancy and event needs.
• All aluminum cans, glass, and plastic bottles disposed of by groups in the facility are recycled.
• 95 percent of cleaning supplies are environmentally safe and biodegradable. Nineteen blend centers have been installed to dispense cleaning chemicals that are green certified.
• Auto flushers have been installed throughout facility to conserve water.
• 21 variable speed controls have been installed on motors (20HP to 50HP) to conserve energy.
• Approximately 800 pallets per year are recycled.

One of New Orleans’ best assets is its walkability. The city is conveniently compact and easy to navigate. On foot, visitors can slow down, stroll, take in the remarkable architecture, browse eclectic shops and stop along the way at one of the city’s many eateries or bars. Not only is walking a great way to work off that extra helping of bread pudding you couldn’t refuse at dinner last night, but you’re also sure to cross paths with friendly locals who will be more than happy to give you their recommendations for where to eat next.

NEW ORLEANS CITY PARK COMMUNITY SERVICE PROJECT1:30 – 4:30 p.m. | City Park
City Park relies on volunteers like you to keep the park looking great. Contribute your skills and experience as a civil engineer to this community service project!New Orleans City Park is one of the country’s oldest and largest urban parks. The park encompasses 1,300 acres, and has been hosting locals and visitors since 1854. The failure of the federal levee system following Hurricane Katrina in 2005 left 95 percent of City Park sitting in floodwaters for weeks, inflicting $43 million in damages to the park alone. The public responded with an overwhelming outpouring of support that has funded significant progress in not only repairing but also improving City Park. The Festival Grounds were developed on the site of one of the park’s four golf courses following the flood. The project was a Sustainable Sites pilot project, earning one-star rating. A major component of that project was the development
of a one-acre constructed wetland, which diverts approximately one-third of the stormwater from the site away from the city’s overburdened stormwater system. The area was designed by landscape architect Dana Brown and Associates, is landscaped with native plants, and contains walking paths and a boardwalk. Removal of invasive species is required periodically and provides an opportunity for stormwater design professions to educate locals about the value of on-site stormwater best management practices.Join your colleagues and donate your time and energy to support this endeavor. Attendees are encouraged to wear long pants and closed toed shoes and to bring work gloves as you will be working to remove invasive plants and trees from the grounds. A volunteer work shirt will be provided along with light refreshments and snacks.
Meet at the New Orleans Marriott Canal entrance 15 minutes prior. Buses leave promptly at 1:30 p.m.

THE NATIONAL WORLD WAR II MUSEUM CANOPY OF PEACE – DESIGN AND CONSTRUCTION1:00 – 4:30 p.m.
PDHs: 2 The Canopy of Peace will be a 448 feet long, 126 feet wide steel and fiberglass structure that will hover 150 feet above the ground, spanning several completed structures on the National World War II Museum’s Warehouse District campus. Design and construction of this feature included detailed wind tunnel testing to determine loads on the structure and its foundations. Each load condition resulted in separate forces and overturning moments in all three axes. Working in concert with the project structural engineer, pile caps and layouts were analyzed and revised until predicted cap displacements under all potential loading conditions were within project tolerances. Construction of this feature is proving to be equally challenging, as it is being erected within and above the facility while the museum remains open to the public, in a very congested urban setting. The tour will include discussions of the design challenges while reviewing a full-scale mockup of the finished canopy and existing buildings. It will conclude with a stop at an observation catwalk where the ongoing construction of this feature can be observed and the construction challenges discussed. This tour includes admission to the National WWII Museum.
Learning Objectives:• A discussion on the challenges of
determining loading conditions for an irregular shaped structure with only non-vertical structural members.
• A discussion of the interactive approach in evaluating complex loading conditions (based on wind tunnel testing) on the structure and the foundations to meet project tolerances in all axes (displacement and rotation).
• A discussion on the challenges of erecting a complex structure with all non-vertical members in a tight urban environment with limited laydown areas, within the confines of a functional and operational facility like the museum.

Moderator Edward McGuire, P.E., F.ASCE, Vice Chair, ASCE Convention Advisory Council
Presidential Remarks Norma Jean Mattei, Ph.D., P.E., F.SEI, F.ASCE 2017 ASCE President
Opening Keynote Address: Marci Rossell, Ph.D. Rossell electrifies audiences nationwide, speaking on the nexus of economics, politics, culture, and the media. Her animated style was honed when she served as the
popular, lively Chief Economist for CNBC in the months immediately following September 11. She takes complex economic issues – often dull in the button-down business press – and makes them relevant to people’s lives, families, and careers. America’s infrastructure needs have never been greater, yet investment has been disappointing in the post-Financial Crisis environment. And the current interplay between politics and productivity has brought the issue to a stalemate. Join Rossell as she considers the road forward for private and public investment in the U.S. economy.

SPIRITS OF NEW ORLEANS FRENCH QUARTER COCKTAIL TOUR6:00 – 9:00 p.m.
Dixieland jazz, Tabasco sauce, A Streetcar Named Desire, blackened anything…these are a few of the wonderful things that the Big Easy has to offer. But it is the “spirits” of the city that make it truly famous. It is believed the first cocktail, the Sazerac, was created in New Orleans by Antoine Amedee Peychaud. Peychaud invented his bitters in Santo Domingo and brought the recipe to New Orleans with him. He opened a drugstore called Pharmacie Peychaud on Royal Street. Friends gathered frequently to sample his drinks served in a cocquetier, which is the French word for an egg cup. The mispronunciation of cocquetier resulted in the word “cocktail.” Peychaud used Sazerac, Cognac, Absinthe, sugar, and his bitters in the recipe. The drink later became known as the Sazerac Cocktail. Today you will have the opportunity to enjoy the Sazerac.
You will walk through the French Quarter and discover how the famous “spirits” of New Orleans evolved in this unique city. From the creation of the Sazerac and Pimm’s Cup to the Hurricane and the Hand Grenade, you’ll enjoy a view of New Orleans history through our legendary bars and restaurants, two essential ingredients of New Orleans’ culture. Our bartenders might even show you how to mix a drink or two!The cocktail tour mixes classic stories of New Orleans taverns and restaurants with facts about the unique concoctions made famous here.Tour Registration: $105

INDUSTRY LEADERS FORUM FROM DISASTERS TO SOLUTIONS2:15 – 3:45 p.m. | Acadia
PDHs: 1.0In 2005, the City of New Orleans and nearby coastal communities, experienced the historically devastating impacts of Hurricane Katrina. Significant loss of life and property damage in the immediate New Orleans area was attributed to overtopping and failure of levees that were built for hurricane protection.
What followed were investigations, recommendations and lessons learned. The Industry Leaders Forum will be a moderated circumspection of what lasting affect Katrina has had on New Orleans and the civil engineering profession.

SACRED & MYSTERIOUS: CHURCHES AND CEMETERIES TOUR9:00 a.m. – 12:00 p.m.
OPTIONAL TOURS
Religion is an integral part of the culture and history of New Orleans. On this tour, you will delve into the religious culture and spirit of Louisiana by visiting its most famous churches and cemeteries. It is here that you will admire great architecture, exquisite wood, stained glass, and stone, and learn about the “Cities of the Dead.”Explore the city’s most unique cemetery, St. Louis No. 1. Unlike other cities, all tombs are above-ground here and were frequently designed by famous architects. You’ll visit the tombs of both the famous and infamous like Paul Morphy, the world chess champion, and Marie Laveau, the Voodoo Queen. Our Lady of Guadalupe is the oldest church still standing in the city. The building was built in 1826 and was originally used as burial grounds for the fallen victims of yellow fever. Now, this is the official chapel of the New Orleans Police and Fire Departments.
Next, take a brief tour of the Garden District and visit the old Lafayette Cemetery. Established in 1833, Lafayette Cemetery No.1 is a non-segregated, non-denominational cemetery. Perhaps the most famous residents are fictional. The tomb for the Mayfair witches, created by Anne Rice in The Witching Hour, fits a combination of the Lafayette and Jefferson fireman tombs. Lafayette Cemetery has been featured in many films including Double Jeopardy, Dracula, and Interview with a Vampire.

GHOSTLY SPIRITS & SCANDALOUS TALES TOUR WITH DINNER AT TUJAGUES RESTAURANT6:00 – 10:00 p.m.
New Orleans has a dark and juicy past that is delicious to discover. This Port City took up the roguish and sensual customs of both the Spanish and the French and then added on incredible local legends. The unforgettable cast of characters includes eccentric outlaws, pirates, saints, sinners, and famous Voodoo Queens.Starting the stroll at Royal Street in the heart of the Quarter, great tidbits are tied to visual settings of where the action happened. The authentic history is replete with stories: Pirate Jean Lafitte becomes the warrior hero who helps defeat the British in the Battle of New Orleans. Voodoo Queen Marie Laveau is a regular at the Catholic Mass and is an advisor to the genteel Creole power crowd. Governors and visitors consorted in the famous red light districts, where pretty babies, great musicians, and cocktail swingers made New Orleans famous for its ability to live it up (or down)
and party. Seeing these scandal-filled special spots gives all an added appreciation of this city of a thousand stories of nights that never witness sleep.
Tujagues RestaurantThe second oldest restaurant in New Orleans! Located in the heart of the French Quarter, facing the historic French Market, Tujague’s has retained its reputation for providing an unforgettable dining experience in the original Creole tradition. Tujague’s has been a favorite for 150 years, entertaining and satisfying the appetites of delightfully robust patrons to the French Quarter. The original Creole tradition of hand selecting fresh produce purchased daily from the open French Quarter market also continues today, ensuring cuisine of the finest possible quality.Tour Registration: $130
